Abstract

Accelerating digital transformation in Islamic Religious Education (PAI) in the 3T (Underdeveloped, Remote, and Transmigration) regions of South Sulawesi is a strategic step to achieve equal quality education and counter the risk of radicalism in cyberspace. This analysis is motivated by the sharp digital divide resulting from limited basic infrastructure such as internet networks and electricity supply, as well as the low digital pedagogical competency of educators in remote areas. This situation is exacerbated by the absence of specific regulations providing policy affirmation for regions with extreme geographical challenges. The policy methodology used in this paper is a qualitative descriptive analysis with an alternative policy evaluation approach using William N. Dunn's criteria, which include effectiveness, efficiency, adequacy, fairness, responsiveness, and appropriateness. Issue priorities were determined using the *Urgency, Seriousness, and Growth* (USG) method to identify the most crucial root causes. The analysis results indicate that government intervention through regulatory strengthening is key. Proposed policy recommendations include the issuance of a Ministerial Decree on minimum standards for madrasah digital infrastructure in the 3T (Underdeveloped, Transmigration) regions, flexibility in the use of operational assistance funds for alternative connectivity solutions, and the development of a digital content repository platform based on local wisdom. The implementation of this affirmative regulation is expected to reduce disparities in access, systematically improve teachers' digital skills, and ensure the sustainability of inclusive and adaptive learning processes in all corners of South Sulawesi. This step lays a crucial foundation for strengthening the morality of the younger generation through moderate and professionally curated religious content.

Abstract

The weakness of waqf land certification in Indonesia is often rooted in internal management issues at the upstream level, particularly regarding document integrity at the Office of Religious Affairs (KUA). This policy paper examines the phenomenon of personnel rotation occurring without strict archive handover procedures and the weak documentation management at the district level, which systematically triggers administrative procedural complexities. Such conditions cause historical data, such as the original Waqf Pledge Deeds, to frequently be lost or damaged, thereby hindering the judicial evidentiary process before land authorities. This documentary uncertainty triggers high risks of land disputes, especially when the economic value of urban land increases rapidly, prompting counterclaims from heirs. The policy methodology applied in this paper uses a descriptive qualitative analysis approach with William N. Dunn’s policy evaluation technique to assess the feasibility of alternative solutions. Through environmental scanning of current bureaucratic practices, a synthesis of various relevant regulations was conducted to formulate more adaptive standard operating procedures. The results of the analysis indicate that the standardization of handover procedures for Officials Empowered to Draw Up Waqf Pledge Deeds (PPAIW), accompanied by mandatory audits of vital archives, is a strategic step to ensure administrative continuity. This effort is aimed at creating an unbroken chain of information, ensuring that historical documents maintain their validity despite personnel changes. The primary recommendation emphasizes the importance of strengthening internal regulations under the relevant ministry to guarantee maximum legal protection for community social-religious assets through accountable and transparent administrative structuring.

Abstract

The issue of suboptimal Confucian religious education services in the Bangka Belitung Islands Province is a critical concern that results in the neglect of students' constitutional rights. The core problem is rooted in a drastic imbalance between the number of students and the quantity of educators, exacerbated by low interest among prospective students due to career prospect uncertainty and the limited number of higher education institutions for Confucian studies. This paper aims to formulate strategic solutions to break the chain of teacher shortages through an integrative policy approach. The policy methodology employed is descriptive qualitative analysis, applying William N. Dunn’s policy evaluation framework. The analytical process involves comprehensive problem identification and the establishment of evaluation criteria—including effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness—followed by scoring various intervention options. The analysis concludes that a recruitment policy through an integrated service-bond scheme (ikatan dinas) is the most incisive step to simultaneously resolve upstream and downstream issues. The primary recommendation is the establishment of a Minister of Religious Affairs Regulation concerning service-bond patterns and the placement of graduates from Confucian religious higher education institutions. This policy is projected to provide career certainty for students, ensure competency linearity, and stabilize the teacher supply in critical regions through cross-sectoral coordination with national civil service authorities. The implementation of this recommendation is expected to transform religious study programs into high-value career paths while ensuring the sustainability of character education based on Confucian values in public schools, thereby guaranteeing social justice and religious moderation at the regional level sustainably

Abstract

This policy paper examines the urgency of strengthening regulations related to the implementation of a Green Campus at the Palangka Raya State Christian Institute, which currently faces serious challenges in the form of environmental degradation and the deterioration of public spaces. The main issues identified include the loss of water absorption areas due to land conversion into physical structures, the low effectiveness of vegetation maintenance, and waste management that has not yet been integrated into a circular system. Using a policy analysis method that includes identifying the root causes through the Urgency, Seriousness, Growth (USG) technique, this paper evaluates various managerial obstacles hindering the creation of a sustainable educational ecosystem. The review process was conducted by comparing several policy alternatives, in which the issuance of a Minister of Religious Affairs Regulation regarding green campus guidelines was assessed as the most effective solution to provide a binding legal framework for all State Religious Universities. This approach was chosen because it effectively integrates physical infrastructure management standards with environmental conservation needs while fostering innovation in campus community participation. The strategic recommendations proposed include the development of comprehensive regulations mandating a minimum of thirty percent green open space, the standardization of pedestrian-friendly facilities, and the establishment of an integrated waste management system. The implementation of this policy is projected not only to mitigate local temperature increases on campus but also to transform institutional governance into a more accountable, efficient, and globally competitive system in support of achieving sustainable development goals. Through these policy measures, the transformation of the campus ecosystem into a healthy, shaded, and productive livable space can be accelerated to realize environmentally conscious higher education standards in the long term.

Abstract

The transformation of religious curricula in the era of disruption is imperative to address the challenges of low digital literacy and rising religious exclusivism triggered by social media algorithms. Current curricula, which tend to be text-heavy and dogmatic, fail to equip students with information filtering skills, leaving them vulnerable to digital intolerance narratives. Employing a qualitative policy analysis methodology with William N. Dunn’s scoring criteria, this work evaluates various regulatory alternatives to strengthen religious moderation. The analysis reveals that integrating digital literacy into religious education content standards significantly enhances students' cognitive resilience against hoaxes and cyber provocations. The discussion emphasizes the importance of a curriculum pruning strategy to provide space for critical analysis competencies and digital ethics among educators through the TPACK framework. It is concluded that a top-down policy via Ministry of Religious Affairs Regulations is the most effective step in restructuring the educational paradigm. It is recommended that the Ministry of Religious Affairs immediately issue integrated digital literacy regulations and strengthen cross-sectoral collaboration with telecommunications authorities to ensure the successful implementation of inclusive religious moderation in cyberspace.

Abstract

This policy article examines the urgency of curriculum transformation within religious study programs at Universitas Islam Negeri Sunan Ampel Surabaya to respond to the ever-changing dynamics of the professional world. The primary issue identified is a competency gap between academic outputs and industrial needs due to rigid curriculum governance and incidental practitioner involvement. This analysis employs a descriptive qualitative policy methodology utilizing William N. Dunn’s evaluation criteria, encompassing effectiveness, efficiency, adequacy, equity, responsiveness, and technical feasibility. Strategic steps are formulated through problem identification using the Urgency, Seriousness, and Growth method and root cause mapping through a systemic thinking framework. Based on the assessment, five policy alternatives are proposed, focusing on the institutionalization of practitioner roles through the establishment of an Industrial Advisory Board, the implementation of an agile curriculum, and the synchronization of outcome-based learning achievements. This strategy is supported by conceptual frameworks of human capital, constructivism, and the Triple Helix model to ensure a harmonious integration between Islamic values and industrial professionalism. The implementation of this policy is expected to shift the educational paradigm from pure theoretical mastery toward adaptive transversal competency. By strengthening strategic collaboration between the university and the private sector, the institution can ensure that religious study program graduates possess high competitiveness, proficient digital literacy, and readiness to face future global labor market disruptions

Abstract

The weak implementation of Prior Learning Recognition (RPL) within State Islamic Religious Universities (PTKIN) is a crucial issue hindering the accessibility and inclusivity of higher education. The main problem identified is the low literacy and competency of assessors in assessing practitioner portfolios, which is exacerbated by limited assessment instruments and quality assurance standards. This policy analysis was conducted using a descriptive qualitative method with a Policy Analysis approach that integrates the USG (Urgency, Seriousness, Growth) criteria to determine priority for problem resolution. The policy methodology also involves an analysis of William N. Dunn's criteria to evaluate various alternative solutions based on aspects of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The analysis results indicate that the root of the problem stems from the lack of practical experience of assessors in mapping cross-sector competencies due to organizational fragmentation and a rigid academic culture. Theoretical support used includes Human Capital Theory, Andragogy, and the Resource-Based View to dissect the urgency of human resource investment. As a strategic solution, this policy paper recommends the establishment of a Rector's Decree concerning Internal Assessor Governance and Certification Scheme. This policy is considered the most effective because it provides legal legitimacy, standardizes assessment operations, and ensures the integrity of recognition results. Implementation of this recommendation is expected to mitigate legal risks, standardize the quality of recognition at the study program level, and increase institutional competitiveness in providing flexible and high-quality educational services to the wider community. By strengthening the capacity of assessors, PTKIN can realize an outcomes-based educational transformation that adapts to the dynamic needs of the global workforce

Abstract

The transformation of public services through the online Integrated One-Stop Service (PTSP) system at the Regional Office of the Ministry of Religious Affairs in Lampung Province currently faces serious challenges regarding the uncertainty of service duration, caused by weak document verification systems. The primary issues identified include low data integration between work units (such as SIMKAH and EMIS data) and the absence of automated validation, which forces verifiers to perform repetitive manual checks, leading to document backlogs and bureaucratic inefficiency. This policy research utilizes a descriptive qualitative methodology with a content analysis approach toward related regulations and systematic observations of the existing digital workflow. The policy analysis is conducted using criteria of effectiveness, efficiency, and technical feasibility to evaluate various alternative solutions. The results indicate that the absence of a middleware layer and interoperability standards are the main obstacles to realizing a Digital Era Governance (DEG) ecosystem. Therefore, this policy paper recommends an acceleration strategy through the issuance of a Regional Head Instruction on Open API Implementation and the development of an integration infrastructure based on a Single Source of Truth (SSoT). The implementation of this solution is projected to automate up to 70% of the verification process, reduce the manual workload of verifiers, and ensure transparency through real-time document tracking features. By strengthening the theoretical foundations of Whole-of-Government and Agile Bureaucracy, this policy is expected to improve digital service quality (e-ServQual) and restore public trust in the professionalism of public services within the Ministry of Religious Affairs of Lampung Province.

Abstract

The strategy for strengthening public accountability through the implementation of the latest financial accounting standards has become a crucial instrument in rebuilding public trust toward national zakat management institutions. This policy article aims to formulate tactical steps to address low financial reporting compliance and weak internal control systems that have historically hindered institutional transparency. The policy methodology employed involves a descriptive qualitative approach through the analysis of regulatory documents, observation of financial statement audit patterns, and evaluation of competency gaps among field practitioners. Problem prioritization was conducted using the USG (Urgency, Seriousness, Growth) analysis, which determined that the weakness of public accountability and financial audits is the most pressing issue to be addressed due to its serious impact on the decline of public participation. The results of the discussion indicate that the primary barriers to adopting these accounting standards include the limitations of fragmented information technology systems and the low number of professionally certified amils. Furthermore, a significant information asymmetry was found between fund managers and zakat payers due to the absence of regular audit mechanisms at the regional level. As a strategic solution, this article recommends that the government, through the Ministry of Religious Affairs, issue regulations mandating external and Sharia audits as a mandatory requirement for the renewal of operational licenses for zakat institutions. Additionally, it is necessary to accelerate the digitalization of nationally integrated accounting systems and strengthen human capital through continuous professional certification programs. The implementation of these recommendations is expected to create a professional and transparent Islamic philanthropy ecosystem, thereby mitigating the risk of fund misappropriation while significantly driving increased public participation in supporting national economic welfare through accountable zakat distribution

Abstract

This policy paper identifies the critical challenges faced by micro-enterprises in densely populated urban areas, where land limitations lead to the integration of production spaces with residential areas, thereby hindering the separation of production flows according to hygiene and halal assurance standards. This issue results in a high risk of cross-contamination and weakens the competitiveness of local products within formal supply chains. Utilizing a descriptive-qualitative policy analysis approach, this paper evaluates the effectiveness of existing regulations and formulates a cross-sectoral synergy strategy between technical ministries and local governments. The policy methodology employed includes mapping structural problems in physical facilities, analyzing operational standard gaps, and formulating a collaborative framework through joint regulations. The core of this policy proposal is the restructuring of the local government's role to directly intervene in physical infrastructure development for micro-businesses that have attained halal certification but are constrained by facilities. These strategic steps include the allocation of regional budgets for physical facility renovation and the reconfiguration of spatial layouts on limited land according to national technical standards. Through the implementation of this policy, it is expected to achieve consistent hygiene standardization, strengthened product traceability, and the elimination of logistical barriers for micro-entrepreneurs. In conclusion, the proposed synergy aims to create a resilient local halal industrial ecosystem, where government infrastructure intervention serves as the primary key to ensuring sustainable compliance with health and religious regulations, enabling local micro-enterprise products to competitively enter modern retail markets and government procurement systems.
