Abstract

This research aims to analyse the development planning of the area of the Jeru Fruit garden in Malang District (study at the Tourism and Culture Office of Malang District). Researchers analyzed development planning using 6 (six) components, namely The decision to adopt planning, collect and analyse data, identyfing alternatives course of action, plan and project appraisal, implement, and monitoring and evaluation. The type of research used is descriptive research with a qualitative approach. The results of the research show that development planning is seen from 6 (six) components, that the implementation of the ecotourism area of Jeru Fruit Park in Malang district has been more than 4 (four) years but in fact there are still many activities have not been carried out optimally, such as the many physical results of development that has been completed but still not be utilized because of the lack of management certainty that can generate income as a source of Original Local Government Revenue.

Abstract

After the development of the floodway, the Solo Valley Warken Irrigation Land that has not been and is not used for irrigation needs can be used by the subject of the lease by paying a fee that has been determined by the Public Works Office for Water Resources (SDA) of Lamongan Regency so that it can be used to meet the needs of community land. which is increasing. As for the fees that are generated each year, it will be divided according to the cooperation agreement between the Public Company (PERUM) Jasa Tirta I and the Autonomous Regional Government of Lamongan Regency. Although the ratio of effectiveness between the target of receiving retribution and revenue realization is very effective, its contribution to PAD in Lamongan Regency is still far below the average.

Abstract

The objective of this research is examines the role of collaborative governance in rural tourism development, especially in the tourist area of "Bumiaji Agrotourism" in Tourist City of Batu. The rapid development of tourism in Batu is still dominated by the artificial tourism destinations, often the highlight in relation to the equitable distribution of welfare and sustainability of tourist development. Until today, the efforts of local governments and communities by presenting a variety of new icon types of community-based tourism destinations in Batu City do not provide assurance that tourism will remain exsist and suistain due to resource limitations in each actor. In accordance with Good Tourism Governance (GTG), tourism management efforts can no longer be charged only to one of the actors. Collaborative governance approach can be used as an alternative solution, especially in rural tourism development in Tourist City of Batu to strengthen the character of tourist destinations as well as tourism network buildings.

Abstract

This type of descriptive research using qualitative methods aims to describe and analyze the implementation of inclusive campus service management (planning, organizing, actuating, controlling) and service quality for students with disabilities at Universitas Brawijaya as an Inclusive Campus along with the supporting factors and obstacle factors of services. The results showed that the service management of the Inclusive Campus at PSLD UB has been running well, preparing competent human resources and caring for students with disabilities, implementing work programs that support services for students with disabilities (recruitment of volunteers, providing counseling and companion tutors), conducting socialization and disability awareness training for academicians, and actively providing studies on disability issues. Inclusive Campus Services in terms of quality dimensions of public services are implemented quite well; including reliability, responsiveness, assurance, empathy, and physical evidence of services. The several obstacles in the implementation of the services are; the availability of facilities and infrastructures based on the Universal Design, the weakness of planning and supervision process in the building development that are friendly for people with disabilities.

Abstract

Sustainable city development is an attempt to increase society’s life quality. Environmental awareness is no longer local normativity, but a construct of shared life. A good environmental awareness is not merely a national discourse but has become a global and urgent importance. This paper aims to identify and analyze the implications of environmental governance in sustainable city development. It is a descriptive research with qualitative approach. The result of this study shows that the community and the authorities in kampong Kampong Go Green of Malang are the main factors that determine the success of environmental governance  process in sustainable city development.

Abstract

This research focuses on efforts to strengthen the capacity of the apparatus of human resources within the Bappeda office in the Banyuwangi Regency. One effort to improve the quality of the apparatus is the method of education and training (Diklat), salary systems, and working conditions. This study aims to determine the process of strengthening the capacity of the HR apparatus in the Bappeda environment and the factors that influence the strengthening of the HR capacity of the apparatus within the Bappeda environment. This study uses a qualitative method. In this research, the theory used is the theory of capacity development initiated by Grindle. The results of this study are that strengthening the capacity of human resources with the education and training methods carried out by Banyuwangi Bappeda has an impact on improving the performance of each apparatus in accordance with their main tasks and functions. The working conditions in the Bappeda of Banyuwangi Regency are classified as good, as can be seen from routine coaching between superiors and staff. The payroll system is in accordance with applicable regulations.

Abstract

This study aims to identify the implementation of child protection policies during the Covid-19 pandemic through the Campus Social Responsibility (CSR) program imposed on circular letter issued by the Surabaya City Social Service number 460/33250/436.7.7/2020 analyzed based on the theory of implementation of Hogwood & Gunn (1984) and Dye's policy impact theory (2017). The results showed that the implementation of the Campus Social Responsibility program during the Covid-19 pandemic was categorized as an unsuccessful implementation since several requirements for the successful implementation of the program were not fulfilled. The impact of the unsuccessful implementation of the Campus Social Responsibility program leads to the potential rate of school dropout at the SMA/ SMK level in Surabaya is quite high. The minimal contribution from various parties involved in the Campus Social Responsibility program has the consequence that the vulnerable school dropouts cannot be handled properly causing the low quality of Human Resources (HR), increasing number of job seekers, open unemployment, moral degradation, poverty, as well as crime.

Abstract

This paper examines environmental governance in climate change adaptation efforts in Indonesia. Climate Change has been a common concern, especially since the signing of 194 countries in the Paris Agreement. Climate change adaptation is one of the points in the Paris Agreement as an effort to implement commitments to tackle global climate change. Climate change adaptation is one of the responses made by humans in facing climate change in addition to mitigation. Adaptation is carried out to reduce vulnerability to the effects of climate change. The Indonesian government has made various climate change adaptation efforts, including preparing national policy documents such as INDC, RAN-API, and related regulations to address the impacts of climate change. However, the research results show that strengthening climate change adaptation efforts needs to be balanced with commitment from sharing parties, strengthening the role of the private sector, and proper budget planning. Committees here are associated with the alignment of central and regional policies and the compliance of local governments in implementing climate change adaptation policies. The private sector's role emphasized the contribution of activities and finance to climate change adaptation efforts through corporate social responsibility programs.

Abstract

This study was aimed to investigate the satisfaction level of students with disabilities toward the educational services provided by Brawijaya University based on indicators of Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The popilation was students with disabilities at Brawijaya University, while the sample included 16 respondents determined by the Purposive sampling technique. The result demonstrated the average score of the tangibles (X1) variable, reliability (X2), responsiveness (X3), assurance (X4), and empathy (X5) were 4.40, 4.04, 4.11, 3.97, and 3.76, respectively. This showed that respondents gave a positive response (agree) to the indicators of the quality of education service. In addition, the score of the customer satisfaction index (CSI) obtained was 81.26%. Therefore, it is concluded that students with disabilities have so far been “satisfied” with the educational service provided by the university. However, university is expected to improve the quality of education service quality and students’ expectation.

Abstract

The question posed in this research is "Do political institutions participate in producing products and carry out various influences on innovation policies?" This study contributes to understanding the role of politics in innovation policies in local government. This research was conducted in two areas, namely Malang City and Malang Regency. The method used is available data analysis (secondary data). There are 4 focus studies that are examined. There are two analyzes used in this study, namely: First, the data obtained secondary to descriptive analysis was carried out with Excel, then further analyzed using SmartPLS for inference analysis. The findings of this study reveal that the political environment has a negative relationship with both innovation achievements and local government performance. However, in elaboration on policies, it turns out that political colonization occurs in policy products. This research also reveals why innovative areas are never sustainable in terms of their innovation achievements. Although this research can reveal policy colonization by the political environment, the limitations of the scope of the research area, and the scale used to limit this research. For this reason, it is advisable for a more detailed study by expanding and comparing the regions, both those interpreted in the IGA and TOP 99, and those that are not.
