Abstract

Interest refers to an internal drive within an individual that arises from a desire to choose a product, based on personal experience, a tendency to consume, or the intention to own the product. This interest does not emerge suddenly but is influenced by various factors, including perception and attitude, which play a crucial role in shaping a person's attraction toward a product. This study aims to examine the extent to which perception and attitude influence the interest of the community in Sungai Binjai to become independent BPJS (National Health Insurance) participants. The research employs a quantitative approach, with data analysis including validity and reliability tests, as well as hypothesis testing using t-test, F-test, and coefficient of determination (R²). The data analysis technique used is multiple linear regression. The results indicate that, based on the t-test, the perception variable (X1) does not have a significant effect on the community's interest in becoming independent BPJS participants. In contrast, the attitude variable (X2) shows a significant effect. The F-test result reveals a significance value of 0.008, which is lower than the 0.05 threshold, indicating that both perception and attitude simultaneously influence interest. However, the contribution of these two variables to interest is only 8.20%, while the remaining 91.80% is influenced by other factors not examined in this study.

Abstract

Motor vehicle theft by children is a criminal phenomenon that causes social unrest and raises legal issues related to child protection. This study aims to analyze the factors causing children to commit motor vehicle theft in the Bangkalan area and examine the role of the Indonesian National Police in combating this crime. This study uses an empirical legal approach with qualitative methods through interviews, observations, and document studies. The results show that economic factors, family disorganization, social environmental influences, low legal education, and weak supervision are the main determinants of child involvement in criminal acts. In the context of countermeasures, the Indonesian National Police implements preventive, repressive, and restorative justice strategies in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. Rehabilitative and diversion approaches are the main instruments in maintaining a balance between law enforcement and the protection of children's rights.

Abstract

Drug abuse is a serious legal and social problem in Indonesia. The distribution and consumption of narcotics not only impact public health but also have complex legal implications in the criminal justice system. This study aims to analyze the application of substantive criminal law to the crime of drug abuse class I for oneself and examine the judge's considerations in handing down a verdict in case Number 412/Pid.Sus/2024/PN.Mjk. The research method used is normative legal research with a statutory approach and a case approach. The data used consists of primary data in the form of court decisions and secondary data in the form of laws and regulations, legal literature, and scientific journals. The results of the study indicate that the application of criminal law to drug abuse for oneself still generates debate between a repressive approach through punishment and a rehabilitative approach. In the decisions analyzed, the judges considered juridical, sociological, and philosophical aspects in handing down a verdict against the defendant. This study concludes that the criminal justice system should prioritize a rehabilitation approach for drug abusers who are proven to be victims of dependence in accordance with the provisions of Law Number 35 of 2009 concerning Narcotics.

Abstract

Despite the significant growth of Islamic Social Finance (ISF) globally, zakat management often remains trapped in a legal-formalistic and charity-based paradigm, failing to address the roots of structural poverty. This study critically analyzes the Social Fiqh paradigm of KH. Sahal Mahfudh as a transformative model for integrating zakat into the Sustainable Development Goals (SDGs). Utilizing qualitative library research and a transformative hermeneutics approach, this research decodes Mahfudh’s Madzhab Manhaji methodology to reconstruct the distributive philosophy of zakat. The findings reveal that: (1) Mahfudh initiates an epistemological metamorphosis by redefining zakat from a static ritual into social engineering capital, which legitimizes systemic economic intervention; (2) the model leverages Pesantren-based social capital as a social incubator and non-financial collateral, ensuring the sustainability and accountability of the mustahiq-to-muzakki transition; and (3) the Social Fiqh paradigm serves as an indigenous epistemological bridge that aligns classical jurisprudence with SDG 1 (No Poverty) and SDG 8 (Decent Work) by targeting structural deprivations. This research contributes an indigenous sustainable development model for the global Muslim community, proving that traditional religious authority and social capital are vital for achieving holistic socioeconomic resilience in the 21st century.

Abstract

The development of information technology has driven a transformation in the law enforcement system, including in the field of traffic through the implementation of Electronic Traffic Law Enforcement (ETLE). This study aims to analyze the legal provisions of ETLE and sanctions for traffic violations from a positive legal perspective in Indonesia. The method used is normative juridical with a statutory and conceptual approach. The results show that ETLE has a strong legal basis in the Traffic and Road Transportation Law and the Electronic Information and Transactions Law. However, its implementation has not been optimal due to factors such as public awareness, limited infrastructure, and coordination between institutions. Therefore, strengthening technical regulations, increasing public legal literacy, and developing a more integrated technology-based system are needed.
