Abstract

This study aims to assess the quality of academic services at the Faculty of Teacher Training and Education, University of Lampung, using the New Public Service (NPS) framework as a conceptual basis for public sector reform. Given the increasing demands for accountability, transparency, and responsiveness in higher education, the delivery of academic services requires a reconfiguration to reflect citizen-oriented values better better. Through a qualitative case study design, the study integrates data from interviews, observations, and document analysis to evaluate performance based on ten NPS-based indicators such as responsiveness, communication, accessibility, and sensitivity to user needs. The findings reveal several ongoing challenges, particularly related to staff communication gaps, limited accessibility, and lack of student engagement in the service evaluation process. Although human resources and infrastructure support serve as supporting elements, the lack of effective policy dissemination and the lack of user feedback mechanisms remain significant obstacles. The study emphasizes the need for a more collaborative, ethical, and participatory academic service model in higher education institutions. This research contributes both conceptually and practically to the public service reform discourse by illustrating the relevance of NPS principles in educational contexts, especially in developing countries where institutional adaptability and citizen participation are constantly evolving.

Abstract

The Korean Wave, also known as Hallyu, is a wave of Korean culture that has reached its peak of popularity and spread to various countries worldwide, including Indonesia. The cultures that have entered include music, food, and clothing. Currently, many young people in Indonesia follow the fashion trends from South Korea. This is due to the development of music culture from South Korea, which has now entered Indonesia several years ago. One that has attracted quite a lot of attention is music from South Korea, or what we usually know as K-pop. K-pop merchandise is a variety of knick-knacks related to K-pop idols, usually in the form of albums, lightsticks, stickers, bags, necklaces, keyrings, or standing figures (Lisa, 2018). According to the majority of K-pop fans, purchasing merchandise is not only based on considerations of the usefulness of the item; they consider that merchandise has symbolic benefits, such as recognition from their fan group. The more merchandise is purchased, the more it is seen that he is a fan who supports his idol (Amalia, 2019). This can show the loyal attitude of K-pop fans towards their idols, so it can be said that they buy merchandise only to get satisfaction, not based on need. Another cause of consumer behavior is panic buying because many agencies provide differences between the first printing of an album and subsequent printings. Loyalty is also a strong element in determining a company's achievements (Suhaily & Soelasih, 2018). K-Pop fans tend to have a high level of loyalty, which is evidenced by the high sales of everything related to the artists they idolize, for example, concert tickets, merchandise, and several local brands that collaborate with K-Pop idols.

Abstract

The Russia-Ukraine geopolitical crisis since 2022 has disrupted global supply chains, including the supply of wheat, which is a strategic food commodity of the world. Indonesia, as one of the largest wheat importing countries, has been significantly affected by price spikes and high import dependence. This study aims to analyze the transformation of national food security through agricultural diversification and innovation strategies in reducing dependence on wheat imports in the post-Ukraine crisis period (2022–2024). The approach used is qualitative with literature study methods and secondary data analysis from BPS, FAO, and the Ministry of Agriculture of the Republic of Indonesia. The results of the study show that food diversification based on local commodities such as sorghum, sweet potatoes, sago, and corn has increased policy support, both in the form of production incentives and research strengthening. Agricultural innovation through agroecotechnology approaches and strengthening local food ecosystems has also been proven to increase the productivity of wheat alternatives by 17.4% in 2023 compared to the previous year. However, challenges such as people's consumption preferences and limited food infrastructure remain major obstacles. This study recommends the integration of food diversification strategies with consumer education approaches and community-based technology investment to build national food independence in a sustainable manner.

Abstract

This article examines the 2020-2024 National Medium-Term Development Plan (RPJMN) with a critical discourse analysis approach, especially related to the issues of climate change and food security. The RPJMN as a national strategic planning document contains various development policies and priorities that are a reference for the Indonesian government in facing the challenges of sustainable development. This research aims to uncover how the discourse on climate change and food security is constructed in the document, as well as how the government's commitment and strategy are reflected through the language and policy structure carried out. The critical discourse analysis method was used to examine the text of the RPJMN in depth, identifying the main themes, underlying ideologies, and social and environmental implications of the proposed policies. The results of the analysis show that the 2020-2024 RPJMN places climate change and food security as strategic national priorities, with an emphasis on sustainable human and economic development. However, there are indications of the need to strengthen policy implementation so that the targets that have been set can be achieved effectively. This paper makes an important contribution to understanding the dynamics of Indonesia's national policies in the context of climate change and food security, while offering a critical perspective that can be the basis for future policy evaluation and development. Abstract

In the era of dynamic and changing behaviour, innovation has become a crucial factor for Small and Medium Enterprises (SMEs) to grow, adapt, and survive. Despite their importance, SMEs are often perceived as vulnerable due to limited financial capital and human resource capabilities. However, adopting knowledge-oriented leadership (KOL) and leveraging customer knowledge management (CKM) can offer a strategic pathway to overcome these limitations. This paper proposes a conceptual framework that examines the role of knowledge-oriented leadership (KOL) and customer knowledge management (CKM) in promoting innovation within small and medium-sized enterprises (SMEs). Drawing on the knowledge-based view of the firm, the framework posits that leaders who emphasize knowledge sharing, learning, and strategic knowledge utilization can effectively harness customer knowledge to drive innovation outcomes. When the firm systematically acquires, shares, and applies customer knowledge, it can act as a valuable source of insight in developing new products, improving service, and business model innovation. This study contributes to the literature by combining KOL and CKM perspectives and offers a theoretical framework for further empirical validation. The framework also acts as a strategic manual for SME practitioners who want to use knowledge-centric methods to improve their capacity for innovation.

Abstract

Referring to the United Nations Climate Change Conference (COP28), which is a crucial point in global efforts to address the impact of climate change on the food system. Climate change is considered to have disrupted food productivity and worsened global food security, while the agricultural sector is one of the main contributors to carbon emissions. This study aims to examine the potential of COP28 to bridge the commitments of this international forum as a concrete implementation toward a sustainable food system. The hypothesis proposed states that COP28 can drive the transformation of the global food system through evidence-based policies, cross-sectoral collaboration, and technological innovation. The method used is a quantitative approach with data collection techniques data collection including questionnaires, to evaluate public perceptions. The results indicate that COP28 is perceived as having outcomes that can strengthen synergy among stakeholders, promote the adoption of environmentally friendly technologies, and reinforce policy frameworks to support climate action in the food sector. These findings emphasize the importance of concrete actions and of initiatives resulting from the conference. Thus, COP28 is not only an international discussion forum but also a concrete step toward systemic change toward food security and global carbon emission reduction.

Abstract

Sekopong Island, located on the eastern coast of East Lampung Regency, Lampung Province, Indonesia, is a unique island characterized by constantly shifting land. The island lacks vegetation, has sandy soil, and its terrain is continually reshaped by weather and wave conditions. Despite being unsuitable for permanent settlement, many people have built homes and continue to reside there. Economic opportunity serves as the main draw for settlers, particularly due to the island's rich crab fishing grounds. This study seeks to understand how the community on Sekopong Island adapts and remains resilient in the face of its extreme environmental conditions. A qualitative approach was employed to gather in-depth information from residents and relevant stakeholders. Data collection methods included community group discussions and in-depth interviews. Findings indicate that the primary reason for continued settlement is economic necessity. Most inhabitants are crab fishermen who rely on the island’s surrounding crab habitats for their livelihoods. The residents of Sekopong Island exhibit strong resilience in coping with the challenges posed by their dynamic and shifting environment.

Abstract

This study examines how transparency and accountability are monitored within public governance through the implementation of the Regional and Financial Information Management System at the Financial and Asset Management Agency of Metro City, Lampung Province, Indonesia. Although the financial system information was nationally introduced in 2007 to modernize financial administration, its practical application has revealed persistent institutional and human resources challenges. Adopting a qualitative research design with a single case study approach, the analysis applies Yin's theory-driven strategy to compare empirical findings with normative expectations grounded in good governance, public administration, human resource management, and digital governance. Data were gathered through direct observations, document reviews, and in-depth interviews with key administrative personnel. The study addresses two main research questions: how the financial system supports transparency and accountability in local financial processes, and how human resource development contributes to its effectiveness. Findings indicate that while the system provided structural support for compliance and reporting, its function as a tool for active governance remains constrained by limited capacity building, fragmented procedures, and weak institutional alignment. The study concludes that digital tools alone are insufficient without a strong institutional culture and human competence. Recommendations include structured training programs, standardized procedures, and real-time monitoring mechanisms to reinforce the financial system information in public accountability.

Abstract

This study investigates the synergistic relationships between dynamic capabilities, employee sustainability practices, and green innovation in strengthening human capital resilience within Indonesia's emerging technology sector. A quantitative research design was employed, utilizing data from 42 technology companies listed on the Indonesia Stock Exchange. Primary data were collected through validated Likert-scale questionnaires measuring employee sustainability practices, while secondary data were obtained from the Central Statistics Agency, annual company reports, and the Global Innovation Index. Structural Equation Modeling using EViews software was applied to examine causal relationships and mediation effects. Results demonstrate that dynamic capabilities significantly influence human capital enhancement (β=0.32, p<0.01). Employee sustainability practices strengthen the relationship between green innovation and employee retention (R²=0.68). Green innovation serves as a partial mediator (VAF=45%) between sustainability practices and productivity. The study is limited to publicly listed companies, requiring future expansion to early-stage startups and longitudinal data collection for long-term effect analysis. This research represents the first empirical quantification of the synergistic impact of these three variables on human capital in Indonesia's technology sector, contributing novel insights to Resource-Based View theory and stakeholder theory within sustainability contexts.

Abstract

The Museum Ketransmigrasian Lampung, established in 2004 and owned by the Government of Lampung Province, is the only museum in the world dedicated to the theme of transmigration. It is located in Bagelen Village - the first site of transmigration initiated by the Dutch East Indies, which is now part of Indonesian territory. As a government institution, the museum also serves a commercial function by charging an admission fee to visitors. In its ongoing development, the museum requires a strategic approach to ensure its relevance and competitiveness within the broader landscape of museums and tourist attractions. This study aims to formulate a development and commercialization strategy for the Museum Ketransmigrasian Lampung. A qualitative methodology employing the 7P marketing mix framework (product, price, promotion, place, people, process, and physical evidence) was utilized to construct the strategic model. The analysis generated detailed strategies for each of the 7P elements, culminating in the emergence of a comprehensive strategy that positions the concept of a “living museum” as both the brand identity and the core strategic direction for the Museum Ketransmigrasian Lampung. Based on the findings, this study recommends that the Government of Lampung Province adopt and implement the “living museum” concept as a central element in the museum’s program planning and development.
