Abstract

The issue of stunting is one of the issues carried out in the national strategic goals in the 2020-2024 RPJMN. The Indonesian government is strongly committed to reducing stunting, this is reflected in the policy of Presidential Regulation Number 72 of 2021 concerning Acceleration of Stunting Reduction. At the implementation level, the issue of stunting reduction is intervened through the Stunting Reduction Acceleration Program (PPS) which has been implemented by involving 20 K / L and implemented gradually in districts / cities, starting with 100 districts / cities in 2022. In 2024, the Government targets the stunting prevalence rate to be 14%, with an accelerated reduction in stunting prevalence of 7.5% from 2023. This document describes the risk management that should be used as an instrument in the PPS Program to achieve the 2024 target. We integrate findings from various policy studies and best practices to guide efforts to implement effective risk management used in the PPS Program. This research uses the Systematic Literature Review (SLR) method. With the SLR method, researchers can determine the strategies used in overcoming the problems faced and identify different perspectives related to the Risk Management model in the PPS Program. The implementation of the PPS policy in various countries proves that the stunting management program does not escape the risks in the implementation process. This risk may become an obstacle in achieving the goal of reducing stunting. Therefore, several countries have implemented policies related to risk management. Risk management is integrative and specifically applied according to technical programs in stunting interventions. Best practices in several countries, both developed and developing countries, in dealing with the issue of stunting use two risk management approaches. This approach is divided into executive management and operational management approaches. Executive management uses formal risk management, namely ISO 3100, which has been proven effective, especially in the management of health programs such as stunting issues in both developing and developed countries. However, management does not limit operational management as a risk owner unit to perform risk identification tools uniformly but uses specific and different tools in each stunting handling program called vernacular risk management.

Abstract

Food security is one of the strategic issues in national development, especially in the midst of challenges such as population growth, climate change, land degradation, and food distribution inequality. The Indonesian government has established a range of policies to realize a resilient food system, but its success relies heavily on cross-sectoral collaboration, including the private sector and agricultural startups. This study aims to analyze the role of agricultural startups in supporting the implementation of food security policies in Indonesia, by taking a case study on Habibi Garden. The approach used is qualitative-descriptive through literature review, business model analysis, and business administration perspectives. The results show that Habibi Garden contributes significantly to three pillars of food security: (1) increasing food availability through precision agriculture technology, (2) strengthening food accessibility by empowering small and medium farmers, and (3) supporting the use of safe and quality food through data-based cultivation practices. From a business administration perspective, Habibi Garden's success reflects the principles of cross-sector collaboration, managerial efficiency, and adaptive innovation in dealing with the dynamics of the agricultural sector. This research recommends the need for synergy between the government, the business world, and the community to accelerate the transformation of sustainable and inclusive agriculture.

Abstract

This study examines the development and implementation of zero-waste-based eco-friendly products as an innovative solution to address environmental challenges resulting from increased waste and resources consumption. The background of this study is based on the urgency of mitigating the impacts of climate changes and environmental degradation, which highlights the need for a sustainable approach in the product life cycle. The main objectives of the study are to analyze the technical and economic feasibility of zero-waste-based eco-friendly products, as well as to evaluate their potential acceptance in the market. The research method used is an extensive literature study. This approach involves collecting, analyzing and synthesizing data from various academic sources such as scientific journals, books, research reports, and other relevant publications that discuss the concept of eco-friendly, products, zero waste, product life cycle analysis, and consumer behaviour towards sustainable products. In this study, the case will be linked to the theory of sustainable development by Jianming Yang. The main findings of this study indicate that eco-friendly products based on zero waste have significant  potential reducing carbon footprints, upcycling materials, avoid chemical process that harms environment, avoid method that can harm animal or nature and solid waste volume. The conclusion of this study confirms that the development of eco-friendly products based on zero waste is not technically feasible and ecologically profitable, but also has a promising market share along with the increasing environmental awareness of consumers.

Abstract

This study explores the efforts of the Directorate of State Defense, Ministry of Defense, to foster State Defense awareness in the community through the State Defense Awareness Development Program (PKBN). Initially, this program was designed by the Indonesian Ministry of Defense as an effort to instill the values of nationalism and love of the homeland in the face of both military and non-military threats, especially among youth, community organizations, and civil society. However, these efforts still encounter obstacles in society, one of which is the perception and issue of military vs civilian hegemony. Using the anthropology of defense approach and Antonio Gramsci's theory of hegemony. According to Gramsci, lasting power is not only based on coercion, but also on agreements built through education, culture, and symbols in everyday life—and this is the state's primary role in the PKBN program. Bandar Lampung City, as a social space with a diverse population in terms of religion, ethnicity, and profession, is a strategic arena for the implementation of PKBN. This research uses qualitative methods, including in-depth interviews, observation, documents and focus group discussions (FGDs), to understand how the community interprets, accepts, or perceives State Defense attitudes socialized through the PKBN. The results of the study show that the efforts to socialize State Defense are very successful and adaptive, this is evidenced by the formation of State Defense forums in each region, socialization is carried out according to the tastes of young people, namely by making artists as models, and current youth habits such as drinking coffee, so the event "ngopi bareng Bela Negara" was created. This proves that the energy of State Defense already exists in each region and is trying to be liked by the younger generation. However, in areas such as Lampung, this is still limited to certain groups, where forum members are also mostly older people and have not yet expanded to the younger generation. The main obstacle is that many young people are not interested and some still think that state defense is an issue of military hegemony.  State defense is still considered a military task, so issues like this become one of the obstacles.

Abstract

The Alliance of Sahel States (AES), comprising Mali, Niger, and Burkina Faso, was formed amid geopolitical tensions and multidimensional crises gripping the Sub-Saharan region. Political instability resulting from military coups, armed conflicts, international sanctions, and the impacts of climate change have exacerbated food security challenges in the region. This study aims to analyse the link between political-security dynamics and food security in the AES region, and to evaluate the alliance's role in addressing complex humanitarian challenges and international relations. Using a qualitative approach with a desk study method, data were analysed through the framework of non-traditional security theory and the Regional Security Complex Theory (RSCT) by Barry Buzan and Ole Wæver. The findings indicate that a militaristic approach to food distribution, diplomatic isolation following the ECOWAS exit, and dependence on external actors such as Russia have deepened the crisis and weakened civilian capacity in the long term. Therefore, alternative strategies based on civilian development and more inclusive multilateral cooperation are needed to build sustainable food security and strengthen human resources in the Sahel region.

Abstract

Climate change has brought significant impacts on marine ecosystems and global food security, especially for maritime countries like Indonesia. In facing this challenge, Indonesia is actively involved in the Coral Triangle Initiative (CTI), a regional multilateral framework that aims to conserve marine biodiversity and strengthen sustainable management of marine resources. This research analyzes Indonesia's role in the CTI as a strategy to maintain national seafood security amid the climate crisis, using a liberalism theory approach. This research uses a descriptive qualitative approach with literature study method as the main data collection technique and case study as the data analysis technique. This study aims to analyze Indonesia's role in the Coral Triangle Initiative (CTI) in maintaining seafood security amid climate change, based on the perspective of liberalism. The results of this study show that Indonesia positions the Coral Triangle Initiative as a means of multilateral cooperation in line with the principles of liberalism, by emphasizing the importance of international collaboration, environmental diplomacy, and local capacity building in maintaining seafood sustainability. This initiative plays a role not only in conserving marine ecosystems, but also in strengthening food security through inclusive and cooperation-based resource governance. Thus, Indonesia's involvement in the CTI demonstrates that the principles of liberalism can foster effective regional collaboration in facing the climate change crisis and maintaining seafood sustainability.

Abstract

This study examines the development strategy of the Citra Niaga area to enhance the competitiveness of East Kalimantan’s souvenir business actors. The urgency of this research arises from the significant decline of Citra Niaga since 1980s and the challenges faced in the post-pandemic sales era, despite revitalization efforts by the government that have yet to yield optimal results for local entrepreneurs. The main theoretical framework used is the SWOT analysis (Strengths, Weaknesses, Opportunities, Threats), aimed at identifying and mapping the strategic position of the area. A descriptive qualitative research method was employed to gather in-depth data through interviews with souvenir business actors and relevant government agencies (The Ministty of Public Works and Public Housing), questionnaires for SWOT factor weighting and rating, and documentation review. Purposive sampling was applied with the criterion of business actors having operated for a minimum of 10 years, to gain historical insight and rich experience. The SWOT analysis results place Citra Niaga in Quadrant I, indicating a strong internal position and significant external opportunities. The recommended main strategy is the Strength-Opportunity (SO) Strategy, which focuses on maximizing product innovation supported by human resource training and promoting the uniqueness and diversity of products with government backing. Recommendations include the utilization of e-commerce platforms and the implementation of government-supported innovation development and digital marketing programs for business actors.

Abstract

The link between food security and sustainable resource development is a strategic component of the national development agenda. Urban agriculture has been embraced as an innovative solution to the challenge of limited agricultural land in urban areas, serving as a significant step towards achieving sustainable resource development through contextualized learning. The Adiwiyata School Programme, a policy of the Ministry of Environment, can be seen as part of the Sustainable Human Resource Development structure at the primary and secondary education levels, where environmental values and awareness are integrated. These include character and social responsibility, independence and life skills, creativity and innovation, and recognition of the importance of sustainable food security. However, the implementation of these two policies at the local level reveals a variety of approaches influenced by local government commitment, institutional capacity, and cross-sector coordination. This research aims to analyze the coherence of the urban agriculture policy with the Adiwiyata school program and identify challenges faced by local governments in integrating the two policies. A qualitative approach, utilizing the literature study method, was chosen as the data collection technique, which was then analyzed using the Policy Coherence Framework. Based on this platform, we will examine the level of alignment between different policies to enable synergy in their implementation. The research findings are expected to provide insights and support for the achievement of policy objectives, especially through coherent synergies between policies, as well as offer recommendations for policy formulation at the local level to enhance food security and sustainable human capital development
