Abstract

The military coup that occurred in Myanmar in February 2021 triggered crises in various sectors, including food security. This study examines the challenges faced by the Food and Agriculture Organization (FAO) in maintaining food security amid ongoing conflict, the collapse of public services, and rising malnutrition rates. The research employs a qualitative method with a case study approach, using secondary data from reports by the FAO, World Food Programme (WFP), United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and other international organizations. The findings indicate that FAO faces several major obstacles such as limited access to conflict zones, logistical disruptions due to damaged infrastructure, and inadequate funding. Furthermore, coordination with various actors, such as the Myanmar government, international donors, and local NGOs plays a crucial role in implementing food security programs. Nevertheless, restrictions imposed by the military junta remain a significant barrier to aid distribution and the recovery of the agricultural sector. This study highlights the urge for synergy among humanitarian agencies and global diplomatic pressure to open humanitarian access in Myanmar and strengthen food security for the affectedicommunities.

Abstract

This paper presents a critical literature review on Indonesia’s rice surplus diplomacy within the framework of South–South Cooperation (SSC). Drawing from nine key studies, the literature review identifies three thematic clusters: food diplomacy in the Global South, critics of SSC solidarity discourse, and Indonesia’s rice surplus as an instrument of foreign policy. While SSC emphasizes equality and mutual benefit, emerging literature reveals tensions between rhetorical commitments to solidarity and the strategic, state-centric practices of donor countries. Indonesia’s case exemplifies how rice surplus has evolved from a symbol of domestic achievement to a soft power instrument, used to assert regional leadership amid global food crises. However, this transformation also exposes gaps in regional governance and risks reinforcing power asymmetries under the guise of humanitarianism. The review calls for a rethinking of SSC and food-based diplomacy, advocating for inclusive mechanisms that balance national interests with collective resilience.

Abstract

Mindanao, Philippines, is now facing a food crisis triggered by hydrometeorological disasters (floods) and limited human resource capacity. Official Philippine government data recorded crop failures on 20,000 hectares of rice fields and 8,800 hectares of staple crops, threatening stability of the local food supply. This study analyzes the role of BIMP-EAGA (Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area) subregional cooperation in crisis mitigation through the triangle economic growth approach. Using qualitative methods and policy analysis, the study examines three main mechanisms: (1) food security corridor as a commodity supply chain stabilizer, (2) farmer HR capacity building program based on agricultural technology transfer, and (3) agricultural infrastructure funding within the BIMP-EAGA Vision 2025 framework. Findings indicate that this collaboration significantly contributes to mitigating the impact of crop failure through regional food reserve schemes and cross-border trade facilities. However, implementation faces challenges due to domestic policy fragmentation and disparities in resource allocation. The study concludes that the effectiveness of BIMP-EAGA depends on the synergy of the economic growth triangle, especially in integrating climate adaptation, local community empowerment, and ASEAN policy harmonization.

Abstract

Study This study contribution political environment in support resilience food in Park area Forest Raya (Tahura) Wan Abdul Rahman Register 19 Mountain Betung, Province Lampung. An area of 22,240 Ha This face challenge complex Where 86% its territory has inhabited and managed by public local from 47 government area. Study use method qualitative and quantitative simple with sample 30 respondents from Community Source Great Which consists of out of 10 member group farmer, 10 worker public non-members group, And 10 person divided to 5 manager Tahura WAR And 5 apparatus village/sub-district. Results study show that community perspective outskirts forest Still very oriented on increased income without considering condition land. Group farmer generally No realize that perspective politics and government still attached although his status as cultivator land. Political environment still considered blurry by farmer And tend ignore perspective political And government. This research give contribution to understanding dynamics political environment in context food security in conservation areas.

Abstract

This study examines eco-precarity as a condition of socio-ecological vulnerability experienced by the diamond mining community in Cempaka District, Banjarbaru City. The main objective of this study is to understand how societies deal with ecological and economic uncertainty in their daily lives. Using qualitative approaches and phenomenological strategies, data was collected through field observations and in-depth interviews with miners, machine owners, and local policy makers. The results show that societies are highly dependent on depleted natural resources, while expansive cultures and profit-sharing economies reinforce the cycle of vulnerability. Severe environmental damage, low levels of education, and a change-resistant mindset reinforce eco-precarity as a structural condition that is inherited between generations. Identity as a harvester is considered a destiny, making mining work not just an economic activity, but part of culture. These findings confirm that eco-precarity is not only triggered by ecological crises, but also by social and cultural structures that limit people's adaptive abilities. Therefore, development interventions need to consider a socio-ecological approach that is just, especially in the context of small-scale small-scale smallholder mining.

Abstract

This study aims to investigate the collaborative governance strategy carried out by head of the Bandar Sribawono district government East Lampung, head of Bandar Agung village government, head of Hamlet 18 and 19, Farmer Group Association (Gapoktan) of Hamlet 18 and 19, Bhayangkara Community Security and Order Supervisor (Bhabinkamtibmas) of Bandar Sribawono Police Sector, and the private sector in overcoming the problem of food security for corn commodities. Collaborative governance as collaboration is a relationship designed to solve problems in this case problems that arise due to food security activities. These problems include: availability of seed, fertilizers, pesticides, land fertility, wage workers, agricultural technology, weather, and agricultural human resources. Through effective collaboration, it is expected to be able to maintain food availability, food access, and food utilities which have become national agendas. The research method used is a qualitative method that focus on descriptive analysis. This qualitative method is to describe how collaboration is carried out to overcome food security problems. Data were collected through interviews with stakeholders. The results of the study show that: collaborative governance is carried out effectively, routinely, and measurably and has succeeded in overcoming the problem food security for corn commodities, such as: 1) availability of sufficient quantities of superior hybrid corn seed NK (Northrup King) Sumo; 2) sufficient subsidized fertilizers such as Urea and NPK Phonska are available; 3) sufficient non-subsidized pesticides such as Emacell, Prevathon and Sapporo are available; 4) land degradation and salination do not occur; 5) land processing still requires a relatively large number of hires labor; 6) modern agricultural technology has not been implemented; 7) weather does not affect corn planting pattern; and 8) agricultural human resources are available in the form of active agricultural extension workers and food security assistance from Bhabinkamtibmas.

Abstract

The change in land use from agricultural to non-productive land has resulted in a serious threat to local food security, particularly in urban areas like the city of Bandar Lampung. This study aims to analyse the impact of land use change on local food security and to explore the collaborative work between the Women Farmers Group and the village government from the perspective of a good local governance framework. This research applies a descriptive qualitative approach, with data collection methods consisting of in-depth interviews, participatory observation, and document analysis, and the research location is in the Rajabasa Jaya urban community, an area under significant threat from land use change and the potential decrease in the women’s community’s active engagement in food production as a result. Preliminary findings have shown that land use change has led to a local decline in food availability and an increasing dependency on external food supplies. Furthermore, the Women Farmers Group has continued to actively utilize home gardens and produce food with support from the village government. This collaborative work reflects that good practice in local governance could strengthen community food security, although challenges would remain in terms of increasing production capacity and the sustainability of the programme. This study endeavours to contribute to the development of a participatory governance model and to create policy recommendations for strengthening the sustainability of food supply and production at the village level.

Abstract

Collaborative policing is a multifaceted approach that involve the collaboration of various police agencies and community groups to improve crime prevention, information sharing, and public safety. This approach has gained prominence because it can address complex social problems and enhance public safety through collective efforts. This study aimed to determine research trends in collaborative policing using bibliometric analysis combining five leading journal databases, including Scopus, ScienceDirect, SageJournals, Emerald Insight, and Taylor & Francis. A total of 58 articles published up to May 2025 were then subjected to a series of identification processes, including the profiles of the most contributing authors, number of citations, publication types, and keyword co-occurrence. VOSviewer was used to analyze and visualize relationships in the academic literature and identify trends, gaps, and contributions from previous research. The results show that collaborative policing research has undergone significant evolution and is concentrated in Western countries, particularly the United States, the United Kingdom, and Australia. Analysis of keyword co-occurrence over time confirms a shift in focus from fundamental concepts, such as community policing to more structured, measurable, and evidence-based approaches such as evidence-based policing and interagency collaboration. This emphasizes the importance of partnerships, information sharing, and multi-agency collaboration as a key focus of current research. This study identifies gaps for further research covering a range of themes, such as quantitative impact evaluation of collaborative programs, challenges in implementation on the ground, the role of technological innovation in facilitating partnerships, and strategies for sustainably enhancing community engagement.

Abstract

Food waste has become an increasingly urgent global issue, spurring the rise of community-based ecological initiatives, particularly those driven by youth. In Lampung Province, the Ruang Pangan Community has emerged as a key actor in the social food movement, combining surplus food redistribution, public education, and policy advocacy through a multi-level approach. This study explores the dynamics of the Ruang Pangan movement using New Social Movement (NSM) theory, with a focus on collective identity formation and digital activism in the context of food waste governance. Employing a qualitative methodology, data were gathered through in-depth interviews, participant observation, and document analysis. The findings reveal that Ruang Pangan seeks to build a collective identity under the label Food Heroes, broaden participation via digital platforms, and foster cross-sector collaboration within the local food ecosystem. However, the movement remains largely rooted in volunteerism, resulting in an internally focused collective identity that has yet to be fully expressed in the public sphere. Volunteer engagement is primarily motivated by personal moral concerns or social networking goals, rather than political awareness of structural inequalities in the food system. Furthermore, the movement faces critical challenges, including limited funding, institutional inertia, and low levels of broader public engagement. This study contributes to the theoretical discourse on contemporary social movements by highlighting the interplay between moral action and structural critique. It also offers practical insights for developing more inclusive and participatory food waste management strategies at the local level.

Abstract

Food security does not only on the government's role in its management. Collaboration among the government, private sector, and society is also essential in achieving food self-sufficiency. Food security is not merely about national-scale food production, but also about regional initiatives capable of developing local potential independently and consistently. This study examines efforts to strengthen local food security through community empowerment in the production of Malika black soybeans in Tulang Bawang Regency. As an alternative and relatively new food commodity with high nutritional value and significant economic potential, Malika black soybeans offer opportunities for sustainable agriculture and increased farmer income. Using a descriptive qualitative approach and a case study method, this research analyzes the partnership model between the Tulang Bawang Regency Government and PT Horti Yasmin Jaya in the production of Malika black soybeans. Preliminary results show that the first harvest was successfully carried out despite challenges such as land suitability and planting distance. This collaboration serves as a concrete example of an inclusive food governance strategy, promoting farmer independence and increasing the added value of local commodities as part of regional food security.
