Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Experiencing rapid economic growth backed by high-level leadership support, China exerts tight political influence and information control by using a new approach sharp power, encompassing strong economic fabric, political integrity, global transfer of people and knowledge. To compete in international competition—China has been using redistribution method to contest its power politics upon conducting collective repression on flouting democratic reform in Hong Kong, ethnic minority assimilation—Tibetan and Uighur, and One China Policy against Taiwan, to global campaign to dominate influence by political, economic and technological representations. The actions deliberately carry underlaying goals to define economic prosperity with the expense of political freedom. This research paper aims to deliberate key points on China’s endeavours to strengthen political power both internally and internationally with the averse to govern democracy—and construction on world politics by using economic power mostly in the cultural and technology inventories. This study used qualitative method through data collection techniques based on internet observation and library research. The using of sharp power concept as a novel approach coined by independent think tank National Endowment Democracy is conceived to delineate deep understanding on China’s political power by engaging other two underlying concepts as reinforcing instruments which support sharp power concept. The results of this research which shows China’s strategies are alternatively institutionalised through the emergence of economic assistance, technology, and socio-cultural instruments.

Refugees and asylum seekers stationed in Semarang detention center form afamily group that cause many children there. In an effort to protect refugeesand child asylum seekers, the Semarang immigration detention center incollaboration with the International Organization for Migration in handlingthe needs during the process of determining the status of the United NationHigh Commissioner for Refugees in Semarang rudenim. The purpose of thisresearch is to explain the cooperation used to protect the right of refugees andasylum seekers in rudiment in Semarang. Policies on the fulfillment of theright to live (to obtain food), health and education are central to the policiesadopted in Semarang Rudenim Using the concept of policy implementation,this study argues that interagency cooperation is essential to implementpolicy strategies. The results of this study indicate that cooperative efforts ofrefugee protection and child asylum seekers are done by fulfilling the basicrights of children in accordance with the Universal Declaration of HumanRights. This cooperation involves the Regional Government of SemarangCity and child-observer NGOs in Semarang City.

The Chinese government is suspected of committing human rights violations by eliminating race or ethnicity in the Xinjiang region permanently either directly or slowly. The international world and the United Nations are concerned about the Uighur tribe in Xinjiang, for the occurrence of human rights violations in the form of genocide. The author uses conflict theory, conflict resolution, human rights, human rights violations, and peace. While the research method, the authors use a descriptive research type based on secondary data sources in the form of related literature. Previously, researchers conducted research on previous research in collecting materials that would be used in this study. Researchers examined the conflict from late 2017 to October 1, 2022. Researchers found that the results of efforts to resolve the conflict failed because OHCHR could not work optimally because China often obstructed investigations on the grounds that it was their internal conflict.

It is essential for every country in the world to have national interests for their own prosperity,even though at some points it may be contradicting the other countries. North Korea is one ofthe countries which national interests are contradicting with its neighbor country, SouthKorea. North Korea’s effort to achieve its national interests is also disturbing other countries’common goal, the world peace. This research aims to explain North Korea’s reason inYeonpyeong Island 1999 and 2002 attacks, through neoclassical realism theory. There are twofactors explained in the neoclassical realism theory, the external and internal factor. The resultof this research showed that the attacks happened because North Korea is weak in theinternational system and its political system is focusing on military. Those are the reasons whyNorth Korea used military forces to meet its national interests.

The history of the relations between Indonesia and Australia highlighted by several eventsthat create relations of two countries became heaving and worries some people in Australiawho considers Indonesia as one of the threats to the security of Australia. But these twothings does not impede Indonesia and Australia to conduct a number of cooperation andother collective efforts to overcome the various threats to the security of both countries,one of which is the threat of cyber crime. This research aimed to analyze factors that affectpolicies taken by Australia in providing financing and equipment of cyber crimeinvestigation to Indonesia. This research uses the concept of collective identity from theconstructivist theory that driven by perceptions of a threat in explaining the behavior of astate. The results of this research indicate that the perception of the two countries in viewof the threat of cyber crime made the two countries have a collective identity as the twocountries that tried to combat cyber crime.

Exports of e-waste from several European countries to Ghana are common. The mostimpact by Ghana is the pollution of the environment which then causes the health of thepeople of Ghana to be disrupted because the toxins produced by burning electronic wasteare contaminated with the environment. On the other hand, Europe exports e-wastebecause it wants to create effectiveness and efficiency in e-waste management issues. Thisstudy aims to find out why the dimension of injustice is present in the phenomenon of ewasteexports from European countries to Ghana. The theory used to answer the problemformulation is the theory of ecological imperialism, which was coined by Alfred Crosby.The author uses the literature study method in collecting data from books,journals/articles, websites, and international news. The result of this study is that theexport of e-waste from Europe to Ghana has created a dimension of injustice that has ledto European colonization of the environment by Europe to Ghana, this is due todifferences in environmental quality, economic inequality, differences in social andcultural conditions, and implementation of regulations and inadequate policies.

International Security issue has been a huge concern to Japan under the administration of Shinzo Abe. After the demilitarization of the Japan by the United States and the allies on World War II, Japan can only rely on the United States military base in Okinawa, and some other kind of police to protect themselves. Japan's intend to strengthen its military capacity and power was outlawed due to Article 9 of the Japanese 1947 Constitution that restricts Japan to use any form of military power to solve any kind of dispute that taken place on their territory. The Constitution was made by the United States and the allies as the victorious side of the World War II to disarm all of Japan's military capacity and power. With that constitution (especially Article 9), Japan was changing from an expansionist-imperialist into a peaceful country that uses any form of negotiation to solve any kind of dispute that they've faced. But on 2014, Prime Minister Shinzo Abe and his administration unveils that reinterpretation of the Article 9 is happening and being discussed at the parliament to allow Japan's Self Defense Force (JSDF) (for the first time) helps the allies if they needed some, to support War on Terror propaganda by the United States.

Illegal trade animal species is a crime against referring to the action which is done inconflict with national laws and regulations. Indonesia is a country largest importersillegal trade Pangolin in Asia. Around the year 2000's Pangolin being one of the mostsought after to trade because the value of high economics, the biggest consumerdestination country in Asia are Cina and Vietnam. According to the data ministry ofthe forest in Indonesia specifically to ilegal trade Pangolin in one year can harm thestate about Rp. 8,23 billion. Hence for the handling of ilegal animal trade Indonesiaare working together to equal to CITES. This research aims to analyze the causes ofthe trade illegal Pangolin remained high in the period 2005-2013 although Indonesiaratified CITES since 1978. This research using the theory of international regimewith the paradigm neoliberalism to analyze the data collected through the literaturestudy, documentation, and interview. The result of research showed the cause of theCITES has not been successful is not because of a lack of interest, but the absence ofa good response in the face of the constraints that have been occurring.

The relationship between Britain and Saudi Arabia has been going on for a long period, where the cooperation is in the fields of economy, security, technology, or resources. One of Britain's cooperation with Saudi Arabia is the field of arms trade. However, this has become a problem lately because these weapons were used by Saudi Arabia to commit crimes against humanity and peace, particularly Saudi Arabia's involvement in the conflict in Yemen. The research objective is to find out the factors that influence British policy to continue selling weapons to Saudi Arabia using the concept of Foreign Policy Decision Making. The concept is collaborated with data using qualitative explanative research methodology. Researchers found that there are several factors that influence British foreign policy to continue selling weapons to Saudi Arabia. These factors are the political conditions in the UK in which there is the influence of Theresa May as prime minister and interest actors namely arms companies that maintain connections and relations with government. The second factor is the economic factor, where the British dependence on weapons projects. And the last factor is a political factor regarding the British agenda with the Gulf State.

The issue of terrorism and separatism are common in recent years. Both problems can arisebecause of radical thinking that develops within a group. Moro Islamic Liberation Front(MILF) is one example of groups related to terrorism and separatism. The group wants toform its own state or independent from the Philippines, which then leads to conflictbetween the Philippines and MILF. The existence of cooperation that is established withseveral terrorist groups expose threats in the form of physical or thought. The PhilippineGovernment has issued several policies that are expected to resolve the conflict with theMILF. This study aims to understand how the policies undertaken by the Philippines inresolving conflicts with the MILF. This research uses constructivism paradigm andproblem solving theory with qualitative method. From the research that has been done, it isknown that the Philippines uses the method of hard approach and soft approach in order tosolve the problem. However, the soft approach method is more often used in terms ofnegotiation and mediation. This proves the Philippines has applied the value of democracyto deal with the problem.
