Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

This research aims to find out the reason why Donald Trump alter US approach regarding to China Cyber IP theft. Initially, US under Obama administration has reached an agreement on Cyber security issues. Both countries agreed to not conduct or support IP theft through internet. However, as Donald Trump assume Presidency, he prefer imposing tariff on China product due to China Cyber IP theft activity.in analyzing the case this research employ the concept Operational Code by Alexander George. According to George, actor needs beliefs to understand the world and selecting the best means to achieve his ends. This research will apply literature study for data collection and content analysis for data analysis. The main argument of this research is Donald Trump’s rivalry oriented Philosophical beliefs and aggressive instrumental beliefs as the main cause the tariff imposition

Abstract

Israel and Palestine are two countries involved in protracted and restless conflicts. In 2010,the pro-Palestinian movement named Gaza Freedom Flotilla Organization was going tosend humanitarian aid to Gaza by the sea. Amid the trip, one of the ships in the Gazahumanitarian aid group Freedom Flotilla named Mavi Marmara was attacked by IsraelDefense Forces. The purpose of this study is to explain the reason of Israeli attack on MaviMarmara aid ship. The research question will be analyzed by theory of securitization toexplain the reason of why Israel attacked the humanitarian aid ship Mavi Marmara. Troughthe securitization theory, it will be explained on how a state responses a nonpolitical issueand alters it into a political issue that requires an effective policy. This research usesexplanatory method to understand the reason behind the attack on Mavi Marmara. Thediscussion in this study is based on Israel’s point of view. The result of this research is thatthe attack on the Mavi Marmara aid ship was a defense strategy by the Israeli Governmentin order to tackle the possible threats to dismiss Israeli’s Blockade to Gaza as part of it’sprotection policy.

Abstract

This research provides to explain why did the Chinese Government change hisforeign policy to become more active towards North Korean denuclearization issue. Thisresearch also aims to describe the construction of Chinese foreign policy based on hisinside factors to explain the direction of Chinese foreign policy itself toward NorthKorean denuclearization. This research is using Constructivism Theory with CongruentMethod to analyze how Confucianism norms as an ancient Chinese philosophy can beinfluence on Chinese foreign policy toward this issue. The result of this research showthat the influence of Confucianism norms had been constructed to the China identity aspeace-loving country. In addition, the changing of Chinese foreign policy itself had beenseen as a positive image towards peace by the international community. The positiveimage can be used to bargain his position into international community. Based on thatresult, the changing of Chinese foreign policy can be seen from a different point of viewwhich is non-Grand IR theories and also recommend especially for IndonesiaGovernment to build a national image to show Indonesian values and norm.

Abstract

This research aims to find out the leader personality of Barack Obama and it isimplications to U.S-Saudi Arabia counterterrorism cooperation trough the MargaretHermann’s leader personality typology (1980). U.S counterterrorism under Bush’spresidency often use hard power. Bush rhetoric shows strong dichotomy as “good Vs evil”.There are differences in foreign policy approaches during the bush and Obama. U.S underBarack Obama’s presidency not as dominance as in the Bush era and no longer used hardpower. U.S has counterterrorism cooperation with Saudi Arabia that has been linked toterrorism ever since 9/11. This research sees Obama’s background and life experiences,U.S-Saudi’s counterterrorism cooperation and terrorism threat for U.S post 9/11. Usingqualitative method with secondary and primary data source, the result of this researchshows that Barack Obama’s background and life experiences influence his views andpolicy orientation. Obama has the personality of conciliatory leader that consist of fiveindicators: low nationalism, low distrust to others, high need for affiliation, highconceptual complexity and little believe in own control. His conciliatory personality isimplies in the approach of U.S counterterrorism efforts with Saudi Arabia. U.S becomemore tolerant and rely on Saudi Arabia's role in the region to counter terrorism.

Abstract

Feminist Foreign Policy (FFP) sebagai sistem kebijakan luar negeri yang memprioritaskan perempuan mulai populer diadopsi oleh beberapa negara, salah satunya Kanada. Sebagai bentuk komitmen terhadap FFP, sejak tahun 2017 Kanada telah menjalankan sejumlah kebijakan yang berfokus pada peningkatan kesejahteraan wanita dan kesetaraan gender global. Namun, di satu sisi Kanada masih tetap mengeluarkan kebijakan yang tidak sejalan dengan tujuan dan prinsip FFP, salah satunya dalam aspek keamanan. Penelitian ini bertujuan untuk menganalisis keselarasan antara kebijakan keamanan Kanada pada tahun 2017-2022 dengan tujuan dan nilai-nilai Feminis dalam FFP Kanada. Metode kualitatif digunakan dalam penelitian ini untuk mengolah data primer dan sekunder. Alat analisis dari penelitian ini adalah Konsep Feminist in International Relation oleh J. Ann. Tickner. Hasil penelitian menunjukkan bahwa terdapat inkonsistensi antara kebijakan-kebijakan keamanan Kanada dengan nilai dan prinsip Feminis dalam FFP. Inkonsistensi ini dibuktikan dengan kebijakan berupa penguatan aspek militer pada strategi pertahanan dan keamanan, aliansi yang masih kuat dengan NATO, serta ekspor alutsista ke negara-negara yang melakukan intervensi dan/atau agresi militer ke negara lain, yang tidak sejalan dengan prinsip dan nilai FFP. Inkonsistensi tersebut merupakan hasil dari logika berpikir Realisme yang berbenturan dengan Feminisme, namun sudah terlanjur mengakar terlalu kuat dalam sistem internasional sehingga sulit untuk dieliminasi sepenuhnya.

Abstract

Perkembangan Teknologi Artificial Intelligence (AI) saat ini sudah semakin pesat termasuk di beberapa negara salah satunya Korea Selatan. Pemerintah Korea Selatan memiliki visi untuk memasukkan teknologi tersebut ke berbagai aspek termasuk budaya. Dari kondisi tersebut, salah satu Perusahaan yang memproduksi konten budaya K-POP yaitu SM Entertainment memproduksi K-POP yang bercampur dengan teknologi AI. Penelitian ini menjelaskan lebih lanjut mengenai Bagaimana SM Entertainment memanfaatkan teknologi Artificial Intelligence tersebut sebagai media diplomasi pada tahun 2020 - 2023. Konsep Metaverse in Diplomacy diterapkan pada penelitian ini untuk membantu dalam menjawab pertanyaan penelitian. Penelitian ini menggunakan pendekatan kualitatif. Sumber data berupa data primer, yang bersumber dari wawancara dan kuesioner dan data sekunder, yang bersumber dari buku, website resmi, dan literatur lainnya. Hasil menunjukkan bahwa teknologi AI dimanfaatkan SM Entertainment untuk membangun universe atau dunia buatan dalam bentuk metaverse dalam proyek SM Culture Universe (SMCU). Ini juga berindikasi terhadap munculnya dampak berupa masyarakat global yang dapat merasakan energi budaya Korea Selatan tanpa harus mengunjungi Korea Selatan.

Abstract

In terms of immigration, Papua New Guinea and Australia have committed to jointly face human smuggling actions, that are closely related to the arrival of refugees and asylum seekers. However, the collaboration between the two countries under the Pacific Solution and PNG Solution policies has caused many disadvantages for Papua New Guinea. Strangely, in 2013, Papua New Guinea signed the agreement documents to collaborate on immigration with Australia. The purpose of this study is to find out the reason behind the availability of Papua New Guinea who are willing to continue their cooperation with Australia on immigration, under Operation Sovereign Borders policy. This research uses the theory of institutional liberalism which is in the neoliberal paradigm. Therefore, the results of this study indicate that the reason for the availability of Papua New Guinea to cooperate with Australia, as evidenced by the signing of cooperation agreement documents between the two nation is, if Papua New Guinea is willing to cooperate, the country will achieve its interests as stated in Papua New Guinea Vision 2050.

Abstract

Indonesia has been the country for source, transit, and destination in every forms of human trafficking, including the market which sells childs as the object,known as child trafficking. To solve the case, Indonesia's Government builds a cooperation with UNICEF, international institution which concerns to raise welfare for mothers and childs. This research is aimed to study the cooperation between Indonesia and UNICEF in eradicating child trafficking in Indonesia in 2009-2014. To analyze the cooperation, this research uses liberal institutionalism theory with qualitative method, and explanatory-based research by interviews and literature studies. In this research, we know that the cooperation between Indonesia and UNICEF produces several programs which are expected to help eradicate child trafficking in Indonesia. Those programs are Multiple Indicator Cluster Surveys (MICS) by cooperating with Asian Development Bank (ADB), education programs in East and Central Java for dropout students, PKSA program for homeless childs, and counseling programs to raise awareness about the rights of the child.

Abstract

The election of Qatar as the host of the 2022 World Cup is enough to seize theattentionof the international community, because this world-class event is notonly the most awaited momentum by football lovers around the world but alsohelp strengthen relations between countries. However, as if escaped from publicview, in fact there is a hidden crime behind the preparation of the event which can be categorized as a form of modern slavery.This was allegedly based on thekafala system, which is a recruitment system for migrant workers that tends to be exploitative and much to the detriment of workers' rights such as low wages orhigh working hours.Thecase was revealedonthebasisofAmnesty International's investigation as an internationalnon-governmental organization engaged inHuman Rights. Through these findings, making the Qatari government as the event facilitator who was considered negligent in fulfilling the protection of laborrights, especially migrant workers, carried out policy reforms and transformation of its labor laws.Thus, Amnesty International's advocacy in influencing the policies and attitudes of the Qatari government can be said to be successful,although not yet comprehensive. This study aims to explain how the influence of Amnesty International is related to changes in Qatar policy in response to modernslavery.To answer the problems and research objectives, this research uses the concept of advocacy, the Advocacy Coalition Framework (ACF), NGOs, and modern slavery with qualitative methods and data collection techniques through literature studies. This research shows that the advocacy carried out by Amnesty International was able to have implications for changing the attitude of the Qatari government in responding to the issue of modern slavery in its country, namely through policy changes regarding migrant workers, which in turn contributed to a number of positive impacts on the standard of living of migrant workers in Qatar.

Abstract

In 2016-2017, Tiongkok violated Indonesia’s sovereign rights at North Natuna Sea. However there was no sanction for the problem, even though the violations committed were significant. This research aims to explain the factors that causing the violation. The Constructivism approach, especially the concept of perception, identity and culture will support the argument of this research. That Tiongkok's violating attitude is part of the country's strategic culture. Strategic culture is the main factor that causes Tiongkok 's aggressive move.  The research data is sourced from literature reviews, interviews, and analyzed using process-tracing. The results obtained from this research indicates that repeatedly violations by Tiongkok are the result of perceptions of the identity which influenced by the cultures. Thus, the violations that occur in the North Natuna Sea could be recognized as ‘mental games’. As long as Indonesia is still showing an attitude of understanding, Tiongkok's perception will not change. As long as the perception does not change, then Tiongkok will be violating Indonesia's sovereign rights over and over again.
