Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

Sejak merdekanya Ukraina di tahun 1991, garis polarisasi terbagi kedalam dua (2) prinsip yang saling berkontradiksi dan bersinggungan—prinsip Barat dengan gaya liberal haus akan perubahan versus prinsip Timur yang lebih konservatif cerminan sisi historis bangsa. Garis tersebut mempengaruhi semua isu, mulai dari isu sosial; bahasa, budaya, dan agama, hinga isu politik pemerintahan. Situasi ini mempengaruhi krisis identitas nasional Ukraina selama beberapa dekade diikuti melemahnya pemerataan pembangunan. Sejatinya, garis polarisasi di Ukraina sulit untuk hilang begitu saja karena telah terbentuk sejak lama. Gelombang demonstrasi Euromaidan yang sebetulnya disebabkan atas ketidakpuasan masyarakat terhadap rezim Viktor Yanukovych di tahun 2014—awalnya dipicu oleh masyarakat Ukraina bagian barat, berubah menjadi sebuah revolusi berskala nasional setelahnya. Intervensi asing yang terjadi pasca-Euromaidan mengancam keamanan bangsa. Ditengah semua konflik yang terjadi pasca-Euromaidan—aneksasi Krimea dan perang di Donbas, muncul sebuah harapan baru bagi Ukraina untuk membentuk integrasi nasional yang solid. Kepentingan mempertahankan hidup, kedaulatan, dan keamanan bangsa mengharuskan rakyat Ukraina untuk bersatu. Momentum ini akan mempengaruhi masa depan Ukraina selanjutnya, berkaitan dengan runtuhnya garis polarisasi, juga berkaitan dengan posisi Ukraina dalam sistem politik internasional.

Abstract

Tri-border area of Indonesia, Malaysia, and Philippines are facing the threat of terrorism as a result of terrorist activities by Abu Sayyaf and Moro Islamic Liberation Front. ASEAN countries have countered the threat by undertaking joint military cooperation. However, this research found that the security cooperation is not in line with the principle of shared responsibility for comprehensive security stipulated in ASEAN Political Security Community (APSC) Blueprint. This research aims to explain the causes of APSC Blueprint‘s ineffectiveness in promoting shared responsibility for comprehensive security to counter terrorism in tri-border area. This research addresses this question by using qualitative method where secondary data from journals, books, official documents, and reports are utilized. Using the theory of compliance and concept of legalization, this research answers the question by examining the institutional design of ASEAN Political Security Community Blueprint. This research found that there is a compliance problem in APSC Blueprint consisting of failure of obligational clarity, failure of performance clarity, and failure of response clarity. In addition, the ASEAN Political Security Community Blueprint falls into the category of low legalization, making this blueprint is non-binding. Therefore, the violations to the commitment stipulated in the blueprint will not result in significant consequences.

Abstract

This research aims to describe United States foreign policy to extend the contract of Chevronin Siak Block, Riau, Indonesia. Chevron’s effort to extend its contract was not receivepositive feedback from Indonesia, because the profit sharing system or a Production SharingContract (PSC) that Indonesia have had changed. As the home country of Chevron, the usedof smart diplomacy in which both of soft and hard diplomacy employed in order to extend thecontract. This research uses both primary and secondary data. This research found that theextension of the Chevron’s contract in Siak Block, Riau, Indonesia was influenced by smartdiplomacy employed by the United State by combining elements of threat and persuasive suchas aid and lobbies.

Abstract

As a country of more than 260 million people, Indonesia has a strong market appeal, including for drug trafficking networks. Therefore, Indonesia is no longer seen merely as a transit country, but rather as a destination country (main destination). There were many cases of trafficking and drug use in Indonesia, until President Joko Widodo at the beginning of his government in 2014 declared Indonesia a drug emergency. One of the largest syndicate networks supplying drugs to Indonesia comes from Nigeria. Therefore, Indonesia needs cooperation with Nigeria in order to overcome the rampant drug trafficking in the country. A bilateral cooperation needed in dealing with drug trafficking was finally realized in the signing of a Memorandum of Understanding (MoU) signed in Abuja in February 2013.This study aims to analyze the form and results of Nigeria's cooperation with Indonesia related to the Nigerian network of drug trafficking in Indonesia in the period 2015 to 2017. The type of research is descriptive qualitative, while data collection is conducted by interview, observation and documentation study. The author uses the Liberalism theory to discuss about this issue. This research shows that the cooperation between Indonesia and Nigeria resulting number of case involving Nigerian people in Indonesia is decreasing

Abstract

Trafficking in Persons (TIP) is a form of modern-day slavery which seizes the human rights and freedom of its victims. The alarming situation of this transnational crime development has led the world leaders to realize the necessity of a jointly agreed international instrument to prosecute and prevent this notorious crime. Then, the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children UNTOC was established in 2000. In 2001, the United States emerged as an advocate of Palermo Protocol towards entire countries in the world. The U.S. has promoted compliance to the TIP Protocol through an annual TIP report, followed by unilaterally exercised rewards and punishments. The U.S. always reiterates that her active role in the global TIP prosecution and prevention is intended to uphold human rights and freedom values. Nonetheless, the U.S. sincerity has been questioned by some parties, criticized for its self-interest and political tendency. This thesis will reveal the motive/reason behind the U.S. active role in Indonesia’s TIP prevention, prosecution, dan protection through application of rational theory of International Relations. This thesis applies qualitative research method to gain perceptivity of reason, opinion, and motive underlying actor’s behavior. The conclusion of this thesis is that the U.S. takes active role in Indonesia’s TIP prevention, prosecution, and protection to gain her self-interest in maintaining safe migration. Her motive is to contain terrorism Indonesia.

Abstract

In 2014 Indian Prime Minister Narendra Modi made the Act East foreign policy as a replacement for the previous policy, Look East. This policy is oriented towards strengthening the relationship between economic cooperation and maritime security in the Asia Pacific region in response to China's dominance in the Indian Ocean and South China Sea regions. This study will analyze Narendra Modi's type of leadership style to answer the question "Why did India's foreign policy change from Look East to Act East?". The purpose of this study was to determine the factors of change in India's foreign policy from Look East to Act East using leader trait analysis theory by Margarett G. Herman. This study uses a mixed method research type where the data obtained will be processed in quantitative type and qualitative type analysis using content analysis method. The result of this study show that Narendra Modi's opportunist leadership style changed India's foreign policy from Look East to Act East.

Abstract

The conflict that occurred in Myanmar impacts a huge refugee wave in the neighboring countries, one of them in indonesia. Rohingya Ethnic who became minority in the country fled from Myanmar because they have been victims of violence in Myanmar. Rohingya Ethnic who entered the Indonesia’s territory became the focus of UNHCR and IOM in Indonesia. Because, Indonesia has not ratified the 1951 Refugee Convention. This research aims to determine the cooperation of UNHCR and IOM in handling Rohingya Ethnic who entered the Indonesia territory and to describe the impact of  the cooperation. To analyze the cooperation, this research use international cooperation concept with qualitative method and descriptive research by using literature review in data collection. The results show that the cooperation between UNHCR and IOM is carried out with different roles in accordance with mandate which owned by each party and there have also been condition changing of Rohingya from the cooperation.

Abstract

Afghanistan is an area where narcoterrism is happening. In there, Taliban helped to launchthe process of opium production and trade it to the international world and makeAfghanistan as a contributor to the world's largest opium. By using the theory of liberalisminstitutional, the researcher trying to analize UNODC’s effort to combat narcotic and howterrorism group get involved in that issuse. The purpose of this study is to determine thegrowth of opium situation in Afghanistan as well as the intervention of the Taliban, andthe efforts of UNODC to overcome this problem in the period of 2011-2014. The resultsshowed that in UNODC’s effort, they found several obstacles as well as the reality thatshows the increasing amount of opium production program despite all the efforts they didto implements their country programme.

Abstract

The flows of Indonesian immigrants in United States experienced significant growth,especially in the 1980s until the beginning of the 21st century. Starting from the 2000sthere was a growing trend among Indonesian immigrants to obtain United Statespermanent resident status through seeking asylum. This study will explain the crime in theform of document fraud committed by Indonesian immigrants in the United States in orderof obtaining asylum. This study uses the transnational crime theory to explain analyze theeffort of Indonesian immigrants who uses document fraud during process of gettingasylum as a form of transnational crime. The data collected in this study varied rangingfrom primary sources which obtained through interviews, and from secondary sourceswhich obtained from literature reviews, official government documents, and media inwhich were then analyzed through content analysis. The results of this study indicate thatmajority of Indonesian immigrants who seek asylum from the United States uses documentfraud during the process of applying the status.

Abstract

Myanmar’s military regime, namely Tatmadaw, has taken over political influence for a lengthy amount of time, whether directly or indirectly. On the 1st February 2021, Tatmadaw launched a coup to once again take over leadership after denouncing the election results won by the National League for Democracy. With Tatmadaw back in leadership, democratization in Myanmar not only regressed, but also proved difficult to return to its original state. Additionally, Myanmar still has not been fully democratic even though it has participated in the Bali Democratic Forum because of Tatmadaw’s large dominance. After the coup was launched in 2021, Myanmar was not invited to BDF’s 14th meeting.This research will explain the effects of BDF’S Constructive Engagement on Myanmar’s democratic transition process. This research will use qualitative and explanative methods, which means that it will answer the research question using narrations and relevant data. This research will also use Darren Hawkins’ theory of democratization with the assistance of Huntington and McFaul. By using these theories, the answer found is that the effects of BDF on Myanmar’s democratic transition have not manifested because most of BDF’s recommendations are aimed towards the governments, but not towards the civil society.
