Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Abstract

The Cambodian government has set regulations regarding the human rights of factory workers, especially in the garment sector, based on ILO conventions. H&M is a multinational company that has a garment industry supplier in Cambodia. The problem here is that there is often the practice of human rights violations in the form of forced labor inside the H&M factories in Cambodia. Although there are already regulations related to the human rights for workers from the Cambodian government and also the ILO, even H&M has also established a code of conduct that must be obeyed by all suppliers in all country, however, violations of regulations are still common. Then, this research has a focus in finding the reasons why H&M still violates workers’ rights. In answering this question, this research uses neoliberal economic theory, using the concept of MNC, and dependence. This study uses explanatory methods in answering problems. The results of this study found that this violation occurred due to the purpose of H&M which is to increase the maximum profit. Then, even though there are rules from the ILO, a multinational company is not obliged to comply with these rules. Another reason is that law enforcement that regulates the rights of workers has not been done maximally.

Abstract

Malacca Strait has become one prone international shipping lanes to maritime securitythreats, particularly the armed robbery. Littoral States such as Indonesia, Malaysia andSingapore have the capability to guarantee the safety and security of the strait. Thisresearch aims to analyse cooperation between Littoral States in combating armed robberyin the Malacca Strait. Using Neoliberal Institutionalist theory and qualitative method alongwith descriptive approach through interview and library research, this research shows thatsince the initiative of coordinated patrols conducted between the Littoral States there was asignificant decrease in number of attack in armed robbery in the Malacca Strait from 2008to 2010. In addition, several maritime regimes such as The Regional CooperationAgreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP)and The Regional Maritime Security Initiative (RMSI) serve as facilitator to enhance thecooperative mechanism between Littoral States to combat armed robbery in the territory.

Abstract

After the end of the Millennium Development Goals, existing countries began to make a new formulation to continue sustainable development. The results of the new formulation that will continue the MDGs called Sustainable Development Goals which are now became the standard for countries in conducting sustainable development. A country's compliance with SDGs itself can be seen from how a country implements the SDGs in order to achieve the goals that have been formulated. DNV GL, an innovation and technology based company makes a prediction of the possibility of achieving the goals in the SDGs and turns out that China has a green indicator in the second goal, Zero Hunger. This study intends to explain the efforts made by China in achievingthe second goal of the SDGs and fulfilling the food security of the country. This research will use the concept of policy implementation that will analyze the factors that contribute to the realization of a policy such as policy standards and policy objectives, resources, economic, social, and political environment that supports China in carrying out the policies that have been designed. In addition, this research will also use the concept of food security namely availability, accessibility, utilization and stability to see whether China has fulfill the food security in the country. This study found that agricultural modernization and the green industry conducted by China have standards and policy objectives, resources, economic, social, political environment that supports the achievement of SDGs. However, China has not fulfilled food security in its country because haven’t fulfill all of the indicators from food security.

Abstract

The opium trafficking in Afghanistan is one of the international crimes that have long been a state problem. It becomes more complicated when terrorist organizations get involved. Hence narcoterrorism. Narcoterrorism has been existing in Afghanistan since the Taliban in charge. This research analyze about the Opium Trafficking and Narcoterrorism in Afghanistan (Study Case: Narcoterrorism by the Taliban in 2007-2010) by using the theory of rational choice. The research method is qualitative method. The research’s data was obtained from journal, book, and UNODC publication. The result of this research is Taliban are still involved with narcoterrorism. The Taliban interests is to obtaining funds to finance their activities. While the interest of poppy farmers is to get protection in order to keep doing opium cultivation. The Taliban’s action is collecting taxes and providing protection for opium farmers. In return, the farmers pay the taxes set by the Taliban.

Abstract

Awareness of women's rights is very low in Palestine. Most of the Palestinian women have lost their basic rights because of the ongoing Israeli-Palestinian conflict. Israel's security policies have harmed women including imposing restrictions on free movement, demolition of houses, and carrying out torture during interrogation. this issue creates a feeling of insecurity for Palestinian women. This encourages Palestinian women to carry out resistance movements. Therefore, the author's research aims to find out how the struggle of Palestinian women against the discriminatory actions of the Israeli army by analyzing using standpoint feminism theory and the concept of gender which is in line with women's rights. Based on the results of this study, the authors found a discussion that revealed that the Palestinian women's movement is a response to all forms of discrimination committed against Palestinian women by Israeli soldiers with the aim of liberating Palestine from Israeli rule so that they can regain their rights that have been deprived of them.

Abstract

The Syrian Civil War is yet another war in a series thereof in the Arab Spring in which the United States and its allies are involved. However, an anomaly has occurred in the military coalition: Canada has significantly decreased the degree of its involvement by stopping its airstrikes within the Western coalition’s campaign. Employing a dual-perspective of classical realism and constructivism, this thesis seeks to find the determining factors to the event using the concepts of transcendent purpose and of norm dynamics. To arrive at the conclusion, this thesis investigates norms projected by Canada in relation to its military alliances, including but not limited to NATO. This thesis finds that, on the one hand, Canada has historically always defended its image by joining military coalitions involving the United States; on the other hand, however, Canada is always reluctant to engage in wars which defy its transcendent purpose, hence the best of both worlds. This thesis concludes that Canada’s foreign policy, in line with its transcendent purpose, constitutes of two factors: the Axworthy norms and legitimacy. In the Syrian Civil War, the United States-led coalition lacks both.

Abstract

TKI is foreign exchange hero for Indonesia. TKI send remittances to Indonesia about tens oftrillions rupiah. However, the contribution of remittances is not balanced with the guaranteeof TKI human rights protection. Informal workers sector or domestic workers was the mostvulnerable sector to human rights violations, including forced labour, such as unpaid wages,the job does not match with the contract of employment, confinement, and physical andpsychological violence. One of the major destination countries of TKI placement is SaudiArabia, where about 40% of the total number of TKI torture and deaths occur there. SaudiArabia is a member state that has ratified the International Labour Organization (ILO)concerning forced labor, which are the Forced Labour Convention (No. 29) and the Abolitionof Forced Labour Convention (No. 105). However, the practice of forced labor is still foundunresolved, including against informal sector workers. This study aims to find out why forcedlabour Saudi Arabia could have. In answering these objectives, this study uses constructivismparadigm and compliance theory. The method used in this research is qualitative method withdescriptive-analytical type through interviews and literature technics. Results from this studyis that there are three factors that cause forced labour in Saudi Arabia, they are Saudi Arabiahas not yet understand the provisions of the convention because of the applied domesticnorms there, then Saudi Arabia has limited capacity to conduct labour inspection, and theabolition of forced labor is not a priority interest of Saudi Arabia.

Abstract

India is one of 189 countries that ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), a convention that protects women's rights. However, the practice of dowry that harms women continues to this day. This practice requires the bride to grant a number of dowry to the groom. Dowry’s request that was not fulfilled prompted the groom’s family to commit acts of violence that could result in bride’s death. This phenomenon has known as dowry death. Hence, this research seeks to prove the reason for the existence of dowry deaths even though India has already ratified CEDAW. This research is a qualitative research that explained through the concept of noncompliance. This research found that the practice of dowry continued to occur due to the lack of optimal implementation of CEDAW by India’s government, NGOs and local communities.

Abstract

Biopiracy is a crime that generally involves multinational corporations with indigenouscommunity regarding the copyright of over the natural resources. This crime often escapesattention while the effects are very dangerous for the survival of a country’s indigenouscommunity. This study aims to find out how biopiracy actually becomes a dangeroustransnational crime and how developed and developing countries represented by theUnited States and India deal with this crime from the perspective of their respectivecountries under the international regime. The author uses the theory of Cultural Relativismand Social Planning to analyze the handling done by the United States and India. Thisstudy will analyze the history of the two countries, how the two countries understand themeaning of biopiracy, and the position of the two countries under the international regimerelated to the handling of transnational biopiracy crime cases

Abstract

China still intends to work with Iran despite the restrictions placed on it as a result of the nuclear deal or the Joint Comprehensive Plan of Action (JCPOA). More than three decades of cooperation between China and Iran have improved the two nations' mutually beneficial relationship. Iran also holds a significant position for China as a supplier of oil and energy. This study employs qualitative research techniques for descriptive analysis and discovers that China's national interests, particularly in the economic and security sectors against Iran stands, are the reason why China continues to cooperate with Iran despite being subject to the JCPOA's sanction provisions. China has a national interest in the Iranian state in this sense, despite the JCPOA's sanctions against Iran. Iran sees China as a partner for long-term economic cooperation in the sector of energy exports since China is a nation that depends on oil exports as a source of revenue. This study examines China's foreign policy toward Iran, which is subject to the JCPOA's nuclear property sanctions, using a national interest framework.
