Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

Under the One Belt One Road scheme, China-Pakistan Economic Corridor (CPEC) is a series of massive infrastructure project that are under construction in Pakistan that consists of transportation network construction, energy projects, storage facilities, port, SEZs, and other elements under the CPEC banner worth 46 Billion US$. But the CPEC projects came at a huge risk for Pakistan, as the investment aid from China came in the form of a loan, and the and that the security of CPEC projects are under threat from separatist groups like the BLA. This research’s purpose is to find out the reason behind Pakistan's agreement to conduct a bilateral cooperation with China under the CPEC projects in the period of 2015-2020. This research would employ the liberalism paradigm as the analytic tool. This study hypothesizes that the reason for Pakistan's willingness to cooperate with China is the existence of its domestic economic interests despite of its controversies. The results of this study indicate that Pakistan does have a strong desire to develope its domestic economy, while CPEC plays an important role in this process. In addition, the CPEC was also viewed by Pakistan as a cooperation that could support this country to achieve the Pakistan Vision 2025.

Abstract

This research aims to determine how the effect caused by cyber attack on cybersecuritypolicy in the United States This research is a descriptive study with guided by theframework of the concept of crime of caliber is a transnational crime by UNTOC, publicpolicy theory of Van Meter and Van Horn is a model of process of policy implementation,and constructivism caused by social interaction in society and international politicalculture make cybersecurity policy implemented in national and international scope. Thisresearch is a qualitative research using library research as a data source. The resultsobtained from the level of cyber attacks experienced by the United States affect the publicpolicy in the United States so that cybersecurity policy is made to maintain the securityand national sovereignty of the United States.

Abstract

Korean Wave, also known as Hallyu, is a popular culture of South Korean entertainment industry such as music, movie, serial drama, webtoon, and etc. These contents are protected as part of intellectual property, especially copyrights. But, their popularities come with infringement action, where pirated sites show South Korean movies and drama without any permission from the copyright holder. This study aims to explain South Korea’s effort to protect these Korean Wave contents. The framework used in this research are the intellectual property concept, especially copyrights, the globalization concept, and the sovereignty concept (Westphalian System). The globalization concept tries to analyze its effort to protect Korean Wave. This study uses a qualitative research method with the type of descriptive research, data obtained through literature study. This research shows that South Korea pretty success in tackling copyrights issues, though they still can’t solve it thoroughly.

Abstract

As technology develops, the need for information technology devices increases. It wouldalso increase the electronic waste products. This study aims to describe how the policies andactions of the Ghanaian government dealing with e-waste issues. Based on the data collected,Ghana to receive e-waste from many different development countries. Ghana, in the city ofAgbogbloshie is the largest digital dumping ground in the world. E-waste is a hazardous wastethat has a long-term impact on society and the environment. In this study, authors used theDescriptive research method. This research is problem solving that investigated and analyzed bydescribing the subject or object of state, person, institution, society and others. The author foundthat Ghana is implementing a prefentive policy strategy and conducts more detailed oversight indealing with e-waste. Nevertheless, in 2016 Ghana has become the largest landfill in the world.In addition, Ghana has also conducted several collaborations in dealing with e-waste with othercountries such as China, Israel and the United Kingdom.

Abstract

Malacca and Singapore straits are among the world’s most important SLOC (Sea Lines ofCommunication) and SLOT (Sea Lines of Trade) which categorized as armed robberyprone areas. Based on UNCLOS art. 43, littoral states and user states should cooperate toovercome this issue. On the other hand, they have different interests in Malacca andSingapore straits. This research discuss the different interest between littoral states anduser states and how it effects the dynamic cooperation on combating armed robberyagainst ship in Malacca and Singapore Straits from 2010 to 2014. This study found thatthe different interest between those countries effected the cooperation on combating armedrobbery. Furthermore, it also influence the main purpose and activities of the cooperation.The dynamic cooperation between littoral states and user states emerges on multilateral,trilateral, and bilateral cooperation. This research is carried out by using descriptiveanalysisand qualitative method. This study incorporates the framework of internationalcooperation theory to observe the dynamic cooperation as the conceptual basis of theresearch.

Abstract

The United States is the destination country for foreign migrants from countries in Central America. This resulted in a border crisis caused by an increase in the number of asylum seekers in the United States. So this is a threat to the national security of the United States. Therefore, the United States through its policy of making an asylum cooperation agreement with Guatemala to minimize the flow of migration coming from Central America by making Guatemala a Safe Third Country, where asylum seekers will be diverted to follow the procedural process related to permitting asylum claims in Guatemala as a Safe Third Country in order to minimize the increase in the number of foreign migrants in the United States. However, Guatemala is said to have not met the standards set as a Safe Third Country because it is a country that has high levels of violence, inequality, poverty, an inappropriate system and unstable domestic conditions. However, the United States has its own reasons for establishing Guatemala as a Safe Third Country. This study uses neoclassical realism theory with an analytical tool in the form of a multilevel approach. The author collects data using the literature study method through journals/articles, books, websites, and international news. This research is explanatory which aims to reveal “Why did the United States choose to implement a Safe Third Country system policy towards Guatemala?”. The results of this study are the reason the United States set the policy, namely because it prioritizes national security by carrying out a migration policy with countries that already have previous relationships and cooperation.

Abstract

Trade Transparency Unit (TTU) cooperation was officially formed by the United States on 2004. The cooperation aimed to overcoming Trade Based Money Laundering (TBML) crime. This research aimed to analyze which factors most likely affected the formation of that cooperation (TTU). Quantitative research method was used in this research with independent variables such as GDP, Distance, Trade, membership of FATF and Egmont Group to the dependent variable TTU cooperation. By using the modification of gravity model and membership of international organizations toward TBML, this research obtained some results. That some independent variables such as GDP, Distance, Trade and membership of Egmont Group were significant to TTU cooperation meanwhile the membership of FATF was not significant to TTU cooperation.

Abstract

In order to implement blueprint of ASEAN Economic Community (AEC),Southeast Asia countries have been gradually doing the diminution tariff ofinternational trade since 2007. This effort has been implicating thedecreasing of each Southeast Asia countries’ GDP. Yet, this decreasing hasalso been followed by the augmentation of gini coefficients of each SoutheastAsia countries during the same time periods. Therefore, hypothesis of thisresearch is there is significant influence between the decreasing tariff ofinternational trade towards the increasing of gini coefficient in the countriesof Southeast Asia. Hence, this research had been concerned to seek ananswer of how the significance of diminution of tariff of international tradetowards the augmentation of Southeast Asia countries’ gini coefficient.

Abstract

Syrian civil war that occurred since 2011 has a devastating impact to country, society, and the international community. This war has caused many casualties and refugees which continues to increase every year. From the data collected by UNHCR, Syrian refugees have reached more than five million people and dominated by children. Until 2018, Turkey has become one of the largest host countries for the Syrian refugees. Unfortunately, the large number of refugees causing many problems. The purpose of this study explains the efforts made by the United Nations Children's Fund (UNICEF) in handling the problem of Syrian refugee children in Turkey from 2011 to 2018. This research is carried out by using descriptive analysisand qualitative methods. This research uses the concept of international organization and the concept of refugees. Data collection was performed using library research. This study showed that the efforts made by UNICEF inhandling the problem of Syrian refugee children include ensuring food and environmental security, health, and guaranteeing personal security which includes the right of access to education for children.

Abstract

Illegal ivory trade crime is an environmental issue that threatens the elephant’s population in the world, one of them is Sumatran elephant. In Riau Province, the Centre of Sumatran Elephant Conservation, illegal ivory trade still took place and often conducted by riding the human – elephant conflict that was one of the main threats of Sumatran Elephant’s population. Relatively easy access to Southeast Asian’s country from Riau Province has led the crime to be classified as transnational crime because of its impact to other countries. Responding the issue, WWF Indonesia established a cooperation with BBKSDA Riau in an effort of Sumatran elephant conservation in 2010 and extended in 2015. The goal of this research is to know how effective is WWF Indonesia and BBKSDA Riau’s cooperation on combating illegal Sumatran elephant ivory trade in Riau Province in 2010-2015. In order to answer that question, this research uses concepts that are: International Organization, International Cooperation, Environmental Crime and Effectiveness. The method that being used in this research is mixed methods with descriptive type by using data collecting technique which are interview, literature reviews and questionnaire. The result from this research is that the effectiveness of WWF Indonesia – BBKSDA Riau cooperation on combating illegal Sumatran elephant ivory trade in Riau Province in 2010-2015 is less effective due to its lack of significance towards addressing the issue.
