Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

Nigeria is an African country notorious for human trafficking across its borders.Trafficking in Nigeria is one of the biggest crimes after economic fraud and drugtrafficking. Victims of human trafficking in Nigeria are mostly children; this is becausetheir families have to deal with a number of economic constraints, for instance low wages,which make them more vulnerable to being trafficked. To overcome the problem, theUNICEF has been mandated by the UN to assist Nigeria in applying the internationalchild rights convention to combat the problem of child trafficking in there. In 2003,UNICEF and the Government of Nigeria agreed on the Child Rights Act, which is used asthe basis for addressing the problem of child trafficking. As a descriptive study, thisresearch aims to describe the phenomenon of child trafficking in Nigeria and gives anoverview of cooperation by the government of Nigeria with UNICEF in order to handlethat problem. This study would like to observe the Nigerian government's cooperation withUNICEF in addressing child trafficking in Nigeria. The cooperation between theGovernment of Nigeria with UNICEF related to child trafficking generates the ChildRights Act (CRA), which becomes the foundation of the rights of the child, as well as theprotection of the children.

Abstract

Since it reached it’s Independence, for years, Sudan hasn’t only been active on sendingaids to Palestine and actively advocating Palestine’s independence on InternationalOrganizations, but also, Sudan made a regulation on boycotting Israel. At the year of2020, in all of a sudden, Sudan opened a diplomatic relation with Israel. This causedpeople to question because Sudan has been supporting Palestine for years and Israel isPalestine’s mortal enemy. This research is aiming to find the reasons behind Sudan’sdecision on opening a diplomatic relation with Israel. With the datas that are collectedfrom books and news, it’s found that not only that Sudan has been struggling domesticallysince it’s independence, but also since the separation of the North and South Sudan, it’sdomestic situation has only been going worse. In this position, Sudan’s only hope was toget help from other country, but this option is impossible to achieve because Sudan is stillin the US’s terrorist list. Based on the facts found, it can be concluded that the openingof the diplomatic relation between Sudan and Israel was based on Sudan’s rational wayof making decisions to achieve it’s national interest, which was to save and strive for it’scountry’s existance.

Abstract

Annexation of Crimea by the Russian Federation through the Crimean declaration of independence from Ukraine and the Crimean referendum, as well as the treaty signed by the Russian government in March 2014 have made Crimea as de facto join with 21 other republics within Russian territory. However, most of the international community considers that the Crimean referendum is illegal and violates the international law. Because Russia is considered violating Ukraine territorial integrity through the presence of Russian military which is considered to affect the legality of the referendum. This study aims to analyze Russian identity influences Russian foreign policy in the annexation of Crimea. The identity in this case is the Russian national identity which is ‘personal identity’ in constructivism perspective constructed from Russian domestic concepts or ideas rooted in Russian ethnic, demographic, historical, and spiritual backgrounds that are closely related to Crimea, as well as Russian national identity is on the rise under Vladimir Putin. It will also explain the history, status, and progress of the annexation of Crimea, as well as international sanctions against Russia and the Crimea until 2017.

Abstract

Invasi militer Amerika Serikat di Afghanistan merupakan salah satu contoh aktifitas militer tebesar yang pernah terjadi. Tindakan AS tersebut memberikan banyak dampak negatif bagi berbagai pihak. Salah satu dampak yang tidak terlalu diperhatikan ialah kerusakan yang terjadi pada lingkungan. Hal ini dapat terjadi akibat dari penggunaan energi dan bahan bakar yang digunakan selama invasi dilaksanakan. Penelitian ini akan membahas terkait bagaimana dampak dari invasi militer AS di Afghanistan terhadap peningkatan emisi karbon global. Metode yang digunakan ialah penilitian campuran atau yang dikenal dengan mixed methods, yaitu metode yang menggabungkan kedua metode kualitatif dan kuantitatif untuk digunakan secara simultan, sehingga diperoleh data yang lebih valid dan komprehensif. Hasil penelitian mengungkapkan bahwa Departemen Pertahanan AS (DOD) merupakan konsumen energi terbesar di AS, bahkan merupakan konsumen minyak terbesar di dunia. Pada tahun 2001, sebagai akibat dari dimulainya invasi besar di Afghanistan, konsumsi energi oleh DOD meningkat, dan pada tahun 2005 mencapai tingkat tertinggi dalam satu dekade. Dari tahun 1975 hingga 2018, total emisi gas rumah kaca DOD lebih dari 3.685 Juta Metrik Ton CO2. Dengan berbagai data yang telah diperoleh ditarik kesimpulan bahwa aktivitas militer yang dilakukan oleh pemerintah AS positif sangat berdampak pada keamanan lingkungan, terkhusus pada peningkatan emisi karbon global.

Abstract

The Golden Triangle is a border area of three Southeast Asia countries; i.eLaos, Myanmar, and Thailand. The Golden Triangle is the largest opiumproducer in the region. It causes Southeast Asia become vulnerable of drugstrafficking. Southeast Asian countries are aware of the danger of drugstrafficking, which later brought out the issue to ASEAN. In dealing with thisproblem, ASEAN established ASEAN Senior Official on Drugs Matters (ASOD),a special committee board in drugs trafficking. This research aimed todescribe ASOD roles in coping drugs trafficking in Golden Triangle from 2006to 2013. This research employed neoliberal institutionalist theory emphasizingon the concept of cooperation among states. The method is qualitative usingdescriptive analysis through library research. The results of this researchindicate that ASOD playes role as a facilitator of interstate cooperation interms of drugs trafficking among ASEAN members. This role is compatiblewith the basic assumption of neoliberal institutionalist theory arguing thatinstitution can bridge the gap between states preferences on particular issues.Yet, this research found that the role of ASOD in combating drugs trafficking isnot succeed due to its interent lack of legitimacy to make legal bindingdecisions.

Abstract

As a region which holds an important role in keeping the Earth’s temperature, Arctic’s accelerated climate change will not just endanger countries near the Arctic region, but also the world. One of the factors which accelerated the climate change is the increasing use of icebreakers in the past few decades. This research aims to find out the reasons behind the increasing number of icebreakers usage by Arctic Council’s member-states in the past few decades, even though the use of icebreakers harm Arctic Ocean’s sea ice and prevent Arctic Council from fulfilling their purpose. This research uses the theory of liberal institutionalism by Robert Keohane with data collected from conducting literature review. The results of this research show that Arctic Council’s member-states hinder the purpose of the Arctic Council to protect the environment because of their national interests, particularly in economy, that cannot be achieved in the Arctic Council resulting in order to fulfill the interests, countries take their own action.

Abstract

China and North Korea have had good bilateral relations, as the result of their geographical proximity and their similar ideology (communist). China’s status as a member of the UN Security Council and its stable economy, causes North Korea to depend on diplomatic and economic support from China. North Korea needs diplomatic support from China because its nuclear proliferation since North Korea decided to withdraw from the non-proliferation treaty. As North Korea’s closest ally, China provided diplomatic support by not fully supporting UN sanctions for North Korea’s first and second nuclear tests. However, China did not provide diplomatic support when North Korea launched the third nuclear test, on the contrary, China supported UN Sanction towards North Korea. This research aims to analyze the causes of China’s policy changes toward North Korea nuclear test. The theoritical framework in this research is the concept of neo-classical realism. The type of this research is descriptive, using qualitative data analysis techniques from literatures review. This research shows that there are two causes of China’s policy changes toward North Korea nuclear test, which are: the international structure (pressure from the United States) and China’s domestic conditions (leader, power, and society).

Abstract

Human Security is the main focus of security in the modern era which focuses on individuals in the international community. The existence of these individuals in the international relations phenomenon among various actors arises due to the development of industry, the technology which recognizes individuals as actors. It occurs because individuals in the era of accelerated development become the harmed actors specifically, in this study, the development of Baturraden geothermal power plant (PLTP Baturraden). This development project leads some threats of the Human Security of surrounding community such as polluting the river water and disrupting the use of water by the community. In this study, the researcher uses the Critical Theory approach proposed by Robert Cox. The case study that is adopted in this study supports the statement that the acceleration of PLTP Baturraden development has caused the river water pollution and various threats to the Human Security of the surrounding community. In conclusion, the result of this study indicates that the application of Good Governance is related to the protection of Human Security.

Abstract

Indonesia faced menace of transnational bribery problems within the escalation of international trade flows, yet Indonesia does not have rule settling transnational bribery. Indonesia is one of four countries in G20 who have not ratified OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions. Whereas, as an ACWG G20 member, Indonesia is required to obey the Action Plan which one of the points is to ratify the OECD convention. This study aims to understand the background of Indonesia’s postponement policy of ratifying the convention related to Indonesia’s status as ACWG G20 member. Using non-compliance concept of compliance theory and qualitative method its is known the factors that resulted in the attitude of postponement policy, such as ambiguities in the interpretation of ACWG Action Plans, the incapability of Indonesia to fulfill the preconditions of OECD convention, and the influence of temporal dimension which influenced Indonesia primary priorities to improve the economy and the development of infrastructure as stated in Nawa Cita.

Abstract

Environmental pollution in Gulf of Mexico became the most acute environmental pollutionin United States (US). Pollution caused by negligence committed intentionally by officerBritish Petroleum (BP) oil pipeline resulted in the explosion happened. Omissionscommitted intentionally and caused certain damage to the environment can be categorizedas an environmental crime.Environmental contamination by BP became a threat for thenational security of the United States, as evidenced by the US government attention givento contamination occurs. One concern that was given is when President Barrack Obamacanceled a visit abroad to observe firsthand the pollution incident. This study aims todetermine the policy set by the US government in dealing with pollution case made by BPin 2010. The framework that used in this research are transnational environmental crime,public policy and precautionary principle. The type of this research is descriptiveexplanativewith qualitative data analysis techniques through data collection technique.The result of this research is an explanation about determination of the US government’spolicy in dealing with cases of environmental pollution the Gulf of Mexico, there are theestablishment of national commission, the determination of the provision of fines from theUS government to BP, agreement between BP and Environmental Protection Agency(EPA) and recovery program Gulf of Mexico.
