Abstract

In contemporary financial discourse, the concepts of liquidity, business volume and financial performance occupy a central position in the cooperative savings and loan business. Analysis of the impact of liquidity and business volume on cooperative performance is the objective of this study. The research population consisted of 88 cooperative savings and loan institutions located in Malang City. A purposive sampling technique was employed to choose the sample, resulting in the acquisition of 61 samples. The study findings suggest that there is no impact of liquidity on cooperative business performance. In contrast, the level of business activity impacts the performance of cooperatives. This finding provides practical implications for cooperatives that resources typically used to maintain liquidity could be better utilized in growth initiatives, such as expanding membership or diversifying services.

Abstract

This study examines the implementation of civil service discipline regulations in Central Lombok Regency, Indonesia, with a focus on Government Regulation No. 94 of 2021. Through analysis of legal frameworks, institutional structures, and empirical data on disciplinary actions, the research assesses the effectiveness of regulatory enforcement and identifies key factors influencing compliance. The findings reveal ongoing challenges in cultivating intrinsic adherence to disciplinary standards among civil servants, with extrinsic motivations and inconsistent rule application persisting as obstacles. This case study contributes to the broader discourse on public administration reform and the cultivation of good governance practices in decentralized systems.

Abstract

Volvariella volvaceae (Bull. Ex. Fr), commonly known as straw mushroom, is the most recognized species among numerous tropical and subtropical mushroom species, particularly among the Southeast Asian community. The straw mushroom is also a source of several types of enzymes, particularly trypsin, which plays an important role in aiding the digestion process. Straw mushrooms can also be used as a protective food due to their complete B-complex vitamin content, including riboflavin, as well as having a fairly complete range of essential amino acids. The purpose of this research is to examine the effect of straw mushroom media containing chicken manure on the growth of straw mushrooms. (Volvariella volvacea). This research was conducted at the oyster mushroom cultivation facility of the Faculty of Agriculture at Nahdlatul Wathan University in Mataram. The implementation period started in August and ended in October 2023. This research uses a Completely Randomized Design (CRD) with a single treatment, namely the effect of chicken manure application on the composting process of straw mushroom media. The treatment is placed on 5 racks in a stacked manner. The treatments used were as follows: 300 kg of straw, 30 kg of rice bran, 25 kg of lime, and 50 kg of chicken manure. The application of chicken manure in the composting process of straw mushroom media significantly affected the time it took for the pinhead of the straw mushroom fruit body to appear; however, there were no significant differences in the parameters of the number of fruit bodies, diameter of the fruit bodies, length of the fruit bodies, and fresh mushroom media significantly affected the time it took for the pinhead of the straw mushroom fruit body to appear ; however, there were no significant differences in the parameters of the number of fruit bodies, diameter of the fruit bodies, length of the fruit bodies, and fresh weight of the straw mushrooms.

It explores how digital governance impacts public administration efficiency and transparency while addressing bureaucratic hurdles. Significant advancements in service delivery have been noted, though challenges such as the digital divide persist. Proposed solutions include fostering interagency collaboration, staff training, and enhancing digital infrastructure to optimize technology adoption.

Abstract

Elections are a fundamental mechanism of democracy, granting citizens the right to select leaders or representatives who will advocate for their interests and aspirations in political decision-making. Achieving electoral victory and securing a legislative position is the ultimate goal for all candidates. However, legislative candidates who face defeat, especially after significant financial investments, may struggle to cope with the harsh reality of failure. This increases their vulnerability to stress and even severe depression. While the provision of hospital facilities for failed candidates has been attempted, concerns over misuse render it less effective. Therefore, an alternative approach is needed, such as utilizing the MentalCare website to mitigate depression among unsuccessful legislative candidates. This study aims to evaluate the effectiveness of the MentalCare website in addressing depression among failed legislative candidates in Ambon City. Using a qualitative descriptive research method, the findings reveal that the MentalCare website demonstrates significant potential in positively impacting mental health, particularly in managing depression among candidates who experienced electoral failure. By overcoming existing barriers and continually improving service quality, the MentalCare website can emerge as an effective and sustainable solution for promoting individual and community mental well-being.

Abstract

For several decades, the development of government institutions in the political sector has undergone continuous evolution in service delivery due to digitalization. This evolution is marked by expanded connectivity and enhanced information processing speed, both at the public interface and in back-office processes. The study on The Influence of Human Resource Competence, Political Environmental Uncertainty, and Information Technology on the Financial Report Quality of the National Unity and Political Agency in Lombok Island employs purposive sampling with the population drawn from the National Unity and Political Agency across Lombok Island. This research aims to provide empirical evidence on the relationship between Human Resource Competence, Political Environmental Uncertainty, and Information Technology toward Financial Report Quality. A quantitative approach was applied in this study. The analytical instrument used in this research is SPSS. All data were collected by distributing 60 questionnaires to respondents from the National Unity and Political Agency, selected through purposive and accidental sampling techniques. The results of this study indicate that there is a positive and significant influence of Human Resource Competence. Political Environmental Uncertainty also has a positive and significant impact on Financial Report Quality. Moreover, Information Technology demonstrates a positive and significant influence on the quality of financial reports. These findings are expected to provide broader insights to all stakeholders in facilitating access and supporting the existence and development of Financial Report Quality at the National Unity and Political Agency across Lombok Island.

Abstract

This paper aims to examine and analyze the role of the Camat (Sub-district Head) in the era of Regional Autonomy, focusing on their position as the spearhead of governance at the sub-district level. This study adopts a normative-prescriptive approach, seeking arguments from research findings to assess what is right or wrong and to formulate what should be according to the law. In analyzing the Camat's role, Soekanto's concept of Role is employed, which highlights the Camat's position in carrying out their rights and obligations, including the authority vested in them. Based on this analysis, it is found that the Camat holds a highly strategic position within the regional government structure, acting as a direct liaison between the district/city government and the community at the sub-district level. However, this strategic position also brings dilemmas. On one hand, the Camat is expected to perform coordination, supervision, and guidance functions for village/urban village apparatus while implementing policies set by the regional government. On the other hand, the Camat often faces limitations in resources, whether in terms of budget, authority, or administrative support, which can affect the optimization of their role. Thus, the Camat's role in the era of Regional Autonomy is crucial yet challenging. Strengthening capacity and clarifying regulations are necessary to support the Camat in carrying out their duties and functions effectively and efficiently.

Abstract

This study discusses the importance of applying administrative law principles in formulating just public policies. Using the Systematic Literature Review (SLR) method, this research identifies and analyzes the concept of justice in public policy and the role of accountability, transparency, and public participation principles in supporting inclusive and fair policies. The findings show that accountability ensures responsibility for every decision made, transparency provides adequate access to information for the public, and public participation enables community involvement in the policymaking process. However, several challenges remain, such as low public participation, limited access to information, a closed bureaucratic culture, and suboptimal institutional capacity. To overcome these challenges, solutions are needed, including increasing public legal literacy, optimizing the use of information technology, and strengthening institutional capacity to support a more inclusive and transparent policy process. This study is expected to serve as a reference for policymakers in designing just regulations and promoting better governance.

Abstract

The implementation of digital governance in Indonesia is a strategic step towards achieving more efficient, transparent, and participatory government management through the use of digital technology. This study aims to analyze the challenges and opportunities Indonesia faces in the process of government digitalization using the Systematic Literature Review (SLR) method on various relevant literature. The results show that the implementation of digital governance in Indonesia has made significant progress, marked by regulations such as Presidential Regulation No. 95 of 2018 on the Electronic-Based Government System (SPBE) and various public service digitalization initiatives. However, the challenges faced include limited digital infrastructure, low digital literacy among the public, cybersecurity threats, and unequal human resource capacities across government institutions. On the other hand, the opportunities that can be leveraged include the increasingly widespread development of digital infrastructure, the enhancement of digital literacy through various training programs, collaboration between the government, private sector, and civil society, as well as the utilization of cutting-edge technologies such as Artificial Intelligence, Big Data, and Blockchain to support government transparency and efficiency. This study highlights the importance of strengthening regulations, enhancing human resource capacities, integrating systems comprehensively, and fortifying cybersecurity to support the success of digital governance in Indonesia. By addressing the challenges and seizing the available opportunities, government digitalization in Indonesia has the potential to create more adaptive, transparent, and inclusive governance in the digital era.

Abstract

This study aims to analyze the enforcement of Regional Regulation Number 10 of 2023 concerning Regional Taxes and Levies by the Civil Service Police Unit (Satpol PP) of Asahan Regency, particularly in the arts and entertainment services sector. Arts and entertainment taxes are a significant source of local revenue (PAD) to support regional development. However, the realization of tax revenue in this sector has not met the targeted goals. This research uses a qualitative descriptive method with a case study approach. Data were collected through interviews, observations, and documentation involving Satpol PP officers and local community members. The findings indicate that enforcement efforts face several challenges, both internal—such as limited human resources, facilities, and budget—and external, such as low awareness and compliance among taxpayers. Satpol PP’s efforts include public outreach, issuing warnings, conducting inspections, and closing businesses that violate the regulation. However, these efforts have not yet achieved optimal effectiveness. Therefore, improved inter-agency coordination, capacity building, and a more comprehensive enforcement strategy are required to increase tax compliance, achieve revenue targets, and maintain the quality of public services.
