Abstract

Effective learning management is vital for higher education quality. This study examines the impact of lecturers’ pedagogical competence on learning management and the mediating role of learning innovation. A quantitative design was employed, analyzing data from 85 students at Universitas Muhammadiyah Jakarta using Partial Least Squares Structural Equation Modeling (PLS-SEM).Results indicate that pedagogical competence has a positive and significant effect on learning management, underscoring its central role in instructional practice. Conversely, the mediating effect of learning innovation was statistically insignificant. These findings suggest that innovation alone, without a strong pedagogical foundation, does not independently improve learning effectiveness. The study concludes that institutions should prioritize the development of pedagogical competence as the primary determinant of effective learning systems, while treating innovation as a complementary factorKeywords: Pedagogical Competence, Learning Management, Learning Innovation, Higher Education

Abstract

The rapid digital transformation of public administration has reshaped how governments manage and supervise state finances, making the intersection between administrative law and digital governance increasingly urgent. This study aims to analyze how administrative law supports the effectiveness of financial oversight in the digital era, emphasizing regulatory reform and the adoption of technologies such as e-budgeting and artificial intelligence (AI). Employing a descriptive qualitative method with a library research and document analysis approach, the research examines legal and institutional frameworks from seven countries Indonesia, Italy, Ukraine, Ireland, India, Brazil, and Poland using secondary data from 2020–2025. The findings reveal that countries with adaptive administrative legal structures and high AI adoption rates (India 65%, Ireland 60%) demonstrate stronger fiscal transparency, as reflected in the Digital Budget Transparency Index (India 88, Italy 85). The study concludes that digital transformation must be complemented by robust legal reform to ensure accountability and legitimacy in fiscal governance. The research contributes to administrative law scholarship by highlighting the synergy between law and technology in enhancing public sector transparency. Future studies should employ triangulated or field-based methods to assess the practical effectiveness of AI-driven oversight within national audit institutions. Keywords: administrative law, digital governance, fiscal transparency, artificial intelligence, public finance oversight.

Abstract

This study examines how the management of XYZ Private Hospital governs the productivity, efficiency, and revenue of health services delivered to patients covered by the National Health Insurance (JKN) scheme under the INA-CBGs' prospective payment system. A case study design with a mixed-methods approach was employed, combining quantitative data from INA-CBGs' claim reports and JKN revenue (inpatient and outpatient) for 2023–2024 with qualitative data from in-depth interviews, focus group discussions, and a review of managerial documents. The findings indicate a sharp increase in JKN patient volume across almost all CMG and CBG groups, both inpatient and outpatient, accompanied by substantial growth in hospital revenue, positioning JKN as the primary revenue source. However, the casemix is dominated by medical cases at severity level 1, resulting in a high–volume–low–yield performance pattern that relies heavily on volume expansion rather than higher revenue per case. The analysis further reveals a persistent gap between actual care costs and INA-CBGs tariffs, especially for chronic and catastrophic conditions, exacerbated by undercoding, incomplete clinical documentation, and pending or lost claims, resulting in significant revenue leakage. Managerial interventions such as clinical pathway implementation, adherence to the National Formulary, quality and cost control programs, and strategic purchasing have improved operational efficiency but have not yet been fully integrated into a casemix-based revenue strategy that aligns productivity and efficiency with optimized reimbursement. The study concludes that the financial sustainability of JKN-dependent private hospitals crucially depends on the quality of casemix and claims governance, the alignment of operational efficiency with INA-CBGs algorithms, and business model innovation that balances social commitments with economic viability. Keywords: National Health Insurance (JKN); INA-CBGs; hospital management; casemix (CBG, CMG, severity), productivity, cost efficiency, and hospital revenue.

Abstract

The Sharia insurance industry in Indonesia has demonstrated robust growth, bolstered by increasing public literacy in Islamic finance. However, operational efficiency remains a critical challenge in achieving sustainable competitiveness. This study aims to assess the technical efficiency of Sharia insurance companies in Indonesia through a Data Envelopment Analysis (DEA) approach. The analysis includes eleven Sharia-compliant insurers—both general and life insurance units—over the period 2015 to 2019. An input-oriented DEA model with Variable Returns to Scale (VRS) was employed, using total assets, administrative expenses, and claims paid as inputs, and premium income along with investment income as outputs. The findings indicate that only a select few companies, such as Tokio Marine and Panindai-Ichi, consistently reached optimal efficiency levels. In contrast, firms like ACA and Prudential exhibited fluctuating and relatively low efficiency. Notably, 2017 marked the highest average efficiency across all companies. These insights highlight the need to optimize cost structures, adopt effective Sharia-compliant investment strategies, and advance operational digitalization to improve overall industry efficiency. Keywords: Efficiency, Sharia Insurance, Data Envelopment Analysis, DEA, Islamic Finance Industry

Abstract

PKBM Sustainability is an important issue in strengthening non-formal education because Community Learning Centers (PKBM) play a role in expanding access to education, supporting lifelong learning, and fulfilling community needs. This study aims to develop a model and strategy for improving PKBM Sustainability by examining the effects of servant leadership, organizational climate, Organizational Citizenship Behavior (OCB), and the effectiveness of education and training. The study employed a combination of simple qualitative and quantitative methods involving 39 PKBM in 7 subdistricts in eastern Bogor Regency, with a population of 279 respondents and a sample of 165 respondents. Data were analyzed using path analysis and SITOREM. The results show that servant leadership, organizational climate, OCB, and the effectiveness of education and training have positive and highly significant effects on PKBM Sustainability. In addition, servant leadership and organizational climate also have indirect effects on PKBM Sustainability through OCB and the effectiveness of education and training. The SITOREM analysis recommends several priority indicators for improvement, namely the availability of teaching staff, PKBM development, fulfillment of community needs, empowerment, conceptualization, work mechanisms, tolerance, courtesy, and satisfaction with activities. Therefore, PKBM Sustainability can be strengthened through an integrative model based on servant leadership, organizational climate, organizational citizenship behavior, the effectiveness of education and training, and SITOREM-based indicator optimization. Keywords: PKBM Sustainability; servant leadership; organizational climate; OCB; effectiveness of education and training; SITOREM.

Abstract

The protection of human rights in administrative decision making represents a crucial indicator of democratic governance and constitutional compliance. This study aims to examine the extent to which Indonesia’s administrative practices align with human rights principles as interpreted by the Constitutional Court. Using a qualitative juridical normative and analytical conceptual approach, the research analyzes Constitutional Court decisions, national legislation, and relevant scholarly literature. The findings reveal that while the Court has significantly contributed to embedding human rights norms into administrative law, its reasoning often oscillates between formalistic legality and substantive justice. Approximately 35% of the analyzed cases demonstrate progressive judicial reasoning that prioritizes proportionality and human dignity, while 45% remain confined to procedural legality. This dualism underscores the transitional nature of Indonesia’s constitutional adjudication toward a more rights-centered framework. The study concludes that sustainable human rights compliance requires stronger institutional mechanisms, inter agency coordination, and continuous human rights education for administrative officials. Keywords: administrative law, constitutional court, human rights, Indonesia, judicial reasoning

Abstract

The inherently risky nature of banking necessitates robust risk management practices. While banks implement risk management frameworks encompassing policies, procedures, and defined limits aligned with established risk management principles across all activities, bank failures, nonetheless, continue to occur. This paper investigates the factors contributing to bank failures in Indonesia, using the prominent case of Bank Century (2008) as a focal point. Through an in-depth analysis of Bank Century's financial performance, management and operations, and legal and compliance adherence, this study aims to identify key vulnerabilities. Furthermore, it explores, from a theoretical perspective, the potential of Islamic/Sharia banking principles to offer mitigating solutions and prevent similar occurrences. Keywords : Bank Failures, Financial Performance, Macro Economic, Risk Management, Islamic Bank

Abstract

This study examines the narrative structures of Indonesian popular films using Christian Metz’s Grand Syntagmatique framework. Three selected films—KKN di Desa Penari (2022), Dilan 1990 (2018), and Agak Laen (2024)—represent horror, romance, and comedy genres that achieved millions of admissions and reinforced the dominance of local cinema in the domestic market. The research employs structural textual analysis, consisting of segmentation, classification, and syntagmatic tabulation. Findings reveal that each genre strategically utilizes specific syntagmatic patterns: horror emphasizes suspense through alternation and bracket sequences, romance highlights intimacy via autonomous shots and ordinary sequences, while horror-comedy combines episodic and parallel sequences to generate humor and tension. These results demonstrate that the success of popular films relies not only on thematic resonance but also on the effectiveness of narrative structures in delivering accessible and engaging cinematic experiences. This study contributes to Indonesian film scholarship by underscoring the significance of formal analysis as a complement to thematic approaches, offering insights into how structural “grammars” shape audience appeal and genre conventions. Keywords: Christian Metz, Grand Syntagmatique, Genre, Indonesian popular cinema, narrative structure

Abstract

Sustainable economic growth can be maintained in part through integrated economic development planning to foster leading sectors. This is also necessary for Banten Province, which experienced a contraction in economic growth during the Covid-19 pandemic. Although Banten’s economic growth rate has increased year by year—except in 2020—this does not diminish the potential of its leading sectors. This study aims to :1).Identify the leading economic sectors in Banten Province that meet the criteria of having competitive, comparative, and prospective advantages. 2).Project the Gross Regional Domestic Product (GRDP) of Banten Province for the years 2024 to 2026. 3).Calculate the amount of investment required by Banten Province to achieve the targeted/projected economic growth during the 2024–2026 period. The data used in this study are secondary time series data spanning ten years from 2014 to 2023, consisting of GRDP data for Banten Province, Indonesia’s GDP, Banten Province’s Regional Budget (APBD), and Gross Fixed Capital Formation (GFCF) data. These were obtained from the Central Bureau of Statistics (BPS) and BPS of Banten Province. Based on the calculations of Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Shift-Share Analysis using 2014–2023 base data, the leading sector in Banten Province is the Water Supply, Waste Management, Waste and Recycling sector. This sector qualifies as a base sector according to the LQ, shows rapid growth as per DLQ, and is identified as a fast-growing, geographically advantageous sector with a positive National Share value. The most suitable trend model for projecting the GRDP at constant prices for Banten Province is the quadratic/parabolic trend model, as it has the lowest mean absolute error. The GRDP projections at constant prices are as follows : 2024: IDR 510,576.42 billion; 2025: IDR 521,638.02 billion; 2026: IDR 531,801.37 billion. Based on ICOR calculations and GRDP projections, the required investment for Banten Province is: 2024: IDR 14,770.21 billion; 2025: IDR 51,880.84 billion; 2026: IDR 47,667.93 billion. Keywords : : Leading Sector, Location Quotient (LQ), Dynamic Location Quotient (DLQ), Shift-Share Analysis, Incremental Capital Output Ratio (ICOR).
