Abstract

North Korea’s nuclear proliferation has implicated threat toward Japan’s security directly,proven by illicit networks existence that support the nuclear proliferation program withinthe jurisdiction of Japan and indirectly, the capability of North Korea’s nuclear power to atany time could threaten the safety of Japanese citizens and Japanese territory. Threatescalation due to the North Korea’s nuclear proliferation is North Korea dared to conduct anuclear test in 2006 and 2009 after declaring withdrawal from regime of the Treaty on theNon-Proliferation of Nuclear Weapons (NPT). This nuclear issue has become internationalconcern, especially Japan. This research has purpose to analyze Japan’s security policybased on Japan’s identity as “pacifist country” and “non-nuclear country”. The frameworkused in this research is the concept of norms and identity of the constructivist theory. Thetype of this research is explanatory, using qualitative data analysis techniques fromliteratures review. The result of this research is given explanation about Japan’s securitypolicies which are normalization talk, international cooperation through ProliferationSecurity Initiative and Six Party Talk, and enhance its role as “stabilizer” in Asia region ininternational non-proliferation effort through Proliferation Security Initiative MaritimeInterdiction Exercise and Asia Senior-Level Talks on Non-Proliferation.

Abstract

Online Child Sexual Abuse is an Interpol’s term to define cybercrime in the form of sexual offenses against children. Creating a website domain containing graphic content or real images such as explicit sexual behavior and distribute some images of the child's sexual organs for sexual purposes and, or for other personal interest. This research aim to obtain an overview of online child sexual abuse, to get an overview of online child sexual abuse in the world in Europe, particularly in the United Kingdom from 2011 to 2015, and to know how Interpol efforts in dealing with cybercrime : online child sexual abuse and its effects against cases in the UK from 2011 to 2015, as well as knowing the obstacles in implementation of cooperation between Interpol with the United Kingdom that led to an increase in cases of OCSA each year. This research method is a qualitative descriptive research where the results are obtained from the primary data that is from interviews with relevant sources and secondary data from literature review by author’s analyst. There are two variables that will be analyzed by the author which are Interpol and United Kingdom. The results of this study is there are several obstacles from both parties. The constraint lies in the implementation of the regime by the United Kingdom which is the impact of the complexity of the international regime, that complexities are overlap regimes and parallel regimes.

Abstract

Indonesia is one of the third largest child sexual tourism destinations in the world. As the capital of Indonesia, DKI Jakarta is the second highest tourist entrance after Bali. In addition, DKI Jakarta is also the main location that has the highest threat of child sexual exploitation in Indonesia. Nevertheless, the Indonesian government has not provided clear protection for children. This study aims to describe the role of ECPAT Indonesia to assist the Indonesian government in dealing with child sexual tourism in DKI Jakarta, using theories of liberal institutionalism, international organizations, and international cooperation. In this study, the role of ECPAT Indonesia was limited from 2012 to 2018. Child sex tourism has rapid development so it needs cooperation from various parties, one of which is ECPAT Indonesia. From 2015 to 2017 cases of commercial sexual exploitation of children were not as high as in previous years. This is inseparable from the collaboration between the Indonesian government and ECPAT Indonesia. The role of ECPAT Indonesia is divided into three sectors, the government, private and community sectors.

Abstract

One child policy has been implemented by the China’s government since 1979. This policycaused, abortion and child trafficking that have been increased in 2008-2014. Asinternational organization focusing on child’s life quality, UNICEF (United Nations ofChildren’s Fund) plays role to deal with abortion and child trafficking in China. Thisresearch used descriptive approach through secondary data using international organizationconcept. This research described the role of UNICEF in dealing with abortion and childtrafficking in China 2008-2014. The result of this study indicated that UNICEF played aneffective reducing role in abortion and child trafficking through health care and protectionfor both mother and children, as well as carried out programs for realizing the rights ofchildren.

Abstract

Indonesia, as a member of CCSBT since 2008, is obliged to comply with the amount ofTAC granted annually to safeguard southern bluefin tuna population. Indonesia is one ofthe important members of CCSBT because Indonesia is the only breeding ground forsouthern bluefin tuna, precisely at Java Sea. In an effort to implement TAC, Indonesia isnoted to have difficulties to comply with the number determined by CCSBT. From 2008 to2014, Indonesia only adhered to TAC in 2009 and 2010. The author uses regimecompliance concepts in analyzing factors affecting Indonesia's non-compliance with TACimplemented by CCSBT. The research method used by the author in this study isqualitative method. In addition, this study is an explanatory study. After analyzing the data,it was concluded that Indonesia's non-compliance with TAC implemented by CCSBT canbe explained by factors such as ambiguity, capacity limitations and temporal dimension.

Abstract

Humanitarian aspects on the issue of migration were re-introduced during the reign of Prime Minister Malcolm Turnbull through the regional instrument of Bali Declaration. Although Australia has long ratified the 1951 UN Convention relating to the status of refugees, some of Australia's political efforts have previously been contrary to the principles of the convention. Therefore, this research intends to describe the process that forms political efforts during the reign of Prime Minister Malcolm Turnbull and to determine the factors that shape the dynamics of perception regarding the issue of migration in Australia. To analyze the process, this research uses the concept of securitization with qualitative method and descriptive research by using literature review in data collection. The results show that during the reign of Prime Minister Malcolm Turnbull the issue of migration was framed as a security issue by considering the balance between border protection and fulfillment of international obligations.

Abstract

This research aims to describe Indonesia and South Korea policies in tackling overstayedIndonesian migrant workers in South Korea. Both countries have signed MoU on theSending Indonesian Workers to the Republic of Korea under Employment Permit Systemsince 2004. Indonesia and South Korea implement several policies through either bilateralpolicy and unilateral policy to resolve the problem. This research uses qualitative as amethod and neoliberalism as a theory to explain policies that released by Indonesia andSouth Korea. Those policies should be maximizing both parties absolute gain as mentionedin the neoliberalism theory. Indonesia had released four main policies. South Koreapolicies stand for general term of overstayed foreign worker. As conclusion, the policiesneed a strong supervision on their implementation for efficiency increment.

Abstract

This research aims to explain money laundering issues and describe the cooperationbetween Indonesia and Malaysia as Indonesia’s government effort to combat moneylaundering practices based drug trafficking in Indonesia. The cooperation is used as aform of optimizing the effort to overcome money laundering with exchanging financialintelligence information that is heavily guarded in secrecy with Malaysia. This researchis guided to neoliberal institusionalism framework. The research methodologes isqualitative method by using literature studies as the data source with analysis type ofdescriptive analysis. The result of this research are the cooperation was formed becauseit’s based on the same interests in combating money laundering, and the cooperation isenough to give results like quite a lot of drug seizures from drug smuggling fromMalaysia to Indonesia.

Abstract

Being a country located in a border with the United States (U.S.),Mexico had become a source and transit place for people who werevulnerable to human trafficking. The huge numbers of humantrafficking victims from Mexico in the U.S. enforced BarackObama’s governance made actions as efforts to cope the humantrafficking issue. The efforts that had been made by consideringTrafficking Victim Protection (TVPA) year 2000 with itsprosecution, protection, and prevention approach were givenmandate to the U.S. Department of State to evaluate and helpMexico. The objective of this study is to find out the efforts made bythe U.S. in combating the human trafficking in Mexico. Case studyand descriptive approach that were used had found out theimprovements in Mexico’s government efforts through reformationof the constitution, victim protection, and trafficking campaign asthe influence of the U.S. efforts.

Abstract

Lobster is an animal that has a lot of nutrition and has a high price because it is classified as an animal that is difficult to catch and only lives in the deep sea. So many benefits are produced from one Lobster that makes it much sought after connoisseurs of Lobster. Indonesia with its vast sea area makes the potential as the largest Lobster seed producer and exported to countries in Southeast Asia. But this was exploited by irresponsible parties by smuggling lobster seeds from Indonesia abroad in large numbers. The illegal practice continues, although the Government of Indonesia through a joint team continues to intensify the hunt for the perpetrators of the smuggling of this valuable marine biota. This research wants to explain the smuggling of Lobster seeds into various countries using the Green Theory approach. Specifically research uses the concept of Human Centered. This research argues that the government has been cheated by the practice of smuggling Lobster seeds, in this case the state is obliged to protect what is contained in the Indonesian territory is the full ownership of the state because it is a crop which is also contained in the law.
