Journal of International Relations Studies
Journal of International Relations seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field.

The process to build integrated ASEAN capital market finds many obstacles because of the different national interest among its member countries. ASEAN Capital Market Forum (ACMF) as the forum that specifically created to handle this integration can not even have effective role to urges this ASEAN integrated capital market. This research conducted to examine the cause of this obstructed process that aimed to build the member state’s welfare, academically managed to explain this problem from International Relation’s spectacles. Referring to liberal intergovernmentalism by Andrew Moravcsik, this obstacles may happen because of coutry as main actor on international relations that rationally acts, tend to choose the most beneficial option that can maximize the gain of their interest. Because of this research uses qualitative data from literature review and interview, so this research can be qualified as qualitative research. The result of this research is that the difference of national interest based on economic disparities strongly occur, where high and upper middle income countries will support this initiative but in the other hand the low and lower middle income countries still prefer FDI which is more productive.

Bargaining position is an important part in the dynamics of relations between actors in international relations. Bargaining position can be regarded as a connecting bridge for a party to show leverage and to reach the intended outcome or interest. In the case of the "dieselgate" scandal in the United States, it appears the nuances of the more dominant leverage of the United States as Host Country against the Volkswagen Group as a multinational corporation (MNC) in settling the case. The United States is a home and host for several multinational corporations (MNCs) that are engaged in the automotive industry. The big names like General Motors and Ford became representations of the power of the automotive industry in the United States. The position of the United States as a country with mature political and economic conditions, is a distinct advantage for the United States. Coupled with the conditions as mentioned, it certainly creates a special attraction for several Multinational Corporations (MNCs) in this industry to develop their business activities in the United States, not least for the Volkswagen Group.

It has been long and common to accept that female are less likely to commit crime thando male. However, some researchers rejected this idea (Adler, 1975; Simon 1975;Steffensmeier & Allan, 1998). They argued that emancipation and gender equality weredecisive factors to explain how and why female with better equality and represent inpreviously male dominated occupations caused a steady increase in the number of crimeover recent years. According to those assumptions, this paper tries to connect the relationbetween emancipation and gender equality with transnational drug crime. This paperdeduces that the higher emancipation and gender equality which female get, the highertransnational drug crime will occurred. But after further testing through mixed methodanalysis, this paper concludes that higher emancipation and gender equality will preciselyreduce the intensity of transnational drug crime by female. Later, this paper alsodiscovers that female with higher emancipation and gender equality actually are thevictim, and so female with lower emancipation and gender equality are the pure doer oftransnational drug crime.

This study discusses the role of donor countries and international organizations through InaTEWS (Indonesia Tsunami Early Warning System) in Disaster Risk Reduction to fulfill the economic security of the Indonesian people. InaTEWS is a tsunami early warning system in Indonesia, which is expected to reduce the risk of tsunamis, for the sake of achieving human security. The huge losses in the 2004 tsunami tragedy that struck Aceh and neighboring countries became a starting point for supporting the development of a tsunami in the Indian Ocean region. Germany and various donor countries and other international organizations provide development assistance and development for InaTEWS. This research uses the concept of human security to explain the basic human needs of "freedom from fear" and "freedom from desire" specifically for economic security. In addition, related to the concept of disaster, the disaster risk management cycle (Disaster Risk Management) as a Disaster Risk Reduction strategy (Disaster Risk Reduction Framework) and the Hyogo Framework for Action 2005-2015 as an international guideline for disaster risk solutions. The results of this study show how the role of donor countries and international organizations through InaTEWS in Disaster Risk Reduction to meet the economic security of the Indonesian people who implemented the 2005- 2015 HFA through InaTEWS in the mitigation phase needed to carry out Disaster Risk Reduction to obtain economic security.

Indonesia is a potential country for terrorist acts and its funding, thus made FATF Reccomendations as a guide. It was reflected on the establishment of the Indonesian Financial Transaction Report and Analysis Center (INTRAC) in 2002 and joined The Egmont Group in 2004. The objective of this thesis is to understand the background of cooperation of INTRAC in The Egmont Group against terrorist financing. Through the concept of intersubjectivity in constructivism, this thesis provides descriptive analysis on the background of such cooperation. In addition, this thesis uses the concept of transgovernmental organization to explain the contribution of the cooperation, related to the countering terrorist financing. The result of this thesis shows intersubjectivity in The Egmont Group in form of similarities between FIU’s interest. Collective identity explains terrorist financing as a transnational crime and The Egmont Group as a organization of FIU cooperation in countering terrorist financing, while FATF Recommendations as a international norms. It shapes the interests of Indonesia in countering terrorist financing and implemented through the INTRAC membership in The Egmont Group, while the support of this cooperation is about capacity building through Egmont Plenary Meeting, Egmont Secure Web (ESW) and ISIL Project.

This research aims to find out the reason why the join patrol in the Malacca Strait and Singapore, the Malacca Straits Patrol (MSP) ineffective to maintain security in the Malacca Strait and Singapore. The ineffective can be seen in the 2014 ReCAAP data where in 2014 there were 44 cases of piracy in the Malacca Strait and Singapore. Up 32 cases from 2013 and in 2015 it rose again to 94 cases. In analyzing the case this research will use realist theory. In the realist theory it is stated that in achieving a goal a country needs its national power. But the national power must be transformed into the real power of the country's government. Then for the data this study uses a literature study. Whereas for data analysis this research uses congruent data analysis. The results of this study indicate that the ineffective of the MSP in tackling cases of piracy and piracy is caused by thelimited military power of MSP members to carry out anti-piracy operations. This condition made worse by the quality of government of Malacca Strait Patrol member countries which are not good because they are not so concerned about these limitations.

This research has the focus point on the explanation of transnational crime named honourkilling did by Pakistani immigrants in United Kingdom. Honour killing happens due topatriarchy community who has a culture of honour and shame that discriminate women inorder to be responsible to maintain the honour in the family. This issue has been advocated byKarma Nirvana as a social movement organization which eventually impacted in the creationof United Kingdom government policy to mitigate the problem. The aim of this research is toanswer the question on what are the factors that affect social movement of Karma Nirvanatowards United Kingdom government policy on mitigating honour killing in Pakistan during2003 to 2015. In order to answer that, researcher uses the approach of liberal feminism andresource mobilization theory. The method used for this research is qualitative withexplanative type and data collected by interview and literature review. The result of thisresearch has proven that the factor affected social movement of Karma Nirvana towardsUnited Kingdom government policy are the utilization of resource in the form of formalorganization and the use of honour killing and forced marriage issues which are in line withthe priority of United Kingdom government.

This study aims to determine the persistence of counterfeiting in China which is also calledshanzhai in Hu Jintao regime. This study also provides an overview of the factors thataffect the persistence of counterfeiting or shanzhai in China. This study uses the theory ofconstructivism, which draws conclusions and from the data collected in the field. Theresults of this study indicate that in the regime of Hu Jintao, a change in the role of newidentity in China is a capitalist communist who will create a policy that gave birth shanzhaiin China. And the norm adopted by the Chinese community is Confucianism which latercan affect the counterfeiting in China. In the norms of Confucianism adopted by thisChinese society, do not prohibit the existence of counterfeiting due to counterfeiting issomething that does not violate the norm. Thus, both of these have an effect on the lessefficient and less effective enforcement of intellectual property rights in China.

Dolphin hunting, or commonly called 'Taiji Drive Hunt' which is done massively in Taiji Region, Wakayama Prefecture, Japan occurred every year. Present the role of the IWC as an International Organization that can regulate the hunting of dolphins belonging to the cetacean’s category. Based on this background, the formulation of the problem that arises is "how effective is the organization of the International Whaling Commission (IWC) in the case of dolphin hunting in Taiji Japan?". This research aims to examine the effectiveness of the IWC which can also be said as an international regime that focuses on hunting cetaceans especially dolphins in 2013 to 2017. The results of this research are that state behavior is very crucial and culminates in the level of compliance within IWC organization, as well as the ambiguity in the International Convention for the Regulation of Whaling (ICRW) which causes misinterpretation among IWC members. In dealing the challenges of the effectiveness of IWC in the future, the author has several suggestions regarding cetaceans hunting, so that IWC further enforce the rules which have been previously agreed, so this organization can become better in carrying out their duties and functions. As for suggestions for the Japanese Government, it is expected to use a humane hunting method by not using dangerous tools in carrying out hunting practices for cetaceans, chiefly dolphins.

The development of international crimes related to drug trafficking, facilitated by Silk Roadsite since 2011, has thrived on the latest advanced technology. The site has been known as“cryptomarket” introduced by James Martin on his research results in 2013, which were alsoin the spotlight because of the closure of the site in the Silk Road at the same year. AlthoughSilk Road also sales goods other than the categories of drugs, this research proves that untilthe year of 2015, the third version of this site is still focused on the provision of drugs andstill continues to increase from the previous versions. The result of this research represent thedevelopment of cryptomarket through the growth of Silk Road in the years 2011-2015. Thisresearch analyzes the development of the international regime on cybercrime and drugrelatedcrimes, and also compare the development of cryptomarket through Silk Road.
