Abstract

Pelayanan PERSALINAN merupakan inovasi di Pengadilan Negeri Surabaya untuk meningkatkan pelayanan dalam putusan perkara online. Lamanya proses pengambilan putusan di pengadilan, serta banyaknya pengaduan yang masuk terkait dengan pengurusan salinan putusan, menjadi salah satu faktor diciptakannya inovasi pelayanan PERSALINAN. Oleh sebab itu, penelitian ini bertujuan untuk mendeskripsikan pelayanan PERSALINAN berdasarkan faktor keberhasilan inovasi. Jenis penelitian yang digunakan yaitu deskriptif kualitatif dengan teknik pengumpulan data, terdiri atas: wawancara, studi literatur, serta dokumentasi. Faktor keberhasilan inovasi menggunakan enam indikator yang dikemukakan oleh Arundel, Bloch, & Ferguson (2019), diantaranya: governance and innovation; sources of ideas for innovation; innovation culture; capabilities, and tools; objective, outcomes, drivers, and obstacles; collecting innovation data for single innovations. Hasil penelitian didapatkan bahwa indikator governance and innovation bahwa sistem regulasi atau kebijakan yang digunakan telah sesuai dengan prosedur yang telah ditetapkan. Sources of ideas for innovation diperoleh dari internal dan eksternal. Innovation culture didukung oleh pimpinan, kemampuan adaptasi pegawai administrasi layanan putusan perkara, serta mudahnya prosedur pelayanan bagi pengguna. Capabilities and tools yaitu asistensi dari petugas IT terhadap petugas pengelola administrasi putusan dan penggunaan website dan fitur pendukungnya. Objective, outcomes, drivers, and obstacles, yaitu: memberikan kepastian dan kemudahan pengguna layanan; hasilnya telah mendapatkan tingkat kepuasan 70%; faktor pendorong berupa regulasi, e-goverment, dan faktor penjaminan pelayanan mutu; sedangkan hambatannya yaitu berupa sarana dan prasarana, anggaran, serta rendahnya kompetensi SDM. Collecting innovation data for single innovations tidak melibatkan pihak eksternal selain pengguna layanan, serta tidak terintegrasi dengan stakeholder, inovasi ini telah melakukan beberapa pembaharuan fitur website maupun program pelayanan. Kata Kunci : Pelayanan Publik, Inovasi Pelayanan, PERSALINAN The PERSALINAN service is an innovation at the Surabaya District Court to improve services in online case decisions. The length of the decision-making process in court, and the number of incoming complaints related to the processing of copies of the decision, are factors for the creation of innovation in childbirth services. Therefore, this research aimed to describe the PERSALINAN service based on the success factors of innovation. The type of research used is descriptive qualitative with data collection techniques, consisting of: interviews, literature studies, and documentation. The innovation success factor uses six indicators proposed by Arundel, Bloch, & Ferguson (2019), including: governance and innovation; sources of ideas for innovation; innovation culture; capabilities and tools; objectives, outcomes, drivers, and obstacles; collecting innovation data for single innovations. The results showed that the indicators of governance and innovation are that the regulatory system or policy used is following the established procedures. Sources of ideas for innovation are obtained from internal and external sources. The innovation culture is supported by the leadership, the adaptability of administrative staff for case decision services, and the ease of service procedures for users. Capabilities and tools, namely assistance from IT officers towards decision administration management officers and the use of the website and its supporting features. Objectives, outcomes, drivers, and obstacles, namely: providing certainty and convenience for service users; the results have obtained a satisfaction level of 70%; driving factors in the form of regulation, e-government, and quality service assurance factors; while the obstacles are in the form of facilities and infrastructure, budget, and the low competence of human resources. Collecting innovation data for single innovations does not involve external parties other than service users and is not integrated with stakeholders; this innovation has carried out several website feature updates and service programs. Abstract

Today, health is one of the most important aspects of life. The government has an obligation to be able to help meet the needs of the community in health services. One of Bekasi City's ideas is to create a Healthy Bekasi, by implementing a health service innovation in the form of a NIK-based Health Card. This study aims to determine the innovations carried out by NIK-based health card services in Bekasi City. The approach in this research is to use a qualitative descriptive approach using three dimensions, namely product, environment, and organization. The results of this study are viewed from three dimensions, namely product, environment, and organization, as well as the obstacles that occur. The production innovation carried out by the Bekasi KS-NIK is considered successful due to the role of technology in improving the management of the KS-NIK participant database and the dashboard of the KS-NIK management system. In terms of the environment, the enthusiasm of residents of Bekasi City and outside Bekasi City for the Healthy Bekasi Card is very high in terms of devices, channels, and user behavior. The application of the KS-NIK is considered to still experience shortcomings because there are still complaints from the Hospital (as a provider) about the low service rates in hospitals and for primary health facilities. KS-NIK innovation is also inseparable from obstacles, as for the obstacles that occur, namely the existence of social and political issues that stop the KS-NIK Jamkesda Program. Abstract

Pariwisata berbasis masyarakat (community based tourism/CBT) merupakan konsep baru dalam mengelola pariwisata, dimana dalam konsep ini sangat mengedepankan partisipasi aktif masyarakat dengan tujuan untuk memberikan kesejahteraan bagi mereka namun tetap menjaga kualitas lingkungan, serta melindungi kehidupan sosial dan budayanya. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan prinsip-prinsip dari konsep community based tourism dalam pengembangan desa wisata di Desa Tanjungan. Fokus penelitian ini melihat partisipasi masyarakat dari pendekatan konsep community based Tourism, dengan indikator yang dikemukakan oleh Suansri (2003:12) dan telah disimpulakan ke dalam beberapa prinsip pengelolaan community based tourism, antara lain: 1) Prinsip keikutsertaan anggota komunitas ke dalam setiap kegiatan pariwisata; 2) Prinsip menjaga lingkungan hidup; 3) Prinsip kelestarian budaya; dan 4) Prinsip pemerataan pendapatan. Teknik pengumpulan data yang digunakan dalam penelitian ini yakni observasi, wawancara, dan dokumentasi. Subjek penelitian ini ditentukan dengan menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa partisipasi pada kelompok pemuda masih sangat rendah. Partisipasi dalam menjaga lingkungan sekitar, juga belum maksimal. Hingga saat ini, pemerintah dan masyarakat Desa Tanjungan sangat menjunjung tinggi kebudayaannya. Budaya yang dimiliki desa ini adalah Kirab Budaya Sewu Takir Dewi Sekar Tanjung dan gamelan. Pemerintah dan lembaga Desa Tanjungan memanfaatkan potensi desa untuk dijadikan salah satu wisata lokal yang bertujuan meningkatkan pendapatan asli desa. Kunci: partisipasi masyarakat, community based tourism, desa wisata. Community based tourism (CBT) is a new concept in managing tourism, the concept highly emphasizes the active participation of society in order to provide for their welfare but still preserve the quality of the environment, and protect its social and cultural life. This study aims to describe the implementation of the principles of the concept community based tourism in the development of tourist villages in Tanjungan village. Focus of the study is on community participation from the concept of community based tourism, with indicators presented by suansri (2003:12) and has been defined by some community based tourism management principles, including: 1) Involve community members from the start in every aspect; 2) Ensure environmental sustainability; 3) Preserve the unique character and culture of the local area; and 4) Contribute a fixed percentage of income to community projects. The data collection techniques used in the study are observation, interviews, and documentation. Subject of this study was determined by using an purposive sampling technique. Studies show that participation in youth groups is still very low. Participation in the principles of environmental sustainability has not been maximized. Until now, the government and society of Tanjungan Village have given much credence to the culture. The culture of this village is Kirab Budaya Sewu Takir Dewi Sekar Tanjung and Gamelan. Village governments and institutions utilize the village's potential to be one of the local tourism aimed at boosting the village's native income. Abstract

Public service is a series of activities provided by public service providers (government) in order to meet a community's needs in accordance with statutory regulations. The Department of Population and Civil Registration of the City of Surabaya is the service agency that is most needed in the context of administering the launch of an innovation, Married, Born, Died, Moved, Came (KLAMPID), which is an online service system in the field of population. After several years of implementation, it is necessary to make improvements, taking into account the evaluations that have been obtained from the community. The research method uses a descriptive approach and data collection techniques through observation and interviews with the Surabaya City Population and Civil Registry Office. The results of the study indicate that the implementation of KLAMPID on the effectiveness criteria of KLAMPID is said to be quite effective but not optimal in website operations. KLAMPID efficiency is very efficient in public services. The KLAMPID assessment criteria are quite satisfactory and satisfying to the community, so they are evenly distributed among residents of Surabaya and outside Surabaya. Then, on the responsiveness criteria of the KLAMPID system, the response is good for users, but there are still complaints about errors on the website, and the accuracy criteria are correct but have not fully reached the public. Abstract

Penyalahgunaan narkoba masih menjadi permasalahan yang serius dan harus ditangani dengan baik. Sehingga, pemerintah membentuk Badan Narkotika Nasional yang bertanggung jawab langsung kepada Presiden. Dalam penanganan narkotika ini pemerintah membuat kebijakan dan strategi pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN) sebagai upaya memerangi bahaya narkoba. Dalam melaksanakan kebijakan P4GN di Kota Surabaya, pemerintah Kota Surabaya mengeluarkan Peraturan Walikota Surabaya Nomor 65 Tahun 2014. Tujuan penelitian ini untuk mengetahui implementasi kebijakan P4GN dalam memberantas penyalahgunaan narkoba di Kota Surabaya. Jenis penelitiannya deskriptif dengan pendekatan kualitatif. Fokus penelitian ini pada pemberantasan penyalahgunaan narkoba di Kota Surabaya. Teknik pengumpulan data menggunakan wawancara, dan studi pustaka. Analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian menunjukkan bahwa implementasi kebijakan P4GN dalam memberantas penyalahgunaan narkoba di Kota Surabaya dapat dikatakan belum sepenuhnya berhasil karena standar/ukuran dan tujuan kebijakan belum terealisasikan dengan baik karena kasus narkoba terus mengalami peningkatan, akan tetapi BNNK Surabaya telah memiliki SDM yang kompeten dan profesional. Serta karakteristik yang ditunjukkan oleh masyarakat kurang peduli akan bahaya narkoba dan juga dilihat dari keterkaitan implementasi dengan kondisi ekonomi masyarakat yang mengakibatkan peredaran dan penyalahgunaan narkoba masih ada di Kota Surabaya walaupun BNN telah berupaya melakukan penyuluhan sebagai bentuk pencegahan. Saran dalam implementasi kebijakan P4GN dalam memberantas penyalahgunaan narkoba di Kota Surabaya adalah pihak BNNK Surabaya lebih insentif lagi dalam memberantas penyalahgunaan narkoba dan memberi penyuluhan bahaya narkoba dan agar tidak merasa takut untuk melaporkan akan adanya tindak pidana narkoba di lingkungan sekitarnya. Kata kunci : Implementasi, P4GN, Pemberantasan Drug abuse is still a serious problem and must be handled properly. Thus, the government established a National Narcotics Agency which is directly responsible to the President. In handling narcotics, the government makes policies and strategies to prevent the eradication of drug abuse and illicit trafficking (P4GN) as an effort to combat the dangers of drugs. In implementing the P4GN policy in the city of Surabaya, the Surabaya city government issued the Surabaya Mayor Regulation No. 65 of 2014. The purpose of this study was to determine the implementation of the P4GN policy in eradicating drug abuse in the city of Surabaya. This type of research is descriptive with a qualitative approach. The focus of this research is on eradicating drug abuse in the city of Surabaya. Data collection techniques using interviews, and literature study. Data analysis was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of the study indicate that the implementation of the P4GN policy in eradicating drug abuse in the city of Surabaya can be said to have not been fully successful because the standards/measures and policy objectives have not been realized properly because drug cases continue to increase, but BNNK Surabaya already has competent and professional human resources. And the characteristics shown by the community are less concerned about the dangers of drugs and are also seen from the implementation linkage with the economic condition of the community which results in the circulation and abuse of drugs in the city of Surabaya. Although BNN has tried to provide counseling as a form of prevention. Suggestions in implementing the P4GN policy in eradicating drug abuse in the city of Surabaya is that the Surabaya BNNK has more incentives in eradicating drug abuse and providing counseling on the dangers of drugs and so as not to feel afraid to report drug crimes in the surrounding environment. Abstract

Perselisihan hubungan industrial merupakan masalah yang terjadi antara pekerja dengan pengusaha dalam suatu perseroan atau perusahaan, penyebabnya meliputi kesalahan dalam melaksanakan tugas, tidak dipenuhinya hak-hak pekerja terkait pesangon, dan gaji. Perselisihan kepentingan, pemutusan hubungan kerja, perselisihan antara serikat pekerja dengan perusahaan, serta perselisihan pemenuhan hak merupakan beberapa jenis perselisihan hubungan industrial. Perselisihan hubungan industrial bisa diselesaikan di organisasi perangkat daerah terkait dengan cara mediasi. Penelitian ini bertujuan untuk mengetahui peran Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur dalam penyelesaian perselisihan hubungan industrial melalui mediasi dengan menggunakan metode deskriptif kualitatif yang fokus pada lima indikator fungsi pemerintahan yaitu stabilisator, inovator, modernisator, pelopor, pelaksana sendiri (Siagian, 2020). Hasil menunjukkan bahwa dalam melaksanakan tugasnya sebagai mediator Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur telah melaksanakan 5 indikator fungsi pemerintahan dengan baik, namun masih terdapat beberapa kendala pada bagian inovator yang mana masih ada salah paham antara mediator dengan para pihak yang berselisih pada saat pelaksanaan konsultasi online, pada bagian modernisator instansi belum memiliki sumber daya manusia yang ahli untuk membuat aplikasi. Saran untuk mengatasi kendala tersebut adalah dengan memberikan anggaran khusus kepada dinas tenaga kerja pada tiap kota atau kabupaten yang bisa digunakan untuk melaksanakan kegiatan edukasi dan sosialisasi terkait dengan ketenagakerjaan khususnya penyelesaian perselisihan hubungan industrial, membuat SOP yang lebih jelas terkait dengan konsultasi online, dan menambah sumber daya manusia yang kompeten pada bidang pembuatan aplikasi Kata Kunci : Peran Dinas Tenaga Kerja, Penyelesaian Perselisihan, Mediasi The disputes of industrial relations is a problems that occur between employee with a company, the causes including mistakes in carrying out tasks, employees's rights that are not fulfilled on severance pay and salary. Conflict of interest, work termination, a disputes between the union and the company, and rights fulfillment dispute are several types of industrial relations disputes. The disputes of industrial relations can be resolved in the relevant regional organizations by means of mediation This study aims to determine the role of the Ministry of Labor and Transmigration of East Java Province in the completion of industrial relations disputes through mediation using qualitative descriptive method focus on five indicators of government functions that is stabilizers, innovators, modernizers, pioneers and implementers themselves (Siagian, 2020). The results indicate that in carrying out their duties as a mediator, the Ministry of Labor and Transmigration of East Java Province has properly implemented 5 indicators of government functions. But there are still some constraint in the innovator's position that there is still a misunderstanding between the mediator and the disputing parties at online consultation. In a modernizer position, corporations don’t have skilled human resources yet to create applications. Suggestions to resolve these constraints are by providing a specific budget to the Ministry of Labor for each city or district which can be used to carry out education and socialization activities concerning to employment especially the completion of industrial relations disputes, create SOP to clarify online consultation and increase a competent resources in the field of application development. Abstract

Penilaian kinerja pada Pemerintah Desa adalah faktor penting dalam mengembangkan organisasi secara efektif dan efisien, seperti yang tertuang dalam Peraturan Pemerintah Nomor 30 Tahun 2019 Tentang Penilaian Kinerja Aparatur Sipil Negara (ASN) sebagai landasan hukum dan hak hak yang harus dilaksanakan oleh Pemerintah Desa. Aparatur Sipil Negara harus memiliki kualitas kinerja yang baik sebagai penunjang terselenggaranya pelayanan kepada masyarakat. Kinerja pegawai di Desa Sepande Kecamatan Candi Kabupaten Sidoarjo dalam melakukan penilaian kinerja dirasa masih terdapat permasalahan. Yaitu pada penyusunan Sasaran Kinerja Pegawai (SKP) yang belum sesuai dengan standar pencapaian. Penelitian ini bertujuan untuk mendeskripsikan penerapan peraturan pemerintah nomor 30 tahun 2019 tentang penilaian kinerja Apataratur Sipil Negara (ASN) Desa Sepande Kecamatan Candi Kabupaten Sidoarjo secara objektif dan berdasarkan sistem pencapaian dan jenjang karir sesuai standar penyusunan target Sasaran Kinerja Pegawai. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif, teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan metode interaktif, penelitian ini menggunakan teori yang dikemukakan oleh George C. Edward III. Hasil penelitian menunjukkan Pada unsur komunikasi, dan sumber daya manusia Desa Sepande yang belum sepenuhnya kompeten, karena tingkat pendidikan akhir yang terbatas dan faktor usia tua. Saran dari peneliti perlu adanya bimbingan teknis, pelatihan dan juga sosialisasi dari Pemerintah Kabupaten untuk keberlanjutan kualitas dan kompetensi Pemerintah Desa. Performance appraisal at the Village Government is an important factor in developing an organization effectively and efficiently, as stated in Government Regulation Number 30 of 2019 concerning Performance Assessment of State Civil Apparatus (ASN) as a legal basis and rights that must be implemented by the Village Government. The State Civil Apparatus must have good quality performance as a support for the implementation of services to the community. The performance of employees in the village of Sepande, Candi District, Sidoarjo Regency in conducting performance appraisals, it is felt that there are still problems. namely in the preparation of Employee Performance Targets (SKP) which are not in accordance with achievement standards. This study aims to describe the application of government regulation number 30 of 2019 regarding the performance assessment of the State Civil Apparatus (ASN) in Sepande Village, Candi District, Sidoarjo Regency objectively and based on a system of achievement and career paths according to standards for setting targets for Employee Performance Targets. This type of research is descriptive with a qualitative approach, data collection techniques using interviews, observation, and documentation. Data analysis was carried out using an interactive method, this study used the theory proposed by George C. Edward III. The results showed that the communication and human resources of the Sepande Village were not yet fully competent, due to the limited level of final education and the old age factor. Suggestions from researchers need technical guidance, training and also socialization from the Regency Government for the sustainability of the quality and competence of the Village Government. Abstract

Program Balaputra Kita mengacu pada peraturan Bupati Kabupaten Mojokerto No. 6 tahun 2017 tentang Percepatan Penerbitan Akta Kelahiran Dengan Stakeholder Berbasis Teknologi Informasi dan Komunikasi. Program ini dibuat oleh Dispendukcapil Kabupaten Mojokerto untuk mempercepat kepemilikan Akta Kelahiran dan Kartu Identitas Anak (KIA). Implementasi program ini belum merata pelaksanaannya pada penolong kelahiran serta perbedaan presentase kepemilikan akta kelahiran usia 0-18 sebesar 90,59% dan KIA sebesar 74% pada tahun 2019. Tujuan penelitian ini adalah mendeskripsikan implementasi program Balaputra Kita (Bayi Lahir Pulang Terima Akta Kelahiran dan KIA) di Dispendukcapil Kabupaten Mojokerto. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Subyek penelitian adalah petugas Balaputra Kita, bidan, serta kelompok sasaran. Sumber data yang digunakan yaitu primer dan sekunder. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa komunikasi belum dilakukan dengan baik karena penyampaian program kepada masyarakat belum dilakukan. Sumber daya belum terpenuhi dengan baik karena kurangnya staff. Disposisi belum dijalankan dengan baik karena Dispendukcapil kurang mendorong penolong kelahiran untuk melaksanakan program. Struktur birokrasi belum berjalan dengan baik karena pelaksanaan program belum sesuai dengan SOP menyebabkan keterlambatan pemrosesan akta kelahiran dan KIA serta pencetakan KIA dimulai tahun 2020. Adapun saran dari penelitian ini adalah Dispendukcapil agar melakukan penyampaian informasi secara langsung kepada masyarakat, penyelesaian penerbitan KIA periode dahulu, penambahan operator dari seksi Akta Kelahiran yang tidak mengurusi program, dan adanya pengawasan serta pengendalian dari Dispendukcapil untuk mengawasi penolong kelahiran agar melaksanakan program ini. The Balaputra Kita program refers to the Mojokerto Regency Regent Regulation No. 6 of 2017 concerning the Acceleration of Issuance of Birth Certificates with Stakeholders Based on Information and Communication Technology. This program was created by the Mojokerto Regency Dispendukcapil to accelerate the ownership of Birth Certificates and Child Identity Cards (KIA) aged 0-18 years. In its implementation, this program is still not evenly distributed among birth attendants and the difference in the percentage of birth certificate ownership aged 0-18 is 90.59% and MCH is 74% in 2019. The purpose of this study is to describe the implementation of the Balaputra Kita (Baby Born Home Received Birth Certificate and KIA) program at the Dispendukcapil Mojokerto Regency. Data collection techniques using interview techniques, observation, and documentation. The subjects of this study were Balaputra Kita officers, midwives, and the target group. Sources of data used are primary and secondary. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that communication has not been carried out properly because the delivery of the program to the community has not been carried out. Resources have not been met properly due to lack of staff. The disposition has not been carried out properly because the Dispendukcapil does not encourage birth attendants to carry out the program. The bureaucratic structure has not gone well because the implementation of the program has not been in accordance with the SOPs causing delays in processing birth certificates and KIA and the printing of KIA starting in 2020. The suggestions from this research are Dispendukcapil to deliver information directly to the public, completion of the issuance of KIA in the previous period, addition of operators from Birth Certificate section who are not in charge of the program, and the existence of supervision and control from Dispendukcapil to supervise birth attendants to implement this program. Abstract

Bantuan Sosial Tunai (BST) adalah bantuan berupa uang yang diberikan kepada keluarga tergolong miskin, tidak/kurang mampu, dan/atau rentan terdampak wabah covid-19. Hal tersebut dilakukan sebagai upaya pemerintah dalam mengatasi dampak yang diakibatkan covid-19. Namun kenyatannya Implementasi Program Bantuan Sosial Tunai pada Kecamatan Kedungadem masih terdapat beberapa permasalahan salah satu diantaranya yaitu belum tepat sasaran. Tujuan dari penelitian ini untuk mengetahui Implementasi Program Bantuan Sosial Tunai pada masa Pandemi Covid-19 di Kecamatan Kedungadem Kabupaten Bojonegoro. Metode Penelitian menggunakan jenis penelitian deskriptif dengan melalui pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian pada Implementasi Program Bantuan Sosial Tunai dalam hal keefektifan ditentukan oleh empat indikator , yaitu : Pada Ketepatan Kebijakan, Program BST dinilai telah bermuatan hal-hal dalam upaya pemecahan masalah yaitu dengan pemberian bantuan sosial ditujukan untuk warga miskin terdampak pandemi. Pada ketepatan pelaksanaan penyaluran terdapat kendala yaitu penumpukan Keluarga Penerima Manfaat (KPM)dan terkendala jaringan yang buruk. Ketepatan target yang akan diintervensi dalam program BST telah sesuai yang direncanakan namun fakta di lapangan data yang digunakan dalam database Data Terpadu Kesejahteraan Sosial(DTKS) ditemukan masih banyak yang belum tepat sasaran. Pada ketepatan lingkungan, belum adanya sosialisasi di kalangan masyarakat. Saran dari penelitian adalah pembaharuan data di DTKS secara berkala, Tidak ada pengurangan lagi mengenai nominal BST, pemerintah diharapkan lebih teliti akan data yang tumpang tindih dengan Bansos lain, serta diadakannya sosialisasi di kalangan masyarakat agar masyarakat paham akan tujuan dari Program BST. However, in fact the implementation of the cash social assistance program in Kedungadem District still has several problems, one of which is that it is not yet on target. The purpose of this study was determine the implementation of the cash social assistance program during the covid-19 harvest period in kedungadem district, Bojonegoro regency. This researchmethoduses a descriptive type of research through a qualitative approach. Data collection techniques through observation, interviews, and documentation.The results of research on the implementation of cash social assistance programs in terms of effectiveness are determined by 4 indicators, namely :On theaccuracy, this program is considered to have contained things in an effort to solve problems, namely by providing socialassistance to the poor affected by the pandemic. On the accuracy of the implementation of the distribution there are obstacles, namely KPM piling up and constrained by a bad network. The accuracy of the targets that will be intervened in the BST Program have been as planned, but the facts on the ground that the data used in the integrated data database on social welfare(DTKS)are found that there are still many that are not on target. On environmental accuracy, there is no socialization among the community. Suggestions from the research are regular updating of data in DTKS, no further reduction in the nominal BST, The government is expected to be more observantin data that overlaps with other social assistance, as well as holding socialization among the community so that people understand about the purpose of the BST Program. Abstract

BUM Desa Wage menjadi instrumen penting dalam pendayagunaan potensi lokal dan motor penggerak perekonomian desa.Tujuan mendeskrisikan Peran BUM Desa Wage dalam memajukan UMKM Desa Wage Kecamatan Taman Kabupaten Sidoarjo. Jenis Penelitian deskriptif metode kualitatif, teknik pengumpulan data wawancara secara langsung, observasi UMKM yang tergabung dan dokumentasi berupa foto. Subyek terdiri dariPengawas BUM Desa, Ketua BUM Desa, pemilik UMKM di Desa Wage, dan Ibu PKK Desa Wage. Hasil penelitian terdiri dari 4 indikator menurut Prasetyo(2019:60) antara lain, 1) meningkatkan kesejahteraan masyarakat, mengelola unit usaha BUM Desa Wage untuk kesejahteraan masyarakat, 2) pengawasan terhadap penyelenggaraan BUM Desa, pengawas BUM Desa melaksanakan rapat sekurangnya satu tahun sekali dan seminggu sekali memonitoring kinerja pengurus BUM Desa Wage dan unit usaha UMKM Desa Wage, 3)Pemerintah desa mengembangkan sumber potensi alam dan manusia menjadi sumber ekonomi BUM Desa, mengelola lapangan dewata dan tanah fasum desa untuk bazar produk UMKM Desa Wage dan pelatihan bersama stakeholder, 4) media pemerintah desa untuk mewujudkan rencana pengembangunan BUM Desa bidang ekonomi,produk UMKM, hingga laporan keuangan BUM Desa Wage ke webiste BUM Desa Wage. Berdasarkan hasil penelitian pengawas BUM Desa Wage kekurangan anggota sehingga mengerjakan tugas lebih dari satu dan tidak efektif dalam melaksanakan tugas mengawasi dan memonitoring kinerja pengurus BUM Desa dan pemilik UMKM Desa Wage. Saran dari peneliti kepada Kepala Desa Wage selaku pembina BUM Desa untuk menambah dan melakukan perekrutan pengawas BUM Desa agar seluruh kinerja badan pengawas BUM Desa Wage dalam berjalan dengan baik dalam memonitoring kemajukan UMKM Desa Wage berjalan dengan baik. The results of the study consist of 4 indicators according to Prasetyo (2019:60) including, 1)improving community welfare, managing the wage village owned enterprises business unit for community welfare, 2) monitoring the implementation of village owned enterprises, supervisory village owned enterprises holding meetings at least once a years and once a week monitoring the performance of the wage village owned enterprises management and wage village small and medium enterprise business unit, 3) the village goverment develops natural and human potential sources into vilage owned enterprises economic resources, manages the Dewata fields and village public fasilities for a bazar small and medium enterprise product in wage village and training with stakeholder, 4).village goverment media to realize the development plan for Village-owned enterprises in the economicfield to the financial reports of village owned enterprises Wage to the village owned enterprises Wage website. Based on the results of the research, the Wage Village village owned enterprises supervisor lacks members so that they carry out more than one task and are not effective in carrying out the task of supervising and monitoring the performance of the village owned enterprises management and the owners of the Wage Village small and medium enterprise.
