It welcomes empirical, socio-legal, doctrinal, theoretical, and interdisciplinary studies from law and related social sciences that examine the relationship between legal norms, institutions, social practices, and community experiences. Lentera Masyarakat Hukum is published quarterly in January, April, July, and October and was first published in 2024. The journal is published in online electronic format (e-journal) by COLLEGIUM JUSTICIA INDONESIA. Each submitted manuscript is evaluated through a double-anonymous (double-blind) peer-review process, in which the identities of authors and reviewers are kept confidential to ensure an objective and rigorous scholarly evaluation.

Abstract

This study examines the role of LinkedIn in enhancing academic visibility and fostering legal research collaboration among faculty members at the Universitas Negeri Semarang (UNNES) Law Faculty. In the digital age, social media platforms have emerged as significant tools for professional networking, knowledge dissemination, and collaborative research. LinkedIn, as a professional-oriented platform, offers opportunities for academics to showcase their scholarly achievements, connect with peers, and engage in research partnerships both nationally and internationally. Using a qualitative case study approach, this research involved in-depth interviews with ten UNNES Law Faculty lecturers actively using LinkedIn, alongside an analysis of their LinkedIn profiles and professional activities. The findings reveal that LinkedIn significantly contributes to increasing individual academic visibility, promoting interdisciplinary collaboration, and facilitating access to international research networks. However, challenges such as limited platform engagement, varying digital literacy, and privacy concerns were also identified. The study highlights strategies to optimize LinkedIn use for academic purposes, including profile optimization, active content sharing, and strategic networking. This research contributes to a better understanding of how professional social media platforms can support scholarly communication and collaboration in the legal field. The implications of this study suggest that higher education institutions should encourage and provide training for faculty to effectively leverage LinkedIn for academic networking and collaborative research initiatives.

Abstract

Introduction:Coastal communities in Indonesia often face structural legal disadvantages, particularly in asserting their traditional fishing rights amid expanding marine conservation policies. In Banyuwangi, East Java, traditional fishers have experienced restricted access to ancestral fishing grounds due to overlapping regulatory frameworks and conservation measures. Purpose:This study aims to analyze how legal empowerment initiatives can support the recognition and protection of traditional fishing rights while promoting sustainable marine governance in Banyuwangi. Method:Using a qualitative case study approach, the research involved in-depth interviews with local fishers, community leaders, government officials, and environmental NGOs. Legal document analysis and field observations were conducted to map the interaction between customary practices and state marine conservation regulations. Findings and Results:The findings show that legal empowerment—through legal literacy programs, participatory mapping, and advocacy—has improved the capacity of fishing communities to engage in policy dialogues. These efforts led to partial recognition of traditional fishing zones within marine conservation plans and opened channels for co-management agreements. However, institutional fragmentation and lack of legal clarity remain major obstacles. Urgency:Without targeted legal empowerment, traditional fishers risk further marginalization under conservation frameworks that do not account for customary marine tenure systems. Addressing this gap is urgent to ensure both social justice and ecological sustainability. Contribution:The study contributes to legal empowerment discourse by highlighting how local knowledge and legal capacity-building can bridge the divide between conservation goals and indigenous resource rights. It underscores the importance of inclusive governance in marine policy. Recommendation:It is recommended that marine conservation policies incorporate participatory legal mechanisms that acknowledge traditional marine resource use. Policymakers should promote co-management frameworks and strengthen legal education among coastal communities to ensure equitable and sustainable outcomes.

Abstract

Introduction:Customary communities in Indonesia, such as the Baduy in Banten, possess unique land tenure systems rooted in ancestral traditions. However, increasing external pressures—including state development projects and land commodification—have triggered land disputes that challenge the integrity of customary law and the community’s territorial rights. Purpose:This study investigates how legal education can serve as a tool to address land disputes in the Baduy community by enhancing understanding of both customary and formal legal frameworks. Method:A qualitative case study method was employed, combining ethnographic fieldwork, semi-structured interviews with community members and legal facilitators, and analysis of statutory and customary land regulations. The research focused on participatory legal education efforts carried out by civil society organizations in partnership with local customary authorities. Findings and Results:The findings indicate that community-based legal education improved the Baduy people's ability to articulate their land rights in formal legal terms without undermining their customary values. The initiative contributed to more effective mediation in ongoing disputes and increased community engagement with external legal institutions. It also fostered dialogue between local leaders and government officials on land recognition issues. Urgency:With land pressures mounting in indigenous territories across Indonesia, there is a critical need for culturally sensitive legal interventions that empower customary communities without eroding their traditions. Contribution:This study demonstrates how legal education, when tailored to local sociocultural contexts, can bridge the gap between state law and customary law. It offers a model for rights-based approaches to dispute resolution in indigenous communities. Recommendation:Legal aid programs and land governance policies should integrate customary law principles and support legal education that respects indigenous knowledge systems. Government agencies should collaborate with customary leaders to ensure more inclusive and equitable land dispute mechanisms.

Abstract

Introduction:Street vendors in urban Indonesia, particularly in Surakarta (Solo), operate within a legal grey zone, often facing regulatory crackdowns, eviction, or relocation without adequate legal understanding or protection. The informal nature of their economic activities makes them vulnerable to policy shifts and enforcement actions under municipal regulations. Purpose:This study aims to examine how legal awareness initiatives can empower street vendors in Surakarta to navigate municipal regulations, assert their rights, and engage more constructively with local authorities. Method:Adopting a qualitative case study approach, the research combined interviews with street vendors, municipal officials, and civil society advocates with participatory observation and analysis of relevant local regulations. Legal literacy workshops and focus group discussions were also assessed as part of the intervention. Findings and Results:The study found that increased legal awareness enabled vendors to better understand licensing processes, dispute resolution mechanisms, and the implications of municipal spatial planning policies. Vendors who participated in legal literacy sessions were more likely to seek negotiation with local authorities and form associations to collectively advocate for their interests. However, challenges remain in reconciling informal economic practices with rigid regulatory frameworks. Urgency:As urban governance in Indonesian cities becomes increasingly formalized, there is an urgent need to ensure that the rights and livelihoods of informal workers are not overlooked. Legal awareness serves as a critical foundation for inclusive and just urban development. Contribution:This research contributes to the discourse on informality and urban justice by showing how legal empowerment can reduce conflict, promote dialogue, and facilitate policy reforms that balance regulation with economic inclusivity. Recommendation:Local governments should institutionalize legal literacy programs for informal workers and create participatory platforms that include street vendors in urban policy planning. Regulatory frameworks must be adapted to reflect the realities of informality and social equity.

Abstract

Introduction:Domestic violence remains a pervasive issue in rural areas of Indonesia, including East Nusa Tenggara, where victims often face significant barriers to accessing justice and support due to limited legal infrastructure and cultural stigma. Purpose:This study aims to explore the effectiveness of community-based legal aid programs in providing accessible, culturally sensitive support to domestic violence survivors in rural East Nusa Tenggara. Method:A qualitative case study was conducted involving interviews with survivors, community legal aid workers, local leaders, and health professionals. Participant observation and document analysis of legal aid policies were also utilized to assess program implementation and impact. Findings and Results:The findings reveal that community-based legal aid initiatives significantly improved survivors’ access to legal information, protection, and psychological support. The programs fostered trust within communities by integrating local customs and empowering women to seek justice. However, challenges such as limited resources, ongoing social stigma, and inadequate coordination with formal legal institutions persist. Urgency:Given the high incidence of domestic violence and persistent barriers to justice in rural regions, it is urgent to strengthen and expand community-based legal aid models that address local social and cultural realities. Contribution:This study contributes to the growing body of research on legal empowerment by demonstrating that community-rooted legal aid can effectively bridge gaps in formal justice systems and enhance protection for vulnerable populations. Recommendation:Policy efforts should prioritize increased funding, capacity building for community legal aid workers, and stronger linkages between community initiatives and formal legal services to create comprehensive support networks for domestic violence victims.

Abstract

Introduction:Accelerated urban redevelopment in Jakarta has intensified spatial inequality and increased the vulnerability of the urban poor to forced evictions. In North Jakarta, evictions are frequently carried out in the name of infrastructure development and flood mitigation, often without meaningful consultation, adequate compensation, or access to legal remedies. The limited legal capacity of affected communities further weakens their ability to claim housing rights guaranteed under national law and international human rights frameworks. Purposes:This study aims to examine how legal capacity-building initiatives contribute to the protection of housing rights among urban poor communities facing eviction in North Jakarta. It specifically assesses the effectiveness of legal education, community paralegals, and legal assistance in strengthening community agency. Method:The research adopts a qualitative case study approach. Data were collected through semi-structured interviews with evicted residents, community leaders, legal aid lawyers, and local government officials. These were complemented by focus group discussions and analysis of legal documents, eviction notices, court rulings, and housing policies. Data were analyzed thematically to identify patterns of legal empowerment and structural constraints. Findings and Results:The findings reveal that legal capacity-building initiatives significantly enhanced residents’ understanding of housing rights, due process, and available legal mechanisms. Community paralegals played a crucial role in translating legal norms into accessible knowledge and facilitating collective action. Legal assistance enabled residents to challenge eviction procedures, negotiate relocation terms, and temporarily suspend evictions. However, the impact remained uneven due to power imbalances, political interests, and inconsistent law enforcement. Urgency:The urgency of strengthening legal capacity is underscored by the continuing cycle of evictions and the absence of long-term housing solutions for the urban poor. Contribution:This study contributes to socio-legal scholarship by demonstrating how legal empowerment serves as a practical tool for protecting rights in urban contexts. Recommendation:The study recommends integrating legal capacity-building into urban planning processes and institutionalizing community-based paralegal programs.

Abstract

Introduction:Statelessness constitutes a persistent legal and social problem in Indonesia’s border areas, particularly in West Kalimantan, where historical migration, porous borders, and administrative exclusion intersect. Stateless individuals often lack birth certificates and identity documents, rendering them invisible to the state and excluded from basic rights. Purposes:This study investigates the role of legal assistance in facilitating access to citizenship documentation and legal recognition for stateless persons living in border communities. Method:A qualitative case study methodology was employed, involving in-depth interviews with stateless individuals, legal aid practitioners, civil registry officials, and local leaders. Policy and legal framework analysis was conducted to examine nationality laws and administrative procedures. Findings and Results:The research demonstrates that legal assistance substantially improved access to civil registration by guiding applicants through complex administrative requirements and advocating before authorities. Legal aid organizations functioned as intermediaries that bridged trust gaps between marginalized communities and state institutions. Nevertheless, geographical isolation, limited state capacity, and rigid bureaucratic practices continued to hinder comprehensive resolution of statelessness. UrgencyResolving statelessness is urgent as legal invisibility perpetuates intergenerational poverty and social exclusion. Contribution:This study enriches empirical knowledge on legal interventions addressing statelessness in border regions. Recommendation:The study recommends administrative reform, mobile registration services, and strengthened cross-border coordination.

Abstract

Introduction:While migrant workers contribute significantly to local and national economies, their families often face unresolved legal issues, including labor disputes, debt, inheritance, and access to social protection. These families frequently lack legal knowledge and institutional access. Purposes:This study examines how legal empowerment strategies enhance access to justice for migrant workers’ families in Central Java. Method:The study uses a qualitative approach based on interviews with migrant workers’ families, community paralegals, NGO staff, and local officials, supported by program documentation. Findings and Results:Findings indicate that legal empowerment improved legal literacy and dispute-resolution capacity among families. Community-based paralegals effectively facilitated mediation, administrative advocacy, and referrals. However, gendered power relations and limited institutional responsiveness constrained outcomes. Urgency:Improving access to justice for migrant families is urgent to prevent social vulnerability and rights violations. Contribution:This research broadens the scope of migrant justice studies by focusing on family members left behind. Recommendation:The study recommends expanding legal empowerment programs and integrating them into local governance systems.

Abstract

Introduction:Illegal mining activities in South Sulawesi have caused extensive environmental degradation, undermining ecological integrity, public health, and the socio-economic sustainability of local communities. These impacts are exacerbated by weak regulatory enforcement, governance failures, and the dominance of corporate and political interests, resulting in persistent environmental injustice and limited access to effective remedies for affected populations. Purposes:This study aims to examine the effectiveness of community-based legal advocacy in addressing illegal mining practices and in advancing the protection of environmental rights within affected communities. Method:The research adopts a qualitative case study design. Data were collected through in-depth interviews with affected residents, environmental activists, public interest lawyers, and government officials. These primary data were complemented by the analysis of environmental impact assessment reports, legal documents, and relevant policy materials to ensure triangulation and analytical rigor. Findings and Results:The findings reveal that community legal advocacy has played a significant role in empowering local communities to document environmental violations, submit formal complaints, and exert pressure on regulatory authorities. Community mobilization also contributed to increased environmental awareness and collective resistance to illegal mining activities. However, the sustainability of legal successes remains fragile, as advocacy efforts frequently encounter political–economic resistance, institutional inertia, and uneven law enforcement. Urgency:This research underscores an urgent need to address illegal mining due to its potential to cause irreversible environmental damage and to further erode the livelihoods, health, and social cohesion of vulnerable communities. Contribution:The study contributes to the environmental justice and socio-legal literature by highlighting the strategic role of grassroots legal advocacy in contexts characterized by weak governance and extractive resource exploitation, particularly in the Global South. Recommendation:The study recommends strengthening legal protections for environmental defenders, enhancing transparency and accountability in environmental governance, and improving the consistency and effectiveness of law enforcement mechanisms to support community-based environmental justice initiatives.

Abstract

Introduction:Conventional juvenile justice systems continue to prioritize punitive approaches over rehabilitative and restorative frameworks, thereby constraining opportunities for meaningful reintegration of young offenders into society. This punitive orientation is further compounded by widespread legal illiteracy among detained youth, which deepens their marginalization and limits their capacity to understand, exercise, and defend their legal rights. Purposes:This study seeks to examine the role of restorative legal education in empowering youth in conflict with the law, with a particular focus on its implementation at a juvenile detention center in Yogyakarta, Indonesia. Method:The research employs a qualitative case study design. Data were collected through in-depth interviews, participant observations, and program evaluation materials involving detained juveniles, legal educators, and correctional staff. Data triangulation was applied to enhance analytical validity and reliability. Findings and Results:The findings indicate that restorative legal education significantly enhanced participants’ legal awareness, sense of responsibility, and conflict-resolution capacities. Youth participants demonstrated increased self-reflection, improved understanding of the consequences of their actions, and a heightened readiness for social reintegration within their families and communities. Urgency:The study highlights the urgent need for restorative approaches within juvenile justice systems as a means of reducing recidivism, preventing stigmatization, and strengthening the protection of children’s rights in custodial settings. Contribution:This research contributes to the literature on juvenile justice reform by integrating legal education with restorative justice principles, offering an alternative framework that prioritizes empowerment, accountability, and rehabilitation over punishment. Recommendation:The study recommends the institutionalization of restorative legal education programs across juvenile detention facilities at the national level, supported by policy reforms, educator training, and cross-sectoral collaboration.
