The journal covers scholarly studies on law in social contexts, legal culture, legal consciousness, access to justice, legal empowerment, social justice, vulnerable and marginalized communities, legal institutions and practices, legal pluralism, customary law, community justice, public policy, governance, and law reform. It welcomes empirical, socio-legal, doctrinal, theoretical, and interdisciplinary studies from law and related social sciences that examine the relationship between legal norms, institutions, social practices, and community experiences. Lentera Masyarakat Hukum is published quarterly in January, April, July, and October and was first published in 2024. The journal is published in online electronic format (e-journal) by COLLEGIUM JUSTICIA INDONESIA. Each submitted manuscript is evaluated through a double-anonymous (double-blind) peer-review process, in which the identities of authors and reviewers are kept confidential to ensure an objective and rigorous scholarly evaluation.

Abstract

Introduction: Public Legal Education (PLE) is increasingly recognized as an effective tool in addressing social issues by empowering communities with knowledge about their legal rights and responsibilities. In Indonesia, where legal literacy remains low in many areas, PLE can bridge the gap in legal understanding, helping individuals navigate issues such as property disputes, family law, and labor rights.Purpose: This paper examines how public legal education can be utilized to address social problems at the community level, focusing on its potential to reduce social injustice and increase access to legal resources in marginalized communities.Method: The research uses a combination of qualitative interviews with legal educators and participants in PLE programs, along with a review of case studies from various Indonesian regions where PLE has been implemented.Findings and Results: The study finds that PLE programs are effective in increasing legal awareness and empowering communities to take informed actions regarding their rights. These programs also improve the efficiency of legal interventions by making individuals more proactive in seeking help. However, challenges include the need for more culturally relevant content and widespread outreach.Urgency: In a country with vast economic and social inequality, the urgent need for legal empowerment is clear. Without such education, marginalized groups continue to face barriers to justice.Contribution: This paper contributes to the understanding of how public legal education can play a vital role in reducing social injustice and promoting legal empowerment at the grassroots level.Recommendation: The study recommends expanding PLE programs, particularly in rural and underserved areas, and integrating legal education into school curriculums to build long-term legal literacy.

Abstract

Introduction: Substance abuse is a significant social problem in Indonesia, contributing to public health concerns, economic challenges, and family instability. Traditional treatment options are often inaccessible for many individuals, particularly in marginalized communities. Legal interventions, in the form of decriminalization, rehabilitation programs, and legal support, provide alternative solutions to address the root causes and effects of substance abuse.Purpose: This paper explores the role of community-based legal interventions in tackling substance abuse, focusing on how legal frameworks can support rehabilitation efforts and protect individuals’ rights within the context of addiction.Method: The research employs a case study approach, analyzing community legal services that focus on individuals affected by substance abuse in urban and rural Indonesia. It includes interviews with legal professionals, social workers, and individuals receiving services.Findings and Results: The study finds that legal interventions, such as diversion programs for drug offenders and the establishment of rehabilitation centers, play a critical role in addressing substance abuse. These programs reduce recidivism and support long-term recovery, though challenges in stigma and lack of resources persist.Urgency: The urgency of addressing substance abuse is heightened by its impact on public health, crime rates, and social instability. Abstract

Introduction: Discrimination based on race, gender, religion, and socio-economic status remains a pervasive issue in Indonesia. Marginalized groups, such as indigenous peoples, ethnic minorities, and women, often face legal and social exclusion. Legal advocacy and support are essential in combating discrimination and promoting social inclusion.Purpose: This paper investigates how legal advocacy can address discrimination and social exclusion, focusing on the roles of legal services in empowering marginalized communities and advocating for their rights in Indonesia.Method: The research utilizes a combination of case studies and interviews with legal professionals, advocates, and marginalized community representatives. The study focuses on legal interventions in labor rights, gender equality, and racial discrimination cases.Findings and Results: The research finds that legal advocacy programs are successful in challenging discriminatory practices, securing compensation for victims of discrimination, and advocating for policy changes. However, the study highlights gaps in legal awareness and limited access to legal resources in remote areas.Urgency: The urgency to address discrimination is critical, as marginalized groups continue to suffer from systemic exclusion in both legal and social spheres.Contribution: This paper contributes to understanding the role of legal advocacy in reducing discrimination and fostering social justice for marginalized communities.Recommendation: The study recommends strengthening legal aid programs for marginalized groups and increasing public awareness about anti-discrimination laws.

Abstract

Introduction: Economic inequality is a persistent issue in Indonesia, with large disparities in income, education, and access to resources. Legal services, especially when provided by community lawyers, can help bridge the gap by ensuring that low-income and marginalized individuals have access to the legal tools necessary for achieving economic justice.Purpose: This paper explores the role of community lawyers in addressing economic inequality, focusing on how their legal services help individuals secure housing, employment, and access to public benefits.Method: The study combines interviews with community lawyers, case studies of successful legal interventions, and a review of national policies addressing economic justice.Findings and Results: The study reveals that community lawyers play a pivotal role in ensuring that marginalized individuals are aware of their legal rights and can navigate legal systems to fight economic injustice. Key areas of success include securing workers’ rights and defending against unlawful eviction.Urgency: With the ongoing expansion of Indonesia’s economy, addressing economic inequality remains urgent, as marginalized communities are at risk of being left further behind without access to legal support.Contribution: This paper contributes by highlighting the important role community lawyers play in challenging economic inequalities and providing pathways for social justice.Recommendation: The study recommends expanding community lawyer programs, increasing funding for legal services for the poor, and establishing partnerships between legal services and social justice organizations.

Abstract

Introduction: Human trafficking is a grave violation of human rights that continues to affect vulnerable populations across Indonesia, especially women, children, and migrant workers. Despite efforts to combat trafficking, many victims remain invisible and are often unaware of their rights and legal recourse. Community service-based legal interventions are increasingly seen as a viable approach to supporting victims and preventing trafficking.Purpose: This paper examines the effectiveness of legal interventions in the fight against human trafficking, focusing on community-based legal services that provide support to trafficking survivors, raise awareness, and advocate for policy changes.Method: The research uses a mixed-methods approach, including interviews with victims, legal professionals, and NGOs working on human trafficking prevention. It also reviews case studies of successful legal interventions that have resulted in victim compensation, safe housing, and legal protection for survivors.Findings and Results: The study finds that legal interventions are critical in ensuring the protection and rights of human trafficking victims. Community-based legal services have successfully facilitated victim rehabilitation, increased awareness, and contributed to the prosecution of traffickers. However, resource constraints and limited victim trust in authorities pose significant barriers.Urgency: Human trafficking remains a critical issue in Indonesia, with large numbers of women and children at risk. Immediate legal intervention is necessary to protect vulnerable individuals.Contribution: This paper highlights the importance of community-based legal interventions in combating human trafficking, contributing to the broader discourse on human rights and social justice.Recommendation: The study recommends expanding legal aid services for trafficking victims, enhancing public awareness campaigns, and providing better coordination between legal institutions and anti-trafficking organizations.

Abstract

Introduction: Environmental and land disputes often arise in communities facing rapid urbanization, development, or the encroachment of large industries. In Indonesia, these disputes are especially prevalent in rural and indigenous communities, where traditional land use practices conflict with legal frameworks governing land ownership and environmental conservation.Purpose: This paper aims to explore community-based legal interventions in resolving environmental and land disputes, focusing on the transition from legal advice to actionable solutions in addressing these conflicts.Method: The research uses a case study approach, analyzing successful examples of community-led legal initiatives in land and environmental disputes across Indonesia. Interviews with community leaders, legal experts, and affected parties are included.Findings and Results: The study finds that community-based legal solutions, such as mediation and local legal advocacy, are effective in resolving land disputes and achieving sustainable outcomes. The involvement of local communities in the legal process fosters trust and provides solutions tailored to local needs. However, challenges persist, such as bureaucratic delays and lack of legal knowledge among affected populations.Urgency: Land disputes, if left unresolved, lead to social unrest, environmental degradation, and the displacement of vulnerable communities. Abstract

Introduction: Domestic violence and child abuse are widespread problems that deeply affect individuals and communities in Indonesia. These issues often go unreported or unresolved due to cultural stigma, lack of legal awareness, and limited access to legal services.Purpose: This paper investigates the role of legal interventions in addressing domestic violence and child abuse within communities, with a focus on how legal aid and advocacy can empower victims and provide justice.Method: The research uses qualitative interviews with victims, legal aid workers, and social workers, along with a review of relevant case studies of legal interventions in domestic violence and child abuse cases in Indonesia.Findings and Results: The study finds that legal interventions, such as the establishment of domestic violence courts and child protection programs, significantly improve the safety and rights of victims. However, many victims still face barriers in accessing legal support, including fear of retaliation and lack of resources.Urgency: Domestic violence and child abuse continue to cause long-lasting harm to individuals, especially women and children. The lack of affordable housing, coupled with land disputes, eviction threats, and inadequate legal protections, exacerbates social inequalities and economic hardships.Purpose: This paper examines legal interventions designed to address housing injustice and homelessness, focusing on community-based approaches to strengthening legal rights in disadvantaged communities.Method: The research combines case studies of successful legal interventions in housing disputes with interviews from community leaders, legal professionals, and homeless individuals in urban areas.Findings and Results: The study finds that legal services are crucial in helping low-income communities secure affordable housing, challenge evictions, and protect their property rights. However, the lack of affordable housing policies and limited legal aid accessibility remain significant barriers.Urgency: The increasing number of homeless people and housing disputes in urban areas highlights the urgent need for stronger legal protections and policy reforms to address this crisis.Contribution: This paper contributes to the conversation on affordable housing and legal rights by demonstrating how community-driven legal initiatives can help mitigate the effects of housing injustice.Recommendation: The study recommends reforming housing policies, increasing the availability of legal aid services for marginalized communities, and prioritizing affordable housing development.

Abstract

Introduction: Legal illiteracy remains a critical barrier to justice in Indonesia, particularly in rural areas such as Wonosobo, Central Java. Limited access to legal information and services leaves many residents unaware of their rights, increasing their vulnerability to exploitation, land conflicts, and exclusion from public services. Purpose: This study examines the impact of legal outreach programs in improving legal literacy among rural communities in Wonosobo. It explores how these initiatives help residents understand and exercise their rights, resolve disputes, and engage more effectively with legal institutions. Method: Employing a mixed-methods approach, the research includes surveys and in-depth interviews with rural residents, community leaders, and legal aid workers involved in local outreach efforts. It also analyzes case studies of successful legal literacy initiatives implemented in Wonosobo. Findings and Results: The findings indicate that legal outreach programs have significantly increased awareness of legal rights among community members and enhanced their ability to respond to legal issues. The programs have contributed to reducing instances of legal exploitation and improving dispute resolution. Nonetheless, challenges remain in terms of program reach, sustainability, and funding. Urgency: Legal illiteracy continues to endanger the rights and welfare of rural populations. In Wonosobo, strengthening and expanding outreach efforts is urgently needed to ensure equitable access to justice. Contribution: This paper highlights the role of legal literacy in promoting justice and reducing legal inequality in rural Indonesia, using Wonosobo as a case study. Recommendation: The study recommends expanding legal outreach programs to more remote villages in Wonosobo, increasing government and institutional support, and integrating legal education into broader community development initiatives.

Abstract

Introduction: Gender-based violence (GBV) remains a pervasive issue in Indonesia, affecting women, children, and sexual minorities. While laws against GBV exist, the implementation and enforcement of these laws remain insufficient in many communities, leading to continued violence and social injustice.Purpose: This paper examines how legal interventions, including advocacy, legal aid, and policy changes, can empower communities to combat gender-based violence and support victims of abuse.Method: The research employs interviews with legal advocates, victims of GBV, and community leaders, alongside a review of case studies from areas with high incidences of GBV.Findings and Results: The study finds that legal interventions, including victim protection orders, community education, and grassroots legal advocacy, significantly reduce instances of GBV and support victims in accessing justice. However, entrenched social norms and insufficient law enforcement complicate efforts.Urgency: The urgency of addressing GBV is underscored by the enduring social and psychological damage it causes to victims, as well as the broader implications for public health and community safety.Contribution: This paper contributes to the understanding of how legal advocacy can be a powerful tool in combating GBV and empowering communities to challenge discriminatory norms.Recommendation: The study recommends expanding legal advocacy programs, providing more support for GBV victims, and strengthening law enforcement to ensure effective prosecution and protection for victims.
