Abstract

The election of the village headman is a representation of electoral democracy that is closely related to the real life of the community. Voters are relatively more acquainted with and know the candidates who competed in this election compared to candidates at other higher level elections because they live in the same environment. This condition makes voter behavior at the village headman election interesting to study. This research aims to examine voter behavior and the phenomenon of money politics at the Bungo Village Headman Election in Demak Regency in 2017. Through a series of interviews and documentation, the researcher tries to present an analysis of the factors that influence the Bungo Village community in determining their choice in the Bungo Village Headman Election, Demak Regency 2017. This research confirms that there are several factors that influence the community in choosing candidates for village heads such as, these factors include; money politics factors, sociological factors, psychological factors, and rational choice factors

Abstract

When digital technology in Indonesia rapidly develops, and the government stimulates that furthermore, children become more vulnerable in their cyber activities. Therefore, this research appears to highlight children’s cyber safety in Semarang City. There are two research questions: how is children’s cyber problematic activities and children’s cyber safety policy. To answer those questions, the researcher uses a qualitative method by interviewing primer sectors related to the issues and doing discourse analysis in digital media. By focusing the issues into some crucial problematic activities, the researcher found out that Semarang City’s digital public discourse is revolving in the matter of children’s internet addiction. Which means, also related to the other problematic issue: online child pornography and cyber-bullying.

Abstract

Since the Covid-19 pandemic, IMM (Muhammadiyah Student Association) Semarang city has stagnated its online movement. Why did this happen? This is the research question. This study uses a qualitative approach and a constructivist paradigm, while the data is obtained through personal experience tracing, in-depth interviews, and documents. This study found three causes for the stagnation of the movement: first, there was a branch of Hikmah that emerged as the ruler of a fractured discourse since the beginning of the leadership. Unfortunately, the rift has been solidified through a disciplinary process. This is done in two ways, namely by implementing the regulation "myth of representation" and normalizing the annulment of votes suspected of conducting counter-discourse or resistance. Second, the stuttering of IMM Semarang City in building a movement in the digital era and pandemic. Third, the ineffectiveness and non-optimal movement. This is indicated by the discourse that the cadres fail to accept, and the misalignment of tastes between the narratives produced and what the cadres are interested in. There are two alternative ways to overcome the stagnant movement of this movement, namely: the need for action to understand today's consumption mindset and apply a popular approach to rebuild the public sphere. With that, this research can be a material for reflection and organizing experimentation for each movement actor.

Abstract

Penelitian ini bertujuan untuk menganalisisi hubungan kemitraan relokasi tambak lorok di Kota Semarang pada tahun 2019. Penelitian ini melibatkan 3 aktor yaitu Pemerintah, warga, dan Lembaga swadaya masyarakat. Pemerintah dalam menjalankan proses birokrasi setidaknya ada 3 tugas pokok, yaitu: Service (Memberikan pelayanan), Enpowerment (Melakukan pemberdayaan) dan Development (Menyelenggarakan Pembangunan). Dalam permasalahan yang diangkat, ketiga fungsi tersebut sudah dijalankan dengan baik oleh pemerintah. Lembaga Swadaya Masyarakat (LSM) berperan membersamai serta mendampingi masyarakat yang berfokus kepada Hak Asasi Manusia (HAM)

Abstract

Penelitian ini membahas tentang strategi kampanye media sosial yang ditelusuri melalui pembangunan wacana konten, hubungan antarpesan, dan interaksi yang terjadi oleh warganet dalam konten kampanye politik. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana strategi kampanye media sosial pada pilkada Kabupaten Pekalongan Tahun 2020 melalui platfrom facebook oleh kedua kandidat. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik pengumpulan data menggunakan etnoggrafi digital, studi kepustakaan, dan wawancara mendalam pada perwakilan tim sukses. Analisis meliputi reduksi data, display data, dan penarikan kesimpulan. Hadil penelitian ini menunjukkan kedua kandidat menggunakan seluruh jenis strategi pendekatan pasar. Namun jika menggunakan strategi politik Peter Schroder, petahana lebih condong menggunakan strategi defensif sedangkan rivalnya menggunakan strategi ofensif.

Abstract

DKI Jakarta sebagai ibukota Negara Republik Indonesia tentu memiliki peranan yang sangat penting baik itu sebagai pusat pemerintahan maupun dalam perputaran perekonomian negara. Walaupun demikian, tidak dapat dipungkiri bahwasannya Jakarta memiliki cukup banyak memiliki pekerjaan rumah yang masih belum terselesaikan, salah satunya iyalah banjir. Secara historis Jakarta memang sudah mengenal rentetan banjir besar yang terjadi sejak masih bernama Batavia. Penelitian ini difokuskan bagaimana upaya penanggulangan banjir yang dilakukan oleh dua gubernur terakhir yaitu Basuki Tjahaja Purnama dan Anies Baswedan dengan menggunakan pendekatan komparasi kebijakan. Pengambilan data dilakukan dengan cara observasi ke lokasi yang berkaitan langsung dengan upaya penanggulangan banjir Jakarta serta deep interview dengan narasumber yang memiliki kredibilitas atau terlibat langsung dalam proses kebijakan penanggulangan banjir di Jakarta. Hingga dapat disimpulkan bahwasannya kebijakan penanggulangan banjir yang dilakukan oleh kedua Gubernur antara Basuki Tjahaja Purnama dan Anies Baswedan memiliki dua fokus utama yang berbeda dimana pada era kepemimpinan Basuki Tjahaja Purnama membangun sebuah sistem pengendalian air atau sistem drainase yang dapat berfungsi untuk mengalirkan air secepat mungkin ke laut sehingga genangan atau banjir dapat di hindarkan sedangkan pada era kepemimpinan Anies Baswedan memiliki fokus agar air yang datang baik dari hujan yang turun maupun air kiriman dari hulu dapat terlebih dahulu di resapkan oleh tanah di wilayah DKI Jakarta hal ini memiliki tujuan agar air tanah di Jakarta dapat terisi kembali.

Abstract

The presence of the internet and social media has a huge impact on people's attitudes and behavior. Media Informasi Kota Semarang (MIK Semar) is an example of how the harmony of community activities (real and virtual) is tested when faced with cases of violence that occur around them. This research explicitly aims to look at digital activism carried out by the Media Informasi Kota Semarang (MIK Semar) based on agenda setting theory. Media Informasi Kota Semarang (MIK Semar) as a social media group that has been established in various social activities replaces the role of mass media in raising the issue to the pu blic. Media Informasi Kota Semarang (MIK Semar) has successfully used social media as a starting point for a movement to help victims of violence so that it is able to influence government policy in viewing the case. Through McCombs and Shaw's agenda setting theory, this research reveals how digital activism can transform into the real world and its implications for solving the cases it handles. The results of this study indicate that the Media Informasi Kota Semarang (MIK Semar) has a major role in solving one of the cases of violence involving domestic workers. Media Informasi Kota Semarang (MIK Semar) became the accelerator for the resolution of the case by taking the initiative to accumulate social support from netizens through social media. This social support is then transformed into the real world in the form of providing legal assistance by the Team Media Informasi Kota Semarang (MIK Semar) to the victims.

Abstract

Crisis communication is carried out to gain trust in the community and to assure the public that the crisis can be resolved immediately. Therefore, this study aims to find out about the implementation carried out by the Temanggung Regency Government using the theory of crisis and emergency risk communication, with five existing stages, namely, the pre-crisis phase, the beginning of the crisis, the crisis, resolution, and evaluation. Situational crisis communication theory is also used in this study to find out instructive information and adjustment information from the government. This study also aims to find out what media are used by the Temanggung Regency Government in communicating the COVID-19 crisis, the effectiveness of crisis communication, as well as the barriers and challenges of crisis communication. This study used a descriptive qualitative research approach with data collection techniques by interviewing Irham Syafii, Sri Endang, Agung Aristyo, and Djoko Prasetiyono brothers. In this study, the main findings were found, namely, all crisis communication activities were carried out with the preparation of the right materials and materials, then carried out with the correct implementation according to the rules, and evaluation of the progress of communication. It aims to make crisis communication run as expected.

Abstract

In the 2019 Indonesian election, the SayaGolput movement appears by using social media to introduce this movement. This movement was initiated by ProDemocracy activists who chose not to vote or abstain in the 2019 election. This study focus on Pro-Democracy activists . This study uses a qualitative approach. Researchers explore data through in-depth interviews as primary data and secondary data is extracted through library research. This research shows that this movement was carried out in protest against the rulers of injustice. The simultaneous choice of abstentions is a controversial form of movement in the social media era. In the view of pro-democracy activists, abstain is a form of election boycott. This choice occurred because the agenda for advancing democracy was hampered by the existing political structure and system. Political democracy is in decline. The protest movement is aimed at the rulers and elites who are benefiting from the current democratic climate. The choice of pro-democracy activists to realize substantial democracy, which is aspired to in the ten resolutions of the 2019 Golput White Paper

Abstract

Penyelenggaraan pelayanan publik yang bercirikan good governance merupakan salah satu tugas penting bagi pemerintah. Pada DPMPTSP Kabupaten Batang meskipun pelayanan publik dapat dikatakan baik namun, prinsip-prinsip good governance belum terwujud secara optimal khususnya pada perijinan terkait tata ruang dan dihadapkan dengan kondisi pandemi. Sehingga penelitian ini bertujuan untuk menjelaskan Implemetasi Good Governance Pada Pelayanan Terpadu Satu Pintu Kabupaten Batang. Metode penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui pengamatan, wawancara, dan dokumentasi hasil penelitian. Hasil penelitian menunjukkan bahwa implementasi good governance pada DPMPTSP Kabupaten Batang sudah cukup baik. Dalam praktinya penerapan good governance tersebut dilakukan dengan memberikan wadah bagi masyarakat untuk ikut serta dalam perencanaan, pengambilan keputusan bahkan evaluasi khususnya mengenai perijinan. Meski demikian, masih terdapat kendala dalam penerapannya baik dari sistem pelayanan online yang belum sempurna dalam perijinan tata ruang dan adanya pandemi covid19 yang berdampak kepada pegawai DPMPTSP Kabupaten Batang, pembatasan waktu pelayanan, dan juga penurunan tingkat investasi dan perijinan. Selain itu diketahui pula terdapat faktor pendukung dan penghambat penerapan good governance pada DPMPTSP Kabupaten Batang. Dalam penelitian yang telah dilakukan disimpulkan bahwa disimpulkan bahwa good governance dapat terwujud melalui pelayanan publik yang baik pula
