Abstract

 This research is made to explain the result of evaluation study on Collaborative Forest Management (CBFM) in Pemalang Regency in the years 2012-2014. The purposes of this policy are (1) increase prosperity, quality of life, economic capacity, and society’s social, (2) increase the role and responsibility of PT Perhutani (Persero), society of forest village, and the interested parties to forest resource management, (3) increase quality of forest resource, productivity, and forest’s security, (4) encourage and harmonize forest resource management that appropriate with regional development activity, also suitable with social dynamic condition of forest village society, and (5) create employment, increase chance of have a business, and also increase both society and state income.To explain the evaluation of implementation and the result of Collaborative Forest Management (CBFM) this research used qualitative method which focused on purposive sampling technique and snowball sampling method. The data was obtained from primary and secondary data. The methods of collecting data used were interview, documentation, and literature study.The result showed that the implementation of Collaborative Forest Management (CBFM) in Surajaya Village, Pemalang Regency, in the years 2012-2014 has worked well. The aim of this policy has achieved that proved by the high participation of farmer following PHBM’s activity, the security of forest is decrease, and maintaned ability of farmer to forest resource management. The policy has given benefit to target, for example economic needs’s farmer can be fulfilled in daily life, society can utilize land freely, capability to increase prosperity and absorption of labor. In the other hand, the implementation of this policy has obstacle in its target and the implementation. However, the government, executor institute or Perhutani, and target want to this policy to be still defended. The expectation is this policy still be continued and improved, for example in funding for PHBM activity.Keyword: policy evaluation, Collaborative Forest Management, forest conservation and empowerment

Abstract

Perkembangan penduduk dari tahun ketahun khususnya di Kabupaten Semarang semakin meningkat, dengan peningkatan penduduk yang signifikan itu mengakibatkan banyaknya kesenjangan ekonomi, sosial, dan budaya. Dengan peningkatan pertumbuhan penduduk di Kabupaten Semarang, pemerintah harus memiliki cukup banyak lapangan kerja, khususnya untuk perempuan yang memilih bekerja menjadi buruh pabrik di Garment. Karena keterbatasan pendidikan dan skill mereka terutama faktor ekonomi mereka harus mau bekerja di sector industri tersebut. Dalam penelitian ini, peneliti mengangkat 2 rumusan masalah yaitu apakah hak-hak buruh perempuan di industri Garmen sudah terpenuhi sesuai dengan Peraturan Perundang-undangan tentang Ketenagakerjaan Perempuan, dan apa usaha yang dilakukan buruh perempuan untuk mendapatkan hak-haknya. Tujuan dalam penelitian ini adalah untuk menjelaskan dan mengetahui pelaksanaan hak-hak buruh perempuan di sektor industri Garment Kabupaten Semarang sudah sesuai dengan ketentuan dalam peraturan Perundang-undangan Ketenagakerjaan dan menjelaskan upaya yang dilakukan buruh perempuan jika tidak mendapatkan hak-haknya di industri mereka bekerja.

Abstract

ABSTRACT Political dynasties can be interpreted as a power practice where family members (family Araceae) given or fixed in the sruktur power of Government so that power is only distributed among relatives, the family of blood. The village which is the smallest Government Unit also did not escape from the existence of a political dynasty. Therefore this research was conducted aiming to know political dynasty in the reign of village in Kancilan Village Kembang Subdistrict of Jepara District. In addition to knowing political dynasty, the study also to know the social and political implications of the existence of a political dynasty. This research uses qualitative research methods, descriptive with documentation and interviewing as a technique of data collection. The subject in this study are purposif. The target in this research is the head of the village of Whistler that did political dynasty, privileged residents, community leaders, as well as communities in the Kancilan Village Kembang Subdistrict of Jepara District.The results of this research show that there's actually a political dynasty in Kancilan Village Kembang Subdistrict of Jepara District for 26 years. The relationship of ruler and privileged residents greatly influences the length of this dynasty existed. Reciprocal relationships between rulers (patron) and society (the client) mutual benefit make this dynasty still exists today. But not always the political dynasty that detriment, itlooks in the village of Kancilan Village that still today families with Officials before. So many positive things that looks first at the village development program because the program always running and gettingbetter. Society tends to receive not even questioned about the political dynasty. Though many felt positive political dynasty, nonetheless there is a negative side that always beware.Keywords: Political Dynasty, Patron-client, Implications.1. PENDAHULUAN

Abstract

Pendidikan merupakan hak setiap warga negara, termasuk bagi penyandang difabel yang seakanterpinggirkan. Kondisi yang ada sudah diatasi dengan penyelenggaraan sekolah inklusif, namundalam pelaksanaannya di Kota Semarang selama setahun ini masih belum maksimal. Maka tujuandilakukannya penelitian ini adalah untuk mengetahui bagaimana manajemen penyelenggaraan sertayang menjadi penghambat penyelenggaraan pelaksanaan sekolah inklusi di Kota Semarang. Metode Penelitian yang digunakan adalah kualitatif deskriptif dengan situs penelitian KotaSemarang yang memfokuskan penelitian ke tempat-tempat yang erat kaitannya dengan pengelolaanpendidikan inklusif di Kota Semarang. Teknik yang digunakan yakni observasi, wawancara, telaahdokumen lalu berbagai data tersebut dianalisis dengan menggunakan triangulasi sumber data. Manajemen pelaksanaan sekolah inklusi di Kota Semarang, telah dilakukan mulai tahap perencanaanhingga pengawasan. Dari keempat tahap yang sudah berjalan dengan baik yakni tahap perencanaan.Sedangkan dari tahapan manajemen yang belum berjalan dengan baik adalah mengenai pelaksanaandan pengawasan. Hambatan seperti perlakuan dari teman sebaya dan guru reguler, sekolah inklusitanpa GPK, belum terdapatnya buku panduan khusus atau modul bagi difabel, belum adanyaperundangan tingkat kota ataupun provinsi dan sebagainya mengakibatkan pelaksanaan sekolahinklusi belum maksimal, meskipun dalam perencanaan serta pengorganisasian sudah dilaksanakansesuai tahapan dan peraturan yang ada.

Abstract

This study aims to determine and describe the Accountability Village Government in the Management of Village Allocation Fund in the Temulus Village including of planning, implementation, supervision, and accountability and how about community responds to Village Government in Management of Village Allocation Fund. This research is done because Village Allocation Fund is one form of government responsibility to promote development in the village and Temulus village is an developing village. This study used a mixed methods, it contain qualitative method and quantitative method. As mixed method, with focus on collection, analyzing, and mixed about qualitative and quantitative in a single or plural research. The sample in this study amounted to 95 people and interviewees to 5 people involved in fund management accountability village. Results of research conducted about planning procees system is good, like example about community’s respond that positive who attends the village discussion, then for  implementation of have implemented the principles of transparency and accountability. Supervision composed with internal and external, while the accountability of Allocation of village funds (ADD) both technically and administration is good, but it must given more excercise to village government that involved in fund management accountability village.Keywords: Village Allocation Fund (ADD), Planning, Implementation, Supervision, and Accountability

Abstract

This research has a purpose to find out success factors for economic progress of the fisherman in Bendar Village, Juwana District, Pati Regency by observing the current economic progress in the village.The study uses the theory of social change of the fishermen in Bendar Village, Community Development and Social Capital. This study also use a qualitative descriptive research method. Research data were collected by interview and observation by involving informants from the Municipal Office of Maritime Affairs and Fisheries of Pati Regency and Fishermen in Bendar Village.The results of this research obtained from the factors that determine the ecomonic progress of the fishermen in Bendar Village. Some forms of economic progress of fishermen in Bendar Village look by traditional fishermen transtution into a modern fishermen since 1995, the increase in the income of fishermen, the changes in power consumption and some benefits for infrastructure development in Bendar Village and social development of community in Bendar Village.The factors that affecting the economic progress of fishermen in Bendar Village comes from the social capital of community in Bendar Village that divide to social capital in cultural, social and economic. Then the government policy that licensing certificates vessel can be used as additional collateral to the Bank and the  dab blood relations of mutually shared by many fishermen community in Bendar Village.Economic progress in Bendar Village didn’t have an impact on all aspects. In the aspect of education of fishermen community in Bendar Village still considered not important for improve welfare in the future. The most important factor in the economic progress of fishermen is the intervention from government that happens by a suggestion of the one of fishermen in Bendar Village.

Abstract

The study of innovation is a requirement not only for private but also public organizations. The pattern of recruitment of leadership in the region through general elections, provides opportunities for various groups to provide ideas through work programs offered to the people. One of the leaders who was able to change the face of the region through policy innovation was Ridwan Kamil. This study aims to know how the leadership pattern of Ridwan Kamil was carried out so can produce policy innovation. The method of this research is qualitative method with data collection through interviews, documentation and observation. The results of this study indicate that there are three main forms of innovation in the leadership of Ridwan Kamil, those are Bandung Smart City, the Development Innovation and Regional Empowerment Program (PIPPK) and Relocation of Stree Vendors. The success of these innovations can not be separated from the role of Ridwan Kamil as Mayor of Bandung who is able to implement adaptive leadership steps based on four parameters, namely directing subordinates to the new environment, leading with empathy, learning throght self corrections and being able to create win win solutions. Problems related to the agent structure and accountability that are generally faced by political leaders are able to be utilized by Ridwan Kamil to produce innovative policies in Bandung because of their dynamic. Abstract

Bureaucracy reform is an attempt to reform and change the governance system that concerns the aspects of human resources and work procedures. The spirit of reform is basically contained in the vision of Batang District "Realization of Effective, Clean, Professional Government". Implementation of this bureaucratic reform, is expected to realize an effective, clean and professional government to eradicate corruption in the area of Government Batang District The research method used is qualitative approach with data collection technique that is observation, interview and document. Informants or resource persons in this research are Bupati, Sekda, Head of BKD, Assistant 3, Section Organization, Disdukcapil, BPMPT, and five people of Batang District public service users. The results showed that bureaucratic reforms conducted by the Batang regency government in order to eradicate corruption can be said to have been running well and successfully. During the period of Yoyok Riyo Sudibyo's leadership from 2012 - 2017, there is no data showing the occurrence of corruption cases in Batang District. During that period, Kabupaten Batang experienced many changes, ranging from work procedures, structure, behavior, and old habits in the bureaucracy has been much better. Bureaucracy reform here is a gradual and continuous reform process that does not include radical and revolutionary efforts and / or actions. Recommendations for the Government of Batang Regency namely the government system that has been established by the Regent Yoyok Riyo Sudibyo is good, need to be continued and improved again and maintained by various parties, government, private, and community. Then it is necessary to improve the capacity and quality of human resources, especially the quality of bureaucracy in order to always be able to support the realization of effective, clean, professional sustainable governance. Keywords : Bureaucracy reform, corruption

Abstract

This research aims to know the implementation of the system policy file without promotion and driving factor as well as a barrier in the implementation of the system policy file without promotion in the BKD of Central Java. The current Government of many utilize the internet in order to better provide services effectively and efficiently, one of which is the promotion of service performed in the province of Central Java. The application utilizes in practice, it is very exciting to be examined because it is a new thing and in the effective value. This type of research is descriptive qualitative data collection techniques with techniques of observation, i.e. the research done by doing a direct observation of the subject as well as in-depth interviews with interviews as well as being supported by primary and secondary data obtained during the research. The subject of research is the BKD Of Central Java. From the results of research show that the system policy file without any promotion is a new policy that provides convenience for civil servants in management of the promotion, due to the system of CIVIL SERVANTS (PNS) no longer need to bother in taking care of the file promotion because all of the files have been uploaded and only stayed there proposed. In addition it is also time saving, faster, as well as facilitate PNS as the object that was awarded the promotion. Then to pendorongnya factor is the availability of human resources, budget, as well as ancillary equipment such as computers and the internet. Penghambatnya factor is the lack of awareness of PNS to supplement and update the information personnel. A summary of this research is that the promotion without file does not completely without a file because the PNS still prompted for the file. Abstract

One of the employment problems in Indonesia is the lack of employment that is not proportional to the number of workers, recruitment and Indonesia labor dispensing mechanisms to the welfare issue. The focus of this study is the Indonesian Migrant Workers distribution, which is about the practice of migrant workers abroad illegal distribution in the Semarang city In this research, the researcher raised 3 formulation problems that is how the illegal distribution practice of labor migrants abroad in Semarang City, what factors causing the illegal distribution of labor migrants abroad, and how Semarang City government efforts in combating illegal migrant workers abroad . The purpose of this research is to explain the illegal distribution practice of labor migrants abroad in Semarang City, explaining the factors that caused the illegal distribution of labor migrants abroad in Semarang City, and explained the efforts of Semarang City government in combating illegal migrant workers abroad.The research was conducted by using descriptive qualitative method. The data collection techniques were conducted with interviews and documentation. Informants in this research are illegal migrant workers, legal Indonesian Migrant Workers (TKI) dealers, former illegal workers, former legal workers, and Head of Labor and Transmigration department (Disnakertrans) Semarang City.The result of the research shows that the illegal distribution practice of labor migrants abroad in Semarang City conducted by labor brokers or tekong. The targets of illegal migrant workers to be sent abroad are women and those with insufficient knowledge, low education, making it easier to tempt the big salaries lure. The factor is that prospective migrant workers want to work abroad easily, practically and3cheaply. The Government seeks to eradicate by forming an illegal Task Force team consisting of the labor, police, immigration service, labor inspectors’ elements, and airport authorities or local port authorities.This study concludes the disbursement of Illegal Indonesian Workers due to internal factors and external factors. As with economic factors, the study also found differences in legal and illegal treatment, which are legally protected. Since this is an aberration, the government should provide strengthening for the task force and add the dangers’ socialization, the risk of becoming an illegal labor migrant. Provides socialization of the correct procedures for working abroad, since illegally can harm the prospective workforce directly and the state indirectly.Keywords: Abroad Workers Distribution, Legal Indonesian Migrant Workers (TKI), Illegal Indonesian Migrant Workers (TKI), Migrant workers.
