<![CDATA[Security Childbirth Program is an extension of membership of Public Health Security Program and includes not only the poor alone. Benefits received by beneficiaries Security Childbirth Program is limited to pregnancy care, delivery, postpartum, newborn and postpartum family planning. Management of Security Childbirth Program done at every level of government (central, provincial, and district / city) which is an integral part of the Security Childbirth Program and managed to follow the governance of Public Health Security Program. The purpose of this study is to describe and analyze the implementation of the PHC Ngesrep Security Childbirth Program in Semarang viewed from membership aspects. This study used a qualitative descriptive type using the informan of the City Health Office of Semarang, Ngesrep Public Health Center, Independent Practice and Community Midwives. Model Implementation Van Horn and Van Metter used to analyze the implementation of the Security Childbirth Program At PHC Ngesrep Semarang. The results showed that the Security Childbirth Program in Semarang for this is still in compliance and equity of health personnel and facilities. The main objective to reduce MMR and IMR is still not achieved even no trend of increased MMR and IMR. There is a weakness in the claims payment process Jampersal program which resulted in delays in the disbursement of claims. The delay will affect the income of the Independent Practice Midwife working with the government to serve the patient, the program imposes costs Security Childbirth Program but rather the fact that participants did not conform Security Childbirth Program Technical Instructions. Researchers advise that funding claims each month on an ongoing basis, the increase in the amount of claims service delivery, increase the number of midwives and providing standardized ambulance to transport for referral of patients in emergency cases.]]>

<![CDATA[Humans are important assets that became a major concern in an organization, because humans are the planners, perpetrators and the deciding goal of the organization. Discipline is an important requirement in order to create the climate and atmosphere of the work for the sake of achievement of the objectives of the organization. Discipline work not optimal underlying this research that had done. Discipline was influenced by the style of leadership that gives direction to employees working based on the objectives of the Organization and the motivation that drove employees improve work discipline. This study uses quantitative analysis approach. The samples used in this study of 40 respondents who are employees of the Office of the Land district of Temanggung. Data analysis using simple linear regression analysis, multiple linear regression, f test, determination of the coefficient, t test with the help of program SPSS. The result showed that the influence of leadership style of the discipline of 27,6%, while the influence of motivation against the discipline of 23,1%, and discipline influenced the style of leadership and motivation at the same time of 31.5%. The results showed that there is a positive relationship between leadership style and motivation of discipline.]]>

<![CDATA[The objective of this study is to identify and analyze how the “Kantor Pertanahan Kota Semarang” managing and handling complaints from the public based on the point of view of Management Theory. The method of investigation which is used in this study is descriptive qualitative research method with inductively proceed data analysis.The results of this study indicate that the “Kantor Pertanahan Kota Semarang” complaint management has not implemented properly and correctly. Based on the analysis conducted by the writer, the “Kantor Pertanahan Kota Semarang” is still ignoring some activities in management functions, which ultimately resulted in the lack of maturation and minimum anticipation of planning function. Besides, it also resulted in the overlapping tasks and the functions of the employees as the result of the less maximum of the activity implementation toward the organizing function, as well as weaken the supervision function that resulted in the emergence of the passive working conditions and vulnerably trigger diversion.Based on the results of the study, the suggestions and the solutions that the writer explains in this study, therefore it is expected that those can be used as a suggestion for the “Kantor Pertanahan Kota Semarang” in making policies to improve the quality of the service, especially in the management and handling complaints which furtherly will also be useful for the sake of succeeded implementation of Good Government, i.e. creating a public service which is more professional, effective, efficient, transparent, punctual, adaptive, responsive and accountable to gain the satisfaction and trust from the government public service users.]]>

The impact will be discussed here is the social and economic impacts of land transfer function being Candi Industrial Area. The purpose of the study is to identify the factors that affect the social and economic impacts of land use green to Temple Industrial Zone. Describes whether the economic and social impacts of land use green to Temple Industrial Area is in accordance with the desired impact. To evaluate the social and economic impacts of land use green to Temple Industrial Zone. And explain the improvement efforts that have been made. This study used seven socio-economic factors as well as six categories of evaluation such as effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. ]]>

<![CDATA[Groundwater tax is one type that is managed by the local tax . Tax groundwater previously managed by the provincial government then managed entirely by local governments as a form of decentralization . Implementation of tax policy at Tegal ground water is fully regulated in Regulation No. 2 of 2011 About Tax Groundwater . Authorized agency in terms of tax collection and management of ground water is Revenue Service, Management, Finance and Public Asset ( DPPKAD). Local regulations governing the issuance of tax policy groundwater is one of the efforts to preserve and control of groundwater use , so that it can be used on an ongoing basis and the tax function as a source of income to finance a useful area for regional development. This study aims to explain how tax policy implementation groundwater management in Tegal and identify aspects that support and hinder the implementation of tax policy groundwater managed by DPPKAD Tegal and is expected to become an input for implementing this policy.Supporting and inhibiting aspects identified aspects of the phenomenon of financial resources, economic conditions, social and political society, communication, and characteristics of the implementing agency. This is a descriptive qualitative study, using snowballing sampling technique. This study shows that the implementation of the groundwater tax already well proven with the successful achievement of the groundwater tax revenue , but there are some obstacles in its implementation. Many inhibiting factors that affect the implementation of groundwater tax collection, there are limited budget, yet comprehensive level of consciousness by taxpayer, and the lack of participation of the taxpayer and lack of socialization because DPPKAD has never held a formal socialization.]]>

<![CDATA[In deal with a public demand of an excellent public service, it becomes a challenge for the Department of Population and Civil Registry of District Klaten in order to create a service quality in accordance with public expectations. Through this study, the researcher wanted to analyze the quality of free birth certificate services that available in Department of Population and Civil Registry of District Klaten. The dimensions of service quality that will be investigated are tangible dimension, reliability dimension, responsiveness dimension, assurance dimension, and empathy dimension. Based on the research that has been done, it can be seen that the service quality of free birth certificate in the Department of Population and Civil Registry of District Klaten is not optimal or unsatisfactory. The problems are found in the dimensions of reliability, responsiveness, and assurance. In connection with the service quality that has not been optimal, it is necessary to do improvement to the problems that found in every dimension.]]>

<![CDATA[Regional Employment Board, not free from bureaucracy problems especially a problem in the development of capacity. The main problem is the problem of low participation of Training, lack of openness of information about training, lack of professional services, and so forth. Focus to be studied is the development of quality and employee career development. From the analysis of the results showed that the quality of human resource development is not too much encountered many obstacles. While in the employee career development, the main problem of the capacity building is no regulation about competency system for the promotion and establishment of Training. Therefore, we need a regulation of competence and reward and punishment system in both of the employee quality and career development.]]>

<![CDATA[Traffic problems facing today is the high number of traffic accidents on the highway. Through the Light On to turn on the headlights for motorcycles during the day, is expected to reduce the number of traffic accidents, especially in the Semarang City. The purpose of the study to describe and analyze the implementation of the Light On program (turn on the headlights for motorcycles during the day) in the city of Semarang. In answer to the problem and the purpose of this study, used the theory of George C. Edwarsds III combined with the theory of Donald S. Van Metter and Carl E. Van Horn in analyzing the factors that affect the implementation of the Light On program by using descriptive qualitative research methods to describe the actual implementation. In data collection, use the way through interviews, documentation, and observations relating to the title taken. The informants were selected include : Kasatlantas Polrestabes Semarang, Kanit Laka Satlantas Polrestabes Semarang, Kanit Dikyasa Satlantas Polrestabes of Semarang City, and 28 students of Diponegoro University who use motorcycle in Semarang City. The results showed that the implementation of the Light On is not optimal. There are many findings that actual discrepancy is not in accordance with what the goals of the Light Programme. It is recommended that a large commitment of each implementer to support the implementation of Light On program in Semarang City both in the budget provision and awareness in the applicationof the Light On program on field. It takes good communication coordination in order to support the success of the Light On program.]]>

<![CDATA[Public participation is an important aspect in the success of the government's development program. Family planning is one government program that aims to control the number of residents with a way to control birth spacing and limiting births. Another goal of family planning is to improve the quality of future generations. In the family planning programs in Sub-district Pedurungan, public participation is a form of public awareness to share the support of one of the national government's programs in an effort to control the population and improving the quality of human resources. Technical Implementation Unit of Bapermasper and KB (UPTB) Sub-district Pedurungan which is representative of bapermasper and KB Semarang acts as a supervisor, executive and government officials who deal with matters of family planning in Sub Pedurungan. The purpose of this research is to see the form of community participation in family planning programs, the level of community participation in family planning programs and the factors that influence community participation in planning programs in Sub-district Pedurungan. The results of this research are the form of community participation in family planning programs in Sub Pedurungan is pseudo participation. Levels of community participation is at the level of tokenism and there are three factors that affect the participation of the six factors studied . Factors affecting the society is education background , gender and external factors comes from the government ]]>

<![CDATA[Semarang is a city that has many residents . The number of people who live or occupy the city of Semarang make the issues that must be faced by the Government of Semarang city , one of which is the problem of congestion . Based on data from the Central Bureau of Statistics the city,the number of vehicles in the city of Semarang until 2011 reached 186.164unit , which consists of two-wheeled vehicles and 151 286 33 523 four-wheeled vehicles . To minimize traffic congestion in the city of Semarang then made mass transport is Bus Rapid Transit ( BRT ) andwho became the first corridor is the major Mangkang - Penggaron .The purpose of this study was to determine the level of community satisfaction with services Bus Rapid Transit ( BRT ) corridor I Mangkang Trans Semarang - Penggaron based on the Ministry of Administrative Reform No. . KEP/25/M.PAN/2/2004 where there are 14 dimensions .Based on the analysis and processing research data shows that public satisfaction with the services of Trans Semarang BRT corridor I get the value of Community Satisfaction Index ( HPI ) of 67.03 and fit in either category. Based on the Cartesian diagram there are two dimensionsthat must be maintained, namely performance dimensions cost reasonableness and appropriateness of the cost, while there are four dimensions given priority so that its performance is improved dimensional speed of service, accuracy of service, comfort and safety services .]]>
