Abstract

ABSTRAKSAdanya perbedaaan antara kinerja unit pelayanan BRT Trans Jateng Purwokerto-Purbalingga dengan harapan pengguna jasa BRT Trans Jateng Purwokerto-Purbalingga mengakibatkan munculnya GAP kualitas pelayanan sehingga mempengaruhi kepuasan pengguna jasa. Tujuan dari adanya penelitian ini yaitu untuk mendeskripsikan dan menganalisis tingkat kepuasan pengguna jasa BRT Trans Jateng Purwokerto-Purbalingga. Metode penelitian yang digunakan adalah penelitian deskriptif kuantitatif, dengan pengumpulan data melalui kuesioner tertutup dan wawancara terstruktur. Teknik analisis yang digunakan peneliti Skala Likert, Persentase Tingkat Kepuasan, Skor Rata-Rata, Tabel Distribusi Frekuensi, Grafik, dan Diagram Kartesius. Hasil penelitian menunjukkan bahwa tingkat kepuasan dari pengguna jasa BRT Trans Jateng Purwokerto-Purbalingga pada tingkat “Cukup Memuaskan” dengan hasil tingkat kesesuaian sebsar 82%.. Kedepannya, pihak BRT Trans Jateng Purwokerto-Purbalingga perlu melakukan perbaikan pada kinerja unit pelayana sehingga sesuai dengan harapan masyarakat sehingga menghasilkan kepuasan pada pengguna jasa.

Abstract

he drug problem in Central Java is handled by the Central Java Provincial National Narcotics Agency (BNNP) through the Community Prevention and Empowerment Sector (P2M) with various preventive measures, such as: dissemination of information, advocacy, socializing drugs, empowering community participation (PSM) and empowering alternatives. (PA), as well as other supporting activities. The research method used by the author in this study is a qualitative method, which includes several aspects, namely: goal achievement, integration, and adaptation. The informants chosen by the authors in this study are : the Head of the Community Prevention and Empowerment Division, the Head of the Prevention Section, and the Head of the Community Empowerment Section. The results showed that the Effectiveness of the Prevention and Community Empowerment Sector was quite effective, although not optimal. The effectiveness of P2M can be seen from the aspects of effectiveness, namely: goal achievement, integration, and adaptation. Some of the obstacles faced are: P2M field human resources which are still lacking and limited to cover the entire area of Central Java which is so wide, the lack of a prevention fleet in the form of urine test trucks and drug prevention cars, and the annual budget that is obtained is insufficient to carry out a work design existing, causing the prevention and community empowerment process to not run optimally. It is recommended that the Community Prevention and Empowerment Sector be more innovative and active by conducting socialization through other media, such as: magazines, radio, regional television, or websites belonging to provincial offices, seeking and collaborating with relevant stakeholders as an effort to suppress the existing budget, and evaluate the results of the performance taken so that the steps in the Prevention and Community Empowerment Sector in the future can be better and optimal. Abstract

Marketing is often equated with branding. However, in fact, marketing and branding are two different concepts, although both of them are strongly related. Branding is an effort to build and communicate the identity and character of brand into society. Branding is not only applied toward product and service but also toward corporate, event, somebody (personal branding), and place. The process of branding is a new paradigm related with how a place must be managed in the future. Tourism branding is one of place brandings that is often discussed as the increasing of society’s awareness of tourism need. This study aims to discover the branding effectiveness in increasing tourist visitation in the Grand Maerakaca Central Java. The method of this study is qualitative descriptive method with questioner and interview as the collecting data techniques. The data collected method uses statistical tools in the form of a questionnaire to make it easier for researchers in the data collection process considering that the research was carried out at the time of the Covid-19 pandemic. This research subjects were taken as many as 100 people calculated based on the Slovin formula according to the number of visitors in 2018. The data sources used were primary data in the form of questionnaires and PT.PRPP internal data, while secondary data were in the form of legislation regarding tourism, Permen PAN RB, and Youth Service data. Sports and Tourism in Central Java Province. The analysis method uses the value of Community Satisfaction Survey accordance with the Regulation of the Minister of State for Administrative Reform and Reform of the Bureaucracy Number 14 Year 2017 with the evaluation framework of place branding effectiveness that is called City Brand Hexagon. The result of the study shows that place branding in Grand Maerakaca runs smoothly. It is because the Grand Maerakaca has a great attraction to be visited by society. Nevertheless, problem is found in The People indicator that is related with disclosure and employee’s friendliness. It is suggested to form Standard Operational Procedure in providing service and periodic performance evaluation

Abstract

Public Complaint is the government's effort as a form of fulfilling citizens' rights in managing the aspirations, demands, desires and complaints of the community. Therefore the government is always expected to be able to always improve the quality of services in government institutions, especially in serving the community.In Law Number 25 of 2009 Article 8 paragraph (2) concerning Public Services clearly states that the importance of providing public services to create Public Complaint, through the Public Complaint, the government seeks to facilitate the community by creating a bridge of communication between the government and the public. Public complaints aim at to be able to provide a two-way interactive communication space between the government and the community, thereby facilitating accessibility in providing aspirations, conveying wishes, complaints and demands of the community. To achieve this goal, SP4N LAPOR! as a forum that manages public complaints nationally, the city of Semarang answers the integration of SP4N LAPOR! by establishing the Public Complaints Management Center (P3M) Semarang City through Online Complaint Service named LAPORHENDI. Providing space to express thoughts verbally, in writing or so on the implementation of public services by the government as a form of control efforts to obtain optimal quality services in accordance with applicable regulations, norms and principles. Implementation of Public Complaint Management Center (P3M) Semarang cannot be said optimal yet, because there are still obstacles that have resulted in some being late or even not having a clear process of continuity of complaints. To answer this problem, the author uses a qualitative method approach accompanied by a complaint service quality theory from various views of experts and is used as a foundation to analyze whether Semarang City P3M Service Quality is running properly. This is necessary to examine several influencing indicators by observing, interviewing and reviewing documents in the field that have an impact on the efficiency of the implementation of Complaints Handling at the Public Complaints Management Center (P3M) in Semarang City.

Abstract

ABSTRAKStunting merupakan salah satu isu nasional dimana penanggulangannya masih terus dilakukan hingga saat ini. Permasalahan stunting merupakan masalah jangka panjang yang berdampak pada masa depan bangsa dan menjadi beban negara, Desa Kalirandu merupakan salah satu desa yang memiliki angka stunting yang tinggi dan termasuk dalam desa lokus stunting. Penelitian ini bertujuan untuk memahami dan mendeskripsikan kolaborasi yang dibangun dalam penanggulangan stunting di Desa Kalirandu serta mengetahui faktor pendorong dan penghambat yang memengaruhi kolaborasi. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan tujuh informan sebagai subjek penelitian. Hasil penelitian menunjukkan bahwa kolaborasi yang berjalan cukup efektif dengan melihat fenomena dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, pemahaman bersama dan hasil sementara. Namun, masih terdapat beberapa faktor penghambat yang berhubungan dengan sumber daya manusia yaitu partisipasi masyarakat melalui kader stunting yang masih rendah, dominasi bidang kesehatan dalam penanganan stunting di Desa Kalirandu, rendahnya komitmen kepala desa dan masalah pengunggahan data. Faktor pendorong dalam kolaborasi ini adalah sumberdaya keuangan, ketergantungan para aktor, sejarah kerjasama, kejelasan aturan dasar, transparansi dalam kolaborasi. Kata

Abstract

This research is intended to: (1) Know Work Discipline in Disdukcapil Tegal Regency; (2) Knowing Work Ability at Disdukcapil Tegal Regency; (3) Knowing the effect of Work Discipline on Service Quality in Disdukcapil Tegal Regency; (4) Knowing the effect of Work Ability on Service Quality in Disdukcapil Tegal Regency; (5) Knowing the effect of Work Discipline and Work Ability on Service Quality at Disdukcapil Tegal Regency. This method is quantitative. The population totaled 48,664. The sample in this study amounted to 100 respondents. The sampling technique used accidental sampling technique. Data analysis and hypothesis testing included validity, reliability, and determination coefficient tests. The data analysis technique used the Pearson product moment correlation coefficient. The results of this study indicate that: (1) the work discipline of the Tegal Regency Disdukcapil has an average of 2.93 in the Good category; (2) The work ability of the Disdukcapil of Tegal Regency has an average of 2.97 in the Good category; (3) Work Discipline has an effect on Service Quality in Disdukcapil Tegal Regency as indicated by the correlation results of 0.400> 0.05, with a contribution of 16%; (4) Work Ability affects Service Quality in Disdukcapil Tegal Regency which is indicated by the correlation result of 0.325> 0.05, with a contribution of 10.5%; (5) There is a positive and significant influence between the variables of work discipline and work ability on service quality with the results of 0.948> 0.05 at the 5% significance level. Based on the calculation of the coefficient of determination, the proportion of work discipline and work ability has an effect on service quality by 28.7% and the remaining 71.3% is influenced by factors not examined in this study.

Abstract

Kota Lama Semarang merupakan salah satu objek wisata yang banyak dikunjungi oleh wisatawan lokal maupun wisatawan asing. Tingginya minat wisatawan yang mengunjungi Kawasan Kota Lama Semarang merupakan salah satu prestasi bagi Pemerintah Kota Semarang. Dulunya Kawasan Kota Lama Semarang terkenal dengan Kawasan yang kumuh dan kriminalitasnya yang tinggi, maka dari itu Pemerintah Kota Semarang membuat suatu program yaitu merevitalisasi Kawasan Kota Lama Semarang.Tujuan dari penelitian ini adalah untuk melihat bagaimana implementasi program revitalisasi pada objek wisata Kawasan Kota lama Semarang. Penelitian ini menggunakan pendekatan kualitatif-deskriptif dengan Teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukan bahwa usulan Pemerintah Kota Semarang melalui Dinas Pariwisata Kota Semarang dan dibantu oleh BPK2L ke Kementrian PUPR pusat berhasil dengan wajah baru Kawasan Kota Lama Semarang yang sekarang, namun ada beberapa variabel yang mempengaruhi keberhasilan dari program revitalisasi di Kawasan Kota Lama Semarang yaitu komunikasi, sumber daya,disposisi,dan struktur birokrasi yang masih perlu diperhatikan.

Abstract

The sister city cooperation policy between Semarang City and Brisbane City is a policy that has been running for 25 years (as of 2018). This policy has a problem in the form of no output generated even though it has been running for 25 years. However, in 2018 the sister city cooperation policy by the Semarang City Government and the Brisbane City Government was decided to continue until 2023 with the signing of a Memorandum of Understanding agreed by both parties. Based on these explanations, this study aims to find out why the sister city cooperation policy was continued even though there was no output generated from this collaboration for 25 years. This study uses qualitative research methods with data sources derived from interviews with informants determined through snowball sampling with the Subdivision of Inter-Institution Cooperation Sub-District of Semarang City as the key informant. The results showed that there was a policy change that occurred in this sister city cooperation policy, namely the regulation that was used as the legal basis for implementing sister city cooperation and the field of cooperation that was mutually agreed upon by the Semarang City Government and the Brisbane City Government. It was also found that there were factors causing the continuing sister cooperation policy between the two cities which included internal factors and external factors. The internal factor in question is the initiative of the Semarang City Government to continue this policy for various reasons. While the external factor is an appeal from the Central Government to optimize sister city cooperation that already exists as a result of new regulations. In addition, there was no urgency to stop this collaboration because it tended to benefit the City of Semarang. The policy changes that occurred did not make the implementation run optimally so that it did not affect the development of Semarang. But the sister city cooperation has a role as an intermediary with Toyama which has an impact on the development vision of Semarang regarding the city pays attention to the environment through the cooperation of gas fuel conversion on BRT Semarang.

Abstract

Slum settlements are a serious problem for developing countries. The Indonesian government has carried out many programs to overcome this problem, one of which is the KOTAKU (Cities Without Slums) Program, regulated in SE Minister of PUPR Number 40 of 2016 about general guide the KOTAKU Program. The KOTAKU Program builds collaboration between government and non-government. The purpose of this research is to know the roles of the actors involved in the implementation of the KOTAKU Program and the they faced when implementing program in Kelurahan Bandarharjo. This is a descriptive qualitative research, using interviews, observations, and documentations, analyzing the resulting findings to make conclusions. The research found that the actors involved in KOTAKU Program implementation in Kelurahan Bandarharjo play their roles in accordance to their position, including Bapedda as the KOTAKU Program Lead at the city level, Korkot KOTAKU as the consultant and facilitator, Kelurahan Bandarharjo as companion of implementation, BKM as construction implementer, as well as the commmunity as beneficiaries. The implementation has a problem, such as: misunderstandings with the community, Covid-19 outbreak, and executive transfers at the city level. The findings are analyzed and shows that the actors performed their roles well, resulting in the program reaching its sustainability stage. This research recommends all actors involved to increase their contribution in dealing with slum settlements problem, so that actors collaboration can realize public welfare of livable home.

Abstract

Revitalization of Vocational High Schools Program is one of the government’s strategies in increasing competitiveness of Indonesian human resources in facing global challenges as a result of Industrial Revolution 4.0, based on Presidential Instruction Number 9 of 2016 concerning Revitalization of Vocational High Schools in the context of Improving the Quality and Competitiveness of Indonesian Human Resources. Vocational High School 6 Semarang as one of nationally referral Vocational High Schools in Revitalization of Vocational High Schools Program, involving many actors in the implementation process. The purpose of this study was to identify actors, the role of actors, the stages of the actor-network, and the model of actor-network that formed in the Development Program of Revitalization of Vocational High School 6 Semarang. The research method used in this study is qualitative descriptive. The results showed that there were 13 actors involved before Vocational High School 6 Semarang became self-managed; started from bureaucracy, judicial institutions, pressure groups, and community organizations; which were further classified as primary actors and secondary actors. Actors carried out their role as informant, consultant, partner, or control. The stages of the actor-network that was formed started from Punctualization, Translation, Problematization, Interessment, Enrollment, Inscription, Speaker/Delegate, Betrayal and Irreversibility. The model of actor-network formed in the form of Penta Helix. The results also showed that the change in the status of the development Program of Revitalization of Vocational High School 6 Semarang to be self-managed, requiring the adjustment toward actors who were involved and their roles as well as having an impact on the actor-network and the model of actor-network that have been formed. The implementation of the program, until now, is yet to be optimal and requires an improvement efforts from actors that are still involved in the development program.
