Abstract

Pasar Semarangan Tinjomoyo merupakan sebuah inovasi berbentuk pasar kuliner digital untuk mendongkrak jumlah kunjungan wisatawan Hutan Wisata Tinjomoyo di Kota Semarang. Sebenarnya, Pasar Semarangan Tinjomoyo sebagai sebuah inovasi dapat dikatakan berhasil. Pada tahun 2018, Pasar digital ini berhasil meningkatkan jumlah kunjungan wisatawan Hutan Wisata Tinjomoyo sebesar 82,25%. Namun pada tahun 2019, Pasar Semarangan Tinjomoyo sepi pengunjung, hingga akhirnya pasar digital tersebut tidak beroperasi kembali. Tujuan dari penelitian ini adalah untuk menganalisis karakteristik Pasar Semarangan Tinjomoyo menggunakan konsep lima atribut inovasi serta mengidentifikasi faktor-faktor penghambatnya. Penelitian ini menggunakan pendekatan deskriptif-kualitatif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Informan ditentukan menggunakan teknik snowball. Data dianalisis menggunakan teknik analisis komponensial. Hasil penelitian ini menunjukkan bahwa Pasar Semarangan Tinjomoyo sebagai sebuah inovasi sudah memiliki Keuntungan Relatif dan Kemudahan untuk Diamati, akan tetapi masih belum Kompatibel serta memiliki Kerumitan ketika beroperasi, ditambah Pasar Semarangan Tinjomoyo belum melewati fase uji coba sebelumnya. Faktor penghambatnya adalah ketergantungan pada figur high performer serta tidak adanya anggaran dan perencanan jangka pendek. Saran yang dapat disampaikan adalah perlu adanya opsi pembayaran digital lain di Pasar Semarangan Tinjomoyo, membuat perencanaan dan anggaran khusus bagi Pasar Semarangan Tinjomoyo, serta membentuk tim khusus bagi pengembangan Pasar Semarangan Tinjomoyo.

Abstract

Sustainable development is a reference for global development in all development fields in Indonesia, especially those related to environmental sustainability. Solid waste pollution is a crucial problem that harms environmental sustainability, such as odor, water, air, and solid waste pollution. These problems need to be managed effectively with a specific approach, including a waste bank. The Waste Bank is a community empowerment-based effort that involves a Reduce, Reuse, and Recycling program using solid waste as an economic resource. Further, the waste bank program is also changing the paradigm from the "end of pipe" to the "reduction at the source" paradigm. This study focuses on solid waste management in Semarang Regency, specifically at the Soka Resik Waste Bank. Through qualitative research, observation, interviews, and secondary sources such as documents, journals, books, and research notes were carried out. The study found that the Waste Bank programs have reduced the amount of solid waste dumped in the TPA and recorded managed inorganic waste piles. In this context, the local government also provides support in education, assistance, guidance, and monitoring and infrastructure to the community. The Soka Resik Garbage Bank also has a significant impact on environmental aspects, but it still needs improvement in social and economic aspects. Hence, continuous and persistent education is urgent to change society's mindset massively by giving examples and submitting assistance to non-governmental organizations and the formation of MSMEs that sell crafts from recycling activities.

Abstract

ABSTRACT Community empowerment in Ngargosoko Village through salak processing training is an effort made to optimize the abundant salak resources. This study aims to analyze community empowerment in the management of salak in Ngargosoko Village, Srumbung District, Magelang Regency. This study used descriptive qualitative method. Sources of data in this study were obtained from interviews, observations, and documentation. The technique of selecting informants was carried out using purposive sampling and accidental sampling. This study uses the theory of the dimensions of empowerment success. The results obtained, namely the access aspect has been fulfilled and supports the implementation of empowerment. Aspects that do not support the empowerment carried out, namely participation, control, and welfare. Community participation is still lacking because they are reluctant to spend their time participating in training. Control in the form of monitoring and assistance is only carried out when the activity is ongoing, before and after the activity does not exist. In the aspect of the welfare of the people of Ngargosoko Village, in fulfilling the need for food and clothing, it is still not fully fulfilled if it only relies on the results of the salak harvest. The driving factor for the empowerment of salak in Ngargosoko Village is the abundant potential of salak resources and the high interest of the community in empowerment. The inhibiting factors for empowerment are commitment of training participants, lack of monitoring, and marketing of training products. Suggestions that can be given are to improve coordination between the agency and village government and collaborate with third parties in marketing training products.

Abstract

This research aims to find out the correlation between employee ability, work motivation and organizational climate with the performance employee in the Dinas Pendidikan, Kebudayaan, dan Pemuda Olahraga in Semarang Regency. Respondents in this research is 51 employees of Dinas Pendidikan, Kebudayaan, dan Pemuda Olahraga in Semarang Regency. The data analysis method used Kendall Tau correlation coefficient to find out how much the correlation between each independent variables with dependent variables, Kendall concordance correlation to find out how much the correlation between all independent variables together with dependent variables, and the coefficient of determination to know how much the percentage of influence three independent variables on employee performance. The results of the research is show the conclusion that, 1) there is a positive and significant correlation between employee ability on employee performance (r = 0.619), 2) there is a positive and significant correlation between work motivation on employee performance (r = 0.578), 3) there is a positive and significant correlation between organizational climate on employee performance (r = 0.628), 4) there is a positive and significantly correlation between all employee ability, work motivation, and organizational climate together has correlation on employee performance by 0.883, and 5) employee ability, work motivation, and organizational climate has the correlation that affects employee performance by 74.9% is indicated by the coefficient of determination R2 = 0.749.

Abstract

The problem regarding the scarcity of subsidized fertilizers that occurred in many districts of Central Java Province prompted the Governor of Central Java Ganjar Pranowo to create a program to reduce cases of misuse and scarcity of subsidized fertilizers because common problems were still found in the form of scarcity of subsidized fertilizers, delay in distribution of fertilizers, inaccurate targets and prices above which the provisions against the background create the Subsidized Fertilizer Distribution Program. Through the Farmer's Card, which was initiated based on a Ministry Regulation. Rembang Regency is a regency that is experiencing the scarcity problem of subsidized fertilizers so that the Farmers Card is implemented in one of them in Rembang District as an area that uses the most active use and receives the Tani Card. The purpose of this research is to analyze the effectiveness of the Farmer Card Program in the Rembang District and to analyze the factors inhibiting the effectiveness of the Farmer Card Program in the Rembang District and to provide recommendations so that the Farmers Card can be used effectively. This type of research is descriptive using a qualitative approach through the level theory of a program effectiveness by Sutrisno. The results of this study indicate that the understanding of the Farming Card Program can be seen through the initial stages of application until the farmer cards can be run normally, the accuracy of targeting can be seen when the farmer cards are received by farmers who have met complete requirements, the timeliness of the program until the objectives are complete when subsidized fertilizers can be guaranteed The availability and transaction activities of the Subsidized Fertilizer redemption were carried out in an orderly manner while the inhibiting factors were found, among others, despite the system readiness constraints such as EDC machines, different environmental conditions in several other villages and the readiness of implementing agents for farmers who were predominantly elderly farmers to be frequently assisted.

Abstract

AbstractThis research is interesting to researched more deeply because there are several problems that cause the job training program which organized by the UPTD Balai Latihan Kerja Dinas Tenaga Kerja Kota Semarang to be less effective. This research is a qualitative descriptive study using a purposive technique. The results showed that: 1) The job training program organized by the UPTD Balai Latihan Kerja Dinas Tenaga Kerja Kota Semarang is good enough but it cannot be said to be effective because it has not met the requirements that are said to be effective, which is related to the achievement of goals or results, efficiency, and systems. maintenance. The unachieved target of the alumni absorption of training programs to work for companies or to establish independent businesses, curricula that are only basic or basic, and a short training time have resulted in aspects of achieving goals or results less effective. Limited facilities and infrastructure have resulted in job training programs not running optimally and with quality so that the efficiency aspect is less effective. The training program that cannot be guaranteed to take place every year and the condition of the training equipment which is not well maintained causes the maintenance system aspect to be less effective. 2) The target factor and the amount of assistance are inhibiting factors for the effectiveness of the UPTD Balai Latihan Kerja Dinas Tenaga Kerja Kota Semarang. The lack of discipline of the participants during the training process has an impact on their lack of competence so that target factors hinder the effectiveness of the program. The not optimal amount of operational budget provided by the central government and regional governments also has an impact on the low quality of training tools so that they are less relevant to industry needs, this makes the amount of assistance a factor in the effectiveness of the program.

Abstract

Passport making service is a form of public service under the Ministry of Law and Human Rights. As a state organizing apparatus in charge of serving citizens in the best possible way, the Ministry of Law and Human Rights of the Republic of Indonesia is considered the implementation of its duties by the Directorate General of Immigration. Immigration is the only vertical agency that takes care of the arrival and return of Indonesian citizens and foreign nationals to be able to enter and exit Indonesian territory. A passport is a cross- border travel document that is a valid condition of departure or return of a citizen to enter or exit Indonesia. Results and discussions. The quality of passport-making services at The Immigration Office class I TPI Semarang as a big good with new innovations to improve its quality, namely with immigration authorities socializing about immigration in 5 districts 2 cities in the area of the immigration office class 1 TPI Semarang, the incandration of integrity zones to achieve the predicate of corruption-free areas in 2019, ambassadors of services, and innovations of Jempol Semar made to serve people disabilities or special diseases. The conclusion and advice on the quality of passport management services at TPI Semarang Class I Immigration Office should be improved by increasing the amount of human resources (HR) for people with disabilities or special illnesses, expanding parking lots and increasing photo space for people with disabilities so as not to join the waiting room.

Abstract

Tourism in Semarang City has enormous potential, but in its implementation it is still inferior to other big cities, this is due to the lack of tourism promotion carried out. To assist and develop Semarang tourism, the Semarang City Government has formed the Semarang City Tourism Promotion Board (BP2KS) which is regulated in Semarang City Mayor Regulation Number 2 of 2012 concerning the Semarang City Tourism Promotion Board. This study attempts to evaluate the Semarang City Government Policy regarding the Semarang City Tourism Promotion Board regarding whether or not BP2KS should be formed. This research uses a qualitative approach and descriptive methods. This study uses evaluation indicators according to William Dunn based on Semarang Mayor Regulation Number 2 of 2012 concerning the Semarang City Tourism Promotion Board. The results of this study indicate that although BP2KS plays an important role in marketing and tourism development, the organization itself is still not optimal. BP2KS as an independent body still has many shortcomings such as a lack of clarity on the role of the organization, and the fulfillment of organizational tasks and functions that are still not optimal. Suggestions given to optimize BP2KS are making BP2KS infrastructure facilities so that the management and members of BP2KS can focus optimally on improving the tourism image of Semarang City, as well as implementing sustainable programs involving all elements, especially tourism industry players and the general public.

Abstract

ABSTRAK Secara umum, pendidikan dan pelatihan (diklat) adalah proses pembelajaran yang ditujukan kepada aparatur sipil negara agar dapat meningkatkan kompetensi pegawai. Penelitian ini bertujuan untuk mengetahui pelaksanaan kebijakan dan faktor-faktor penghambat dan faktor-faktor pendukung. Penelitian ini penting karena kehadiran Virus Corona di Indonesia mengubah realisasi penyelenggaraan diklat yang sebelumnya klasikal (tatap muka) menjadi pembelajaran secara full online. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian dilaksanakan di Lembaga Administrasi Negara, informan penelitian dengan teknik snowball sampling, yaitu Kepala Pusat Pengembangan Kompetensi Kepemimpinan Nasional dan Manajerial Aparatur Sipil Negara, peserta diklat, widyaiswara, dan staff penyelenggara. Instrumen penelitian adalah peneliti, sedangkan teknik keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa implementasi kebijakan penyelenggaraan PKN II melalui e-learning di Lembaga Administrasi Negara belum terlaksana dengan maksimal. Faktor yang menghambat dan mendukung implementasi kebijakan PKN II secara e-learning, antara lain: belum terbiasa belajar secara online, keletihan mengikuti pembelajaran, tidak fokusnya peserta dalam mengikuti diklat, dan kurang ketegasan dari pihak penyelenggara terkait surat kebebasan tugas peserta.

Abstract

Penelitian berjudul ‘Analisis Peran Stakeholder Dalam Program Pilah Sampah Di Kelurahan Mangkang Kulon, Kecamatan Tugu, Kota Semarang’, didasari atas rasa ingin tahu peneliti terkait sampah yang belum terkelola dengan baik serta pengelolaan sampah yang belum maksimal sehingga berpotensi menimbulkan pencemaran dan dampak negatif bagi masyarakat. Penelitian ini bertujuan menganalisis peran stakeholder pilah sampah serta faktor penghambat program. Menggunakan metode deskriptif kualitatif dengan teknik penelitian observasi, wawancara dan menggunakan dokumen online. Peneliti berusaha menggambarkan fenomena penelitian secara mendalam menggunakan data primer dan sekunder. Terdapat tujuh stakeholder program pilah sampah dan terdapat lima peranan stakeholder. Berdasarkan analisis peran diketahui bahwa pemerintah kota dan DLH berperan sebagai policy creator dan fasillitator, selain itu DLH juga berperan sebagai koordinator. Kecamatan dan kelurahan hanya sebagai koordinator. Bank sampah berperan sebagai koordinator dan implementor, KSM berperan sebagai akselator, koordinator dan implementor serta masyarakat sebagai implementor. Berdasarkan analisis pengaruh dan kepentingan ditemukan bahwa masyarakat menjadi subjek program, Bank sampah dan KSM sebagai aktor kunci, DLH kota Semarang sebagai pendukung dan pemerintah kota Semarang, kecamatan dan kelurahan sebagai pengikut. Artinya Bank sampah dan KSM adalah stakeholder yang memiliki pengaruh dan kepentingan paling tinggi diikuti oleh DLH, masyarakat, kelurahan dan kecamatan serta pemerintah kota. Faktor penghambat program dianalisis menggunakan variabel komunikasi, nilai, tingkat kepercayaan dan sumberdaya. Ditemukan bahwa faktor penghambat adalah miss komunikasi, stakeholder terlalu ‘money oriented’, minim apresiasi, budaya membuang sampah sembarangan, partisipasi rendah, minimnya SDM dan sarana prasarana karena beberapa faktor penghambat tersebut berdampak pada pelaksanaan program pilah sampah menjadi belum maksimal. Diperlukan kerjasama dan komunikasi yang baik antar para serta pemerintah setempat bersama OPD terkait agar dapat mewujudkan program pilah sampah yang baik.
