Abstract

Education is an essential aspect for the economic growth in Indonesia. However, in its application, education in Indonesia is still low because many school aged children cannot continue their education due to tuition reason. Therefore, the government provides scholarship for every level of education as the form of help. For example at the level of higher education. At this level, the government provides Bidikmisi scholarship for underprivileged students who want to continue their education. With the Bidikmisi scholarship, students are expected fulfil the target that is determined by government. One of the targets that must be achieved is having minimum GPA of 3.00 as the form of students’ performance during their study. This study aims to discover whether Bidikmisi scholarship can encourage the achievement of the Public Administration undergraduate program, FISIP, UNDIP students’ GPA as the students’ performance or not. The method of this study is explanatory method with questioner and interview as the data collecting method. The population of this study is the entire students who receive Bidikmisi scholarship in Public Administration batch 2016, 2017, and 2018. The samples chosen are 51 respondents with probability sampling as the sampling technique. The data analysis used is validity test, reliability test, simple regression analysis, coefficient of determination, and significance test (t test) using SPSS. According to the result of the study, Bidikmisi scholarship has impact toward students’ performance as the effort to achieve GPA. It is known from the coefficient of determination calculation of 28.3%. Bidikmisi scholarship is proven having positive and significant effect toward students’ performance that is proven with the calculation result of 4.392. According to the study result, the writer suggests that students must be more enthusiastic in achieving their GPA as the form of students’ performance. Students are expected to understand the benefit of the competitions held and be enthusiastic to participate in those competitions.

Abstract

Penelitian ini bertujuan untuk mengetahui hubungan kualitas pelayanan terhadap kepuasan pasien di Puskesmas Padangsari. Penelitian ini menggunakan metode kuantitatif deskriptif dengan pengumpulan data melalui penyebaran kuesioner. Instrumen pengumpulan data adalah kuesioner yang terdiri dari 25 item, keabsahan dan keandalan kuesioner dikonfirmasi. Responden yang terlibat sebanyak 100 orang. Dalam penelitian ini menggunakan metode pengukuran kualitas layanan oleh Pasuraman et.al yang terdiri dari 5 dimensi kualitas layanan; kehandalan, bukti langsung, daya tanggap, jaminan dan empati.. Untuk analisis data menggunakan korelasi berganda dan statistik deskriptif digunakan melalui aplikasi SPSS 24. Pada masing-masing sub variabel X1, X2, X3, X4 dan X5 terhadap Y dihasilkan X1 memiliki hubungan dengan Y sebesar 0,110. Kemudian X2 0,369. X3 0,304. X4 0,544 dan X5 sebesar 0,452. Kemudian secara bersama-sama kelima variabel X memiliki hubungan sebesar 0,570 signifikansi dengan Y. Pada hasil yang telah dijabarkan diatas tersebut, item yang lebih tinggi hubungan terhadap kepuasan yang dirasakan pasien pada saat berobat di Puskesmas Padangsari terdapat pada sub variabel bukti langsung (X2). Secara umum kualitas pelayanan Puskesmas Padangsari yang diberikan kepada pasien sebagai penerima pelayanan harus terus ditingkatkan, dan perhatian harus diberikan pada setiap elemen termasuk dalam pelayanan yang baik. penderita bisa sembuh dengan cepat, dan abses juga bisa memiliki citra yang baik di masyarakat. Puskesmas juga dapat melakukan evaluasi pelayanan yang secara rutin agar mengetahui mana perlu ditingkatkan diperhatikan.

Abstract

Gelandangan adalah individu yang tidak memiliki tempat tinggal, tidak memiliki penghasilan, dan tidak sesuai dengan norma dan nilai yang ada di masyarakat. Kota Semarang merupakan kota yang berusaha untuk menangani masalah gelandangan. Perlu adanya evaluasi dari tindakan Kota Semarang dalam menangani masalah gelandangan. Penanganan gelandangan di Kota Semarang dimuat dalam Peraturan Daerah No. 5 Tahun 2014. Pada skripsi ini penulis mengemukakan hasil analisis berdasarkan teori Dunn dan Anderson. Pada skripsi ini penulis melihat bahwa Dinas Sosial Kota Semarang telah maksimal dalam penanganan gelandangan. Namun masih banyak yang harus dilakukan karena penanganan gelandangan belum dirasa sudah mencapai tujuan dari adanya Perda tersebut yaitu tidak adanya lagi gelandangan dan kesejahteraan tiap individu. Perda tersebut memiliki faktor pendorong dan penghambat yang sangat rumit. Kejelasan dari sebuah definisi contohnya adalah hal yang mendasar dalam pelaksanaan. Namun hal ini acapkali jadi sebuah pikiran terbelakang dari pelaksanaan, sehingga gelandangan masih kurang dapat perhatian sebagaimana seharusnya ditangani. Penanganan gelandangan masih butuh banyak evaluasi mendalam ke depan-nya. Pemerintah Kota Semarang diharapkan mampu memperbaiki kesalahan agar pada penerapan berikutnya hasil evaluasi ini dapat dipakai dan bisa jadi rujukan bagi kebijakan yang lebih baik.

Abstract

Abstract Mayor's Decree Number 556/407 The Mayor of Semarang in 2012 became the basis for the determination of Wonolopo Village as a Tourism Village in the City of Semarang. This study aims to identify actors, analyze the roles of actors and describe the actor network models formed in the tourism development policy program in Wonolopo Tourism Village. The research method used is qualitative descriptive type with data collection methods direct / online interviews, observation and documentation. The results of this study indicate that DISBUDPAR Semarang City becomes the primary actor and acts as a policy cerator, facilitator and coordinator. The primary actors are POKDARWIS, RW, and Active Society as implementers and accelerators. Secondary actors are Mass Media and Academics act as accelerators. Tertiary actors are the District, Kelurahan and PKK acting as accelerators. The quaternary actor is the Passive Society, which acts as the target group and beneficiaries. The actor network model that is formed is the Quadruple Helix Model (Government, Academics, Society and Mass Media). The actor network that has been formed has not run optimally because some of the actors involved have not coordinated and communicated well in carrying out their respective roles. Recommendations are the need for coordination and communication by DISBUDPAR through the holding of meetings between actors to optimize the role of each actor involved and the involvement of the younger generation as a step to increase community participation in tourism promotion. Abstract

Various kinds of problems faced by the DPRD Secretariat of Central Java Province, including the lack of quality/competence and quantity of DPRD Secretariat apparatus resources in balancing advances in information technology and early detection of changes to laws and regulations. This study was prepared with the aim of describing work ability, work motivation, and work performance of the employees of the DPRD Secretariat of Central Java Province; determine the magnitude of the influence of work ability on the work performance of the Secretariat of the DPRD of Central Java Province; determine the magnitude of the influence of work motivation on the work performance of the Secretariat of the DPRD of Central Java Province; find out together the magnitude of the influence of work ability and work motivation on the work performance of the employees of the DPRD Secretariat of Central Java Province. The theory used in this research is Gibson's theory for work ability, Wijono's theory for work motivation, Sutrisno's theory for work performance. The method used in this research is explanative quantitative. The data analysis method used is quantitative analysis, namely Reliability Test and Validity Test, Kendall Tau Correlation Coefficient, Kendall W Concordance Coefficient, Coefficient of Determination. The results showed that the overall work ability variable (X1) was good with an average of 2.76, the work motivation variable (X2) was overall good with an average of 2.76, the work performance variable (Y) was overall good with an average of 2. an average of 2.66, work ability affects work performance by 73.3%, work motivation affects work performance by 73%, work ability and work motivation simultaneously affect work performance by 76.8%. The independent variable that most dominantly affects the work performance of the DPRD Secretariat of Central Java Province is the work ability variable. Further research is recommended to use other independent variables, namely environmental variables.

Abstract

The State Administration Agency (LAN) is an agency that has the authority to foster functional positions, especially policy analysts and improve the quality of bureaucracy government in Indonesia. The purpose of this research is to analyze human resource planning at the State Administration Institute. This study uses a qualitative descriptive approach. Data collection techniques were carried out using literature study and interview methods. Determination of informants in the interview technique is to use purposive sampling. Human resource planning at the State Administration Institute from the results of the author's research analysis, it can be concluded that the process has been running quite well. This can be seen from the application of Governmental Regulations No. 11 of 2017, Head of LAN Regulation Number 2 of 2019 concerning HR Management and Minister of Administrative and Bureaucratic Reform No. 3 of 2020. The obstacles faced in the recruitment process for LAN employees are technical problems and data integration. Suggestions that can be given by researchers are the need for making a flowchart of human resource planning in LAN and innovation in human resource development strategies for LAN employees.

Abstract

The role of stakeholders is very decisive for implementing a policy, including the policy of granting permits to build houses of worship. Although in practice, in some cases, there are often conflicts between stakeholders. The Bekasi City Government has compiled Bekasi Mayor Regulation No. 107 of 2019 concerning Procedures for Granting Permits for the Construction of Houses of Worship. However, each stakeholder has not implemented these regulations properly, as evidenced by the frequent occurrence of conflicts. This study aims to analyze the role of stakeholders and identify the actors' understanding of the roles they carry out. This study uses the Theory of Power versus Interest from Bryson as the theoretical basis for this research. The methodology used in this research is descriptive qualitative, using secondary and primary data. The results showed that the Kesbangpol Agency was a Context Setter with the roles of Policy Creator, Facilitator, and Coordinator. Bekasi City FKUB is Key Player who have the roles of coordinator, Facilitator, and implementer. The Regional Office of the Ministry of Religion of Bekasi City is a key player who has the Policy Creator, Facilitator, and Implementer role. The Social Welfare Agency for the Regional Secretariat of the city of Bekasi is a Context Setter with the roles of Facilitator and Implementer. Sub-Districts is a Crowd with the role of Facilitator. Urban Village is a Crowd with the role of Facilitator. Regarding understanding, there are two supporting factors in granting permits to build houses of worship in Bekasi City, namely value and communication. Meanwhile, two other inhibiting factors are communication and policy sources.

Abstract

Desa Wisata Kemetul has been running for about 10 years, but its development is slow and its existence is not widely known by the public, which is the background of this research. Lack of commitment from stakeholders so that the development of this tourist village is not running optimally. Based on this, the researchers conducted research related to collaborative governance and the success factors in the development of the Desa Wisata Kemetul. The purpose of this study was to determine the analysis of collaborative governance and the factors that support its success in the development of the Desa Wisata Kemetul. The research method used in this research is descriptive qualitative. The main research subjects are stakeholders related to purposive sampling technique. The research site is in Desa Wisata Kemetul with data collection techniques through direct observation, interviews, related documents and audio-visual materials. The results of the study show thatfaces collaborative governance stillmany obstacles, this is evidenced by the analysis ofmodel collaborative governance Ansell and Gash's, such as: strictness of rules, understanding of shared vision and mission, lack of commitment and participation. The supporting success factors are: strong trust, the existence of regulations, the division of responsibilities, the sharing of information and the availability of resources, besides that there are several indicators that have not been met, namely: network structure, commitment and clarity of governance.

Abstract

Poverty is a major problem felt by the majority of countries, including Indonesia. The government minimizes the problem of poverty by doing the development and implementation of community-based program, the program that PKH. Family Hope Program is a program of social assistance conditional to family and / or poor and vulnerable person enrolled in an integrated data management poverty. This study uses a descriptive qualitative research method. The results of this study indicate that the implementation of the Family Hope Program policy in Ngaliyan District is not in accordance with the objectives of PKH and the supporting and inhibiting factors come from communication, resources, disposition and bureaucratic structure. Suggestions for this research are the need for a communication strategy, take a community approach, increase the number of human resources, and increase the number of allocations and budgets.

Abstract

In some developed countries, public transportation is the main choice for mobility, on the other hand, in Indonesia, most people still use private transportation, causing congestion. This condition indicates that the community has not fully utilized public transportation modes in carrying out activities. Public Value is a dialogue that is generated between the government in hearing a problem and to become a joint solution in improving an existing service based on the experience of the community and the needs of the community in using Trans Semarang. Using field observations and literature studies with a qualitative approach. Using public value theory, it was found that the reason for the lack of users and the increase in private vehicles was based on the poor experience of the community in using Trans Semarang and the unfulfillment of public value in services. Semarang as the basis for improvement and improvement of existing services.
