Abstract

The Government of Kebumen Regency established a policy to relocate street vendors (PKL) from the Alun-alun of Kebumen Regency to Kapal Mendoan through Kebumen Regent Regulation Number 51 of 2024 concerning the Location and Schedule of Street Vendors’ Business Activities. In its implementation, the relocation policy is considered not to have been implemented optimally, as several problems were identified, resulting in Kapal Mendoan having limited attractiveness and a significant number of vacant kiosks. This study aims to analyze the implementation of Good Governance principles as well as the supporting and inhibiting factors of the street vendor relocation policy at the Alun-alun of Kebumen Regency, with Kapal Mendoan as the case study. This research employs a qualitative research method, with data collected through interviews, observations, and literature review. The results indicate that the relocation policy of street vendors at the Alun-alun of Kebumen Regency has been less effective, as there are still obstacles in the dimensions of transparency, accountability, rule of law, and effectiveness and efficiency, although the dimensions of participation and equity have been implemented relatively well. The supporting factor in the implementation of the relocation policy is communication, while the inhibiting factors include resources, bureaucratic structure, and disposition.

Abstract

The Greater Jakarta Metropolitan Area is a center of economic activity with a high level of population mobility, making public transportation modes such as the TransJakarta Bus Rapid Transit (BRT) the primary choice for commuters. TransJakarta Corridor 1 (Blok M - Kota) is one of the busiest routes with a continuously increasing number of users in line with the growth of the urban population in Jakarta. However, the increase in the number of users is not always matched by user satisfaction, which is influenced by suboptimal service quality and user complaints on social media that indicate a lack of responsiveness from the operator in handling complaints. This study aims to analyze the effect of Service Quality (X1) on User Satisfaction (Y), the effect of Complaint Handling (X2) on User Satisfaction (Y), and the simultaneous effect of Service Quality (X1) and Complaint Handling (X2) on User Satisfaction (Y) among TransJakarta BRT Corridor 1 users. This study uses a quantitative explanatory approach, collecting data through questionnaires, documentation, and interviews with TransJakarta BRT users based on proportional random sampling techniques involving 100 respondents spread across Corridor 1 (Blok M - Kota) bus stops. The analysis techniques used include the Spearman Rho validity test, Cronbach's Alpha reliability test, Kendall Tau (τ) correlation, Kendall Concordance (W), and Coefficient of Determination (R²). The results show a positive and significant relationship between Service Quality (X1) and User Satisfaction (Y) of 0.633, with the coefficient of determination contributing 59.9%. The correlation of other variables shows that there is a positive and significant relationship between Complaint Handling (X2) and User Satisfaction (Y) of 0.580 and a coefficient of determination of 48.8%. Simultaneously, there is a positive relationship between Service Quality (X1) and Complaint Handling (X2) with User Satisfaction (Y) of 0.998 and a coefficient of determination of 60.3%. This study is expected to provide an overview of the relationship between service quality and complaint handling with user satisfaction, as well as provide recommendations for TransJakarta operators to improve services in Corridor 1.

Abstract

This study is motivated by the suboptimal level of marriage registration and ownership of marriage certificates in Karo Regency, despite the implementation of the SENEMBAS program as a public service innovation. This condition indicates a gap between policy design and its implementation in practice. This research applies George C. Edwards III’s policy implementation theory, which emphasizes four key variables: communication, resources, implementers’ disposition, and bureaucratic structure. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observation, and documentation. The findings reveal that the implementation of the SENEMBAS program has not been fully effective. The communication aspect faces challenges due to uneven information dissemination and limited public understanding. In terms of resources, there are constraints in both the quantity and capacity of personnel, as well as geographical accessibility. The implementers’ disposition varies in terms of commitment, while the bureaucratic structure has not fully supported effective inter-unit coordination. In conclusion, the success of the SENEMBAS program implementation is highly dependent on the integration of these four factors. Therefore, strengthening policy communication, enhancing resource capacity, and optimizing institutional coordination are necessary to improve service effectiveness.

Abstract

Motor vehicle tax administration services at the Samsat Office of Sleman Regency represent a form of public service characterized by a high level of interaction between the government and the community. The identified issues relate to the clarity of service procedures, waiting time during service delivery, and the attitude of officers in serving the public. This study aims to analyze the implementation of the principles of transparency, effectiveness and efficiency, and accountability in public services at the Samsat Office of Sleman Regency, as well as to identify the supporting and inhibiting factors affecting their implementation. The research problems and objectives are examined using the concept of good governance through the principles of transparency, effectiveness and efficiency, and accountability as the analytical framework. This study employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation of service activities at the Samsat Office of Sleman Regency. The results indicate that the principles of transparency, effectiveness and efficiency, and accountability have been implemented through the provision of various service information channels, the application of a queue system, and mechanisms for supervision and public complaints. Service effectiveness is also supported by service innovations such as drive-thru services, mobile services, and the use of digital payment systems. The implementation of good governance principles has been carried out but has not yet reached an optimal level due to limitations in public digital literacy, fluctuations in the number of taxpayers, and the limited integration of digital service systems. This study recommends strengthening integrated digitalization of services and optimizing the drive-thru service innovation to improve the quality of public services at the Samsat Office of Sleman Regency.

Abstract

Public information services through the PPID website of Purworejo Regency have not been utilized optimally despite the availability of supporting regulations and infrastructure. This study aims to describe and analyze the implementation of public information service management policy through the PPID website based on Purworejo Regent Regulation Number 24 of 2017, particularly Article 5 paragraph (2) and Article 8 letter (d), as well as to identify its driving and inhibiting factors using George C. Edwards III's policy implementation theory. This study employs a descriptive qualitative method with data collection through in-depth interviews, observation, and documentation studies, analyzed through data condentation, data presentation, and conclusion drawing. The results indicate that policy implementation has progressed gradually but has not been fully optimal. The availability of information systems, storage and documentation, as well as the provision of information to the public have run optimally, however, website accessibility and the reach of services to the community have not been optimal. Driving factors stem from adequate technical infrastructure, openly accessible SOPs, structured internal communication. Meanwhile, inhibiting factors include dual workloads of personnel, gaps in OPD operator understanding of public information disclosure substance, the absence of knowledge transfer mechanisms during personnel turnover, lack of dedicated budget allocation, and minimal specific outreach to the community.

Abstract

Tidal flooding (rob) continues to affect coastal areas in Kecamatan Sayung, resulting in a decline in housing quality for 543 households in 2023. The Government of Demak Regency subsequently enacted Regent Regulation Number 4 of 2024 concerning Guidelines for the Implementation of Housing Construction and Rehabilitation Assistance for Disaster Victims through the Relocation Program. The relocation program introduces several requirements that potentially create disparities in assistance among disaster-affected residents. This study aims to analyze the success of the policy on housing construction and rehabilitation assistance for disaster victims through the relocation program in fulfilling the need for adequate housing for low-income families and communities in Sayung District, Demak Regency, as well as to examine the factors hindering its implementation. This study employs a descriptive qualitative method, with data collected through observation and interviews using purposive sampling techniques. The study applies William N. Dunn’s Policy Evaluation theory and Subarsono’s concept of policy implementation barriers. The results show that the policy of providing housing construction and rehabilitation assistance for disaster victims through the relocation program has not yet succeeded in fulfilling the need for adequate housing for low-income families and communities in Sayung District, Demak Regency because the policy has not been effective, efficient, sufficient, equitable, responsive, and appropriate in addressing the provision of adequate housing. The obstacles encountered include policy complexity, limited supporting resources, and the socio-economic conditions of the target groups. The recommendations include strengthening cross sectoral synergy in implementing the relocation program, expanding funding sources through partnerships with the private sector, increasing public outreach and education regarding the relocation program, and strengthening the economic empowerment of communities after relocation.
