Abstract

Public transportation services serve as a key means of mobility for urban communities, making service quality an essential aspect of their management. The Light Rail Transit (LRT) South Sumatra, as one of the mass transportation modes, still faces several service-related challenges. This study aims to analyze service quality and identify the factors contributing to it. The research employs a qualitative descriptive method with data collected through interviews, observations, and documentation, using the five-dimensional service quality theory by Zeithaml, Parasuraman, and Berry (1990) in Hardiyansyah (2018:63), as well as the service quality factor theory by Albert and Zemke in Dwianto (2006:140). The findings indicate that overall service quality is good, although certain dimensions show deficiencies. In terms of tangibility, facilities such as lifts and escalators are not consistently operational. Regarding reliability, operational delays and suboptimal information delivery are still observed. For responsiveness, staff response is not always prompt, especially during peak periods. Meanwhile, the assurance and empathy dimensions show positive results through service security, fare certainty, and the courteous and professional attitude of staff. Supporting factors include the implemented strategies and the role of passengers in service use. However, system inefficiencies and limitations in human resources remain obstacles to optimal service delivery. Recommendations include improving facility maintenance, enhancing operational communication systems, and adjusting staff allocation to ensure more effective service performance.

Abstract

The importance of staff performance in the implementation of public services is particularly evident in the Building Approval Service Unit (Persetujuan Bangunan Gedung/PBG) at the Semarang City Spatial Planning Office, which is required to provide services that are effective, efficient, and responsive to community needs. This study aims to analyze staff performance in the implementation of PBG services and to identify the factors influencing such performance. The research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. Data analysis is conducted through the stages of data reduction, data presentation, and systematic conclusion drawing. The results indicate that, in general, the performance of PBG service staff has been relatively good, as reflected in aspects of productivity, service quality, responsiveness, and the utilization of information technology systems. However, several challenges remain, including delays in data updates, technical disruptions in the system, and less-than-optimal responsiveness in addressing public concerns. In addition, the ability to adapt to policy changes and consistency in implementing standard operating procedures still need improvement. The study concludes that although the performance of PBG service staff shows a positive trend, continuous improvement efforts are necessary through enhancing human resource capacity, optimizing service systems, and strengthening internal supervision to achieve higher-quality public services that are oriented toward community satisfaction.

Abstract

Follow-up on Supervision Results (TLHP) is an important process included in the series of supervision processes where recommendations for improvement on audit findings are followed up and implemented. The completion of TLHP by the Central Java Provincial Inspectorate has not yet met the target set by the Central Java Provincial Inspectorate of 85% in several years and the process of completing the TLHP exceeds 60 days in accordance with Governor Regulation No. 14 of 2021 concerning the Handling of Follow-Up on Audit Findings in the Central Java Provincial Government. This study aims to identify and analyze the factors that contribute to organizational performance in the completion of TLHP by the Central Java Provincial Inspectorate. The study is based on the theory of organizational performance factors to identify factors that contribute to organizational performance. This study is a descriptive qualitative study. The data sources in this study were obtained through interviews and documentation. Informants were selected using purposive and snowball sampling techniques. The results of the study indicate that there are factors that contribute to encouraging and inhibiting organizational performance, which have an impact on the effectiveness of the completion of TLHP by the Central Java Provincial Inspectorate. The factors that contribute to encouragement are organizational structure, management policies, and facilities and infrastructure, while the factors that contribute to inhibition are human resources, management information systems, workload, and the complexity of recommendations.

Abstract

The batik industry is part of Indonesia's cultural heritage, possessing economic and social value for the community. However, the Rejomulyo Batik Village in Semarang City faces a year-over year decline in the number of artisans, threatening the sustainability of the local batik business. This situation highlights the importance of community empowerment involving collaborative efforts between the government and artisan communities. This study aims to analyze empowerment of the batik artisan in the Rejomulyo Batik Village in Semarang and to identify supporting and inhibiting factors. Informants were selected using purposive sampling. The results indicate that empowerment is carried out through batik training, production facilitation, business mentoring, and promotional support. This empowerment contributes to improving artisan skills and strengthening the existence of the Rejomulyo Batik Village as a batik center. However, these efforts have not been fully able to prevent the decline in artisan numbers. Supporting factors include training programs and the potential of Semarang's distinctive batik, while inhibiting factors include budget constraints and weak coordination between the actors involved.

Abstract

Gender mainstreaming in Semarang City is measured through various indices, one of which is the Gender Empowerment Index (GEI). One of the local government's efforts to improve the GEI is through the establishment of various PUG institutions at both the regional and local bureaucracy levels, one of which is the Focal Point in each bureaucracy. The existence of the Focal Point aims to advocate for gender mainstreaming, which is reflected in the form of gender data analysis in each bureaucracy. However, despite the various facilities that have been provided and the establishment of these institutions, the GEI data for Semarang City for 2021-2023 shows fluctuating figures that tend to decline. This study aims to analyze the extent of the success of the Focal Point in improving GEI as the most strategic institution at the bureaucracy level in Semarang City, along with its inhibiting factors, using the phenomena of efficiency, effectiveness, adequacy, equity, responsiveness, and accuracy from William N. Dunn, as well as inhibiting factors such as bluffocracy and consultocracy from Christopher Hood and Michael Jackson. A descriptive qualitative approach was used with field observation, documentation, literature study, and in-depth interviews with officials from Office of Women's Empowerment and Child Protection (DP3A), Regional Development Planning Agency (Bappeda), and Tembalang District. Data analysis used the Miles and Hubberman analysis technique through collection, condensation, presentation, and verification through triangulation to assess implementation. The findings show that the Focal Point, which was analyzed in terms of efficiency, adequacy, and accuracy, succeeded in improving Semarang City's GEI in 2024. However, in terms of effectiveness, equity, and responsiveness, it was considered to have contributed less to the improvement of GEI. The inhibiting factors were low substantive understanding and dependence on consultants or external institutions. The researchers recommend strengthening internal capacity, allocating resources appropriately, and conducting continuous monitoring to improve policy responsiveness and accuracy.

Abstract

Community based tourism village development requires collaboration among multiple actors in management and decision-making processes. In practice, the involvement of government institutions, local communities, and supporting organizations often creates diverse patterns of cooperation shaped by the social context of each village. Bantaragung Tourism Village in Majalengka Regency represents one example of a tourism village that has developed through multi-actor involvement in managing village tourism activities. This study aims to understand the dynamics of Collaborative Governance in the development of Bantaragung Tourism Village by employing the Collaborative Governance model proposed by Ansell and Gash, which includes starting conditions, institutional design, facilitative leadership, and collaborative processes as an analytical framework. This research applies a descriptive qualitative method, with data collected through in depth interviews and documentation. The findings indicate that collaboration among actors comprising the Village Government, Tourism Awareness Group (Pokdarwis), Village Owned Enterprise (BUMDes), the Department of Tourism and Culture of Majalengka Regency, and the local community has been established through coordination, communication, and cooperative mechanisms in tourism village development. These interactions have gradually evolved through dialogue, role sharing, and community involvement in various tourism activities. Local leadership plays an important role in facilitating relationships among actors and maintaining collaborative continuity, although community participation in strategic decision making is still developing progressively. The study concludes that Collaborative Governance in the development of Bantaragung Tourism Village can be understood as a collaborative process formed through social interaction and shared experiences among actors, contributing to the sustainability of community-based tourism village management.

Abstract

This Study aims to analyze the user satisfaction of the SRIKANDI application at Secretariat General Regional Representative Council at Secretariat General of the Regional Representative Council Republic of Indonesia. The implementation of the SRIKANDI application is part of the government's effort to support digital archive management and improve administrative efficiency in public institutions. During the adaptation of the application still needs to be improved from several aspects. This Research applies quantitative approach using the End User Computing Satisfaction (EUCS) model. The data were collected through an online questionnaire from 85 respondents and analyzed using PLS-SEM. The analysis result show that three variables, which content, Format, and Timeliness are influences the user satisfaction of the SRIKANDI application. Meanwhile, the variables of accuracy and ease of use do not show a significant influence on user satisfaction. These findings of the study suggest and recommend to improving the the quality of documents uploaded to be more organized and properly managed by classified, improving the interface of the application, upgrade the server capacity and conducting regular system maintenance.

Abstract

Gender-based violence remains a serious social problem in Indonesia as it directly affects the quality of life of women, children, and family resilience. The government has introduced the Pusat Pembelajaran Keluarga Program (PUSPAGA) as a preventive effort through education, counseling, and family assistance services to reduce physical and non-physical gender-based violence. However, the implementation of this program in East Semarang District has not shown optimal results. This study aims to identify and analyze the factors that cause the unsuccessful implementation of the PUSPAGA program in reducing gender-based violence in East Semarang District. This research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. Research informants were determined using purposive, random, and snowball sampling techniques. Data analysis was conducted through data condensation, data presentation, and conclusion drawing, with validity testing using source and method triangulation. The results show that the suboptimal implementation of the program is influenced by five main dimensions: policy content, resources, actors, implementation context, and communication and coordination. The main obstacles include limited human resources, particularly psychologists and counselors, low intensity of socialization, and strong socio-cultural factors such as patriarchal views and the perception that domestic violence is a private matter. These conditions cause the program to focus more on case handling rather than preventive efforts. Therefore, strengthening community-based socialization, improving human resource capacity, and enhancing cross-sectoral coordination are necessary to increase the effectiveness of the PUSPAGA program in reducing gender-based violence.

Abstract

This study examines the successful diffusion of a salt tunnel system innovation among the Jagad Kidul Salt Farmers Group in Kebumen Regency. This innovation was introduced through training by the Kebumen Regency Maritime Affairs and Fisheries Office in collaboration with the Tegal Fisheries Training and Extension Center and encouraged the establishment of Kampung Garam as a model for innovation based on local adaptation. The study aims to analyze the diffusion of innovation process and the factors supporting its success. The method used was qualitative with a descriptive approach. Data collection techniques included observation, interviews, and documentation. The analysis diffusion of innovation is based on Everett M. Rogers four main elements: innovation characteristics, communication channels, timeframe, social systems, and supporting factors. The results indicate that the diffusion of innovation proceeded well and was sustainable. The innovation was deemed profitable, easy to use, testable, and easily observed. Communication channels included interpersonal communication and mass media. The innovation decision-making process encompasses the stages of knowledge, persuasion, decision, implementation, and confirmation, with adopters as the primary adopters and early adopters. Success factors include individuals, culture, knowledge, and reinvention. The researchers recommend strengthening government support, particularly in marketing, facility suitability, strengthening opinion leaders, and program transparency.

Abstract

The free education program at SMA Negeri Sumatera Selatan is an initiative of the Government of South Sumatra Province aimed at expanding access to internationally oriented quality secondary education for high-achieving students from underprivileged families as part of efforts to improve the quality of educational services and alleviate poverty. This study aims to analyze best practices, which include impact, partnership, sustainability, leadership, and transferability, as well as the supporting factors for the successful implementation of the free education program based on the policy implementation model proposed by George C. Edwards III, which consists of communication, resources, disposition, and bureaucratic structure. This research employs a descriptive qualitative approach using purposive sampling techniques. Data were collected through in-depth interviews, observation, and documentation, and were validated using source, and technique triangulation. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that the free education program at SMA Negeri Sumatera Selatan meets the criteria of best practice through its impact on improving the quality of education and access for underprivileged families, partnerships involving government, academic institutions, and private sector, the sustainability of program development, delegative leadership, and its transferability to other regions. The supporting factors for the successful implementation of the program include clear, consistent, and continuous policy communication; the availability of competent human resources; adequate and sustainable budget support; and supportive facilities and infrastructure. In addition, the commitment of policy implementers and a well-structured bureaucratic system with clear division of authority and effective coordination also contribute to the program’s success. This study recommends that the Government of South Sumatra Province continue implementing and developing the free education program as a strategic public policy instrument to improve the quality of human resources and as a sustainable model for the implementation of free education policies.
