Abstract

This study aims to analyze the role of PT Integrasi Transit Jakarta in the management of Martha Christina Tiahahu Literacy Park, South Jakarta. Martha Christina Tiahahu Literacy Park is one of the public spaces developed as a facility for literacy, education, recreation, and social interaction for the community. This research focuses on the role of PT Integrasi Transit Jakarta as the managing entity of the literacy park. This study employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, field observations, and documentation. The research informants consisted of the management of PT Integrasi Transit Jakarta, park operational staff, and visitors. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that PT Integrasi Transit Jakarta has performed most of its roles in managing the literacy park quite well, particularly as an innovator, modernizer, pioneer, and implementer. PT Integrasi Transit Jakarta has successfully introduced the concept of a literacy park integrated with a transitoriented area, utilized technology in monitoring and service systems, and activated the park through various literacy programs and community collaborations. However, its role as a stabilizer has not been fully optimal, particularly in enforcing regulations and preventing vandalism on park facilities. Supporting factors in the implementation of PT Integrasi Transit Jakarta’s role include organizational characteristics and management characteristics. Meanwhile, inhibiting factors stem from environmental characteristics and worker characteristics. Based on these findings, the management of Martha Christina Tiahahu Literacy Park by PT Integrasi Transit Jakarta needs to be continuously improved through strengthening supervision, enhancing facility quality, and developing sustainable literacy programs to ensure that the park functions optimally as an educational and inclusive public space.

Abstract

The management of Mangrove Tapak Ecotourism in Semarang City faces various challenges. Therefore, stakeholders play an important role in the management of Mangrove Tapak Ecotourism. This study aims to analyze the roles of stakeholders in the management of Mangrove Tapak Ecotourism, Semarang City, as well as to identify and analyze the supporting and inhibiting factors affecting stakeholders’ roles in its management. This research employs a descriptive qualitative approach. Data were collected through interviews, observation, and documentation studies. The results indicate that stakeholders have implemented various strategies in the management of Mangrove Tapak Ecotourism, Semarang City, including the optimization of sustainable coastal resource and environmental utilization, preservation of coastal resource and environmental functions, consideration of regional conditions and potentials as well as local wisdom, and the development of community participation, empowerment, and partnerships. The supporting factors for stakeholders’ roles include conservation policy support, rehabilitation programs and infrastructure, assistance, promotion, as well as coordination and supervision among relevant parties. Meanwhile, the inhibiting factors include limitations in authority and funding of local governments, suboptimal regulations and policy understanding, limited human resources, and the absence of clear mechanisms for cooperation and structured management. An important finding of this study is that policy creators play a minor role in the management of Mangrove Tapak Ecotourism, Semarang City. This is due to policies having limited impact and the managers’ understanding of policies being merely normative in nature.

Abstract

Community empowerment in the Paguyuban Mitra Nelayan Sejahtera Juwana is an effort to accommodate fishermen who own purse seine vessels with a gross tonnage (GT) of more than 30. This study aims to analyse the empowerment of coastal communities, particularly fishermen who own purse seine vessels in the Paguyuban Mitra Nelayan Sejahtera Juwana, Kabupaten Pati. This study uses a qualitative descriptive method. The data sources in this study were obtained from interviews, observations, and documentation. The informant selection technique was carried out using purposive sampling. Data analysis was conducted using the empowerment theory perspective. The results of the study show that the empowerment of fishermen who own boats in the Paguyuban Mitra Nelayan Sejahtera Juwana has gone through three stages, including raising awareness among the fishing community of the problems or threats they face, enhancing the capacity of individual fishermen and fishing groups through discussion, education, knowledge transfer, and strengthening communication for policy advocacy that supports the sustainability of the fishing business, as well as increasing the empowerment of members in political, economic, and social aspects. The driving factors in the empowerment at the Paguyuban Mitra Nelayan Sejahtera Juwana are the motivation of members to join, the availability of sufficient funds from member contributions to cover operational costs, and the availability of adequate facilities and infrastructure. Meanwhile, the factors hindering empowerment activities are government policies in the form of laws, regulations, and directives from the central government that are not adaptive to the real conditions of fishermen who own boats.

Abstract

The development of religious tourism in Semarang City represents a strategic issue in regional tourism development due to the increasing demand for tourism experiences that emphasize spiritual, cultural, and educational values. However, the sector has not been optimally managed, as reflected in governance weaknesses, limited innovation in tourism programs, and the inadequate integration of digital promotion and public service quality. This study aims to formulate effective development strategies for religious tourism in order to increase tourist visits in Semarang City. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observation, and documentation. Data analysis was conducted using SWOT analysis to identify internal and external factors influencing the development of religious tourism. The findings indicate that religious tourism in Semarang City possesses strong potential in terms of attractions, accessibility, and government support, yet continues to face challenges such as weak coordination among destination managers, low professional capacity of human resources, and inconsistent service quality, particularly regarding cleanliness, safety, and visitor comfort. Based on the SWOT analysis, three main strategies were formulated: strengthening integrated digital promotion, enhancing the capacity and professionalism of tourism managers, and developing culturally and educationally oriented tourism programs. This study concludes that the implementation of integrated and sustainable strategies plays a crucial role in improving the competitiveness of religious tourism and increasing tourist visits in Semarang City.

Abstract

The Semarang City Fire Service faces complex challenges in emergency service delivery, including a growing non-fire rescue workload, personnel shortages, and operational infrastructure constraints. This study aims to analyze the institutional capacity of the Fire Service in providing emergency services in Semarang City and to identify its enabling and inhibiting factors. A qualitative descriptive approach was employed, with data collected through in-depth interviews, observation, and documentation. Informants were selected via purposive sampling, comprising organizational leaders, operational officers, and community service users. Data validity was ensured through source and method triangulation. The analytical framework draws on Grindle's (1997) institutional capacity theory, covering three dimensions: human resource development, organizational strengthening, and institutional reform. The findings reveal that institutional capacity is functional but not yet fully optimal. The human resource development dimension sustains operational service delivery, though constrained by personnel deficits, uneven training distribution, and psychological sustainability challenges. The organizational strengthening dimension is relatively robust structurally, yet impeded by limited renewal of strategic infrastructure and the absence of performance-based recognition. The institutional reform dimension performs optimally, evidenced by SOP updates, command center integration, and technology-based innovation. Enabling factors include collective commitment and conducive leadership, while the primary inhibiting factor is suboptimal regulatory responsiveness stemming from gaps between formal SOPs and dynamic field conditions.

Abstract

This study aims to analyze the forms of actor interdependency in the production process of chili commodities in Kumpeh District, Muaro Jambi Regency, and to identify the driving and inhibiting factors within these dependency relationships. The challenges in chili production in this area are not solely related to technical cultivation aspects, but also reflect a gap between local government policies and farmers’ needs in the field. The involvement of Bank Indonesia as a non-governmental actor in the development of the chili cluster has contributed to a shift in farmers’ dependency patterns, indicating the dynamics of network governance within the regional agricultural sector. This research employs a descriptive qualitative method using in-depth interviews with key informants. The analysis focuses on identifying patterns of resource exchange, forms of dependency relationships, and the quality of coordination among actors. The findings reveal that interdependency among actors has emerged based on mutual awareness of their respective resource limitations and capacities. However, these relationships remain largely pragmatic and have not yet been institutionalized within a shared regulatory framework, resulting in asymmetric dependency patterns that do not fully reflect optimal network coordination. The driving factors of interdependency include actors’ awareness of the need for collaboration, the responsiveness and flexibility of Bank Indonesia’s programs, and the leadership initiatives of village governments. Meanwhile, the main inhibiting factors consist of ineffective bureaucratic communication, unclear cross sectoral coordination mechanisms, limited capacity of agricultural extension officers, and ecological factors in the form of recurring annual floods that have not been integrated into program planning. This study concludes that the existing interdependency remains pragmatic and asymmetric in nature. It recommends the institutionalization of coordination mechanisms through joint standard operating procedures and the synchronization of the government’s budgeting calendar with the actual planting cycles of farmers in the field.

Abstract

Water pollution caused by domestic wastewater discharge has become an increasingly complex environmental problem, particularly in urban areas experiencing rapid population growth and development activities. Batam City, as an industrial and trade hub, faces increasing volumes of domestic wastewater that may potentially degrade water quality if not properly managed. Therefore, an integrated domestic wastewater management system through a Wastewater Treatment Plant (WWTP) is required. This study aims to analyze domestic wastewater management based on WWTP in Batam City and to identify the driving and inhibiting factors affecting its management process. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The analysis applies the POAC management theory (Planning, Organizing, Actuating, Controlling)to examine the management process of domestic wastewater, and the PRECEDE–PROCEED model to identify the driving and inhibiting factors influencing the management system. The results show that domestic wastewater management based on WWTP in Batam City has been supported by planning and institutional involvement from the local government and the Batam Indonesia Free Zone Authority (BP Batam). However, several challenges remain, including limited WWTP service coverage, low household connection to the centralized wastewater system, and limited coordination among institutions in monitoring wastewater management. In addition, community awareness, infrastructure availability, and regulatory support are factors influencing the management process of domestic wastewater in Batam City. This study indicates that domestic wastewater management based on WWTP in Batam City still faces various challenges in planning, organizing, actuating, and controlling aspects. Therefore, strengthening institutional coordination, expanding WWTP service coverage, and increasing public awareness are necessary to support sustainable urban environmental quality.

Abstract

The high number of child violence cases in the City of Semarang forms the background of this research, despite the existence and implementation of the Child Friendly City (Kota Layak Anak/KLA) policy, particularly within the Special Protection Cluster, which has not yet been optimally fulfilled. This study aims to evaluate the implementation of the Child Friendly City (KLA) policy in Semarang, specifically in meeting the requirements of the Special Protection Cluster. This research employs a qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model to obtain a comprehensive overview of the policy context, available resources, implementation processes, and achieved outcomes. Data collection techniques include in depth interviews, observation, and document analysis involving relevant government agencies and target groups. The findings indicate that in the implementation of the Child Friendly City policy, particularly in fulfilling Cluster V Special Protection, several obstacles remain, resulting in suboptimal implementation. The achievement of the “Main” category Child-Friendly City award does not necessarily indicate that children in Semarang are fully protected. The fact that not all areas of Semarang have been reached demonstrates that child protection efforts are not yet evenly distributed. This condition is influenced by various inhibiting factors, such as the limited number of human resources, the absence of clear success indicators, and a lack of commitment among policymakers. Overall, the implementation of the Child Friendly City policy in fulfilling Cluster V Special Protection has been carried out but has not yet been fully optimal in both preventive and curative aspects. Therefore, improvements are still needed in several areas, including strengthening coordination among the Gugus Tugas KLA, establishing an integrated reporting system, and reinforcing the commitment of the Task Force to ensure that children can grow and develop in a safe environment.

Abstract

The regulation of street vendors is one of the local government’s efforts to maintain order in public spaces while supporting the economic sustainability of the informal sector. The city of Semarang regulates street vendors through Semarang City Regulation No. 3 of 2018. However, in practice, the implementation of this policy still faces various challenges, such as high rates of violations, limited resources, and low levels of vendor compliance with existing regulations. This study aims to analyze the implementation of the street vendor management policy in the City of Semarang and to identify the supporting and hindering factors in its implementation. This study employs a qualitative approach with a descriptive research design. Data collection techniques include interviews, observations, and documentation, involving informants from the Trade Department, the Civil Service Police Unit, the Spatial Planning Department, subdistricts, villages, and street vendors. The research analysis utilized George Edward III’s policy implementation theory, which encompasses communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of the street vendor management policy in Semarang City has not yet been optimal. This is attributed to limitations in human resources and budget, ineffective policy communication and outreach, as well as insufficient inter-agency coordination. In addition, low awareness and compliance among vendors with existing regulations also pose obstacles to policy implementation. Therefore, it is necessary to strengthen interagency coordination, increase outreach to vendors, and enhance oversight and enforcement of regulations so that the implementation of policies regarding street vendor management can proceed more effectively

Abstract

Public discussion about alleged mistargeting of the Kartu Indonesia Pintar Kuliah (KIP-K) program at Universitas Diponegoro in 2024 went viral on social media and Triggered a surge of digital advocacy. This study analyzes social media as a Policy-advocacy Trigger and explains coalition negotiation within the Policy Subsystem using the Advocacy Coalition Framework (ACF). Employing a qualitative descriptive-analytic design, the study draws on in-depth interviews with university bureaucratic actors and student organizations, complemented by documentation of social media content and relevant internal documents. Findings reveal two dominant coalitions: an institutional coalition emphasizing procedural legitimacy and privacy protection, and a transparency–distributive coalition emphasizing targeting fairness, transparency, and accountability. Social media acts as a strategic resource for issue framing, public opinion mobilization, and Pressure Politics that accelerate institutional responses. A Policy Broker role emerges through mediation mechanisms and communication channels that reduce conflict escalation and foster Policy-oriented learning. Coalition interaction produces Policy Outputs such as reactivating an official complaint channel, strengthening routine recipient evaluation (including an additional personal-income indicator), and initiating plans for field verification (offline surveys). Nevertheless, social-media advocacy also carries risks of doxxing, cyberbullying, and social stigmatization, calling for stronger digital ethics and clearer mediation governance.
