Abstract

Advertisement tax is a levies that local districts / cities on the implementation of the billboard. Advertising Tax convening aims to help improve the original income in order to carry out the development and care of the household own areas. In fact in the implementation of policy implementation have not been fully able to bring results in line with the target set. The focus of this research is the Implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang as the locus of research. This study uses theory implementation proposed by George Edward III, Meter and Horn theory and the theory of Grindle. This type of research is explanatory research that examines the influence between variables with hypothesis testing. The unit of analysis is the implementing agency personnel policy the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang related (Employee field of local taxes). A representative sample use Proportional Random Sampling technique by taking 30 respondents. Statistical testing to measure the accuracy of instruments questions using validity and reliability test. hypothesis testing using the formula Kendall Rank Correlation Coefficient with Z Significance Tests with SPSS method and coefficient of determination.. The research proves that there is a positive and significant relationship between attitudes to the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 11.4% relationship. There is a positive and significant relationship between communication with the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 16.4% relationship. These results indicate that the hypothesis proposed in this study received. Based on the research, in order to achieve the successful Implementation Regulation 6 of 2011 about the advertisement tax, DPKAD Semarang need to conduct more intensive training to officers and providing extension or a more intensive socialization to taxpayers.

Abstract

The government which is responsible for implementing the State is required to improve the quality of public services so that the fulfillment of community needs can run well. One way the government can escalate this quality of public services is by creating an innovation. As an effort to improve public services in the field of licensing of health personnel, DPM-PTSP Semarang established a "SINAKES" Online Innovation. This study utilizes the Innovation Attribute theory of SINAKES Online and the theory of Driving Factors and Obstacles to Innovation in the Public Sector, which owned by Rogers and Albury. The results of this study show that SINAKES Online Innovation has relative advantages, suitabilities, complexities, possibilities to try and simplicities to observe. SINAKES Online Innovation has various driving factors, namely, the desire to change for the better, the availability of facilities and infrastructure, and supportive surroundings. However, there are also several inhibiting factors, such as short-term budgets and planning and excessive dependence on high performers. Therefore, to optimize the implementation of SINAKES Online, we need to specifically allocate budgets for its development and IT development training for employees such as holding workshops.

Abstract

Disaster in indonesia, it is not a stranger because it must be managed wellso there is a risk that may reduce. This study focused on the readiness of disaster management in regional disaster management agencies semarang city, hether in accordance with the theory of disaster management is pre stage of the disaster , disaster occurs , and after the disaster. And the purpose of this research is want to describe the management of disasters in the disaster on BPBD Semarang city also aware of the barriers faced in disaster management.A method of research in wearing that is descriptive qualitative with conductan interview to the speakers who have been in chose last time to get result is in want. The results obtained through interviews with a focus on three stages is pre disaster , when disaster , and after the disaster that BPBD Semarang city did not have the procedure remains at handling the disaster and monitoring. Hence BPBD Semarang must immediately realize the procedure remainshandling the disasters and their supervision, So that when tackling the disaster can walk with effective and efficient, for coordination must be in the fix that go well and the realization of BPBD ready to cope with the disasters in the city of Semarang

Abstract

In the era of regional autonomy and decentralized, the performance of public organizations have an important role in providing public services to the community. Blora subdistrict is a public organization that is in the province of Central Java. Blora subdistrict has a duty to carry out the wheels of government and public services at the district level. In achieving these goals is certainly influenced by the performance of the organization as a whole. As a district located in the city, it would be a representation of other subdistricts be interested researchers to discuss it. The purposed of this research is to analyze the performance of Blora District organizational in achieving their objectives, accordimg to the vision and mission of the organization. To see the performance of the organization, researchers viewed from various aspects, such as productivity, responsiveness, quality of service, cooperation, use of resources and timeliness. The second objective was to describe the factors inhibiting the Blora District of organizational performance. This research used qualitative descriptive study that refers to the concept of performance indicators and the condition of the locus recently. Based on the results, it can be explained that the performance of the organization has been run well. Such as the responsiveness indicators, quality of service, cooperation and timeliness. But, there’s a problem with the human resources and infrastructure. Therefore, the researchers gave suggestions to increase the competence of human resources. The organization have to optimizing existing facilities and infrastructure to support the activities and increase budget allocations and adjust according to budget targets.

Abstract

  Batik adalah salah satu kekayaan budaya Indonesia yang patut dilestarikan  merupakan salah satu produk tekstil yang besar terdapat di beberapa kabupaten dan kota Jawa Tengah, namun Kejayaan Batik Semarang di kancah dunia perbatikan  sempat memudar, dan Terbakarnya Kampung Batik di kawasan Bubakan pada zaman pendudukan Jepang ikut andil terhadap tenggelamnya Batik Semarang.Pemerintah telah melaksanakan strategi pembangunan baik fisik maupun non fisik untuk menghidupkan kembali Batik Semarang dan Kampung Batik seperti mengadakan pelatihan,aktif mengikuti pameran, serta melakukan studi banding ke beberapa kota Batik, namun strategi yang dilakukan pemerintah kurang terpadu sehinggaHasilnya pun tidak memuaskan. Masalah-masalah yang muncul adalah Bagaimana strategi kinerja yang dilakukan oleh Dekranasda dalam pengembangan Industri Batik Semarang?; Apa yang menjadi isu-isu strategis yang dihadapi oleh Pemerintah Kota dalam mengembangkan Industri Batik Semarang ?dan Bagaimana strategi yang baik untuk mengelola isu-isu tersebut? Tujuan Penelitian ini adalah untuk mengetahui strategi Pemerintah Kota Semarang,serta kendala-kendala nya juga memberikan strategi yang baik untuk mengelola kendala-kendala tersebut. Penelitian ini merupakan penelitian deskriptif kualitatif yang menggunakan metode manajemen strategik untuk mengungkapkan isu-isu strategis secara intensif , mendalam dan komprehensif dalam penanganan Optimalisasi Kampung Batik Semarang. Melalui Analisis SWOT dan Uji Litmus sebagai instrumen untuk mengukur lingkungan dan mendapatkan strategi yang diperlukan dalam Optimalisasi Kampung Batik Semarang. Hasil penelitian menunjukkan bahwa dalam Optimalisasi Kampung Batik  di Kota Semarang belum dapat dikatakan optimal, sehingga dibutuhkan strategi untuk meminimalisir kondisi tersebut. Strategi yang disarankan adalahPeningkatan kerjasama berbagai sektor usaha dan  pelibatan masyarakat dalam pengembangan Kampung Batik serta meningkatkan  sarana dan prasarana penunjang dalam Optimalisasi Kampung Batik

Abstract

Penanggulangan bencana merupakan salah satu upaya pemerintah untuk melindungi masyarakat dari bahaya bencana. Tahap tanggap darurat adalah kegiatan yang dilakukan saat bencana terjadi untuk mengurangi dampak negatifnya. Tanah longsor menjadi salah satu bencana yang paling sering terjadi di Kabupaten Semarang yang penting diatasi demi terciptanya keamanan masyarakat. Penelitian ini lebih lanjut akan membahas mengenai implementasi kebijakan penanggulangan bencana pada tahap tanggap darurat bencana tanah longsor di BPBD Kabupaten Semarang. Metode yang digunakan adalah metode kualitatif tipe deskriptif. Tujuan penelitian ini adalah untuk melihat bagaimana implementasi kebijakan penanggulangan bencana pada tahap tanggap darurat bencana tanah longsor yang berangkat dari fenomena penelitian tentang tahapan tanggap darurat, serta mendeskripsikan faktor-faktor yang dianggap mempengaruhi implementasi kebijakan menurut teori Van Meter dan Van Horn. Hasil penelitian menunjukkan bahwa dalam implementasi kebijakan yang dijalankan sudah berjalan dengan baik, walaupun masih terdapat keluhan masyarakat mengenai keterlambatan kedatangan tim tanggap darurat. Faktor pendukung dalam kebijakan ini adalah standar dan sasaran serta hubungan antar organisasi dengan lembaga terkait. Faktor yang menjadi penghambat yaitu kesalahpahaman alur pemberian bantuan dan sosialisasi, sumber daya, kondisi politik, kondisi sosial dan struktur birokrasi. Rekomendasi yang dihasilkan dari penelitian ini yaitu; Pihak Pemerintah lebih aktif mensosialisasikan kebijakan ; penambahan sumberdaya manusia dan fasilitas penunjang; memperbanyak program DESTANA ( Desa Tangguh Bencana ) dan menyarankan desa-desa untuk menyisihkan dana desa khusus untuk kegiatan kebencanaan.

Abstract

Program Buku Sekolah Elektronik (BSE) dilatarbelakangi oleh terkait mahalnya buku sekolah sebagai salah satu fasilitas penunjang pendidikan. Kemudian Menteri Pendidikan  dan Kebudayaan  mengupayakan ketersediaan buku murah dan berkualitas bagi peserta didik dengan program buku sekolah elektronik. Kebijakan ini berpijak pada Permrndiknas no 2 tahun 2008 tentang Buku.Tujuan penelitian evaluasi  ini adalah untuk mengetahui pencapaian tujuan dan faktor-faktor yang mempengaruhi pelaksanaan program Buku Sekolah Elektronik (BSE) di tingkat SMA di kota Semarang (Studi Pada SMA 9 Kota Semarang). Tujuan tersebut dapat tercapai melalui proses evaluasi dan di lihat dari kriteria evaluasi menurut Dunn  yaitu efektifitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatanHasil Penelitian ini menunjukan SMA 9 Kota Semarang telah memiliki kesiapan akan pemahaman dan  sarana pasarana yang baik untuk pelaksanaan program Buku Sekolah Elektronik. Namun pelaksanaan program Buku Sekolah Elektronik ini belum maksimal apa yang menjadi tujuan pun belum tercapai. Terdapat beberapa faktor yang mempengaruhi pelaksanaan BSE yang mempengaruhi (1) Sosialisasi (2) Petunjuk teknis  (2) Koordinasi yang kurang antara pemerintah dan sekolah  (3) Proses pendistribusian yang tidak dilakukan.  Dari hal tersebut  dituntut kesiapan dari pemerintah akan pelaksanaan kebijakan, kejelasan akan sosialisasi dan petunjuk teknis serta koordinasi yang baik antara stekholder dalam pencapaian tujuan yang di tetapkan

Abstract

Green open space (RTH) issue has been part of the municipal government of Kudus Regency policy. However, the policy had not been implemented effectively for there was only 8% of the total spaces available in the regency were used for the green open space. Participation of concerned stakeholders are necessary towards further development of the green open space (RTH). This research is a qualitative descriptive research which is aimed to know the commitment of leaders in developing Green Open Space in Kudus Regency and obstacle factors related to commitment of leaders in development of Green Open Space. This descriptive-qualitative study aimed to find out local leadership commitment in Kudus Regency to the development of the green open area (RTH). The study found that the local leaders did not have optimal commitment, as it might be evident from attitudes of leading by example, role in decision-making process, and promises to stipulate necessary local laws. The study also found some impending factors such as ineffective communiation in distributing information related to green open area, lacking competency among employees, and inadequate facilities. The study recommended improvement of some local leadership supporting indicators. Authorities in the municipal government of Kudus Regency must lead by examples, provide unused area for the green open space project, and improve competencies of the employees. Education and training programs, as well as seminars, are necessary to improve human resource development. In addition, local laws concerning the green open area must be enforced.

Abstract

The Dengue Hemorrhagic Fever (DHF) Control is an activity that consists of prevention and handling activities to break the chain of the dengue transmission. DHF is one of the endemic diseases in the city of Semarang, and Tembalang district is a sub-district that has the highest number of DHF patients every year. Based on this phenomenon, the Semarang City Government issued a Regional Policy Numb. 5 Year 2010 concerning the Control of DHF. The purpose of this study are to describe how the implementation of Regional Policy Numb. 5 Year 2010 concerning the Control of DHF in Tembalang District, Semarang City is and to find out the inhibiting factors of Regional Policy Numb. 5 Year 2010 concerning the Control of DHF in Tembalang District, Semarang City. This research is a type of descriptive research using descriptive qualitative method. Data collection techniques that are used consist of interview and documentation. Data analysis is implemented by collecting the data, data reduction, data explanation, and conclusion. The result of the study shows that this policy has been implemented since 2010, and the number of DHF sufferers is getting decreased. However, its implementation still encounters various obstacles, such as inadequate resources, poor quality of communication, lack of compliance with the policy content, and so on. Several recommendations regarding those problems can be given by applying some solution such as adding the number of officers, improving the intensity and quality of information delivery about the Regional Policy, evaluating the standard of operating procedures (SOP), and strengthening the coordination and cooperation between the implementing parties and other parties.

Abstract

In a country that is implementing a democratic system such as in Indonesia, Election is implementation of popular sovereignty which aims to bring a democratic government elected by the people. To perform their duties in administration of Elections, the Commissions established as one of the organizers of Election. This study will analyze the performance of Election Commission of Semarang and the dimensions that support and hinder the performance of Election Commission of Semarang in the National Election of 2014. This study uses the theory of organization and performance of the five dimensions they are productivity, service orientation, responsiveness, responsibility, and accountability with qualitative descriptive approach. To collect the data use the technique of observation, interviews, documentation, and literature study from informant’s employees of Election Commission of Semarang. The results show the performance of Election Commission of Semarang in National Election of 2014 is not optimal yet, they found several obstacles on the dimensions of the problem of productivity such as human resources, limited budget and the socialization has not optimal yet. While the dimensions that support performance Election Commission of Semarang other already performing optimally, they are service orientation, responsiveness, responsibility, and accountability. To overcome the obstacles found, there are some suggestions that can be carried out by the Election Commission of Semarang to optimize its performance, such as education, training, and skills to improve the quality of human resources, increasing the number of human resources through the recruitment of government employees or increase the number of temporary employees, proposesincreasingthe number of budget in accordance with the needs required and improving the socialization to public intensively and regularly, not only at Election time is getting closer, but by applying democracy in everyday life.
