Abstract

E-Government makes public and private sector interact with government easily via electronic media. The problem that arises is Semarang entered the lower categories of e-government votes in 2014 by Ranking E-Government of Indonesia (PEGI) Ministry of Communication and Information of the Republic of Indonesia. The purpose of this study is to assess the implementation of e-government in Semarang city and the factors that hinder the implementation of e-government in the Semarang city. The method used is qualitative descriptive. The results showed that the lack of regulations implementing e-government, the workload of human resources in some SKPD is too large, the difficulty of the installation of network infrastructure in the city, the financial resources of e-government Semarang financed by the budget; there are many benefits and no rejection from the public. Factors that hinder the implementation of e-government are the government support in terms of policy, human resource, and infrastructure resources. Overcoming limiting factor is the government of Semarang can formulate rules on the implementation of e-government so that Semarang has a reference in the implementation of e-government, SKPD provides a reliable employee in managing websites, installation and reparation of network done at night.

Abstract

In every organization anywhere in the world, man plays a very important to the development and destruction of the organization. So it can be said that man is the driving force in guiding the Organization towards the achievement of objectives. The human resources of the organization has a variety of characteristics, including the Employee performance is influenced by leadership style appropriate to the maturity level of each employee and a good motivation that will lead towards the objectives of the Organization to be achieved, For performance in getting the work becomes maximum. This research was conducted to determine the influence of leadership style and motivation to Employee Performance at The Bureau Regional Secretariat of Governance of Central Java Province. In this study using sampling techniques Proposional Random Sampling, quantitative sampling in which 42 respondents. Analysis of the data used is linear regression and multiple regression. The results showed that the employees performance of Bureau Regional Secretariat of Governance of Central Java Province well that is equal to 37,7%. From the results of 18,515 F count > F table 3,3277 the leadership style (X1) has a positive and significant impact on performance (Y), results of 15,257 F count > F table 3,3277 the motivation (X2) has a positive and significant impact on performance (Y), and The amount of the influence of leadership style (X1) and motivation (X2) simultaneously to the performance (Y) of 38,8%. The results showed that there was a positive and significant relationship between Leadership Style and Motivation of Employee Performance.

Abstract

Jatibarang dam construction in 2010 made an impact on the livelihoods of Kandri Village’s communities who has majority as farmers because of several hectares of agricultural land sunk into the reservoir. Kandri village’s communities who are affected by the construction of Jatibarang reservoirs need to prepare themself because the impact of dam construction with community empowerment. This research aim to describe the forms, the results, and identifying constraints on community empowerment Kandri Tourism Village. The method in this research is taxonomy analysis of the overall data with detailed focus on a particular domain that is useful to describe the phenomenon or problem of the study. The results showed that the forms of community development in the Kandri Tourism Village are culinary, crafts, and special interest education. Empowerment results in this research which are community needs, the range of productive resources, and the level of community participation are not maximized. The community development constraints in Kandri Tourism Village are constraints of the individual which have a lack of stability of business, leading commodities were stopped when there is a loss, there is still a dependency with outsiders, lack of confidence, and concerns about insecurity, while the constraint of the social system is obstacles of interest groups.

Abstract

The background of this research is the lack of adequate means of transportation to the tourist attraction Sarangan Lake, lack of tourism facilities such as parking space for visitors and lack of quality lodging. The purpose of this research is to explain the function and role of stakeholders that is government, private and society in development of Tourism object of Sarangan Lake in Magetan Regency and also to explain the partnership in development of Tourism object Sarangan Lake.Metode used in this research is descriptive qualitative that is expected to provide a clear picture related to the development of the Sarangan Lake Tourism object. Stakeholders involved in the development of Tourism object Sarangan make coordination through regular meetings yag done periodically then evaluated in mid and end of the year. Partnership between fellow government agencies has reached the degree of action networks or implementation, partnership between the government and the private sector is still lacking. Even this partnership has not yet reached the stage of information networks. Furthermore, partnership between government and society.

Abstract

In deal with the society demand of first-rate public service, it becomes an individual challenge to Other Income Section of Management Income of Finance and Region Asset Department (DPPKAD) District Pemalang in giving the service of land and building tax of rural and urban (PBB-P2). Through this research, the researcher wants to analysis the organization performance of other income section in associated with the existence of diversion PBB policy from central to region. The research phenomenon which is observed in this research is organization performance dimensions, which are dimension of productivity, dimension of orientation service quality of customer, dimension of responsivity, dimension of responsibility, and dimension of accountability. IIn based of the research that has been done, it can be known that the performance of other income section DPPKAD District Pemalang has not been optimal yet or good enough. This can be seen from some organization performance section that is still obstructed, including dimension of productivity, dimension of orientation service quality to customer, dimension of responsibility, and dimension of accountability. It is because the amount of workers is not appropriate with the work load that has to be accomplished. But it also there is no information board inside the service room that makes the organization lacks of giving the clarity to the society. The other dimension which is dimension of responsivity has got the good valuation. This aims to increase the performance of other income section in order to receive the new tasks that are related with diversion of PBB policy that can be more optimal and impacts on giving the first-rate service to society.

Abstract

Partisipasi masyarakat merupakan salah satu aspek penting dalam keberhasilan seuatu program pembangunan. Desa Wisata merupakan desa yang memiliki daya tarik dan berpotensi sebagai objek pariwisata yang dilihat dari aspek potensi alam maupun budaya masyarakatnya yang bertujuan untuk pengembangan suatu desa dan meningkatkan taraf sosial dan ekonomi masyarakat sekitar. Desa Wisata dibentuk sendiri oleh masyarakat desa tersebut, maka peran partisipasi masyarakat dalam pengembangan ini sangat besar. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis bagaimana bentuk dan tingkat partisipasi masyarakat Kelurahan Kandri dalam upaya pengembangan Desa Wisata Kandri, dan untuk mengidentifikasi apa saja faktor yang mempengaruhi partisipasi masyarakat dalam upaya pengembangan Desa Wisata Kandri. Penelitian ini menggunakan tipe deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, studi dokumentasi dan studi pustaka. Hasil penelitian ini menunjukkan bahwa bentuk partisipasi masyarakat Kelurahan Kandri dalam pengembangan Desa Wisata kandri masih berbentuk partisipasi semu atau psudeo-participation, sedangkan tingkat partisipasi masyarakat Kandri dalam pengembangan Desa Wisata Kandri ini sudah berada pada tingkat tertinggi yaitu citizen power. Faktor yang mendorong yaitu pengetahuan terhadap program, jenis kelamin, kepercayaan masyarakat, dan faktor eksternal sedangkan faktor yang menghambat yaitu pekerjaan masyarakat, pendidikan, dan faktor eksternal. Disarankan untuk dapat memperbaiki partisipasi masyarakat sehingga berbentuk partisipasi otentik dengan mengajak seluruh ikut berpartisipasi langsung dengan menjadi anggota pokja agar manfaat dapat diteruma secara menyeluruh. Pada tingkat partisipasi masyarakat Kelurahan Kandri yang sudah berada di tingkat citizen power diharapkan pemerintah bisa lebih banyak memberi informasi, tidak hanya memberi pengumuman lewat ketua RT atau RW namun memberi undangan ke setiap rumah saat akan ada pertemuan atau kegiatan agar partisipasi masyarakat lebih tinggi. Pada faktor latar belakang pendidikan yang 2 dapat dilakukan adalah memberikan pengarahan dan memberikan pemahaman lebih dalam mengenai pengembangan Desa Wisata Kandri, pada faktor eksternal pemerintah harus lebih berinovasi dalam mengadakan pelatihan-pelatihan agar warga tidak bosan.

Abstract

Penelitian ini dilatar belakangi oleh adanya salah satu kegiatan pemerintah yangberusaha untuk menjamin akses penduduk miskin terhadap pelayanan kesehatanmelalui program Jaminan Kesehatan Masyarakat Miskin. Tujuan dari programJamkesmas ini adalah untuk meningkatkan akses dan mutu pelayanan kesehatankepada seluruh masyarakat miskin dan tidak mampu yang membutuhkanpelayanan kesehatan agar tercapai derajat kesehatan masyarakat setinggitingginya.Tujuan penelitian ini adalah untuk menganalisa daya tanggap dansikap masyarakat terhadap implementasi program Jamkesmas di KecamatanBanyumanik Semarang. Teori yang digunakan sebagai landasan dalam penelitianini adalah teori implementasi kebijakan dari Merilee S.Grindle dan Daniel A.Mazmanian dan Sabatier. Penelitian ini menggunakan tipe penelitian eksplanatoridengan sample sebanyak 44 responden. Pengujian hipotesis menggunakan rumusKorelasi Rank Kendall dan Konkordasi Kendall.Hasil penelitian ini menunjukan adanya pengaruh positif dan signifikanantara daya tanggap terhadap implementasi program Jamkesmas, pengaruh sikapmasyarakat terhadap implementasi program Jamkesmas juga positif dansignifikan.Berdasarkan hasil penelitian dapat diketahui bahwa daya tanggap dansikap masyarakat mempunyai pengaruh terhadap implementasi programJamkesmas di Kecamatan Banyumanik Semarang. Diketahui pula dari hasilpenelitian bahwa implementasi program Jamkesmas masuk dalam kategori kurangberhasil, karena kurangnya sosialisasi program kepada masyarakat miskinsebagai target group. Jadi rekomendasi untuk penelitian ini adalah: 1).Meningkatkan kinerja pelaksanaan program Jamkesmas 2). Meningkatkanfrekuensi sosialisasi program Jamkesmas 3). Pengarahan berkelanjutan tentangprogram Jamkesmas.

Abstract

The Indonesian government for the 2014-2019 period carried a program called Nawacita. The third point in Nawacita provides an understanding that the focus of development is spread even by strengthening suburban and village areas. Through Minister of Finance Regulation No. 93 of 2015, states that Village Funds are channeled from the State General Cash Account to the Regional General Cash Account every new fiscal year. The government's attention to Demak Regency related to village management is shown through Regent Regulation Number 8 of 2017. In this study using Qualitative Research Methodology with a purposive sampling approach. The results of this study indicate that in the management of village funds not in accordance with the principles of good governance, in the principle of participation, the community is still lacking in contributing ideas or ideas to the village, on the principle of transparency, the village government seems closed in village fund management and on the principle of accountability the responsibility of the village government for reports on the results of activities does not reach the community and its BPD working partners. The influencing factors include filling in non-professional positions, limited collaboration between village officials in carrying out tasks and relations between village institutions. The recommendations given are providing training to the village secretary, understanding the duties and functions of each village apparatus, and providing access to information to the BPD and the community.

Abstract

Electricity is now become primary need that affect all of human activity. Based of the tendency of needs of electricity energy so large, so there is needed government role to fullfil society for it. Government Institution that responsible to provide electricity energy need is PT PLN (Persero) as public organization which is one of the government national corporate. One of electricity need provider is PT PLN(Persero) Semarang Central Rayon as the largest rayon in Semarang city. This research is based on problems of performance achievement from PT PLN (Persero) Semarang Central Rayon in 2014. This research aims to analyze the performance of PT PLN (Persero) Semarang Central Rayon and analyze factors that support and hinder the performance of PT PLN(Persero) Semarang Central Rayon as a provider of electrical energy needs. Assessment of the performance at PT PLN(Persero) Semarang Central Rayon are seen from responsiveness, responsibility, and accountability. Factors that affect the performance are seen from leadership, human resources and existing infrastructure. This research uses descriptive qualitative with the the subjects consists of four main informant. Based on result of research, the performance of PT PLN (Persero) Semarang Central Rayon is not optimal yet. So there are some suggestions that can be carried out to optimize its performance, such as utilizing GPS(Global Positioning Screen) application for technician to reach customer address. Establish procurement contract of goods with vendor . Renew contract system with framework contract system. Update the information data of perfomance display to optimize public transparency. Make a reward system directly from manager to the employees. Increase the quantity of employees by coordinating with PLN headquarter, and Providing facilities and infrastructure in order to increase organization performance.

Abstract

Children are not an object so that can rudely treated, they have own characteristic that need to be determined by the differentiation towards their treatment, with an aim to protect and guard them for supporting their future. At the District / City level, regulations and policies on child protection tend to focus when a child has entered into legal matters or has committed break the law, the actions of the government are limited to rehabilitation and often ignore the aspects of prevention. This prevention aims to prevent a child from taking unlawful acts. This research is to describe child-friendly school program as an effort to prevent child face with law (ABH) in Semarang City. This research uses qualitative approach with the theoretical concept from Mazmanian & Sabatier. The results of this research shows that the implementation of child-friendly school program as an effort to prevent child face with law (ABH) in Semarang City has not been implemented optimally yet, because the implementation of child-friendly school program still facing many obstacles like physically violence in school by their teacher or students. Lack of control from parents, as well as environmental influences of children who are factors causing child face with law. Suggestion from researcher are increased cooperation between related institutions, and also doing communication intensity towards their parents. Then, the lack of human resources to guide the student physically become an obstacle to the implementation of child-friendly school.
