Abstract

One of the concepts of community development to reduce poverty is community empowerment. Kebumen regency has sought to empower the batik artisans in Kebumen regency. The purpose of this study are explaining the effort that have been made by the Government in empowering batik artisans in Kebumen regency, identifying the inhibiting and supporting factors of empowering batik artisans in Kebumen, and formulating the empowernment strategies of batik artisans in Kebumen regency. SWOT analysis is used to answer the research objectives. This research used descriptive qualitative methode. The informants are Service employees of Kebumen Cooperatives and Small and Medium Enterprises (SMEs); employees of Industry, Trade and Market Kebumen; and Batik artisans in Kebumen regency. The result explain that the government have tried to provide batik equipment, involving batik artisans in various exhibitions, and improving the skills of batik artisans by providing education and training program. There are 10 inhibiting factors and 10 supporting factors of empowering batik artisans in Kebumen regency. Based on the analysis, obtained 8 strategic issues in this research. Litmus Test is used to measure the strategic program that has been identified previously. Finally, 5 empowerment strategies formulated to empower batik artisans in Kebumen regency.

Abstract

Pelayanan merupakan kebutuhan semua manusia bahkan tidak dapat dipisahkan salah satunya adalah pelayanan Administrasi Kependudukan. Hakikat pelayanan publik adalah pemberian pelayanan prima kepada masyarakat yang merupakan perwujudan kewajiban aparatur pemerintah sebagai abdi masyarakat. Penelitian ini bertujuan untuk menggambarkan pelaksanaan pelayanan publik dalam menciptakan pelayanan prima di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pemalang. Selain itu, untuk mengetahui faktor-faktor pendorong dan penghambat pelaksanaan pelayanan. Upaya menjawab permasalahan dan tujuan penelitian dilakukan menggunakan teori pelayanan prima dengan melihat indikator pelayanan prima. Hasil penelitian menunjukkan bahwa peyelenggaraan pelayanan sudah melakukan perubahan dan berjalan dengan prinsip pelayanan prima, namun hal tersebut belum optimal karena masih terdapat kendala-kendala. Faktor-faktor pendorong dan penghambat pelayanan antara lain sumber daya manusia, sarana prasarana, sistem informasi manajemen, dan alur pelayanan. Penyelenggaraan pelayanan publik masih menunjukkan adanya kekurangan sehingga belum terselenggara dengan optimal, hal tersebut menunjukan bahwa Pelayanan Prima belum sepenuhnya tercapai. Disarankan adanya peningkatan profesionalitas sumber daya manusia, pengoptimalan penggunaan sistem informasi manajemen, penyediaan sarana dan prasarana yang representatif, serta pembenahan alur pelayanan.

Abstract

Trading is one of the chosen affairs of a decentralized system. With the existence of trade affairs, it can contribute to the economic sector of a region. One of the supporting sectors of the economy from trade affairs is the existence of traditional markets. Nowadays, the existence of traditional markets is increasingly threatened because the emerging of many modern markets. Through the Semarang City Regulation number 9 of year 2013 concerning Traditional Market Arrangements, the Local Government of Semarang City is committed to optimizing the existence of traditional markets as a part of the regional economic resources. The problem that arises is how to implement the Semarang City Regulation number 9 of years 2013 concerning Traditional Market Arrangements. The purpose of this study is to know the implementation of the Semarang City Regulation number 9 of year 2013 concerning Traditional Market Arrangements and find an influencing factors. This study uses a qualitative descriptive method, with a method of analyzing data according to Spradley and testing the validity with source triangulation techniques. The results of this study show that the Semarang City Regulation Number 9 of year 2013 concerning Traditional Market Arrangements is still not implemented well in accordance with the stated goals. Supported factors are coordination, social condition, and technology advance. Inhibiting factors are leadership, communication, commitment level of actors, and environmental conditions. Based on these concern, Dinas Perdagangan should give a leadership training program for Kepala UPTD Pasar and Kepala Pasar, repair the communication systems both vertical and horizontal, make a routine control to performance of implementing actors, and repair the facilities in traditional market with another institution.

Abstract

The level of education that both can be meant that human resources in a country can be classed quality. The problem about the quality of education has long been questioned of various perspective and a way of seeing. One attention namely against low the quality of education in Indonesia. With low quality in indonesia this means the purpose of our country cannot be achieved with good. This is related to the professionalism of teachers. This research was conducted on SMPN 21 Surakarta. The purpose of this research is to know the influence of motivation and employee perceptions about the principal’s leadership on the teacher performance on SMPN 21 surakarta. But there are things that can weaken and hinder the performance of the job less challenging, the motive to get attention, the least responsibility of leadership and leadership of humanitarian relations with employees. The research method used is a quantitative research eksplanatori. Data obtained in this study using questionnaire. Analysis of data used is a correlation coefficient kendall and coefficients concordance kendall.Data processing using program spss 16.0.  The research by using program spss this can be known that motivation ( x1 ) against the employee performance ( y ) with a correlation coefficient kendall know of 0.487 with figures probability 0.006 and the value of KD 23,71%; There is an influence that perception employees about leadership ( x2 ) against the employee performance ( y ) with a correlation coefficient kendall know as much as 0.395 with a probability 0.026 and the value of KD 15,60%; while the employee performance ( y ) with a correlation coefficient kendall know as much as 0.487 with a probability 0.006; Determination to the coefficient ( KD ) indicated on coefficients kendall’s W of 0.290 and the value of the coefficient of determination (KD) by 8,41% With respect to the existence of things that can undermine performance, then it needs to be done to fix the problems found in the indicator, that is the leadership giving praise and attention to the employees of his work that has been done as often as possible, the Chairman gave the task could be more skills, initiative and creativity so that employees can also develop themselves, the need for the improvement of the relationship between leadership and employees so that chick nearness and familiarity. It takes self awareness of leadership for responsible for everything that happens in the scope of work. With the aim to repair can improve the performance of teachers get better, so education in Surakarta to become better.

Abstract

Their decentralization gives local authorities to set their own financial management in a transparent and accountable according to the principles of good governance. This study was conducted to analyze the transparency and accountability of financial management, analyze the factors driving and inhibiting transparency and accountability of financial management in Pati regency DPPKAD with descriptive qualitative method. Data collected through interviews with informants and observations. This study uses the theory Djalil transparency of the legal framework, public access, inspection by the audit institution, early warning systems and community involvement. Warsito accountability theory of the political aspects, financial aspects, community satisfaction, consistency of office, the satisfaction of the apparatus, according to the rules of service. Theory factors driving and inhibiting transparency of Wiharto as well as driving and inhibiting accountability of Warsito. The results showed symptoms such as transparency of the legal framework, institutions examination, early warning systems have been met, the obstacles that the unavailability of public access through the internet, lack of public enthusiasm. There are symptoms of accountability obstacles that delayed absorption. The driving factor of transparency that is the function accuracy, clarity of rules, competition healthy environment, factors driving patterns of leadership accountability, freedom of the press, the role of stakeholders. Factors that still hamper the transparency that is overlapping rules, while inhibiting factor accountability does not impede financial management DPPKAD Pati regency. There are some suggestions that can be done such as training web management to support public access, dissemination to the public to attract enthusiasm, sanctions to SKPD that is behind schedule in sequestration budget, conduct competency-based training, provide rewards in particular, review the task function Bapermasdes and Governance to address regulatory overlap.

Abstract

Untuk membantu berbagai pekerjaan mengenai pendaftaran kependudukanyang sesuai dengan berbagai standar yang diperlukan maka pemerintahmerumuskan sebuah kebijakan baru yaitu Sistem Informasi AdministrasiKependudukan (SIAK). SIAK merupakan suatu sistem informasi berbasis webyang disusun berdasarkan prosedur-prosedur dan memakai standarisasi khususyang bertujuan menata sistem administrasi dibidang kependudukan sehinggatercapai tertib administrasi dan juga membantu bagi petugas dijajaran PemerintahDaerah khususnya Dinas Kependudukan dan Pencatatan Sipil didalammenyelenggarakan layanan kependudukan dan Pencatatan Sipil. Sistem InformasiAdministrasi Kependudukan di kota semarang berdasarkan Peraturan DaerahKota Semarang Nomor 2 Tahun 2008 tentang Penyelenggaraan AdministrasiKependudukan. Pedoman utama penerapan SIAK diatur dalam Undang-Undangnomor 23 tahun 2006 tentang Administrasi Kependudukan dan PeraturanPemerintah Nomor 37 tahun 2007 tentang Pelaksanaan Undang-Undang nomor 23tahun 2006 tentang Administrasi Kependudukan. Selain itu, SIAK juga diatur didalam Keputusan Presiden Nomor 88 tahun 2004 tentang PengelolaanAdministrasi Kependudukan.Tujuan penelitian ini untuk mengevaluasi penerapan Sistem InformasiAdministrasi Kependudukan (SIAK) di kota Semarang beserta kendala yangditemui dalam pelaksanaannya. Teori yang digunakan sebagai landasan dalampenelitian ini adalah evaluasi elemen kebijakan publik yang terdiri dari support,capacity dan value. Penelitian ini menggunakan tipe penelitian deskriptifkualititatif sehingga diperoleh gambaran yang jelas tentang objek yang diteliti danmenarik kesimpulan.Hasil penelitian menunjukan pada bagian political will, sumber dayamanusia dan value atau manfaat dengan adanya SIAK sudah cukup baik,sedangkan pada infrastruktur, sosialisasi dan anggaran masih terdapat kekurangan.Adapun kendala dihadapi dalam penerapan SIAK adalah sarana dan prasaranayang masih kurang jumlahnya, sosialisasi yang tidak dilakukan berkala, sertaanggaran pengadaan sarana prasarana yang masih minim. Peneliti menyarankanagar perlunya kesadaran untuk melakukan sosialisasi secara berkala kepadamasyarakat serta dengan ditambahnya alokasi anggaran penerapan SIAK agardapat tercapai tujuan SIAK yang telah diatur sesuai dengan landasan hukum.

Abstract

Pemerintah sebagai penyelenggara pelayanan publik dituntut untuk dapat meningkatkan kualitas pelayanan publik agar dapat memenuhi kebutuhan masyarakat dengan baik. salah satu cara pemerintah untuk meningkatkan kualitas pelayanan publik adalah dengan menciptakan sebuah inovasi. Dalam upaya peningkatan pelayanan publik Dinas Kependudukan dan Pencatatan Sipil Kota Semarang menciptakan sebuah inovasi E-Service untuk memberikan kemudahan pelayanan pembuatan akta kelahiran dan akta kematian namun inovasi tersebut belum di respon masyarakat. Penelitian ini menggunakan teori karakteristik inovasi milik Rogers untuk menganalisis pelaksanaan inovasi E-Service, teori faktor pendorong milik Everett M. Rogers dan teori faktor penghambat milik Borins dan Drucker. Hasil penelitian menunjukan bahwa inovasi E-Service memiliki keuntungan relatif, kesesuaian, kerumitan, kemungkinan untuk dicoba dan kemudahan untuk diamati. Inovasi E-Service memiliki faktor pendorong yaitu dorongan untuk berubah dan tersedianya sarana dan prasarana namun terdapat faktor penghambat yang bersal dari masyarakat sebagai pengguna inovasi.

Abstract

Adanya kebijakan otonomi daerah, daerah dituntut untuk mengembangkan daerahnya sendiri. Kerjasama antar daerah dapat menjadi salah satu alternatif yang saling menguntungkan menyangkut kepentingan lintas wilayah. Seperti kerjasama antara Pemerintah Kabupaten Purbalingga dan Pemerintah Kabupaten Banyumas dalam pembangunan jembatan Linggamas. Tujuan penelitian ini adalah mendeskripsikan pelaksanaan dan faktor pendukung kerjasama antara Pemerintah Purbalingga dan Pemerintah Banyumas dalam pembangunan jembatan Linggamas. Berdasarkan penelitian, pelaksanaan kerjasama sudah sesuai dengan prinsip kerjasama antar daerah yaitu kemitraan sejajar, sinergis dan saling menguntungkan, berbasis kebutuhan, pelibatan dan kepemilikan, fleksibel, legitimate serta akuntabel dan transparan. Sedangkan prinsip efektif dan keberlanjutan belum sesuai. Hanya 4 faktor pendukung yang berjalan optimal yaitu komitmen pimpinan daerah, pengintegrasian dan harmonisasi, partisipatif, dan analisa kelembagaan, sedangkan 2 faktor lainnya yakni identifikasi kebutuhan dan champion belum optimal. Untuk meningkatkan pelaksanaan kerjasama maka perlu dilakukan perbaikan pada prinsip efektif dan keberlanjutan, sedangkan pada faktor pendukung yang perlu diperbaiki adalah identifikasi kebutuhan dan champion. Salah satu upaya yang dapat dilakukan yaitu adanya pelembagaan kerjasama antar daerah.

Abstract

The implementation of education for disabilities persons is carried out through special education and inclusion with specific curricula and learning processes and learning places, but the role of the Wonosobo regency government tackles this problem less than optimal. This study aims to describe how the implementation of Regional Regulation Number 1 of 2015 on the Protection and Fulfillment of the Rights of Disabilities Persons in extraordinary school of Wonosobo Regency, and to identify the supporting and inhibiting aspects of the implementation of the Regional Regulation. The theory used is the implementation model of George Edward III, Mazmanian and Sabatier, Mazmanian and Sabatier, as well as Meter and Horn theory. The research studied using descriptive research approach. Data collection techniques used in the form of interviews, obervasi and documentation, with qualitative descriptive data analysis. The results show that in general the government, school and community institutions have the same perception toward the principle, purpose and purpose of the law. Protection of persons with disabilities has not fully covered all types of persons with disabilities. Supporting the success of this policy is the environmental aspect with the high level of community support, the policy implementation aspect with the similarity of interests between the government and the community, the support of resources, and the good compliance and responsiveness of the implementers, and the characteristic aspects of the implementing agency with positive responses to policies and commitments the high of the executor. While inhibiting the success of the policy is the communication aspect by the local government and the communication from the community where many people with disability are shut down, the information about the existence of disabled people, and the environmental stagnant in the form of socioeconomic condition of the society which is low. The recommendation of the researcher is the need for better socialization by the government, as well as the effort to establish for Public Extraordinary School of Wonosobo Regency, so that children with disability can be accommodated in special schools that are designated for children with disabilities.

Abstract

Employee performance problems can be inferred from the existence of the office at a time when employees are out of work hours with personal interests . Lack of discipline from the initial field observations suggest that in the district of Semarang Gunungpati there are still some employees who do not come right time.In addition there are also employees who can not do the work in accordance with the targets that have been seen ditentukan.Rendahnya employee discipline level of employee go to work ( at 08.00 pm ) and return home early ( before 14:15 hours GMT) from the provisions comes to work at 7:15 pm and return at 15:15 pm . Decrease in employee discipline characterized by the presence of morning and afternoon rally . these provisions are stipulated in Government Regulation No. 53 on Employee Discipline . Performance is not running optimally for pushing me to do this research .The research problem is : Why is the performance of employees in the District Gunungpati not optimal ? Factors what is the bottleneck of the performance of employees in the District Gunungpati Semarang ? To answer the problem and the research objectives using Mangkunagara , ( 2007:14 ) , employee performance is influenced by three factors , namely : individual factors , psychological factors , organizational factors , there are also factors that defined Rival Rival ( 2003:317 ) as a factor that can hinder performance , in this case Rival defines a three (3 ) main groups : legal 1.Kendala / legal.2.Bias penilai.3.Pengaruh assessment pribadi.4.Kesalahan opinion that tends terpusat.5.Gaya judgment in evaluating the performance . study was to use domain analysis techniques and technical analysis scorecard.Terdapat two sources of data used are primary data and the use of techniques sekunder.Penelitian depth interviews , observation , and documentation , as well as literature list of questions relating to the performance of employees in the district Gunungpati data.Berdasarkan collect the results showed that the performance of the mountain district employees including superior starch , can be seen from several phenomena that exhibit superior performance , namely compliance with government regulations the performance assessment , performance appraisal format Gunungpati in Semarang district , sanction violations given performance , the influence of personal opinion about the performance appraisal district Gunungpati in Semarang city , the errors tend to focus on performance in the district Gunungpati , leadership styles in evaluating the performance of employees in the city of Semarang district Gunungpati , training , feedback , performance appraisal techniques are appropriate . It is also supported by the results of the scorecard ( 3.4 ) including the superior category . However, there is also a phenomenon that has a value that is slightly less background and demographic this is because each of the employees is less ideology and understand the role of the work should be done and the circumstances surrounding that sometimes less support , but it can inadvertently affect their performance.
