Abstract

This study was prepared for evaluating program performance of Unliveable Rehabilitation Home Program in Purbalingga using indicators based on AKIP which are the input, output, outome, benefit and impact. As in this program there are gaps or constraints that may affect the results of program performance of Unliveable Rehabilitation Home Program in Purbalingga derived from the input, output, outcome, benefit, and impact The results obtained are that the human resources lacking in terms of quantity, although the existing human resources are appropriate and optimal, overall target number of uninhabitable houses in the district Purbalinga are 27.533 homes, but new in rehab just 100 houses in accordance with appropriate housing ie roof pedestal and wall, this program can not be said to alleviate poverty, overall, the benefits are felt only to the 100 beneficiaries of rehabilitation home, this assistance has not been felt for alleviating poverty because the aid was stimulated and only include one measure, namely board. So, we may conclude that the performance of unliveable rehabilitation home program in Purbalinggawas good, based on the gains that have been achieved. This program was not the final solution to overcome poverty because it only resolve section of the board. Advice can be given by researcher are that the implementation of the program conducted during dry season, helping each other when collecting document, creating more leaders in society or making certain committee to do implementation on the field outside of the instrument.

Abstract

Indonesia is one of the countries prone to floods. The city of Semarang is one of the cities frequently affected by floods and gets third place in Central Java Province. The Semarang City Disaster Management Agency (BPBD) is the body responsible for handling disasters that occur in the city of Semarang. The purpose of this study was to analyze and describe the performance of the Regional Disaster Management Agency (BPBD) as well as the driving and inhibiting factors in flood management. The research method used is descriptive qualitative method. The indicators used to assess the performance in this study were productivity, service quality, responsibility, and accountability. In addition, it is also seen from the driving factors and inhibitors the organizational performance. The results of the study showed that the productivity of the performance in flood management has not been optimal, because there were still programs or activities that have not reached the target. The service quality in flood management has not been maximized and needs to be improved, the responsibility carried out is quite good but there are still obstacles, and not yet accountable and transparency to the community. Factors that hinder performance were lack of reliable and skilled human resources in their field, lack of facilities and infrastructure, limited funds, lack of coordination with various stakeholders, while leadership, and team were the drivers. The recommendation of researchers was to improve the skills and abilities of employees through training, improve facilities and infrastructure, improve coordination with various stakeholders and adjust the priorities of flood disaster management programs with a budget ceiling.

Abstract

Implementation of the Rural Development Plan implemented through Empowerment, Participatory, in favor of the public, open, accountable, selective, efficient, accurate, sustainability, and through an iterative process in order to obtain effective results. Here is an opportunity for the implementation of bottom-up planning by promoting community participation (participatory society). Further Regulation of the Minister of Home Affairs Number 66 Year 2007 concerning Rural Development Planning, chapter 2 (paragraph 3) states that RPJMDes village contains financial policy, rural development strategy and work program villages. The purpose of research is to describe the development planning in Pingit village, District Rakit, Banjarnegara, describe and analyze the development strategy in Pingit village, District Rakit, Banjarnegara. Efforts to address the problem and the purpose of the research carried out by using the theory of strategic planning by using the SWOT analysis and the Litmus Test as a way to address concerns and goals of research conducted in the strategic planning of the construction village, in the village of Pingit, Subdistrict Rakit, Banjarnegara. The results showed that the development in the Village Planning Pingit starting from the lowest level of the RT level, which is then submitted at the time of execution Musrenbangdes.So it can be said Pingit village development planning using the planning system bootom up planning. This approach is an effort to involve all stakeholders from the beginning, so that any decision is taken in planning their decision together, and encourage the involvement and commitment to fully implement them.

Abstract

This research was to identify and describe the factors to increase the accountability of program implementation Gerdu Kempling on 2011-2014 in the Districts of West Semarang and analyzes the accountability of implementation program Gerdu Kempling on 2011-2014 in the Districts of West Semarang. This research is a qualitative descriptive study by collecting data through interview and document study. Informants were collected from District of West Semarang, Village Gisikdrono and Village Kalibanteng Kulon. In this study, researcher used the factors for successful accountability and dimensions of accountability. The results obtained is still not optimal. It is known through research that show the factors to increase the accountability that is an exemplary leader, openness and clarity of information, legitimacy and recognition and feedback has been good, but to increase coordination in the delivery of mail is still not good enough and the communication process is too simple. In addition to the dimensions of accountability shows that the policy of accountability and program accountability is still not optimal. The advices given by the researcher is about to improve exemplary leader to participate in the promotion phase and training, coordination by integrating Programme activities Gerdu Kempling, provision of information services on the website, Development with marketing, improvement of human resources with the ESQ training, Gathering and Outbound, Preparation action program through Participatory Learning and Action (PLA), improved performance division of labor based on the ability of the executive team programs Gerdu Kempling, preparation of the integrity zone with the team programs Gerdu Kempling, preparation of technical monitoring periodically in accordance with technical guidelines that have been set.

Abstract

The Purpose of this study is to conduct and analysis the condition of handling of street children in Social Agency of youth and sports of Semarang by using internal environment analysis organization. Analysis of the internal and external environment organisation aiming to found out the factors restridting developmentand support in the handling of street children. In conducting the analysis the condition of the handling of the street children, the researchers use a SWOT analysis (Strenght, Weaknes, Opportunities, threats). This research uses qualitative research methods, descriptive by using informants from the Social Department of Youth and Sports of Semarang, as well as the public, and members of NGOS.The results of research strategies for handling in the form of a street children Social Department of Youth and Sports of Semarang shows the condition handling street children pertaining to the conditions outside the internal and external in department has been good enough but that are still some disadvantages. To do the analysis afterwards, the internal and external this environment out of the comes factors are the economy and supporters that effects formularization strategy which will then in a test by using litmus test to measure the strategies program that exist.From the results of such research, it is recomanded that the strategic programmes have been formulated are implemented consistently and further enhanced by opening the possibility for the emergence of positive innovations in its implementation.

Abstract

Indonesia has very high potential of disaster. Semarang city is one of the cities in Indonesia, which has high potential of disaster. Badan Penanggulangan Bencana Daerah (BPBD) Semarang is government institution which is responsible to overcome or manage disaster that happen in Semarang City, but the achievement of the performance is still volatile. The purpose of the research to analyze the performance and the supporting and obstructing factor that influence the performance of Badan Penanggulangan Bencana Daerah (BPBD) Semarang. This type of research is descriptive qualitative. Techniques used in selecting informants with the snowball technique. Source of data in this research are primary data and secondary data. Data collection techniques are interviews, observation, documentation, and literature. In this research used triangulation technique for analyzing the data obtained. The performance of BPBD Semarang city has been able to say good but not optimal. Productivity in BPBD Semarang city has been good, with the efforts to increase productivity. But is still constrained by its dependence on another institution in disaster management. Responsiveness BPBD Semarang city is good at recognizing and accepting the aspirations of society. Accountability BPBD Semarang city has been good, with transparency and accountability that has been done. Factors supporting the performance of Badan Penanggulangan Bencana Daerah (BPBD) Semarang is a factor of a good team in the coordination and support among employees. Cultural organizations in BPBD Semarang city was already in accordance with the dimensions of performance, namely performance, teamwork, and loyalty work. Leadership in BPBD Semarang city was already implementing openness in decision-making and for good guidance and direction from the leadership to employees. Factors obstructing the performance of BPBD Semarang city is still not the reward for employee performance and still dependence on third parties in disaster management. Based on the research, The performance of BPBD Semarang City is very good but not optimum yet. There are some recommendation that the writer give to optimize the employee performance such as giving reward to the employee for certain achievement and doing innovation in managing disaster in order to not depending on another institution.

Abstract

The development of digital technology demands the society to be able to compete in facing the digital era. In facing the competition in the digital era, the government of Semarang tries to prepare the youth to be able to think creatively and innovatively. Along with the massive development of communities in Semarang, the government of Semarang is involved in helping the communities to develop their hobbies and talents through a digital community namely “Semarang Digital Kreatif (SDK)”. “Semarang Digital Kreatif (SDK) is an innovation made by the government of Semarang in order to provide a place (co-working space) for communities to channel their hobbies and talents with free and internet-based facilities which include meeting room, start up and private room. The facilities provision is intended to encourage the communities and the youth in order to create a product and to develop entrepreneurship. This research uses descriptive method of qualitative approach. The result of this research can be seen from the innovation process of “Semarang Digital Kreatif (SDK)” digital community service through three aspects: opportunity identification, adoption and implementation. In the innovation process of digital community service, there are factors that facilitate and factors that impede the innovation. Factors that facilitate the innovation of “Semarang Creative Digital (SDK)” digital community service are human resource factor and cultural factor. Meanwhile, factors that impede it are the absent of appreciation, the over-dependence on high performer, the inability to face the risk of a change and administration impediment.

Abstract

Semarang is a city that has a dense population. The number of residents who live or occupy the city of Semarang make the problems that must be faced by the City of Semarang one of them is the problem of congestion. Based on data from the Central Bureau of Statistics of Semarang, Semarang number of motor vehicles until the year 2013 has increased, which consists of 11,111,071 1,572,652 motorcycles and four-wheeled vehicles. To minimize traffic congestion in the city of Semarang then made mass transport is Bus Rapid Trans (BRT), which until now has operated 4 koridor.Tujuan of this study was to analyze the quality of service Bus Rapid Trans (BRT) in Semarang based Theory by Zeithaml et al (1990) namely the quality of service can be measured from the 5 dimensions, namely: Tangible (Tangible), Reliability (reliability), Responsiveness (Responsiveness), Assurance (Guarantee), and empathy (Empathy) Data collection was conducted through field surveys and interviews from some of the informants related that BLU head BRT, passengers from the public and officers BRT, Based on the analysis and the results showed that the Quality Service Bus Rapid Trans (BRT) in the city of Semarang is less well characterized by a decrease in the number of passengers BRT in 2013, this indicates if people do not make the BRT as the main mode of transportation in the city of Semarang, based on the 5-dimensional indicator Parasuraman that of the 5 dimensions are 3-dimensional result is not good so it can be concluded that the quality of the ministry is still kurangbaik BRT is direct evidence dimensions (tangibles), Reliability (responsiveness) and empathy (Emphaty ), and these factors are becoming inhibitors, and the driver of the decline in the number of passengers BRT in 2013, the authors suggestion that the improvement and increase the number of shelters BRT, re-evaluation of the tariff system for BRT, socialize etiquette to people who can facilitate the purchase of tickets, and the scheduled departure and arrival BRT should be more flexibility so that people can more easily access under any circumstances.

Abstract

Policy analysis is the cornerstone in the implementation of policies to determine education policy implementation process Tuition Single. Implementation of Single Tuition policy is a series of government policy measures include the establishment of educational policy which is not only understood and implemented, but also need to be analyzed, reviewed, assessed, evaluated and further developed. Operation Tuition Single enacted on the basis of circulars Director General of Higher numbers: 97 / E / KU / 2013 on the basis of Law No. 12 of 2012 which contains instructions to eliminate the entrance fee and to establish and implement UKT for students. The purpose enactment UKT is to simplify the process of payment of tuition fees and eliminate other extra costs that are difficult to be supervised by the state. With so expected that all the people of Indonesia will be easier access to higher education. To reveal the problem of research using qualitative methods are Descriptive Explorative. The purpose of the study is to examine the implementation of Single Tuition Policy in the Faculty of Social and Political Sciences, Diponegoro University. The collected data were then used to formulate recommendations as a step formulation of policy alternatives. Results of the study were found in the field showed that at the level of implemelntasinya still found some problems or weaknesses, both at the level of policy formulation and policy implementation. However, there are some advantages or the power of education policy implementation model Tuition Single. Furthermore, the reconstruction of an alternative model of education the implementation of Single Tuition will be reviewed from juridical aspects, reviewing the legal umbrella, budgeting, design of policy formulation and implementation, one of which includes implementing organizations. To be running well it is necessary to formulate regulatory or legal basis that can provide legitimacy in the implementation of policies, programs, and activities to support the implementation of education policies Tuition Single.

Abstract

Land Office of Sukoharjo district is a vertical institution of the National Land Agency (BPN), which was and is directly responsible to the Head of BPN Regional Office of Central Java Province that serving community activities in soil sertification in Sukoharjo District. Land Office of Sukoharjo district is a land office by the number of applicants the second largest land title services in Central Java Province.This study aims to identify and analyze the support factors and hinder organizational performance in Land Office of Sukoharjo District, so as to know what needs to be improved and sustained performance.The supporting factors and inhibiting factors are identified and analyzed from the organizational structure, policies, management, human resource management, technology, environment, organizational culture and leadership.In this study, researchers used a purposive technique. Data collection methods used were in-depth interviews and documentation techniques. This study shows that the supporting factors of the organization's performance at the Land Office of Sukoharjo District, among other things, policies related to the vision and mission management, human resource management through the aspects of compensation, incentives, and education and training, appropriate technology, environmental organizations, cultural organizations, and leadership. Limiting factor is the organizational structure in the aspect of unit size that shows the number of employees that are not balanced by a large request and sentraisasi decision making which is often prolonged vacancy, then from their own community who do not understand the procedures and delay in completing service file so that it becomes hampered the process.
