Abstract

Market Retribution’s Service is the payment service market for the provision of traditional market facilities/ simplified form of stalls, kiosks and grounds are used by traders and by the local government. In this study, the authors chose a case of retribution policy implementation services in the market with case studies Blora Kota Market with first class classification which is located in Blora district administrative center, a strategic location that is not comparable to the income levy within the last five years has increased and decreased sharply. The purpose of this study was to analyze how policy implementation service levies market in Blora analyzed by District Regulation Blora Number 7 of 2010 on Market Retribution’s Service and to analyze the determinants of policy implementation service levies market in Blora analyzed using the theory of policy implementation Merilee S. Grindle. This research is descriptive qualitative method. The result showed that the process of policy implementation in the market services levy with case studies Blora Kota Market is considered not effective, the existing rules in local legislation does not run optimally as collection of levies, classification of tariffs and regions as well as the provision of incentives, implementation of outstanding fees and sanctions, notification of information on the provision of market facilities, classification of traders and tariffs for levies. The determinants of the theory are the type of benefits, extent of change envision, site of decision, program implementer, and resources commited. Recommendations given are the addition of human resources, improvement of quality and capability of officers, increasing the intensity of policy dissemination, enforcement of policies and sanctions, and improvement of damaged market facilities.

Abstract

Motorcycle is one of risky transportation in traffic accident. This accident is caused by motorcycles aren’t equipped with special safety. Often the motorcyclist are also less attention of safety riding, with traffic violations that could harm other riders. The traffic policeman as a law enforcer seem slow in taking action againts the traffic violations. The aim of this research is to know how the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang, by using phenomenons of implementation effectivity they are appropriateness of the police, implementor, target, and enviroment. Also to know about support and resistor factor by using implementation model George Edward III wich is mention four factors that influence the implementation they are communivation, resources, dispotition, and bureaucracy structure. This research is use descriptive qualitative research method. The result of this research shown the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang has been going well and effective. This can be seen from the phenomenoms of implementation effectivity that can be reached. Although has been going effective its still have resistor factors. So needs adding some traffic policeman, budgeting, fasilities, information system, to over come the problem of traffic, enforcement of stict sanctions for traffic policeman that misuse authority.

Abstract

This research is aimed to identify the shape of a given social interventions and evaluate the stages of social intervention in order to obtain good performance of program and to identify whether there is result of the implementation of social interventions provided by Department of Marine Affairs and Fisheries Semarang through Fisheries Development Program in Tambakrejo Hamlet, Semarang. This research is a qualitative descriptive study with data collection through interviews and documentation. Informants were selected by researcher is employees of Department of Marine Affairs and Fisheries Semarang and fishermen communities in Tambakrejo Hamlet, Semarang. In this study, researcher used a phase of social interventions to see if the social intervention provided is in accordance with the stages of implementation and use phases of policy evaluation. The results showed that social interventions provided by Department of Marine Affairs and Fisheries Semarang has been running well and in conformity with the implementation phase. Results of the administration of the social intervention is fishermen awareness to use environmental friendly fishing gear, fishermen awareness of safety at sea, fishermen skill enhancement, and increasing fish catches. But the intervention provided also still has shortcomings, that is in terms of the implementation stages, the data collection phase, the contract negotiation phase, and termination phase. Termination stage or termination of intervention activities can not be done, it is because a given social intervention has not been fully able to resolve all problems in Tambakrejo Hamlet, Semarang. Furthermore, supervision and sanctions toward fishermen who still use dangerous fishing gear has not given explicitly. Social interventions is still not fully utilized by some fishermen. The advices can be given by researcher is to raise awareness to protect the environment, involving collaboration with the private sector, eliminating the lazy attitude of fishermen, apply strict supervision and sanctions to fishermen who commit violation. While the advice can be given to other researchers that will research the social intervention in order to pay attention to the excavation problems stage and establishing a system of action. Due to give an intervention need to be excavated and the main problems involve other parties for the implementation of a given intervention can run well.

Abstract

Five Feet traders or a street vendor is abbreviated term for merchandise vendors using carts. Along with the growth of street vendors, emerging issues, among others, is pollution, which is not appropriate spatial and causing traffic jams. To organize street vendors, Semarang City Government issued Local Regulation No. 11 Year 2000 concerning Regulation and Development Street Vendors. This study aims to provide an explanation of the policy-setting and coaching vendors in the District of South Semarang.The research was conducted using Dunn's theory of policy evaluation with several factors, namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The study was designed and analyzed qualitatively descriptive. While the technique of data collection is done by the study of literature, documentation, observation and in-depth interviews with a number of informants.The results of this study indicate that the policy setting and coaching vendors in the District of South Semarang still unwell. It is seen from the many street vendors who violate the rules, PKL complaints regarding the facilities provided by the local government and calls socialization problems that have not performed optimally.The conclusion that can be derived that the policy setting and coaching vendors in the District of South Semarang still not good. Therefore the need for socialization and steady appeal to street vendors. Awareness and participation of traders to comply with the rules is also needed in addition to that required cooperation between vendors, officials and the community for the success of the policy.

Abstract

This research is purposed to analyze and describe the performance of employees at the Environment Agency of Semarang City using employee performance assessment indicators, and the factors that affect employee performance. This research uses qualitative descriptive study with data collection through interviews, observation, documentation, and literature study. Informants were taken by researchers is the head of the field, the head of sub-fields, and employees at the Environment Agency of Semarang City. In this research, the researcher uses an indicator of employee performance from John Miner. Indicator of quality is not good enough, employees do not understand about their duties and functions, and they still make mistakes while working. The indicator of quantity is not good enough constrained by the lack of Human Resource and other obligations outside the office. The use of working time is not good enough, the employee can not use their time effectively. Researcher also analyzed the factors that affect the performance of employees from Dale Timple. The employee competence is not good enough, knowledge and skills of employees work still lacking. The employee discipline is not good enough, employees still often violate the rules office. The work environment is not good enough, it is less room lighting, the air temperature is hot altough there are air conditioners, the noise due to the building process and traders coming into the room, and the office layout is cramped and not really tidy. Based on the research,we can conclude that the performance of employees at the Environment Agency of Semarang City is not good enough. Recommendations that given by the researcher is employees need education and training to improve their quality of human resources, need to increase the amount of human resources, applying finger printing for absent employees, providing strict sanctions for employees who are not discipline, and complementary facilities and infrastructure that support employee performance.

Abstract

Taxes are a source of major domestic acceptance. Low levels of compliance in the reporting annual informing letter ln Kantor Pelayanan Pajak (KPP) Pratama Semarang Candisari This is caused by the low level of awareness of the tax payers as well as suboptimal functioning of existing facilities and infrastructure. The purpose of this study is to formulate a strategy to increase Taxpayer compliance in annual informing letter in Kantor Pelayanan Pajak (KPP) Pratama. The research method used is descriptive qualitative approach with data collection techniques interviews, observation, and study of the literature. SWOT analysis techniques and Litmus Test is used to produce eight strategic issues.. The strategy that has the highest score i.e. increase effort of socialization about reporting annual informing letter by leveraging the positive response of Taxpayers toward the socialization as well as enforcement of the regulations. Recommendations to improve Taxpayer compliance, needs to be improved through various efforts such as improving the socialization of reporting annual informing letter periodic and ongoing as well as carry out missions build trust and awareness of Taxpayers through the enforcement of taxation applies.

Abstract

Analysis databases must address satisfying service, analysis of the level of interest of the elements of the service received, and identify elements of the service is a priority to improve service quality in Central Java Museum Ranggawarsita is absolutely necessary for the improvement of the quality of existing services in Central Java Museum Ranggawarsita. There are 22 indicators used to assess quality of care, 22 indicators were then analyzed using Cartesian diagram. So as to know the map indicator/dimension level of service between the level of service performance and the level of interest in Java Ranggawarsita Museum visitors.

Abstract

The resources of forest and land provide so many advantages for human life. One of the challenges and problems that still be faced in this time is the land degradation that can cause a variety of affects and impact on the environment and human life. The government imposed a forest and land rehabilitation program as an effort to improve and restore the functionality and productivity of land that suffered damage. The aims of this study are to describe the implementation of forest and land rehabilitation programs through the activities of community forest in Kalisidi Village Ungaran Barat Sub-District, Semarang Regency. Besides, to figure the factors that supporting and inhibiting implementation of the program. This study used descriptive qualitative approach. The data in this study were obtained from interviews with informants, observation, and documents. This study used a case study approach. The results of this study has shown that the implementation has been carried out in accordance with the applicable regulations, Permenhut-II Number: P.70/Menhut-II/2008 about Technical Guidelines for Forest and Land Rehabilitation. Activities that have been conducting is preparation, cultivation and conservancy of plants. That is indicated by the formation of ten farmer groups in Kalisidi Village that uses Agroforestry system, yet it still has deficiencies. Based on the implementation model of Van Meter and Van Horn, the supporting factors are policy standards and objectives, inter-organizational communication, the characteristics of the implementing agencies, the disposition of implementers and the economic environment. While the inhibiting factors are policy resources, the social and political environment. Advice that can be given are strengthening the institutional against farmer groups, increasing quantity of the forestry field extension agent, the need for a Regional Regulation concerning the management of community forest in Semarang Regency, increasing surveillance against the existence of the wood collectors and reviewing the rules of administration of the products that derived from community forest.

Abstract

pemerintah dan masyarakat yang sebagian besar dilakukan melalui Puskesmas, tidak terkecuali Puskesmas Ngaliyan Semarang. Salah satu usaha peningkatan kinerja pelayanan puskesmas ialah dengan menerapkan SPM kesehatan. Penelitian ini dilakukan untuk mengetahui nilai capaian kinerja pelayanan kesehatan ibu dan anak di Puskesmas Ngaliyan Semarang tahun 2010 serta mencari faktor penghambat dan pendorong pada saat pencapaian target SPM kesehatan tahun 2010.Penelitian mengenai monitoring pelayanan kesehatan ibu dan anak di Puskesmas Ngaliyan Semarang menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif. Data yang dihimpun kemudian diolah dengan analisis deskriptif kualitatif dan model yang digunakan dalam analisis ini adalah metode perbandingan tetap. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dokumentasi, serta studi pustaka. Teknik pengumpulan informan yang digunakan adalah snowball sampling.Berdasarkan hasil penelitian dapat diketahui bahwa hanya cakupan kelurahan yang mencapai UCI yang memenuhi target SPM kesehatan tahun 2010, sedangkan untuk cakupan kunjungan ibu hamil K-4, ibu hamil risti yang dirujuk, balita yang datang dan ditimbang, serta bayi mendapat ASI eksklusif di bawah target SPM kesehatan dan dalam pelaksanaannya terdapat faktor penghambat dan juga faktor pendukung.Rekomendasi dari penelitian ini adalah perlunya meningkatkan kerjasama lintas program dan lintas sektoral serta melakukan kordinasi secara terus-menerus atau rutin dengan BPS, DPS dan kader kesehatan. Para tenaga kesehatan dan kader kesehatan memerlukan pembinaan, pelatihan dan peningkatan dalam pendidikan berkelanjutan untuk menambah ketrampilan dan pengetahuan. Partisipasi masyarakat dalam kegiatan puskesmas perlu ditingkatkan

Abstract

This study analyzes the factors that determine success in the Thematic Village Implementation Program in the Kampung Traditional Snacks and Ginger Village in Semarang City, using a combination of two implementation model theories namely George C. Edwards III and Merilee S. Grindle. This research is a qualitative descriptive study in Traditional Snack Village, Pudak Payung Village and Kampung Jahe, Pleburan Village, Semarang City. The informants used were the Head of the Social Planning Sub-Division of Semarang City Regional Development Planning Agency, Central Java Indonesian Architects Association (IAI), Staff of Pudak Payung Village, Pleburan Village Staff, Community Groups in Traditional Hawaiian Village Pudak Payung Village, and Chairperson of RW 02 Pleburan Village . Data types: primary and secondary data with data collection techniques: interviews, observation, and documentation studies. Data Analysis and Interpretation is done through Data Reduction, Data Display, and Decision Making and Verification. The technique of testing the validity of data is the triangulation technique. The results showed that the determinants of the implementation of this thematic village were: Communication factors went well, social and cultural economic changes in a better direction, encouraged the welfare of the community, and won from the role allocated by well-done resources. Suggestions that can be given: Communication must be maintained, the types of benefits must be harmonized, cooperation will be held again, and the stakeholders' responses and responsibilities that are already good are expected to be carried out.
