Each policy have purpose to solve existing problems that exist in society. The implementation of a policy, there are several factors as a determinant of the success of policy, one factor of them is available resources. The resources have an important role because a policy can’t be effective if the resources that they are not available. Another factor that may affect the implementation of a policy is communication. Good communication can support the successful implementation of policy. The purpose of this research is to know how great the correlation between resources and communication for Program Keluarga Harapan (PKH) implementation. The kind of this research was a quantitative and the respondents are associated to PKH implementation in Watukumpul sub-district. The method of collecting data in this research are questionnaires. Data analysis technique that used to answer the puspose of this research is multiple correlation coefficient. Based on the results of research, known that the available resources include in good categories. Correlation test showed that the resources have positive correlation with PKH implementation. The resources and communication together have significant correlation with PKH implementation.

Nowadays,we still find some weakness services in Indonesia,the weakness is a complicated service, inefficient, lack of fair service in giving service, and many factors which influence the service itself,such as from society, staffs' ability, regulations set and supporting facilities. The aim of this study is to analyze the service quality and also to know some factors which hold up in giving service in BPMPPT in Jepara regency. This is a descriptive qualitative research. The data was taken by interview,observation,and documentation. To measure the quality service,the writer used five indicators, there are Tangibles, Reliability, Responsivess, Assurance, Emphaty. To know obstacles in giving service, the writer used five indicators, there are Gap Persepsi Manajemen, Gap Persepsi Kualitas, Gap penyelenggaraan Pelayanan, Gap komunikasi pasar, Gap kualitas pelayanan. The result of this research shows that in BPMPPT in Jepara there are some services that not work properly, they are infrastucture, time employee dicipline, and the lateness of time issue of licensing. Meanwhile the obstacles is the lackness of staff and thw society who wants the quick process.

PNPM-MP is one of the mechanisms of community empowerment program in an effort to accelerate poverty reduction and expansion of employment opportunities inrural areas. Guidelines for the implementation of PNPM-MP contained in the Decree of the Coordinating Minister for People's Welfare No. 25 of 2007. PNPM-MP implementation in various places showed varying results. Pringsurat District Temanggung Regency, is one of the districts that implement the PNPM Mandiri since the beginning of the name of the PPK in 2003. In this district, the biggest beneficiary in 2012 is Kebumen Village.Implementation of PNPM-MP at Kebumen Village has been good since it follows the stages of Directive Technical Operations. Constraints faced which are deteriorationof physical activities and clogged installment loans are now almost resolved. Planning should take into consideration in the implemention based on community activities, siteconditions and seasons. At the time of eligibility verification, character of the people who apply should be considered, as well as their ability and discipline to pay.

Kualitas pelayanan merupakan salah satu ukuran untuk menilai pelayanan publik. Sekolah penyelenggara inklusi merupakan salah satu kebutuhan pokok masyarakat Semarang pada bidang pendidikan. SMP Negeri 5 Semarang merupakan salah satu penyelenggara sekolah inklusi di Semarang. Pelayanan pendidikan sekolah inklusi di SMP Negeri 5 Semarang belum sesuai dengan harapan. Tujuan penelitian ini adalah untuk menganalisis dan mendeskripsikan kualitas pelayanan pendidikan sekolah inklusi yang ada di SMP Negeri 5 Semarang melalui lima dimensi kualitas pelayanan, yaitu berwujud, kehandalan, ketanggapan, jaminan, dan empati. Hasil penelitian menyimpulkan bahwa kualitas pelayanan pendidikan sekolah inklusi di SMP Negeri 5 Semarang belum baik dikarenakan masih ada dimensi yang belum berjalan optimal, yaitu dimensi berwujud, dimensi kehandalan, dan dimensi jaminan.

This research aims to analyze the efektiviness program execution by looking at the purpose of the has been reached Coastal Area development program Tough (PKPT) which was carried out in three villages namely, Api-api, Pecakaran and Mulyorejo. This research uses qualitative data collection techniques through indepth interviews. In this research the theory used is the theory of public administration, public policy and effectiveness. This program PKPT is urgently needed by coastal communities in particular. Effectiveness can be felt in what has planned in accordance with the results obtained. The participation of coastal communities is indispensable in this program, because the society became the main actors in the implementation of activities. This research has concluded that the implementation of the Program of development of the coastal area is Tough in Pekalongan in particular with the aim to improve the preparedness of communities, improve the quality of the living environment in coastal areas, facilitate development activities the development of socio-economic facilities and infrastructure in coastal regions, develop institutional society as participatory by involving the role of women has not been effective in suspending and standaloned coastal communities. Recommendations for this Audit program, the Government is increasing the return of socialization to society not only to coastal communities (KMP), other recommendations the Government should review again the importance of this work PKPT program.

Disaster is a condition that causes casualties, damage, and loss. Indonesia is a country that has kind of a complex disaster, so that disaster management should using the paradigm of disaster risk reduction through mitigation programs. This research is a study of disaster mitigation eruption of Mount Merapi in Cangkringan, Sleman. This study aims to determine the implementation of structural and non-structural mitigation disaster eruption in Mount Merapi by the government.This study used a qualitative research, the method is descriptive. In the implementation of mitigation eruption of Mount Merapi in Sleman Regency Cangkringan Sub District, government appears to coordinate with relevant agencies and cooperate with the private/NGO. Many communities involved in mitigation activities that arise in public understanding of the disaster, besides the ease of accessing information makes the implementation of mitigation successfully.The results of this study indicating that the implementation of structural and non- structural mitigation is affected by the same factors. Factors that affecting the implementation of mitigation disaster eruption in Mount Merapi is coordination, community participation, cooperation between government and private / NGO, public initiatives, and information.

Kota Semarang merupakan ibukota Provinsi Jawa Tengah yang memiliki sejumlah besar pedagang kaki lima. Wilayah Penelitian ini adalah tentang PKL di Tlogosari Semarang yang berada di bantaran sungai Jembatan 1 dan 2. PKL mengambil badan jalan sehingga menyebabkan kemacetan, serta mempengaruhi pula kebersihan dan nilai estetika sekitar kawasan Tlogosari. PKL di jembatan 1 dan 2 ini juga dapat dikatakan illegal karena mereka tidak mendapatkan perijinan dari pihak Kelurahan Tlogosari. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data menggabungkan antara wawancara, observasi, dokumentasi dan studi pustaka. Penelitian ini menggambarkan bagaimana Peraturan Daerah No. 11 Tahun 2000 Tentang Pengaturan dan Pembinaan Pedagang Kaki Lima di Kawasan Tlogosari Semarang. Pemerintah Kota Semarang menyediakan lahan baru di Pasar Suryokusumo yang telah diresmikan bulan Maret 2016 untuk mengatasi PKL liar di Jembatan 1 dan 2 Tlogosari, dikatakan belum tepat sasaran mengingat PKL malah justru kembali menempati Jembatan 1 dan 2. Selain itu, PKL di Tlogosari kurang mengetahui detailnya isi dari Perda No 11 Tahun 2000 tentang Pengaturan dan Pembinaan PKL, sehingga tidak heran jika para PKL masih melanggar peraturan yang sudah ada. Diharapkan Pemerintah Kota Semarang segera menangani masalah pengaturan dan pembinaan PKL di Tlogosari agar tidak semakin meluas.

Tujuan dikucurkannya dana BOS pada tahun 2005 adalah membebaskan biaya pendidikan bagi siswa tidak mampu dan meringankan bagi siswa yang lain, agar mereka memperoleh layanan pendidikan dasar yang lebih bermutu sampai tamat dalam rangka penuntasan wajib belajar 9 tahun. Namun dalam pelaksanaan pelayanan penyaluran Dana BOS Tahun 2011, masih ditemukan keterlambatan penyaluran dana BOS ke sekolah-sekolah penerima. Hal ini didorong karena adanya perubahan mekanisme atau peraturan penyaluran dana BOS pada tahun 2011. Permasalahan yang diambil dari penelitian ini adalah bagaimana kualitas pelayanan dalam penyaluran dana Bantuan Operasional Sekolah di tingkat Sekolah Dasar yang diberikan oleh Dinas Pendidikan Kota Semarang. Penelitian ini bertujuan untuk mendiskripsikan dan menganilisis Kualitas Pelayanan Penyaluran dana BOS tingkat Sekolah Dasar di Kota Semarang. Penelitian ini menggunakan model penelitian kualitatif dengan teknik pengumpulan data melalui wawancara dengan instrument pengumpulan data berupa interview guide. Informan dalam penelitian ini adalah Kepala Bagian Monbang Dinas Pendidikan, Staf Monbang sebagai Penanggung Jawab pengelolaan Dana BOS serta Kepala Sekolah perwakilan sekolah penerima Dana BOS. Dari hasil penelitian diperoleh hasil : Tingkat Kualitas Pelayanan Penyaluran Dana BOS tahun 2011 di Kota Semarang masih dikatakan rendah. Hal ini terlihat dengan tidak adanya ketepatan waktu dalam proses penyaluran dana BOS, tidak adanya ketepatan waktu ini terlihat dengan terlambatnya dana BOS tersebut masuk dalam rekening sekolah.

Pemerintah berkewajiban melayani setiap warga negara untuk memenuhi hak dan kebutuhan dasarnya dalam kerangka pelayanan publik merupakan amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Keberhasilan suatu pemerintahan dapat dilihat dari kualitas pelayanan yang diterima masyarakat. Tingkat kualitas pelayanan sangat dipengaruhi oleh kinerja birokrasi yang menyelenggarakan pelayanan publik. Kecamatan merupakan salah satu instansi pemerintah pada level bawah yang melakukan pelayanan publik serta berhadapan langsung dengan masyarakat. Tujuan penelitian ini untuk menganalisis kinerja Kecamatan Sambong Kabupaten Blora Provinsi Jawa Tengah dalam melaksanakan tugas pokok serta mengetahui faktor-faktor yang mendukung dan menghambatnya. Kinerja Kecamatan Sambong dilihat dari lima aspek kinerja yaitu kuantitas, kualitas, timeliness (ketepatan waktu), cost effectiveness (keefektifan biaya) dan akuntabilitas. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan informan pegawai Kecamatan Sambong Kabupaten Blora dan masyarakat pengguna pelayanan. Hasil penelitian dengan menggunakan kelima aspek kinerja di atas menunjukan bahwa kinerja Kecamatan Sambong sudah baik dengan presentase capaian kinerja mencapai 87%, namun masih ada kekurangan dan kendala seperti kekurangan pegawai, perubahan regulasi, kekurangan anggaran, serta sarana dan prasarana yang kurang memadahi. Saran dalam penelitian ini adalah mengajukan penambahan pegawai yang bertujuan untuk menyeimbangkan dengan pekerjaan yang ada, memaksimalkan anggaran dan sarana prasarana yang dimiliki, menyesuaikan tujuan kinerja dengan regulasi yang berlaku, serta memanfaatkan teknologi sehingga mempercepat pertukaran informasi dan kinerja Kecamatan Sambong Kabupaten Blora menjadi lebih baik.

Increasing of using areas can causes the decreasing of green open space availability. Beside that, the decreasing of green open space also caused by judgment that the green open space is reserve area and not economical. To cover up the less area of green open space, can be done with increasing the people participations to increasing the private green open space. The purpose of this research is to find out about the policy implementation of private green open space in Pedurungan Subdistrict, Semarang City by “Five Appropriates” are Policy Accuracy, Implementation Accuracy, Target Accuracy, Environmental Accuracy and Process Accuracy. The second purpose is to find out the support and the inhibitor factors that involves in implementation process of private green open space in Pedurungan Subdistrict, Semarang City by observe in: Communication, Resources, and Authorizing Signature. The results conclude that implementation of private green open space in Pedurungan Subdistrict not optimal yet; it shows that there are people not known about implementation of private green open space yet. The inhibitor factors in implementation of private green open space in Pedurungan Subdistrict are communication that not optimal yet, and the resources that not equal yet, especially government human resource to do socialization that still definite. The support factors in policy implementation is about government commitments and responsibilities to increasing socialization about policy of private green open space in Pedurungan Subdistrict. Recommendations from the results research are: (1) To increase the private green open space directly, in order that people known about the policy; (2) Socialization can be done with interesting method; (3) increasing the human resources.
