Pertambahan penduduk yang pesat memberikan implikasi pada tekanan terhadap pemanfaatan lahan. Menurunnya kualitas dan kuantitas ruang terbuka publik yang telah mengakibatkan menurunnya kualitas lingkungan. Untuk membangun lingkungan masyarakat yang sejahtera dan berkelanjutan serta mengajak semua pihak berpartisipasi menjaga sumber daya alam yang ada dengan melakukan penataan ruang terbuk hijau.Untuk mendukung Rencana Tata Ruang Wilayah (RTRW) Kabupaten Kendal maka pemerintah Kabupaten Kendal menyediakan lahan pertanian lestari seluas 22 ribu hektar. Pemanfaatan Ruang Terbuka Hijau mengamanatkan luas minimal sebesar 30 % dari total luas wilayah kota yang terdiri dari 20 % RTH Publik dan 10 % RTH Privat. Kabupaten Kendal sendiri baru berhasil melakukan penataan RTH seluas 121.914,53mÂ² dari total luas wilayah, yaitu 1.002, 23kmÂ². Dari data tersebut diketahui bahwa jumlah ruang terbuka hijau di Kabupaten Kendal masih kurang.Penelitian ini bertujuan untuk mengetahui manajemen dalam penataan ruang terbuka hijau serta untuk mengetahui peluang dan hambatan penataan ruang terbuka hijau di Kabupaten Kendal.Hasil penelitian menunjukan bahwa manajemen penataan ruang terbuka hijau belum menunjukan hasil yang baik, dimana pada tahap perencanaan pemkab Kendal belum memiliki perda sendiri sebagai pedoman penataan ruang terbuka hijau, pada tahap pengarahan Standard Operating Procedure belum terlaksana dengan baik. Kemudian pada tahap pengawasan pun, untuk pemberian insentif dan disinsentif belum berjalan seperti sebagaimana mestinya. Hambatan seperti minimnya dana, sarana dan prasarana, serta sumber daya manusia menyebabkan penataan ruang terbuka hijau menjadi kurang maksimal.Rekomendasi dari hasil penelitian ini adalah pembuatan perda sebagai pedoman dan payung hukum penataan ruang terbuka hijau di Kabupaten Kendal, pemenuhan Standard Operating Procedure, menambah jumlah tenaga ahli dalampenataan ruang terbuka hijau, pemberian insentif dan disinsentif, pemenuhan sarana serta prasarana untuk mendukung penataan ruang terbuka hijau di Kabupaten Kendal.

ABSTRACT The implementation of School Operational Assistance (BOS) is one of the government policies to aimed at improving the quality of education for all levels of society by funding school operation activities. But School Operational Assistance (BOS) funds can also be used to other thing, that is teacher development and school facilities in the teacher profession development component, education staff and scholl management development, while for school facilities in the maintenance of infrastructure facilities and the multimedia learning tool component. However, not all school met all components of BOS funds, including components for teacher development and school facilities The research was conducted in Semarang City Middle Schools namely SMP Negeri 1, 2 and 19 Semarang City. The research was conducted based in the implementation not meet all the components of BOS. especially the teacher development component and school facilities components. The purpose of this study is to describe and analyze the implementation of school operational assistance (BOS) funds for teacher development and school facilities in Semarang City Junior High Schoold and to identify and analyze the factors that influence the implementation of school operational assistance (BOS) funds for teacher developments and school facilities in Semarang City Middle School. The researcher uses the van Meter and van Horn Implementation model with top-down approach. Based on research, the implementation of school operational assistance (BOS) funds for teacher development and school facilities is still not optimal, due to the influence of standar and objective factor which is lack of certainty and judgment in using teacher development and school facilities components and there is no reward given to school for maximizing the use of BOS funds to provide a stimulus for schools as implementor

Education is a major factor for a nation in order to carry out the construction. Seeing the importance of education for a nation, takes the role of government to meet the needs of the community. One of the efforts made by the government through the Ministry of Education and Culture of the Republic of Indonesia is a program of the School Operational Assistance or BOS. BOS Program is a program that supports the 9-year compulsory education program, in which each learner exempt from all operational costs of education. The research was conducted in SMP Negeri 2 Semarang and was based on the fact that in its implementation, still there are problems such as limited use of the funds for the school, as the executor. The purpose of this study is to describe and analyze the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang and describe the driving factors and obstacles in the implementation of the Program School Operational Assistance (BOS) in SMP 2 Semarang. Based on research, the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang is still not optimal. Therefore, the recommendations can be given is to not restrict the use of funds for each school, differences in the percentage of acceptance of funds received by schools based on the needs of each school, and the preparation of JUKNIS BOS not too stiff to use BOS funds can be more optimally.

Public services with good quality is required by community. The government passed a regulation that Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2010 Tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN) to create public service with good quality. PATEN aims to improve the quality of service and bring the service closer to the community. The purpose of this study are to describe and try to analize organizational effectiveness of subdistrict integrated administrative services program in Subdistrict Gunungpati Semarang and to describe any proponent or resistor factors which influence effectiveness of District Gunungpati’s Office. The results of this study is shown that organizational effectiveness of PATEN in Subdistrict Gunungpati Semarang is as expected. In the source approach, it can be seen that PATEN support facilities are available enough to be utilized by the community. Then on the process approach, communication is created dynamically and always apply the discussion. But still have constraints on the environmental characteristics of the limited number of employees and the extent of Gunungpati District as well as differences in educational background of local communities. The researcher suggested optimizing the role of kelurahan to implement the “ball picking” system and the orientation of the employees in providing the service should always be oriented to the private sector so that the attitude of the employees can be more flexible to adjust the background of the people who come.

In the arrangement of human resources management of civilian workers, basic information about the position information is needed that obtained from job analysis,therefore, the first step that must be done in the recruitment of employees is job analysis. The step that aimed is to obtain information about the characteristics ofexisting jobs in each work unit which further defined or formulated into each position. Job analysis activities is one of the crucial activities in Human Resource Management, particularly in the recruitment stage to determine the appropriate Human Resources at the required position, but the job analysis has not been carried out in the Law Section of Semarang District Secretariat which eventually led to thetransfer of employees to the Department of only the most qualified legal notice that is hindering the performance of the organization. Thus, it is necessary to formulate ananalytical description and specification of office in Semarang District Legal Department.

Pariwisata merupakan kegiatan multidimensional yang berkaitan erat dengan sosial, agama, kultur, seni, keindahan, budaya, lingkungan hidup dan teknologi. Dalam pengembangan pariwisata perlu diperhatikan seluruh aspek yang berkaitan dengan kegiatan pariwisata. Dilihat belum optimalnya kesiapan destinasi unggulan Kota Semarang yaitu Sam Poo Kong untuk bersaing karena lemahnya pengelolaan dan belum tersedianya dukungan fasilitas umum dan fasilitas pariwisata. Disamping persaingan pariwisata yang semakin ketat, kompetensi SDM pariwsata yang dimiliki masih belum optimal. Rencana Induk Pengembangan Pariwisata merupakan kebijakan yang mengatur tentang rencana pengembangan pariwisata di suatu daerah. Rencana Induk yang digunakan dalam pengembangan pariwisata di Kota Semarang merupakan RIPP Propinsi Jawa Tengah. Rencana Induk ini pula yang menjadi pedoman dalam pengembangan destinasi wisata Sam Poo Kong di Kota Semarang. Pada penelitian ini digunakan teknik penelitian deskriptif kualitatif dengan menggunakan jenis data angka, tulisan dan gambar. Dalam pelaksanaan penelitian kualitatif data yang digunakan peneliti adalah data primer dan sekunder dengan menggunakan teknik pengumpulan data melalui interview, observasi dan studi dokumentasi. Melalui penelitian ini akan diperoleh data kemudian dianlisis melalui tahapan: Reduksi data – Pengujian data – Manarik kesimpulan. Hasil penelitian menyimpulkan bahwa implementasi RIPP Propinsi Jawa Tengah dilaksanakan di destinasi wisata Sam Poo Kong Kota Semarang belum dapat mengatasi permasalahan pariwisata di Kota Semarang sehingga perlu dibuat Rencana Induk Pengembangan Pariwisata Kota Semarang. Untuk memperjelas pengembangan pariwisata Sam Poo Kong secara teknis maka dipelukan juga suatu SOP.

Arrangment of small and medium enterprise is a spatial palling set out in Perda Kota Semarang N0. 13 Th. 2013 is motivated by the urge to maintain the function and small-medium enterprise development in Semarang. The purpose if this study is to determine the policy implementation process structuring small-medium enterprise development in sub Gunung Pati using grounding Perda Kota Semarang No. 13 Thn. 2013 on spatial planning Semarang. The result of this study aims to find supporting factors and obstacles that faced by the government in maintaining the function of small-medium enterprise development throught empowerment activities. In this study, researches used the theory of effective implementation of Riant Nugroho to see the implementation process ang implementation of the theory of Van Meter and Van Horn to determine the factors that encourage and hinder the implementation of the policy. This study used qualitatived methods, that using informan from the Dinas Koperasi dan UMKM Semarang, Kecamatan Gunung Pati, and society of sub Gunung Pati itself. The result of this study indicate that the implementation of small- medium enterprise development in sub Gunung Pati. Starting from planning, and controlling. Spacious members of small-medium enterprise in the sub Gunung Pati at 2015 amounted 15% of the total members. Factors that encourage and inhibit this policy is the size and purpose of the policy resources, dispotion implementator, communication between organization, and the economic environment, social and political. Services is a Success key of various businesses or services activities. The role of servicing gets bigger and determined when there’s service in community activities. Public service scope are very wide, one of them is the transportation service. There’s Semarang BRT as part of the transportation system in Semarang city, and its one of Semarang community needs at transportation area. BLU UPTD Mangkang Terminal Section as Semarang BRT management had a vision “ Creating a Professional, Independent, reliable, sustainable and affordable service”.The objective of research was to identify BRT Semarang corridor II service quality. To identify How does the quality of service that has been given from BRT Semarang corridor II to the community and also what kind of dimensions can be the inhibitor of BRT Semarang corridor II service quality. A measure of the quality, seen from 8 quality service dimensions that has been formulated. The research used a descriptive qualitative with repondents from BLU Semarang city employeses and BRT Semarang corridor II user.The result of the research are the BRT Semarang corridor II quality service was good enough if identified from 8 dimensions quality services, only at direct tangibles dimension and officer reliability that needs to be improved.

Dengue Hemorrhagic Fever is the one of the most endemic disease in Indonesia. One of the biggest city in Indonesia, Semarang, turn out to be the one of the most dengue fever patient every years.. In Peraturan Walikota Kota Semarang No. 27B Tahun 2012 tentang Petunjuk Pelaksanaan Peraturan Daerah No. 5 Tahun 2010, it explained that control of Dengue Hemorrhagic Fever involving society, Local Government and Public Health Office which is represented with Health Surveillance Dengue Hemorrhagic Fever Officer. Tembalang district is the one of the most dengue fever cases on Semarang Disctrict on 2014 and 2015. The existence of Health Surveillance Dengue Hemorrhagic Fever Officer in Tembalang District didn’t completely control the disease of dengue fever on that district. The result of the research will show that work performance of Health Surveillance Dengue Hemorrhagic Fever Officer on Tembalang District need to improved to be better. One of the aspect need to be improved is work quality aspect, work quantity and using time at work. From this research, there are reccomendation to add training for Health Surveillance Dengue Hemorrhagic Fever Officer. Training needed to improve work quality of Health Surveillance Dengue Hemorrhagic Fever Officer, determine quantity needed of Health Surveillance Dengue Hemorrhagic Fever Officer in each region so that it would improve work quantity of Health Surveillance Dengue Hemorrhagic Fever Officer. Furthermore, there was a need to apply presence system and monthly report to minimalyze mistake, and improving cooperation with various parties

Penelitian tentang Strategi Pengembangan Industri Kecil Menengah di DinasKoperasi, Usaha Mikro Kecil dan Menengah, Perindustrian dan Perdagangan KotaTegal bertujuan untuk mendeskripsikan strategi Dinas Koperasi, UMKM,Perindustrian dan Perdagangan di Kota Tegal, menganalisis faktor pendorong danpenghambat dalam pengembangan industri kecil menengah, menilai ataumengevaluasi strategi yang telah ditetapkan oleh Dinas Koperasi, UMKM,Perindustrian dan Perdagangan Kota Tegal dalam mengembangkan industri kecilmenengah, serta untuk memberikan saran dan masukan terhadap strategi yang telahditerapkan oleh Dinas Koperasi, UMKM, Perindustrian dan Perdagangan Kota Tegalagar lebih optimal.Fokus penelitian ini mengenai strategi pengembangan industri kecilmenengah di Dinas Koperasi, UMKM, Perindustrian dan Perdagangan Kota Tegal.Informan yang digunakan dalam pengumpulan data yaitu pihak Dinas Koperasi,UMKM, Perindustrian dan Perdagangan Kota Tegal, pelaku dan tenaga kerja industrikecil menengah, serta masyarakat sekitar daerah industri kecil menengah. Penentuaninforman tersebut menggunakan teknik snowballing.Proses analisis yang dilakukan diawali dengan identifikasi lingkungan internaldan eksternal berdasarkan Renstra Dinas Koperasi, UMKM, Perindag Kota Tegal danhasil wawancara untuk melihat kelemahan, kekuatan, peluang, dan ancaman dalampengembangan industri kecil menengah di Kota Tegal. Dari identifikasi lingkunganstrategis itu ditemukanlah isu-isu strategi yang selanjutnya disebut sebagai SO, ST,WO, dan WT. Langkah selanjutnya yaitu mengevaluasi atau menilai program ataustrategi yang telah disusun oleh Dinas Koperasi, UMKM, Perindag Kota Tegalberdasarkan hasil wawancara di lapangan dengan menggunakan tes litmus untukmenentukan tingkat kestrategisan program yang telah disusun. Sehingga diperolehpenetapan strategi pengembangan industri kecil menengah sebagai usaha intensifikasipelaksanaan program Renstra yang dapat diterapkan di Kota Tegal.
