Abstract

This research is a qualitative research motivated by the National Program for Urban Community Empowerment (PNPM Mandiri Perkotaan) that still experience difficulties to reducing poverty in Indonesia. The research is focused on the implementation of PNPM Mandiri Perkotaan in Winong, Boyolali and it is influencing factors covering communication, resources, implementor dispotition, bureaucratic structure, implementing organizations, and socio-economic environment.The results showed that the PNPM Mandiri Perkotaan in Winong, Boyolali still less effective and also less positive impact on the development of community life caused by low levels of human resource and poor socialization. So it takes a strategy to improve the quality of human resources as well as good communication strategy in order to improve the welfare of the people in Winong.

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

"Pro investor" investment into the program in the era of the reign of Joko Widodo to propel the influx of investors, so the Government should have already prepared in terms of services especially services permissions. Problems faced by DPMPTSP Semarang is the lack of human resources. This study aims to describe the quality of service analysis about licensing in DPMPTSP Regency Semarang. Research methods used in this research is descriptive qualitative research methods. The theory being used, namely the principles of quality service according to PERMENPANRB No. 14 Year 2017 which include: requirements, mechanisms, Systems and procedures, the time of completion, cost/rates, product specification type of service, managing competencies, Managing behavior, handling complaints, feedback, and suggestions, and infrastructure. The results showed the quality of service permissions on DPMPTSP Semarang meets nine quality service principles, it is apparent from the community satisfaction received from services provided in DPMPTSP Regency Semarang. Some shortcomings occurred on the principle of quality service burupa lack of socialization, the procedure is less effective and efficient for the employees, the lack of human resources, and a lack of infrastructure and facilities for employees in DPMPTSP Regency Semarang. Recommendations, the need for dissemination of dissemination to the Community requirements, simplification of the procedure of licensing for Ministry employees, the addition of a clerk at DPMPTSP Semarang, and renewal of infrastructure and facilities for the employees in the DPMPTSP Regency Semarang.

Abstract

Kalianget Tourismt Park, is one of tourism destination in Kabupaten Wonosobo, that having lots of potential to be developed. But, the condition is not comparable yet, with the potencies. The questions are: what internal and external factors, and how regional Government Kabupaten Wonosobo to develop the potencies of Kalianget Tourism Park. This research aims to identify internal and external factors and analyze how Regional Government Kabupaten Wonosobo, to develop the potencies of Kalianget Tourism Park. Using theory of strategic management, this research using SWOT Analysis to identify the strengths, weaknesses, opportunities, and threats, in strategic environment. This research is a qualitative descriptive type of research. Strategic management is important to do, and needed by department to plan the program. The result shows that there are eight issues, in the process to developing Kalianget Tourism Park. After using Litmus test measurement to evaluate the strategic issues, the two most strategic issues can be found. They are optimization of Kalianget Tourism Park and increasing cooperation with investors.

Abstract

Ownership of birth certificate is very important since it is a form of someone’s identity which will be used as the basis to obtain other public services. Based on the data from Department of Population and Civil Registration of Semarang in 2004-2014, there are still 127.369 childerns have not had birth. Thus, this research aims to analyze the quality of service of the birth certificate and to know factors influence it in Department of Population and Civil Registration of Semarang. The research method used was descriptive qualitative while the election informants technique was purposive sampling. The researcher collected the data through interviews, observation, and study documentation. The result of this research indicates that, there are three of five quality dimensions service that are not qualified. Those are tangible, reliability, and responsiveness. It is seen from the quantity of infrastructure that is still inadequate and less carefully preserved, the procedure of birth certificate that is not socialized well, the customer service that does not serve well, the lack of awareness of the birth certificate applicants for their rights, and there is no customer care available yet. Therefore, Department of Population and Civil Registration of Semarang has to give more good response to all the service birth certificate with responsive, reliable, right, and accurate. Also, the applicants should be more active and aware of the importance of the birth certificate. They could also take part in the service of birth certificate in Department of Population and Civil Registration of Semarang.

Abstract

As a company that organizes services, PT. PLN (Persero) Central Java Distribution & D.I. Yogyakarta is still not optimal in organizing the 123 Call Center services. In this study the authors observed 123 Call Center customer satisfaction is submitting the complaint to determine whether there is a relationship between the factors of service quality and the ability to work to the satisfaction of service in PT 123 Call Center. PLN (Persero) Central Java Distribution & D.I. Yogyakarta.Type of study is a research type ekspalanatori. This study used a sample of 50 respondents to the selection of accidental sampling technique. Analysis of data using quantitative methods. Testing the hypothesis using Rank Correlation Coefficient formula and formula Kendal Kendall Coefficient of Concordance.According to the results showed a significant relationship between the variable quality of service (X1) with customer satisfaction (Y) where the value Zcalc > Ztable 5% (6.72 > 1.96), a significant relationship between employee capability variable (X2) with customer satisfaction (Y) where the value Zcalc > Ztable 5% (5.38 > 1.96), and a significant relationship between quality of service (X1) and the ability of employees (X2) to customer satisfaction (Y) where the value calculated ƒÓ 2 > ƒÓ 2 tables on a significant level of 5%, which is 33.644 > 5.991. Based on the results showed that the quality of service and the ability of employees to have a relationship with customer satisfaction on PT. PLN (Persero) Central Java Distribution & D.I. Yogyakarta.

Abstract

Pengelolaan sampah adalah semua kegiatan yang dilakukan dalam menangani sampah sejak ditimbulkan sampai dengan pembuangan akhir. Kebijakan pengelolaan sampah di TPA Bantargebang sebagai tempat pemrosesan akhir yang dikelola oleh Pemerintah Provinsi DKI Jakarta membawa tanggung jawab pemerintah untuk memberikan pelayanan publik dalam pengelolaan sampah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Penelitian ini menggunakan teori instrumen kebijakan milik Howlett & Ramesh serta teori faktor pendukung dan penghambat berjalannya peran oleh Horton & Hunt. Hasil penelitian menunjukkan bahwa peran dari voluntary instruments pada kebijakan pengelolaan sampah di TPA Bantargebang dapat terlihat dari kegiatan berikut: 1) pengurangan sampah, 2) penanganan sampah, 3) pendidikan dan pelatihan 4) penelitian dan pengembangan, 5) sosialisasi, 6) advokasi, 7) kemitraan dan 8) pendanaan. Di dalam menjalankan perannya, voluntary instruments yang terdiri dari family & community, voluntary organizations, dan private market menemui faktor pendukung, yaitu kompetensi, sosialisasi serta perilaku peran dalam pengelolaan sampah. Selain itu, terdapat faktor penghambat yaitu adanya konflik peran, masa peralihan peran dan ketidakcocokan peran dalam menjalankan pengelolaan sampah. Saran yang dapat diberikan adalah pengadaan sarana dan prasarana pengelolaan sampah, inisiasi dan aktivasi beberapa peran yang dimiliki agar turut berkontribusi secara masif dalam pengelolaan sampah, pemahaman terhadap urgensi pengelolaan sampah kepada seluruh pihak yang terlibat.

Abstract

Organization formed to achieve goals. The success of organization in achieving the goals determined by how the performance of the organization. Organizational performance is the result of cooperative activities between the components of organization in order to realize the goals of the organization. Subdistrict is an agency which has the task of regional technical implementation under the regency or city. Cirebon City have five districts and Kejaksan District has achievement with lowest strategic target. The purpose of this study is to analyze the performance of Kejaksan District and analyze aspects that support and obstacle the performance of Kejaksan District Cirebon City. Kejaksan District analyzed the performance by the dimensions of productivity and fairness. Productivity Kejaksan District of Cirebon City has not been achieved realization of the programs and activities with the planned target. Kejaksan District of Cirebon City not attention to justice for society as seen from the activities and the amount budget allocations for the public is smaller than for the internal of Kejaksan District. According to dimensions researched, it can be concluded if the performance of Kejaksan District is not optimal. Aspect that support the performance of Kejaksan District is leadership and obstacle aspects are human resources, society participation, and budget. Based of obstacle aspects, the author give advice for increasing employee volunteers, make programs or activities that are more innovative in order to increase public participation, and Kejaksan District should give more attention for budget allocation between internal and society.

Abstract

The multilateral development scheme incorporates SRHR (Sexual and Reproductive Health and Rights) into the SDG'S (Suistanable Development Goals) indicator, it means that in all development aspects should not override the SRHR issues. Reproductive health services for teenagers have got no serious attention yet, whereas teenagers are the most vulnerable group that sustaining various risks of reproductive health problems. Major issues related to adolescent reproductive health also called by term Triad KRR (sexuality, HIV / AIDS and drugs) are actual issues that require the attention of all parties. This study aims to analyze the implementation of adolescent reproductive health services policy strategy and to identify factors affecting its implementation in Semarang regency. The method used in this research is qualitative descriptive. Data collection techniques used through in-depth interviews, observation, and literature review. This study refers to Government Regulation No. 61 of 2014 and uses Grindle's implementation model. The results showed that adolescent reproductive health services got less attention so that it has not been able to achieve the desired goals. It is due to the lack of good coordination between the involved implementers, implemented strategies are less effective, Semarang Regency Government has not yet prepared technical guidance on teenagers reproductive health service policy, and distribution of beneficiaries is not evenly distributed.

Abstract

Disaster management is a systematic and comprehensive effort to overcome all disasters quickly, precisely and accurately to reduce casualties and losses impacted. The study in the authors proposed is about rehabilitation and reconstruction in disaster management. Rehabilitation is ratification and recovery in all public service aspects or society to an adequate level in post-disaster areas by primary for normalization or walks fairly all government aspects and society in post-disaster areas.Reconstruction is rebuilding in all the infrastructures and facilities, the institutions in post-disaster areas, either at the government or society level by growth main target and economic activities, social, cultural, law enforcement development and the primary order, and also the rising of community participation all social life aspects in post-disaster areas.This study is motivated by the Merapi eruption in 2010 which resulted in many losses and damages in around Merapi area, losses and damages that required priority handling and robust reconstructing.This research is descriptive by using qualitative research methods, intended to analyze disaster management practice in the rehabilitation and reconstruction of infrastructural, economical, housing, and social sectors. The author conducted research in Kemalang, Klaten. Based on the author's research, the disaster management of rehabilitation and reconstruction needed priority treatment and disaster management knowledge to minimize damaging and losing after Merapi eruption. Rehabilitation and reconstruction activities required careful planning so that all victims will handle properly.
