Abstract

Public service innovation is a thing that must be done by the Government to be able to fulfill public need for fast and easy public service. Semarang City Government builds 3 in 1 IT-based public services innovation that can be used free called Public Information Center (PIP). One of the three services that provided by PIP is Citizen Complaints Management Centre (P3M). P3M is a recipient of complaints and aspirations which is an innovation from Complaint Management Service Center (P5). This study uses descriptive qualitative. This research aims to determine the innovation process of P3M services along with its supporting and inhibiting factors. The result of this research are P3M service innovation process can be seen from three aspect. The three aspects are opportunity, adoption, and implementation. The entire process of P3M service innovation has been running well but there is still a lack of promotion and understanding about the role of P3M. Factors that supporting P3M are (1) the desire to create new things; (2) innovation development creativity; (3) the presence of responsible person; (4) availability of facilities and infrastructure; and (5) supporting environmental conditions. The inhibiting factors of P3M innovation are (1) administrative pressure; (2) no appreciation yet; and (3) inability to face challange Keywords:

Abstract

Humans are important assets that became a major concern in an organization, because humans are the planners, perpetrators and the deciding goal of the organization. Discipline is an important requirement in order to create the climate and atmosphere of the work for the sake of achievement of the objectives of the organization. Discipline work not optimal underlying this research that had done. Discipline was influenced by the style of leadership that gives direction to employees working based on the objectives of the Organization and the motivation that drove employees improve work discipline. This study uses quantitative analysis approach. The samples used in this study of 40 respondents who are employees of the Office of the Land district of Temanggung. Data analysis using simple linear regression analysis, multiple linear regression, f test, determination of the coefficient, t test with the help of program SPSS. The result showed that the influence of leadership style of the discipline of 27,6%, while the influence of motivation against the discipline of 23,1%, and discipline influenced the style of leadership and motivation at the same time of 31.5%. The results showed that there is a positive relationship between leadership style and motivation of discipline.

Abstract

Pendidikan merupakan kebutuhan untuk mendukung berlangsungnya proses pengembangan sumber daya manusia. Pada kenyataannya pendidikan di Indonesia masih belum dapat menjangkau seluruh penduduknya, salah satu faktor penyebabnya adalah kemiskinan. Pemerintah Provinsi DKI Jakarta membuat program Kartu Jakarta Pintar (KJP) yaitu program strategis untuk memberikan akses bagi warga DKI Jakarta dari kalangan masyarakat tidak mampu untuk mengenyam pendidikan minimal sampai dengan tamat SMA/SMK dengan dibiayai penuh dari dana APBD Provinsi DKI Jakarta. Tujuan penelitian ini untuk mengetahui bagaimana implementasi kebijakan KJP pada Sekolah Dasar Negeri di Jakarta Timur Wilayah II, serta mencari tau apa saja faktor-faktor yang mendukung dan menghambatnya. Teori yang digunakan dalam penelitian ini adalah Model Implementasi George Edward III yang terdiri dari komunikasi, sumberdaya, disposisi dan struktur birokrasi serta Pergub No. 174 Tahun 2015 tentang Bantuan Biaya Personal Pendidikan Bagi Peserta Didik dari Keluarga Tidak Mampu Melalui Kartu Jakarta Pintar. Penelitian ini menggunakan pendekatan kualitatif. Pengumpulan data dilakukan dengan wawancara sebagai data primer. Sedangkan data sekunder diperoleh dari kepustakaan dan media elektronik. Pada kenyataannya di lapangan implementasi KJP masih mengalami masalah terkait dengan maksud dan tujuan dari KJP itu sendiri, sasaran, mekanisme KJP di pihak sekolah, pengawasan dan pelaporan serta terkait dengan larangan dan sanksi. Masukan yang diberikan yaitu diperbaikinya persyaratan pendaftaran dan instrumen wawancara, ditingkatkannya pengawasan oleh sekolah dan memberikan sanksi tegas apabila terjadi pelanggaran, perlunya dibentuk staff khusus disekolah untuk menangani KJP, serta meningkatkan kerjasama sosialiasasi dengan para stakeholder.

Abstract

Humans can not be separated from two important things in life, namely birth and death. Birth can be a problem if the birth rate continues to increase so that there is an increase in population. The ever increasing number of population causes the people's needs to decrease. This relates to Semarang City Regulation Number 10 of 2009 concerning the Implementation and Retribution of Burial Funeral Services in the City of Semarang, which relates to requiring housing developers to provide public or social facilities that contain a public cemetery at least 2% of the housing location that will built. The results of this study show how the implementation of the policies implemented, which are related to the provision of land locations, plots and supporting facilities for the cemetery area, and provided by developers who do not provide public burial sites

Abstract

Increasing population growth in Sub Banyumanik effect by increasing the amount of waste from year to year. Waste management system is needed to address the problems that arise as a result of waste overload. The aim of this study was to determine the condition of waste management, as well motivating factor inhibiting factor and waste management solutions in the District Banyumanik. The research method used is descriptive qualitative research methods. The results showed that the waste management in the city of Semarang, especially in Sub Banyumanik yet either. There are still obstacles that make waste management, especially at the stage of transporting waste from TPS to landfill and waste processing stage less running smoothly. Automaticaly the service quality provided to the public by the waste management officer can not be maximized. The writer suggests that the addition of waste management facilities and infrastructure in the form of TPS, the government together with the Institute of Public Social socializes The Waste Management System (3R) to the public periodically. The Department of Hygiene and Urban Landscapping of Semarang together with coordinator / Sub District Hygine officer of Banyumanik need to evaluate hygiene care facilities needs by adapted to the number and distribution of the population.

Abstract

Faculty of Social and Political Science Diponegoro University has stipulated Restricted Smoking Area policy to cope with negative effects of cigarette, but it is not effectively applied. Researcher has found that it has yet to be optimally implemented and many violations occured. The objective of the research is to describe and analyze the implementation of Restricted Smoking Area policy (KTM), as well as to find out supporting and inhibiting factor of the implementation. This research was conducted in qualitative approach with descriptive type. Data was collected from observation, interview, and documentation. Based on the research, it shows that implementation of Restricted Smoking Area policy has not been optimally implemented, caused by all existing factors such as communication, resource, birocration structure, and disposition become an obstacle for the implementation of Restricted Smoking Area policy in Faculty of Social and Political Science Diponegoro University.

Abstract

Ayo Wisata ke Semarang is a government program that aims to increase tourist visits to Semarang. Through this program, the government relied on three potential Semarang city tourism, religious tourism, cultural and culinary.Program which began in 2011 it contains strategic activities the government and the city of semarang tourist events . This program has a primary target increased by 1,834,886 tourists visiting in 2012. This research aims to know the implementation of the program in 2012 and how its achievement. This research was analyzed with a model monitoring Peter Rossi and using qualitative research type.This research uses descriptive qualitative research type. The research results obtained by conducting interviews to the actors involved in the programme, namely the Government of the city of Semarang, businessmen, tourists and tourist community. Researchers also spread a questionnaire to determine the level of satisfaction of tourists to tour the city of Semarang.From the results of the analysis, it can be concluded that the government reach all target the program in 2012 that have been determined. Tourists felt quite satisfied with the Semarang city tourism. The program also fosters enthusiasm some tourism businesses like T-shirt souvenirs. Promotion programs in a variety of media is a major factor in the success of this programs. Through Balanced Scorecard measurement tool, the program is achieving success of 83,69%.

Abstract

Environment Agency Semarang is one of the technical institutions of local government has a fundamental duty to implement the preparation and implementation of policies that are specific areas in the environmental field. To carry out the basic tasks of the Environmental Agency of Semarang has a function which is one implementation of government affairs and public services in the environmental field. Quality of service can be determined by comparing the service that has been given to indicators measuring the quality of service. Quality of service can be said to be good if in accordance with the expectations of society. To measure the quality of service in Semarang city environmental agency used five indicators such as tangible, reliability, responsiveness, assurance and empathy.. The purpose of this research was analyze the quality of public services at the Environment Agency of Semarang to the public so that people feel the need basically is to get a good service from government acceptable and achieve maximum satisfaction. Abstract

There are still a delayed public information service in Tegal City that is not in accordance with the applicable regulation by the relevant agencies to be the background of this research. The objective of the research is to describe and analyze the implementation of public information service policy in Tegal City Government. Identify and analyze related to obstacle factor of policy of public information service in environment of Tegal City Government. Using the implementation theory of Daniel A. Mazmanian and Paul A. Sabatier and Van Meter and Van Horn with variable characteristics of policy, resources, and characteristics of implementing agents. Techniques of data collection using observation, interviews, and documentation. Informant selection using snowball technique. The result of the research shows that the obstacles of policy implementation are allocation of fund resources, human resources condition, facilities and infrastructure facilities, support of bureaucracy structure and communication relationship in internal bureaucracy. Recommendation given is the need to strengthen the vision and mission in the internal bureaucracy, budget preparation, planned human resource planning and improve the pattern of communication relations in the internal bureaucracy.

Abstract

Performance is a resource management organization to achieve organizational goals. Good employee performance will directly affect the performance of the institution, and to improve employee performance certainly is a time consuming task and lengthy process.Department of Finance and Asset Management Semarang City or better known DPKAD Semarang, a new organization is the incorporation of Semarang Regional Revenue Office (Receipt) to Semarang Regional Secretariat Finance Department should have an employee who has a good performance in order to achieve the objectives established organizations , in this case remains that the goal ultimately is to provide a better public service again.Performance of employees in the Department of Finance and Asset Management Areas (DPKAD) Semarang is said not maximized because based on the dimensions that are used to analyze many problems. The dimensions that hinder the performance of employees in the Department of Finance and Asset Management Areas (DPKAD) Semarang is the quality of work, quantity of work, the use of time in work, and initiatives.
