Abstract

Community-based drinking water supply and sanitation (PAMSIMAS) is government program which move in the field of drinking water and sanitation the community. PAMSIMAS aims to improve access to drinking water and decent sanitation to rural communities and peri-urban, as well as increase healthy living behavior. PAMSIMAS program to run properly it would require the participation of the community. The lack of community participation in the Kebongulo Village Musuk District Boyolali Regency, resulting in the maintenance and management of facilities are not managed by the community. Accordingly, required evaluation that looked at the impact of the program implementation PAMSIMAS on changes in patterns community of clean and healthy living behavior (PHBS) and environmental conditions which happened after PAMSIMAS program running. This research using methods descriptive qualitative research. Data in this research obtained from interviews with informants, observation and documents. The results of this study indicate that the evaluation of PAMSIMAS program in the Kebongulo Village Musuk District of Boyolali Regency, there are changes of PHBS in society, although PAMSIMAS program still has a minimal role. PAMSIMAS role in improving PHBS only until socialization stage. While the changes in environmental conditions, still has shortcomings in terms of community participation, local institutions and government commitments affecting PAMSIMAS programs in Kebongulo village.

Abstract

Tipe penelitian ini merupakan penelitian deskriptif, kualitatif dan teknik analisis deskriptif diharapkan adalah untuk memberikan gambaran mengenai kondisi pengelolaan Dana Desa di Desa Teluk Awur Kecamatan Tahunan Kabupaten Jepara. Untuk tipe penelitian kualitatif akan menjelaskan penerapan Pedoman Dana Desa dari Kabupaten kepada Pemerintahan Desa dan Pelaksanaan pada Pemerintah Desa. Untuk analisis digunakan perbandingan melalui peraturan yang berlaku dan APBDesa Teluk Awur untuk mengetahui perbedaan antara dana realisasi dengan dana yang seharusnya diterima oleh desa berkaitan dengan Dana Desa yang diprogramkan oleh pemerintah. Hasil penelitian, di Desa Teluk Awur menggunakan acuan APBDesa terutama Pendapatan Dana Desa menurut aturan Peraturan Bupati no.4 tahun 2016 dan yang ada dalam Permendagri No.113 Tahun 2014, namun dalam Dana Desa yang dilakukan dengan menggunakan acuan Peraturan Bupati sebagai pelaksana program Dana Desa. Pelaksanaan Dana Desa yang dilakukan Pemerintah Desa Teluk Awur , desa Teluk Awur yang memperoleh bagian sebesar Rp. 626.720.000,00. Berdasarkan hasil penelitian Mengingat dana desa bersumber dari APBN, maka penyaluran, pelaksanaannya , pengawasannya, dalam mengoptimalkan pengunaannya, pemerintah diberi kewenangan untuk menetapkan prioritas penggunaan dana desa berupa program pembangunan desa dan pemberdayaan masyarakat desa yang sejalan dengan kewenangan desa yang dimiliki dan menjadi tanggungjawab desa yang meliputi kewenangan dibidang penyelenggaraan pemerintahan desa,pelaksanaan pembangunan desa, pembinaan kemasyarakatan desa, pemberdayaan masyarakat desa, hak asal usul dan adat istiadat serta kewenangan lokal berskala desa sebagaimana yang telah ditetapkan dalam APBDesa berdasarkan Rencana Pemerintah desa, dimana penggunaan DD harus mengacu pada RKPDesa dan Perdes tentang APBdesa.

Abstract

Education is recognized as a fundamental right of citizens in the life of the nation. Every person has the right to receive educational services and guarantee for education of the country. Therefore, the State was required to meet the needs and education for its citizens including those with disabilities and disorders / disabilities. Policy on the Management and Operation of Education is one policy that can guarantee the implementation of special education for the disabled and functional abnormalities that provide educational services for students who have difficulty in following the learning process due to physical, emotional, mental, intellectual, and / or social . The objectives are to develop the potential of learners optimally within its capabilities.This study aims to determine the performance management policy and the implementation of special education for persons with disabilities and abnormalities in Semarang in accordance with Government Regulation no. 17 of 2010 with the wear indicators  of evaluation: Input, Process and Output as well as the use of education as a national standard 8 operationalization of the concept under study. In addition, this study also aimed to describe the obstacles as well as solutions in the management of policy implementation and delivery of special education in the city of Semarang.The results showed that the management and operation of Semarang city still has many shortcomings which can be seen from: Standard contents are less rigid and less accommodating ABK special talents, Standards Educators and education personnel who still have not managed properly related to the existence and adequacy, Standard infrastructure is still below the minimum service standards for the types of special schools. Financing is still lacking in terms of financing physical, educational outcomes assessment standards are still only show the results of the students at this stage of cognition, as well as graduate competencies are still lacking in terms of skill. The jug is affected by the shortage of regulations is still not clear which affect the management and administration in the city of Semarang. Recommendations from this research is that the delegation of authority immediately held a special education management as a whole to the Provincial Government of Central Java, reviewing and preparing content standards are more adaptive and able to accommodate special talents ABK, manage and commercialize infrastructure better, perform mapping needs and shortages of teachers and and spreading, select and define the mechanisms, procedures and assessment instruments are able to describe the knowledge, attitudes and skills, and provide support for public order management and delivery of special education, especially parents of children with special needs such .

Abstract

Implementation of modern minimarket store structuring policy in Semarang City is one of the efforts made by the government in confronting the proliferation of establishments minimarket. Implementor of this policy is the Integrated Licensing Service Agency of Semarang and the Department of Industry and Trade of Semarang. The purpose of this research is to describe and analyze how the implementation of modern minimarket store structuring policy and to describe and analyze what are the factors that drive and impede the modern minimarket store structuring policy. Effectiveness of policy implementation process seen from five factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the support environment. Key factors driving and inhibiting the use of the theory of George C. Edwards III, communication, resources, disposition and bureaucratic structure. This research used a qualitative approach with descriptive type, which aims to illustrate how the process of policy implementation arrangement modern shops conducted in depth by looking at the facts that exist. Analysis techniques to acquire data through observation, interviews and document research. Drawing conclusions through interactive analysis belongs to Miles and Huberman to perform data reduction and data presentation. The results of research that is modern minimarket store planning policy in the city of Semarang has been running well, but there are still some things that have not been in accordance with existing regulations. Inhibiting factors of this policy is the lack of budget, facilities and infrastructure.

Abstract

Low quality performance of employees at Departement of Manpower, Transmigration and Population of Central Java Province had motivated the author to implement a study of “Analysis of Staff Performance at Departement of Manpower, Transmigration and Population of Central Java Province. This study, analysis of staff performance at Departement of Manpower, Transmigration and Population of Central Java Province, was implemented as a result of low quality staff performance found in the office. The main problem of the study was lacking work capability, motivation and work discipline. This study aimed to test the effects of each independent variable: work capability, motivation, and work discipline, on staff performance. Data were obtained from an observation method according to field conditions as well as from questionnair dissemination to the study respondents. Analysis instrument used was coefficient correlation using an SPSS version 16.0. The study resulted in a positive and significant relationship between the independent variables (work capability, motivation, and work discipline) on staff work performance at Departement of Manpower, Transmigration and Population of Central Java Province the scales of 0,295 (work capability), 0,750 (motivation), and (work discipline) 0,499. In addition, collective significance rate of the relationship between the three variables and the staff performance was 52,5% Keywords:

Abstract

Market retribution’s service is an effort that Semarang Local Government do to increase the income Original Local Government Revenue of Semarang City. The importance of collecting the local retribution in Semarang city is an effor of local government in directing tax’s collect and dicipline in administration, tight controll along with that chance to participate in giving founding to society to raise their awareness in paying the retribution and pay attention for the things that influence retribution’s acceptance. In this research, writer choose the case about implementation of market retribution’s service in Karangayu Market, Semarang City. The method used in this research is qualitative – descriptive type, with informants form Head of Income Section in Trade Department Semarang City, Technical Implementing Service Unit of Karangayu Market, Head od Karangayu Market that concern in market retribution’s service policy in Karangayu Market dan the seller in Karangayu Market. The purpose of this research are for analyze about implementation of market retribution’s service and it is analyzed using 5 accuracy theory by Riant Nugroho, and describe the factors that influence results the policy’s implementation using Edward III theory. The result of the research shown that in the implementation of market retribution’s policy that implemented in Karangayu Market, there are some problems which is about facilities and service which isn’t good yet; the rejection from seller that not fully suporting the market retribution’s service policy. The constraint factors are about the resources, the rejection from the seller in Karangayu Market and the tax levied which still not appropiate with the SOP. The reccomendation earned from this research are; the local government doing intensify’s socialization, the addition of the resources, correcting tax system of retribution, and giving more education to the seller in Karangayu Market

Abstract

High number of poverty from year to year is alleged as the prominent factor of the increasing quantity of beggars and homelesses (PGOT). This kind of problem is typically take place in rapid population. Government need to put a serious concern on that condition, otherwise it will be a time bomb which can explode anytime. This situation is common and become phenomenon in big cities. It is become worse since there is no legal basis exist that give a clear rule to manage such problem.The objective of this study is to investigate the obstacles faced by Social, Youth and Sport Local Service in Semarang City (Dinas). Data is obtained by formulating the strategies of PGOT reduction that is implemented by Dinas.To identify the problems of this study, I use qualitative method particularly strategic management theory. Data analysis is carried out using SWOT matrix and Litmus Test.The result of this study prove that empowering strategy done by Dinas is ineffective and far from target. Litmus Test pointed out that strategic issue in empowering PGOT is improvement role of all stakeholders (Dinas, Public Figure, Rehabilitation Office, and Academician) to create Semarang free from PGOT. In this context, the recommendation is optimalizing Dinas’ budget to improve the quantity and quality of human resources as well as drafting regulation that regulate beggars and homelesses in the terms of social welfare improvement.

Abstract

The problem in this research is less than optimal performance of employees at the District Office Tembalang Semarang . The purpose of this study was to determine how the employee's performance and the factors that affect the performance of employees at the District Office Tembalang Semarang . This research use a research design with a quantitative approach . The results of this study indicate that there is a relationship positive influence on the ability to work with corelation coefficient (r = 0.778; KD = 39.94%), interests of employees (r = 0.332; KD = 11.02%), leadership (r = 0.552; KD = 27.24%), organizational climate (r = 0.433; KD=18,74%), motivation (r = 0.315; KD = 9.92%) and job satisfaction (r = 0.344; KD = 11.83%). It means if capability more high, the corresponding interests, the better the behavior of its leadership, the more conducive organizational climate, motivation is getting high and job satisfaction is getting high, it make the performance of employees more high than before. Because the factors that affect performance are the abilities, interests of employees, leadership, organizational climate, motivation and job satisfaction then, to improve employee performance can be done by improving the ability, to adjust interest in his work, improve the behavior of the leadership, making organizational climate conducive increase maintaining employee motivation and satisfaction as well as providing functional training to employees and PIM training on leadership, since there are a lot of employees who do not follow the training.

Abstract

The organizational structure is a hierarchical arrangement of organizations ranging from the lower level to the upper level. In each hierarchical division of labor are complex and require specialized expertise in each task execution. BPBDs structure Central Java province has advantages in the job descriptions of the structure of the organization. Human resources have yet to be appropriate competencies for the organization's needs, the emergence of a dispute between the employees and the workload between field uneven. Results of the study aims to describe and analyze the institutional organization and organizational design BPBDs Central Java Province. This type of research used qualitative descriptive data analysis using taxonomic analysis techniques. Selection informant by purposive sampling that later developed through snowball sampling. Data collection techniques used were observation, interviews, documentation and literature. Based on this research, organizational strategy realized in accordance with the target effectively and efficiently manage resources. BPBDs Central Java province has a flat organizational structure, with the advantages of the structure of the job descriptions. Extensive networks reflected on the steering element. Functional organization has not materialized yet being filled with functional groups. As a learning organization, BPBDs Central Java Province continues to improve the quality of employees and freedom emergence of collective aspirations. In terms of organizational design, structural configurations according to the Regional Disaster Management Agency of Central Java province is a simple structure and the structure of professional bureaucracy. Institutional organization BPBDs Central Java Province is still in institutional strengthening. Expected to BPBDs Central Java province to do to optimize the budget to improve the competence of personnel resources and infrastructure, consider filling the functional position, and initiate meetings on the middle line, in order to create a pattern of horizontal communication with the operating core.
