Abstract

E-Procurement Policy refers to the President of the Republic of Indonesia Regulation No. 70 of 2012 on Procurement of Governments Goods / Services. It Has the purpose to increase transparency and accountability, improve market access and fair competition, improve the efficiency of procurement processes, supporting the monitoring and auditing processes and till the needs of real-time information access. These goals can be achieved through the effective implementation of the policy views of accuracy, precision of execution, the target precision, accuracy and precision of the process environment. Process of Implementation of E-Procurement Policy in achieving the goals contained inhibiting factor and support factor, Based on Theory George C. Edwards III factors that support and hinder are Communication, Resources, Bureaucratic Structure and Disposition. Based on the existing barriers in the implementation of E-Procurement Policy in Wonogiri, Author recommend as follows: (1) Adding Column LPSEs Evaluation on the Website, (2) Using of Digital Signatures in the process of procurement of goods and services, especially in the evaluation, (3) socialization is held in the community as well so that people understand and they become control functions in the implementation of the policy, (4) Structured encoding on the party who has the certification of the procurement of goods and services, (5) Increasing the use of government Software.

Abstract

Health is an essential factor that potentially becomes a paramater of people’s welfare. Genuinely the health in Indonesia is still below par, one of the factors is the poverty. The Governor of DKI Jakarta constructed a regulation which is Gubernatorial Regulation No. 123 Of The Year Of 2014 about Membership and Service of Health Insurance to provide the access for the people of DKI Jakarta who have no health insurance and for the people live under poverty to obtain health insurance that is fully-funded by Regional Budegt (APBD) of DKI Jakarta Province. The objective of this research is to perceive the implementation of Gubernatorial Regulation No. 123 Of The Year Of 2014 about Membership and Service of Health Insurance in DKI Jakarta. In addition, it aims to perceive the supporting and afflicting factors of the regulation. This research utilized qualitative descriptive approach. The data in this research obtained from interviews with informant, observation, and document. Based on the result of the research, shown that the implementation had materialized well regarding the members and service given however there were found lack. The supporting factor of the implementation were the standards and regulations target, communication amidst the organizations and targetted communities, budget resource, characteristic of institutions as the actors and economic status. While the afflicting factors were the facility resource, human resource and political status. The suggestions are to add more officers and improve the service on first health facility and extended health facility and provide opportunity for government to generate service for existing member of health insurance in addition to the existing services.

Abstract

This study aims to determine the relationship between discipline and employee capabilities with the performance of employees in Semarang District Secretariat (Observation Study in the General Section). The population of as many as 69 employees to as many as 35 samples taken employees.Hypothesis testing using the formula Kendall's tau-b to determine the relationship between each independent variable with the dependent variable, and the analysis of the Kendall concordance (W) to determine the relationship of the independent variables together on the dependent variable.Analysis of the relationship between two (2) independent variable discipline (X1) and the ability of employees (X2) with employee performance (Y), either alone or taken together show the following:1. Relations discipline with the employee's performance and significant positive correlation with the value of 0.372, which means that the relationship is positive, but weak, whereas the significance level of the coefficient of 0.030, which means its value is below 0.05 (5%), which means significantly.2. Employee relations skills with the performance of employees with a positive and significant correlation value of 0.353, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.035, which means its value is below 0.05 (5%), which means significantly.3. A positive relationship together - collaboration between discipline variable (X1) and the ability of employees (X2) with employee performance variable (Y) with the correlation value of 0.244, which means that the relationship is positive but weak, whereas the significance level of the coefficient of 0.000, which means well below 0.05 (5%), which means significantly.

Abstract

Street vendors often become a major problem in a big city, including Semarang city. Semarang city is one of the metropolis city, a magnet for economically weak society, including street vendors, which are small businesses in the informal sector. Semarang city government through regional regulation no. 11 year 2000 about Regulation and Development of Street Vendors launched a program to regulate and develop street vendors. One of the concentrated growth area of street vendors in Semarang is on Simpang Lima. Simpang Lima street vending area is a street vending area example but there are still some problems in the implementation. These problems are the considerably huge amount of illegal street vendors, the imbalance of shelters for legal street vendors, and street vendors’ undisciplined behaviors of vending time and vending place tidiness. This research uses descriptive qualitative research method and the data collection technique is by thorough interview, field observation, and documentation. In this research, the author will describe about regulation and development of street vendors according to Regional Regulation no. 11 year 2000 and the problems of its implementation. In studying the regulation and development constraints used Mazmanian and Sabatier theory that there are three dimensions that influence the successful implementation of which is the problems’ characteristics, the policies’ characteristics, and the policies’ environment. The result of research, regulation and development of street vendors implementation is not going well yet because of many obstacles caused by the target group and the lack of resolute and decisive actions by the implementing enforcement authorities. These obstacles include lack of land to accommodate the increasing number of street vendors who continue to grow, the Rule of Law principle that less is held by implementing policies, the target group is stubborn and implementing policies that are less strict in implementing the policy. No significant thing done by the Government, they seemed indifferent to all the problems that occur due regard street vendors in the area of Simpang Lima has been orderly and organized.

Abstract

The implementation of the policies of fire hazard countermeasures in Semarang city is one of the regulation made by the Government as prevention of Semarang area and tackling a fire hazar because of it is increasing and loss either materially or casualties inflicted. The role of Government in Fire Department of Semarang and the community is very important to resolve the issue. The regional government demanded ,Semarang was able to complete the problems related to prevention and tackling the fire which occurred in accordance by applaying the local policy number 2 Year 1994 about Countermeasures with fire rescue by seeing some aspects namely surveillance, security , the availability of facilities and infrastructure, as well as the suitability of the procedures. This research is a descriptive qualitative research with informants staff on duty fire department of Semarang and self-described community is prone to fire rescue. This research aims to analyze the process of implementation of the policy and the factors that inhibit. The theory used in this study is George Edward III, who said that the factors of restricting implementation are disposition or attitude, communication, resources, and bureaucratic structure. The results of the research show that in the implementation of policies for tackling the fire in Semarang was still hampered by weak supervision, lack of human resources, financial resources or facilities, lack of awareness, lack of socialization. So it can be concluded that the implementation of policies for tackling the fire rescue in Semarang city have not been running well and optimally.

Abstract

Security Childbirth Program is an extension of membership of Public Health Security Program and includes not only the poor alone. Benefits received by beneficiaries Security Childbirth Program is limited to pregnancy care, delivery, postpartum, newborn and postpartum family planning. Management of Security Childbirth Program done at every level of government (central, provincial, and district / city) which is an integral part of the Security Childbirth Program and managed to follow the governance of Public Health Security Program. The purpose of this study is to describe and analyze the implementation of the PHC Ngesrep Security Childbirth Program in Semarang viewed from membership aspects. This study used a qualitative descriptive type using the informan of the City Health Office of Semarang, Ngesrep Public Health Center, Independent Practice and Community Midwives. Model Implementation Van Horn and Van Metter used to analyze the implementation of the Security Childbirth Program At PHC Ngesrep Semarang.   The results showed that the Security Childbirth Program in Semarang for this is still in compliance and equity of health personnel and facilities. The main objective to reduce MMR and IMR is still not achieved even no trend of increased MMR and IMR. There is a weakness in the claims payment process Jampersal program which resulted in delays in the disbursement of claims. The delay will affect the income of the Independent Practice Midwife working with the government to serve the patient, the program imposes costs Security Childbirth Program but rather the fact that participants did not conform Security Childbirth Program Technical Instructions. Researchers advise that funding claims each month on an ongoing basis, the increase in the amount of claims service delivery, increase the number of midwives and providing standardized ambulance to transport for referral of patients in emergency cases.

Abstract

Penggunaan Narkoba seperti Narkotika atau Psikotropika di kalangan remaja hingga usia dewasa sudah sangat memprihatinkan perkembangannya di Indonesia. Di DKI Jakarta, berdasarkan catatan Ditjen Pemasyarakatan Kementerian Hukum dan HAM RI Tahun 2012, jumlah narapidana dan tahanan kasus narkoba di Provinsi DKI Jakarta dalam 2 tahun terakhir terus naik. Tujuan dari penelitian ini adalah untuk mengetahui Kinerja Badan Narkotika Nasional Provinsi DKI Jakarta. Penelitian ini bertujuan untuk mengetahui sejauh mana Kinerja Badan Narkotika Nasional Provinsi DKI Jakarta dan bagaimana kinerjanya dipengaruhi oleh faktor-faktor tertentu. Penelitian ini dilaksanakan berdasarkan permasalahan pencapaian kinerja dari Badan Narkotika Nasional Provinsi DKI Jakarta. Tujuan penelitian ini adalah untuk menganalisis kinerja Badan Narkotika Nasional Provinsi DKI Jakarta dan menganalisis faktor pendukung dan penghambat kinerja Badan Narkotika Nasional Provinsi DKI Jakarta. Penilaian kinerja Badan Narkotika Nasional Provinsi DKI Jakarta dilihat dari masukan, responsivitas, dan akuntabilitas. Sementara faktor yang mempengaruhi kinerja dilihat dari struktur organisasi, sumber daya manusia dan sarana prasarana. Hasil penelitian ini menunjukkan bahwa Kinerja Badan Narkotika Nasional Provinsi DKI Jakarta masih ditemui banyak kekurangan, seperti kurangnya anggaran dan kurangnya sumber daya manusia.

Abstract

Water services is one of many service sectors that have to fulfilled by the government on all region in Indonesia, includes Semarang City Government. The efforts by Semarang City Government to fulfill the clean water requirement for public is by optimizing the function of PDAM Tirta Moedal of Semarang City. The purpose of this research is to describe dan analyze the responsiviness of PDAM of Semarang City in handling the public complaints and to identify the support factors and the obstacle factors that influence the responsiveness of PDAM of Semarang City in handling the public complaints which is this research has been done by using descriptive qualitative research methode. The result showed that the responsiveness of PDAM of Semarang City in handling the public complaints was not yet responsive because there are some responsiveness phenomenon that cannot be fulfilled by PDAM of Semarang City in performing a responsive complaint services. Then, there is an obstacle factors in the improvement of the responsiveness PDAM of Semarang City in handling the public complaints that is organizational resource factor and technical guidance factor. Meanwhile, the supporting factor is the existence of Standard Operating Prosedure (SOP). The advice for Regional Water Utility Company (PDAM) of Semarang City to improve the responsiveness in handling the public complaints is to do open recruitment of new employees, do capability training for the employees, also to arrange the Citizen Charter in providing complaint services.

Abstract

This research began of interest in the phenomenon of the homeless and beggars the disease being social in semarang city, namely the city which is one of the big cities in indonesia with bears as the provincial capital. Complex development has left a little problem, namely poverty. Homeless and beggars is one shortcut undertaken a group of the community to earn a living with ease on behalf of poverty. Of course the job is not justified , because in addition to disturb public order, get money from mercy can be called around idly. The number of them in Semarang City has also increased even though the government has made various efforts. The number of homeless in 2011 are 29 people, they became up to 151 people in 2012. Beggars has also increased from 117 people in 2011, later became 500 people in 2012. Then what needs to be researched is how the strategy of handling of the homeless and beggars in Semarang City? This study investigates about strategy of handling homeless and beggars in Semarang City, identify things that block and supporter of handling, as well as strategic values that can be used as recommendations to devise a strategy. The research is descriptive qualitative research that uses a method of strategic management to express strategic issues intensively, deep, and comprehensive. Through SWOT Analysis and Litmust Test as an instrument for measuring the environment strategic in the identification of the barrier and supporters, and get the strategy required in handling of the homeless and beggars in Semarang City. The result showed that in handling beggars and homeless are still experiencing a few problems such as the quantity and the quality of human lacking human resources, limited rehabilitation institution facilities, the weak regulations, and others. The strategy which suggested is to optimize the use of human resources and the orphanage of rehabilitation there, through the existing budget can be maximized to improve the quality of human resources and other facilities like the rehabilitation porch and coaching against Gepeng related of the ability and skill. In the handling of a social issue should boost the public participation through many media recently, either the print media or audio visual media.

Abstract

Implementation of the policy on the handling of Infrastructure and public facilities level of the village is a job that needs to be done immediately and not be delayed because it can result in a loss, the dangers and disturbing public interest/community in the area of the village and in order to speed up the functioning of the site/infrastructure and means of public assets or assets/damaged, dirty and/or disturb in accordance with the allocation. The purpose of this study is to describe and analyze how the implementation of a policy of Handling Infrastructure of public facilities (PPSU) DKI Jakarta Neighborhood Level as well as describing and analyzing the factors restricting factor and supporting the implementation of the policy on the handling of Infrastructure and public facilities (PPSU) level of the subdistricts of Jakarta. Research methods used by researchers is the qualitative research methods. Based on the results of research conducted by the researchers, it can be noted that the implementation of the policy on the handling of Infrastructure and public facilities (PPSU) DKI Jakarta Neighborhood Level pretty well. It can be seen starting from the stage of the preparation, implementation, up to the end of the implementation of the policy on the handling of Infrastructure and public facilities (PPSU) DKI Jakarta Neighborhood Level is in compliance with regulations of the Governor of the province of Jakarta Special Capital Region Number 169 by 2015 On the handling of Infrastructure and public facilities level of the village. But there is still a bit of a hindrance on workers ' employment behavior of PPSU, public support, and communication antarorganisasi and implementing activities. To overcome these barriers so researchers recommend making written sanction, then develop a comfortable working environment and approach to the problematic PPPSU, last held a socializing, work meetings, and publishing of written rules of Smart City with each of the subdistricts of Jakarta.
