Abstract

The condition of Public Open Green Space in Semarang City has only reached 7.5% of the area of the city, althuogh as mandated by the Act every city must have a minimum 20% Open Green Space. This study describe the implementation Semarang municipal Regulation Number 14 Year 2011 on Reginal Spatial Plan and Number 7 Year 2010 on Open Green Space Planning. The purpose of this study was to see the Implementation of Open Green Space Planning in Semarang City is and to determine the proponent and obstacle factors. This research was qualitative descriptive, with informant from Semarang municipal City Planning office as well as from Park and Cleanlines office. The result of the study showed that the implementation of open green space planning in Semarang City consist of planning, utilizing and controlling. There are the obstacle factors for open green space in Semarang City, namely the high too land price, the human resources competence, uneficient communication inter agency, and awarness of society on the needs of public open green space. Semarang Municipal Goverment is suggested to achieve ‘short-term- target of 20% public Open Green Space area, to negotiate the price of land with societies, to provide training on the implementation of Open Green Space, to make the flexible coordination rules, and to give information on the Open Green Space to the society and to create activities to increase the society participation in implementing open Green space planning in Semarang.

Abstract

The policy of retributon for license building has been poured on regulation number 19 year 2011 about retribution for anyother license. This regulation are for increase the public license service, in particular for development. In addition, this regulation head for make supervision and control the buliding in the Magelang City and for increase the income of city. Altough there are regulation that regulate the retribution for license building in Magelang City. But in fact the regulation still not effective.This research aims at finding out how the implementation of the regulation abaiut retribution for license buliding in Magelang City and also to finding out the stimulation’s factors and the block’s factors. The methods that use in this resaerch is desciprtive-qualitative methode. In this research the writer use the five of regulatin exactness from Riant Nugroho to finding out the effectivisme of the implementation of regulation and implementation’s theory form Van Horn an Van Metter which influence the implementation of regulation. The result showed that the policy of retribution for license buliding in Magelang City still not maximal in the implementation. That proved by form total of the building in Magelang 35.312 just 22.55% that have the license buliding. It caused by the comunication beetwen public and government still less in order to make the license bulidng. The limit of human resource be a blocked this implementation and the social area that didn’t support the regulation. Therefor we need to increase the quality of human resource, the comunication beetwen public and government and repair the sosial area.

Abstract

The background of the research is the effort of Semarang state Govermentto overcome the poverty and unemployment citizen in Semarang, named “GerduKempling, the acronym of Gerakan Terpadu bidang Kesehatan, Ekonomi,Pendidikan, Infrastruktur dan Lingkungan. The focus of this research is theperformance of operators Gerdu Kempling programme, especially theimplementation programme in Bulu Lor and Pekunden District, the threat andpromoter of the programme and how to increase the performance of implementorsprogramme. The method of the research and analysing data used qualitativeresearch with intensify interview to many respondens of distinguish status in theimplementation programme and also collect the secondary data of expert’scomments form some medias in Semarang.The result of collecting datas from some interviews and secondary datasshows according by the process, the performance of operators has fulfill GerduKempling’s schedule programme. But on the other side, the outcome of operatorsprogramme are not yet reach Gerdu Kempling’s aim, that is to change thebehavior and mental attitude of citizen target. It caused of lack guidance,less ofsocialization programme and limited of fund. Some respondens suggested toincrease the fund programme, and also to expand stakeholders participation.Last, the conclution of the research are first, the performance of operators GerduKempling’s programme the implementation programme in Bulu Lor and Pekunden District bythe process, they has fulfill Gerdu Kempling’s schedule programme. But the outcome ofoperator’s performance programme are not yet reach Gerdu Kempling’s aim, that is tochange the behavior and mental attitude of citizen target. Secondly, the threat of theprogramme are lack guidance,less of socialization programme and limited of fund. Thesuggestion to promoter of the programme are increase the fund programme, and also toexpand stakeholders participation.

Abstract

Community demands will the establishment of the government clean, accountable and transparent, encourage the government to start the amendments to penyusunannya in order to realize good governance ( good governance ). Public services in indonesia covering some field one of them land.As the lead government agency that are responsible for land, the land office the city of semarang has an important role in the delivery of to the community optimally.The land office the city of semarang in order to solve problems services happened, do innovation and breakthrough valor with formulate one form of innovation service.Program innovation service referred to the online services based application web commonly called “PERMATA” by the community. This study was conducted with the land office semarang city as agencies which implement innovation PERMATA.This research based on the researchers still several problems, which is there are some time / connection network server parent (data center) in the maintenance or error which is certainly will have an impact the stoppage of online service.In addition of KKP about trafic web disturbed because the operator that irresponsible. Based on the research, PERMATA deliver more values particularly the increase of performance and credibility for Semarang City land office.On the other hand PERMATA having complexity separate demand a training employees in increasing ability to be able to address issues concerning technology. Innovation occurring in the Semarang City land office, supported by several factors internal and external organization that is vision and strategy, human resources, culture organization, the state and government policy, and competition.

Abstract

Every year Indonesia’s population have increas is one of issues that must be considered by the Indonesian government. In addressing this issue, the government launched program the Family Planning and Family Development (KKBPK) program based on Law Number 52 Year 2009 on Population and Family Planning. One of the goals of this program is to reduce maternal mortality that has not been maximized in achievement. The problem raised in this research is how the implementation of Family Planning and Family Development (KKBPK) program to decreasing Maternal mortality rate? The purpose of this study is to evaluate and determine the factors that affect the implementation of KKBPK program to decreasing maternal mortality in the city of Semarang. This research is a type of qualitative research with descriptive approach. The results of this study indicate that the implementation of KKBPK program to decreasing maternal mortality has been running quite well based on the evaluation indicators including effectiveness, responsiveness, and accuracy. It is good enough proven with the implementation of the objectives of the program and felt well by the community. However, other indicators such as adequacy and smoothing are still not maximally proven to the uneven distribution of services provided and there are still problems related to insufficient funds and human resources. Factors that affect the implementation of KKBPK program include consistency of communication, human resources manager, disposition and organizational structure.

Abstract

Groundwater tax is one type that is managed by the local tax . Tax groundwater previously managed by the provincial government then managed entirely by local governments as a form of decentralization . Implementation of tax policy at Tegal ground water is fully regulated in Regulation No. 2 of 2011 About Tax Groundwater . Authorized agency in terms of tax collection and management of ground water is Revenue Service, Management, Finance and Public Asset ( DPPKAD). Local regulations governing the issuance of tax policy groundwater is one of the efforts to preserve and control of groundwater use , so that it can be used on an ongoing basis and the tax function as a source of income to finance a useful area for regional development. This study aims to explain how tax policy implementation groundwater management in Tegal and identify aspects that support and hinder the implementation of tax policy groundwater managed by DPPKAD Tegal and is expected to become an input for implementing this policy.Supporting and inhibiting aspects identified aspects of the phenomenon of financial resources, economic conditions, social and political society, communication, and characteristics of the implementing agency. This is a descriptive qualitative study, using snowballing sampling technique. This study shows that the implementation of the groundwater tax already well proven with the successful achievement of the groundwater tax revenue , but there are some obstacles in its implementation. Many inhibiting factors that affect the implementation of groundwater tax collection, there are limited budget, yet comprehensive level of consciousness by taxpayer, and the lack of participation of the taxpayer and lack of socialization because DPPKAD has never held a formal socialization.

Abstract

Kemiskinan merupakan permasalahan bagi negara Indonesia, kemiskinan juga menjadi masalah bagi kota kota besar yang ada di Indonesia seperti Kota Semarang. Program Penanggulangan Kemiskinan Berbasis Keluarga adalah salah satu upaya untuk menanggulangi masalah kemiskinan yang dikeluarkan pemerintah. Pemerintah berupaya mengurangi jumlah penduduk miskin sekaligus meningkatkan kualitas hidup masyarakat untuk mencapai tujuan pembangunan millenium dengan memberdayakan keluarga sebagai unit sosial terkecil dalam sebuah negara. Tujuan penelitian ini untuk mendiskripsikan dampak yang dihasilkan dari pelaksanaan Program penanggulangan kemiskianan berbasis keluarga, terutama dampak pada ekonomi dan kualitas kehidupan masyarakat. Penelitian ini menggunakan teori jenis jenis dampak menurut samudra Wibawa dan Kusumanegara. Penelitian ini menggunakan metode kualitatif, tehnik purposive pengambilan informan dan menggunakan teknik triangulasi data. Pelaksanaan program penanggulangan kemiskinan berbasis keluarga dilaksanakan dengan baik oleh intansi pemerintah yang memiliki tanggung jawab melaksanakannya. Namun masih banyak sasaran yang belum tercapai meskipun pelaksanaannya sudah sangat baik, ini disebabkan kurangnya timbal balik dari masyarakat. Kemudian untuk dampak yang dihasilkan, untuk dampak ekonomi dampak yang diberikan tidak terlalu signifikan mengingat jumlah penduduk miskin masih fluktuatif selain kemiskianan pola makan dan konsumsi terdampak program juga mengalami perbaikan, untuk dampak kualitas kehidupan,dapat dilihat dari pendidikan dan kesehatan masyarakat. Secara umum program penanggulangan kemiskinan berbasis keluarga memberikan dampak positif terhadap ekonomi dan kualitas kehidupan masyarakat akan tetapi dampak yang dihasilkan belum terlalu signifikan.

Abstract

Disaster management is an effort by the government to protect the public from the threat of disaster. The implementation of disaster management is the responsibility of the central and regional governments, then it is handed over to the regional government through the establishment of the Regional Disaster Management Agency (BPBD). Semarang City is one of the areas prone to landslides. Furthermore, this study will discuss the implementation of Semarang City regulation number 13 of 2010 on disaster management in Semarang City and the factors that influence it. The method used is descriptive qualitative method. The purpose of this study was to determine the implementation of the regulation, especially at the pre-disaster phase in situations where there is potential for disaster and the factors that influence it using the theory of George C Edwar III Model. The result showed that the implementation of the regulation was not done well because there’s still several obstacles in the its implementation. The supporting factors in this policy is communication, disposition, organizational structure and the inhibiting factors is human resources, facilities, budget. The recommendations generated from this study are needed coordination and communication with the agencies / agencies involved need to be built or improved again, additional allocation of funds so that Semarang City BPBD is able to carry out all series of activities and related human resources in the BPBD of Semarang City especially in the field of preparedness and prevention in quantity needs to be increased through the addition of staff.

Abstract

The number of abandoned children in the city of Semarang indicate that the level of welfare of the child is still lacking. In 2013 there were 2,455 of abandoned children in the orphanage. That number is increasing from year to year, indicated by the increasing number of Orphanage in Semarang. The policy of Standard service based on Children’s social welfare foundation (LKSA) is one of the policies that ensure the rights of abandoned children in the orphanage. The purpose of this research is to describe how the implementation is and factors that support and obstruct the implementation of the Standard service based on Children’s social welfare foundation (LKSA). The method used in this research is qualitative descriptive research. The results of this research showed that the lack of monitoring and publication from Disospora make the implementation of the Standard service based on Children’s social welfare foundation (LKSA) has not gone well. There are still some point that unmet the standard like the lack of social workers and professionals in the orphanage, there are also buildings and facilities in the orphanage that don’t meet the standards. Researcher sugests to the implementor of policies to improve the publication and tighten the monitoring of orphanages in Semarang. The allocation of social assistance should prioritize the principles of transparency and equity.

Abstract

Illegal mining which often operate in the river sand mining in the Luk Ulo Kebumen often cause a lot of damage to infrastructure at this location. Many roads leading to the mine site into a corrugated perforated and caused frequent traversed by trucks transporting sand from the mine site. The new policy as stipulated in Law No. 23 of 2014 regarding licensing this pleases Excavation C today that the provincial party in all the licensing process and the district are no longer authorized to conduct the regulatory process again because it is already the direct supervisor of the center and very unfortunate again one district only get one supervisor and came from the province so that it can be concluded that the role of the supervisor in his knowledge of the area monitored very minimal and certainly can not be every day watching the mine site. The purpose of this study is to determine how the results of implementation of licensing Excavation C in Kebumen and to know what is the driving factor as well as an obstacle to the passage of the C Excavation licensing policy. The research method in this study is a qualitative research method with data collection technique that is by interview, documentation and observation. While the results of the research were obtained, namely the implementation of the licensing policy of excavation c many walked not in accordance with the Law no.23 of 2014 as well as the increasing number of illegal miners. Such policies should be supervised by the supervisor of the supervisors province has been replaced by the municipal police and with the role of the distribution of the results that have been handed back to the district bestowed on the BAPPENDA the withdrawal of retribution assisted by municipal police in the regulatory process in the field. Recommendations for the community in addressing these issues should people be obedient to the policies that have been prepared for the purpose of the government for the welfare of the community itself. As for the government should make policy decisions should be reviewing the policy in advance in order to minimize the people who will be harmed from the passage of the policy.
