Abstract

The tourism sector in Semarang Regency is one contributor to PAD. Semarang regency with a conditions that have the potential of tourism and attraction of tourism, have opportunity to develop tourism into one of the leading sectors in the Semarang Regency. Tourism development strategy undertaken to develop tourism in Semarang regency. The purpose of this research is to analyze how the implementation of the tourism development strategy of Semarang Regency and identifies supporting and obstacles factors in its implementation. This study uses a descriptive qualitative research design with an informant from the Department of Youth, Sport and Tourism Semarang District, business and tourism services providers in Semarang, and tourist visitors. Results of the research tourism development strategy in Semarang Regency conducted through of the tourism destinations development, the tourism marketing development and development partnerships where tourism development needs to be focused is the development of tourism destinations by referring to the potential, the attractions and the condition of advice facilities each Tourism Destinations (DPD) Semarang regency so on get the focus on the development of DPD Lerep in Sub Ungaran West to serve as a tourist destination.

Abstract

The background of this study is the increase in a number of marriage certificate applications (Non-Muslim) in Jombang Regency. This increase in the number of applicants must be balanced with the qualified service of marriage certificates at the Civil Registry Office of Jombang Regency. However, if the increase in the number of applicants for marriage certificates is compared to the applicants for the birth certificate, the number of applicants for the marriage certificate is very little than the number of applicants for the birth certificate. With the small number of applicants for marriage certificates, the researcher wants to know whether the marriage certificate service at the Civil Regency Office of Jombang Regency is good or not. To find out whether the marriage certificate service is qualified or not, the researcher chooses two research variables, which are service procedures and employee capabilities. The purpose of this study is to determine the influence of service procedure and the capability of employee variables on the quality of marriage certificate services at the Civil Registry Office in Jombang Regency. The researcher conducts literature studies, compiled hypotheses, and searches for data as many as 100 respondents using non-probability sampling technique. Furthermore, the researcher analyzes the obtained data using linear regression analysis and multiple regression including the validity and reliability test, Spearman correlation, simple linear regression, multiple linear regression, and hypothesis testing using t-test and F test. F test explains how big the influence of service procedure and the capability of employeevariables on the quality of marriage certificate services.

Abstract

Normalization Banjir Kanal Barat dan Kali Garang is one of three components flood control taken government to flood control annually almost always in some areas in the city of Semarang. The purpose of Normalisasi Banjir Kanal Barat dan Kali Garang itself is to increase the capacity to accommodate so as to discharge of water from the river is three times Kreo, Kripik and Garang. The aim of this research is trying to answer questions about Normalisasi Banjir Kanal Barat dan Kali Garang and analyzes factor supporting and inhibitors. Research methods used in this research using a qualitative research with methods of descriptive qualitative, which aims to describe explained and analyzed The work of normalization work is conducted by Balai Besar Wilayah Sungai Pemali-Juana by the contractor would work, Brantas Abipraya and Wijaya Karya Joint Operation and consultan inspectorship CTIE and associated. And departement. of PSDA an ESDM to creating land project. In construction work normalization begins november 2010 and to be completed in november 2013. After normalization Normalisasi Banjir Kanal Barat dan Kali Garang, so far the flood canal the west has been able to improve the capacity of a discharge of water which had been 300-400 m3/second to 730m3/second, flood control, other than a benefit this normalization of benefits in social sector, economy, the environment and for cultural city people Semarang especially. In capacity, implementor of the policy is, who competent as Balai Besar Wilayah Sungai and great contractors. And to the factors of client and coalitions, actually either the government, private, community support each other, but here, public awareness to maintain clean environment is still less so fore requires explicitness the rules of the government in giving sanctions on those who do not pro-activ in keeping clean environment.

Abstract

Social Security Agency of Health (BPJS) is a State-Owned Enterprises were specially commissioned by the government to administer health care benefits for all Indonesian people. In order to meet public demand for Karanganyar, Hospital District. Karanganyar has a mission to provide quality health services and affordable by the community in accordance with Law No. 23 of 1999 concerning health services. In improving the health care needs of the community in accordance with the maximum of the need for Community Satisfaction Survey in the services provided Hospital District. Karanganyar against patients on BPJS especially hospitalization. The survey in accordance with the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 16 of 2014 on Guidelines for Public Satisfaction Survey Of Public Service Operator. The regulation covers the nine elements of community satisfaction with services including the requirements, procedures, time of service, fees or tariffs, product specifications types of service, executive competence, executive behavior, notice of service and complaint handling suggestions and feedback. The purpose of this study was to determine the level of Community Satisfaction BPJS patients about the services provided by hospitals Karanganyar and elements that inhibit community satisfaction with services Karanganyar District Hospital. The method used is descriptive quantitative research methods. Meanwhile, to analyze the data using the average or mean, frequency distribution and graphs. The results of this study explains that the level of community satisfaction with services provided by the Hospital District. Karanganyar is good and the elements that hinder the satisfaction of the people earn less good score includes the procedures, time of service, product specifications types of service, executive competence, as well as implementing behavior. Based on these results, it is suggested that the District Hospital. Karanganyar maximize again in providing services as well as add Human Resources to make it faster and coordinated. And apply the principles of greetings, greetings and well groomed is one of support maximum performance in providing services.

Abstract

Bandeng Cluster Program in Semarang is one of the innovative idea to empower economy. It is a response for empowering issue that lower economical class must be empowered so they can fulfill their needs. This program is to optimalize economical local resources in Semarang which is bandeng The target is all UKM bandeng in Semarang.The goal of this research is to evaluate Bandeng Cluster implementation. This evaluation to make known the success rate, resist factor, and future recomendation by analyse the program using these indicator: input, proccess, output, outcome, benefit and impact. This research use Snowball Sampling technique and the methods of data collection is use indept interview with purposive system to choose the informants. The result of the research show that Bandeng Cluster program its not effective. The result from Program Evaluation Form (EK-1) and (EK-2) showed that value of each activity in Bandeng Cluster program worked ineffectively. Its because of implementation of Statute and Bylaws was not implemented to the fullest also no punishment if there is violation.. Unhealthy competition between UKM also affected because this program yet reach smaller UKM who needs help. Mechanism to use facility also can not be done because of its location is too far, the different kind of bandeng product, and the different taste product of each UKM. Resistant factors from the Bandeng Cluster program are the concept; the characteristic of the cluster is not ideal; hard access to find the main ingredient; unrealized capital access; inactive cluster workers; low coordination; bureaucracy; unequal aid; and also lack of concern and control of government.

Abstract

The Immigration Office Class 1 Semarang is one of public service sectors in Indonesia that implement e-government system. The implementation of E-Government at The immigration Office Class 1 Semarang could be seen in the process of making Dokumen Perjalanan Republik Indonesia (DPRI) which is the Republic of Indonesia Travel Document that uses Sistem Informasi Manajemen Kantor Imigrasi or the Immigration Office Management Information System that commonly called SIMKIM. The immigration information system is a unit of various data tabulation and information processes, applications, and also information and communication technology-based devices that are built to unite and connect information systems to all implementers of the integrated Immigration Function. The Immigration function is a part of the state government affairs in providing immigration services, law enforcement, state security, and facilitators of public prosperity development. The purposes of this study are to analyze how e-government is being applied to SIMKIM and what the supporting and inhibiting factors on that system. The method used in this study is qualitative. The results of the research showed that generally the implementation of e-government at SIMKIM Immigration Office Class 1 Semarang has been good. Some obstacles could be overcome with a variety of effective and efficient solutions. The suggestions emphasized by the writer are the improvements of infrastructure, connectivity and human resources.

Abstract

This study aimed to describe supporting factors and inhibiting organizational performance and to evaluate the organizational performance of Semarang City Department of Education in achieving quality. The study used the theory of the factors that affect the performance of the organization. The factors that affect the performance of the organization used in the study include human resources; facilities and infrastructure; management information systems; cooperation; and leadership. This study used qualitative research method of descriptive. Based on the research results, factor that support the performance of the organization are human resources, cooperation and leadership whereas inhibiting factor are facilities and infrastructure; and management information systems. Organizational performance evaluation results indicate that the 9-year compulsory education targets have been met, the drop-out rate reached the national minimum servive standard, a decrease in the number of graduates, reduction in the number of teachers, reduction in the number of students repeating, decreasing dropout, an increase in the availability of the library, infirmary, computer rooms and laboratories, but a decrease in the availability of classrooms in the year 2013/2014. The suggestions given are fulfilling the availability of infrastructure needs, manage and utilize the education management system optimally, improve the education standard that is 12-year compulsory and seeks to reduce the children street in order to avoid dropping out of school, prepare for the exam to increase the number of the graduates and urged local governments to fulfilling the needs of theachers, do more focused on the construction of classrooms and repair the damaged

Abstract

Analysis of Village Fund Allocation Management in Community Empowerment Karangluhur Village Wonosobo regency is one of the Government's efforts in improving the welfare of the village community and making the villages to be independent with all their potential. The use of Village Fund Allocation is aimed at making the Village more independent and creative and not dependent on the Village Government. The purpose of this study is to illustrate and know the Management of Village Fund Allocation in Community Empowerment and Factors Affecting the Management of Village Fund Allocation in Community Empowerment. The research method used was descriptive method with the qualitative approach which used Milles Huberman analytical method. The results of research shows that at the Planning Stage of Karangluhur Village community plays an active role in providing input to the Village Government to build the Village. At the stage of Budgeting is done based on the priority scale of village needs. Stages of Karangluhur Village Government Mechanism has been implemented in accordance with the rules that have been determined. In the Stages of Use for Community Empowerment activities, the funds obtained are still less than for the Village Operations and BPD, which are mostly used for personnel expenditures, in addition to the Community Development activities in Karangluhur Village mostly only in the form of material aid or stimulant aid. On the Supervision and Accountability done by the Local Government and the internal Government of the Village in the form of Letter of Accountability. The factors that influence the Village Fund Allocation Management in the Village Community Empowerment either from Internal and External Government Karangluhur Village.

Abstract

This research aims to analyze the changes that occur to the community Karangrayung Grobogan District with regard to access to clean water, sanitas, clean and healthy lifestyles as well as the strengthening of institutional capacity at the village level after the Pamsimas program, and to find out what aspects of the mempengaruhinyal. Locus were used in this study is in District 6 in the village of Karangrayung target Pamsimas, Ketro, mountain Rice, Jetis, Parakan, Sendangharjo and Temurejo. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant.Based on the results of the study showed that the program helped Pamsimas Karangrayung Subdistrict in community access to clean water, bowel habits and access to sanitation is also haphazard change for the better, but the improvement that occurred in some villages are still a bit. The aspects that influence the success of Pamsimas in district Karangrayung is a condition of social economic society, the clarity of the content policies, financial resources and the implementing actors support the program itself.Conclusions in this study is, the overall program pamsimas improve the quality of the target sub district Karangrayung village community, however an increase that occurred in several villages, still a little bit to it need to be ditingkatkanya some aspects that are considered to be less, so that this program can be optimized.

Abstract

This study aims to determine the performance of Bidang Pengembangan Potensi dan Kemitraan Dinas Kebersihan dan Pertamanan Kota Semarang and describe the factors that support and hinder performance. This study uses five dimensions of organizational performance assessment with qualitative descriptive approach. Data collection techniques that used were observation, interviews, documentation and literature study with the informants from employees of Bidang Pengembangan Potensi dan Kemitraan Dinas Kebersihan dan Pertamanan Kota Semarang. Based on the discussion the results of the study, researchers concluded that the performance of Bidang Pengembangan Potensi dan Kemitraan Dinas Kebersihan dan Pertamanan Kota Semarang has been well. This is shown with the clarity of access, timetables and mechanisms of the program of activities and services that systematic implementation of the tasks according to the procedure, have an open attitude in responding to the needs of society, the principles of transparency and have a proactive attitude in promoting the success of hygiene management program. It's just that they found some blocks that cause the performance of Development Potential and the Partnership is not maximized, such as budget constraints and infrastructure, shortage of collectors levy and the lack of public participation which led to delay of some programs, such as the cooperation of business, marketing products waste utilization and achievement of the target of retribution. To overcome these problems, there are some suggestions that can be done, such as optimizing the aplication of budget, infrastructure and human resources that available now, preparating and implementating the activities program that can minimize the minimize of the budget and infrastructure, optimizing the number and capabilities of the existing levy collectors, cooperating with 3rd party in the billing and admission charges activities, and improve the knowledge, ability and awareness of the good waste utilization and the importance of abiding to pay the levy.
