Abstract

Local government is given the authority to manage their own territory and meet the needs of society as more real. Meet the needs of the community will require optimal performance. Residence documents into one of the essential needs of the community and must be met, in addition to meeting the needs of education, health, economic and other needs. This research will analyze the performance conducted by the Department of Population and Civil Registration Magelang and aspects that support or hinder the performance of the agency. The theory used in this research is the theory of public administration and five performance criteria, namely the quantity, quality, timeliness, cost-effectiveness and accountability with descriptive qualitative research design. Data collection techniques used through interviews, observation and documentation of the employee informants Department of Population and Civil Registration Magelang and people processing documents. The results of this research indicate that, the performance of the Department of Population and Civil Registration Magelang in order to realize the possession of the document is still not optimal, especially in terms of quantity, also found problems such as disclosure of information, and the limited human resources, budget and infrastructure that support the performance. Nevertheless, the performance of the Department of Population and Civil Registration Magelang has been supported by the conformity of the program with the vision of service, proactive attitude to plan a more intensive effort to increase public awareness of the orderly ownership documents, the timeliness of the commitment for issuance of KTP/KK and birth certificate, discipline in creating accountability through performance reporting to the transparency of reporting. Overcome these problems, there are some suggestions that can be done such as expanding the information, especially the requirements of the documents with brochures and additional specialized personnel who are experts in delivering information, improving the quality of human resources, the addition of the proposed budget and improve the rehabilitation of infrastructure to be more adequate.

Abstract

Based on the Act No. 24 of 2013, Population Administration is a series of structuring and controlling activities in publishing Document and Population Data through Population Registration, Civil Registration, Population Administration Information Management and the empowerment of the result for public service and the development of other sectors.In this population administration, there are several population administration structuring programs. One of the programs is the death certificate. This study aimed to see the performance of death certificate registration program as well as explain how the regulation runs and the obstacle encountered in the implementation process of death certificate registration program in the Department of Population and Civil Registration Semarang.The analysis techniques used to obtain the data were interview, observation, and supporting documents. The theory used in this study was a theory from Merilee S. Grindle. The theory has two variables in carrying out the policy implementation, namely policy content and policy environment. Based on the two variables, it was taken three indicators which were used to assess the implementation of the program, namely the performance level,the change degree, as well as the compliance and responsiveness. Socialization The result of the study indicates that the performance level of death certificate registration program in Semarang is still low compared to the other programs, amounted to 20,60 %. Other obstacles found in the implementation were socialization effort which was not maximum, inadequate resources, a low level of compliance, as well as the miss communication from the implementers of the policy. Recommendations that can be given are improving the quality of resources, maximizing the efforts to improve performance, doing direct review, cooperating with relevant parties, and improving physical quality that is already available.

Abstract

Peraturan Pemerintah Republik Indonesia Nomor 15 Tahun 2005 tentang jalan tol berisi tentang pengaturan jalan tol, syarat-syarat jalan tol, wewenang penyelenggaraan jalan tol, pengaturan jalan tol, pembinaan jalan tol, pengusahaan jalan tol, pengawasan jalan tol, pengadaan tanah, dan standar pelayanan minimal jalan tol. Didalam standar pelayanan minimal jalan tol menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 mencakup beberapa substansi pelayanan yaitu kondisi jalan tol, kecepatan tempuh rata-rata, aksesibilitas, mobilitas, keselamatan, dan unit pertolongan/ penyelamatan dan bantuan pelayanan.Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan standar pelayanan minimal jalan tol di Kota Semarang menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 dan faktor-faktor apakah yang mempengaruhi implementasi kebijakan tersebut. Metode yang digunakan dalam penelitian adalah tipe penelitian kualitatif bersifat deskriptif dengan wawancara mendalam kepada narasumber. Dalam penelitian kualitatif ini, penulis menentukan informan menggunakan teknik bola salju (snowball). Sumber data menggunakan sumber data primer dan sumber data sekunder. Teknik pengumpul data dengan wawancara, dan dokumentasi. Teknik analisis data menggunakan reduksi data (data reduction), penyajian data (data display), dan verifikasi (conclution drawing).Berdasarkan hasil penelitian, maka dapat ditarik kesimpulan yaitu : Pertama, impelementasi kebijakan yaitu ketepatan program yang ada saat ini berjalan kurang efektif, instrumen kebijakan ini kurang sosialisasi mengenai kebijakan SPM jalan tol kepada pengguna jalan tol, aktor kebijakan saat ini kurang responsif dalam menangani hambatan lalu lintas, dan tidak semua pengguna jalan tol belum mendapatkan manfaat dari adanya kebijakan tersebut. Kedua, faktor-faktor yang mempengaruhi implementasi kebijakan yaitu komunikasi belum dapat berjalan dengan efektif, sumberdaya saat ini belum bisa merealisasikan program-program yang akan dikembangkan, dan disposisi/sikap petugas jalan tol kurang tegas dalam menindak pengguna jalan tol yang melanggar aturan. Adapun saran penulis untuk permasalahan ini adalah Untuk pengelola jalan tol Semarang harus memberikan kejelasan mengenai program-program yang akan direalisasikan untuk meningkatkan kualitas pelayanan jalan tol sehingga masyarakat pengguna jalan tol dapat merasakan manfaat dari program yang akan dikembangkan. Selain itu petugas jalan tol harus lebih responsif dalam menangani kendala dan hambatan lalu lintas yang terjadi. Disisi lain masyarakat pengguna jalan tol harus bisa tertib dan taat lalu lintas terutama terhadap perambuan mengenai perintah dan larangan serta petunjuk.

Abstract

Gemah village is one of many village which aimed by Gerdu Kempling program, but this village through the year showing the increase of poor people. The purpose of this study is to know about process of Gerdu Kempling in Gemah village, knowing output of Gerdu Kempling program, make a description about the impact of Gerdu Kempling program and supporting factor and resistor factor of Gerdu Kempling program in Gemah village. This research uses qualitative method research, using purposive technique and triangulation technique. The first process is to search poor people to include the list of getting aid, then they will do verification. Then the aid for receiver is based on the characteristic of the village and characteristic of inhabitant. The last process is monitoring and evaluation, which doing every three months and two years for monitoring and evaluation on the field. The output of this program is receiver got aid like skill coaching and work equipment.The result of the research shows that output from Gerdu Kempling program in Gemah village was not effective and not equal. Individual impact still not satisfied, but quite right on target and made people behavior to the positive side. Organization impact was not satisfied and not right on the target, did nothing in people behavior and show many demerits from implementer project. Societal impact shows that this program still can’t solve the problem, but good enough to make a change of a person’s behavior to the positive side. Institution and social system impact show that this program still can’t solve the poverty problem, there was no target to achieve and many demerits from implementer project. Recommendation for this program is to increase the actor from many sectors, increasing prices of aid, make budget standards, doing verification, monitoring and mentoring, do socialization in order to people more active, make safeguard networking and make a target.

Abstract

Public service is the main task of the government as a servant of the state and public servant. The government is required to improve the quality of service to be more effective and efficient so as to create excellent service. Innovation is indispensable in the development of a public service. One of the innovations applied by the Central Java Provincial KPU is the Rumah Joglo Pemilu. However, in the implementation of Rumah Joglo Pemilu has not run optimally. This study aims to analyze the characteristics of Rumah Joglo Pemilu innovation and analyze the factors driving and inhibiting innovation Rumah Joglo Pemilu. This research uses qualitative descriptive method research. The results showed that there are 5 characteristics of innovation in Rumah Joglo Pemilu that is retative advantage, compability, complexity, triability and observability. But on the characteristics of relative advantage and complexity can not be fulfilled. The driving factors in the innovation characteristic of Rumah Joglo Pemilu include room fittings, effectiveness, efficiency, and accountability, those who assist the development process, initiation to socialize Rumah Joglo Pemilu, and voter education become centralized. While the inhibiting factors include limited room size, limited costs, the scope of provision of data of electoral event, the establishment of Rumah Joglo Pemilu on the assets of the Central Java Provincial Government, the society has not been so friendly with a museum, has not had 4 requirements in the reform effort, measure success. Suggestions to be given include extending space, budgeting independently, coordinating, coordinating with the Provincial Government of Central Java related to building permits, socialization to the general public, need to initiate the training and research of Rumah Joglo Pemilu, and must establish indicators of success.

Abstract

This research aims to analize of service quality of e-procurement ini the procurement of good and services ini Semarang city and to know the aspects that drive and inhibit the quality of e-procurement services in Semarang city. Locus if this research is Sekretaris Daerah Kota Semarang Bagian Pembangunan who became chief executive of Layanan Penyediaan Secara Elektronik (LPSE) and providers of goods and services in Semarang City. This research used qualitative research methods explorative. Subjects in this research consisted of five key informants.Based on the results of the research showed that the service quality of e-procurement in Semarang City has not been optimally. Although there are several dimensions of service quality are considered have optimal. Factors that impede service quality of e-procurement which aspects of several dimensions have not been optimally. Need for improvement and optimization of various dimensions of service quality of service that is increasing.

Abstract

This research will describe and analyze the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang, and aspects that support and hinder. The theory used in this research are five dimensions of performance, which are productivity, quality of service, responsiveness, responsibility, and accountability. This research used interviews, observation, documentation, and literature to collected data. Technique used for selecting the informants is snowball technique. The result of this research indicate that the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is not optimal. Productivity of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is good enough, but still constrained at the lack of professionals in human resources, and the development of infrastructure is constrained in the budget. Quality service of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is not good enough because there is lack of support from human resources and facilities. Responsiveness of Social Rehabilitation Center for ex drug abusers Mandiri Semarang is good enough. Responsibility of Social Rehabilitation Center for ex drug abusers Mandiri Semarang is good. Accountability of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is good because there is accountability and transparency. Aspects that support the performance of Social Rehabilitation Center for ex drugs abusers Mandriri (in) Semarang are the obvious of the division of labor for the employees, employee discipline, and cross-sectoral cooperation. Aspects that hinder the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang are limited budget, lack of facilities and infrastructure support, and lack of human resources support in terms of quality and quantity. Based on the research, the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang there are some recommendations that can be given to optimize the performance, such as improving the quality and quantity of employees needed, submission of budget proposals for facilities and infrastructure, and community involvement in social rehabilitation program.

Abstract

Dinas Pendidikan Kota Semarang yang menjadi obyek penelitian kali inimerupakan salah satu instansi yang berperan dalam pengembangan potensigenerasi bangsa. Dalam penelitian ini akan dilakukan analisis kinerjamenggunakan metode penelitian kualitatif yang bersifat deskriptif denganresponden 5 orang pegawai dari instansi tersebut dengan dasar fenomenapenelitian Balance Scorecard melalui empat perspektif meliputi perspektifpelanggan, keuangan, proses internal, pertumbuhan dan pembelajaran.Setelah dilakukan analisis kinerja menggunakan Balanced Scorecard,ditemukan bahwa kinerja Dinas Pendidikan Kota Semarang masih terkendala olehketidakselarasan antara kuantitas dan kualitas pegawai, masalah birokrasi yangmenghambat tercapainya One day Service secara sempurna, sulitnya menciptakandisiplin penganggaran, kurangnya kesadaran pegawai dan kesalahan mindsetpegawai dalam rangka peningkatan kompetensi pegawai.Dalam konsep BSC selanjutnya visi dan misi organisasi diterjemahkandalam sejumlah sasaran strategis. Setelah membangun BSC langkah selanjutnyaadalah mengimplementasikan apa yang telah dibangun dan disusun. Selanjutnyamenentukan teknologi informasi yang akan digunakan untuk memudahkan prosesmengkomunikasikan BSC. Dilanjutkan dengan membangun scorecard secaramenyeluruh kemudian menggunakan data scorecard untuk evaluasi danpeningkatan kinerja yang pada akhirnya semua informasi dikumpulkan padatingkat organisasi.

Abstract

Pekalongan Regency has a complete tourism potential, starting from the potential of nature tourism, cultural tourism, shopping tourism, and religious tourism, which can provide benefits to the region and the community if managed properly. However, in reality, tourism in Pekalongan Regency has not been able to compete, tourist arrivals are low so that in 2018 Pekalongan Regency placed 24th out of 35 regencies / cities in Central Java based on the number of tourist visits. This study aims to explain how tourism management is carried out by the Department of Youth, Sports and Tourism of Pekalongan Regency and its inhibiting and driving factors. Research analysis based on Tourism Destination Management theory includes planning, organizing, implementing programs, and monitoring. This research uses qualitative methods by collecting data through interviews, observation, documentation, and literature study. The results showed that tourism management was not optimal because there were various problems, namely lack of understanding of the organization's vision, limited budget, lack of numbers and competence of human resources, lack of attractions and attractions, tourism promotion was not optimal and supervision was not comprehensive. Driving factor is the large tourism potential and the support of the central and provincial governments. Other inhibiting factors are lack of community role, rob, unsterile tourism object from community activities, illegal parking, and lack of investors. Researchers recommend collaboration with third parties, add attractions and tourist attraction facilities, explore new tourism potential, follow tourism trends, create digital TIC, improve employee competency, recruit social media admins, create promotion innovations, comprehensive supervision, regulate illegal parking, and collect data and arrangement of traders in tourist attractions.

Abstract

Fund allocation policy infrastructure development in the area of Semarang in line with one of the principles of poverty reduction is to improve poor people's access to basic services. Only in District Pedurungan experiencing poverty increased amount while the allocation of development funds to increase. The purpose of this study was to analyze the contents of deliberative policy (content of policy) and implementation environment (context of impelementation) policy of allocation of funds for development of infrastructure in Sub Pedurungan region. The method used is deliberative analysis method that uses the concept of good governance as an analytical tool. Results from this study indicate that the deliberative analysis of the nine parameters that have the greatest correlation is the principle of participation. For most indicators correlated with the principle of deliberative analysis is the location of the decision-making correlates with the principles of participation, rule of law, transparency, and accountability. While the deliberative analysis parameters that correlate to the environment fund allocation policy implementation infrastructure development in the district region Pedurungan, Semarang City, among others, the rule of law, responsiveness¸dan strategic vision. Of the three parameters most correlated is the principle of responsiveness. For most indicators correlated with the principle of deliberative analysis is compliance and implementing responses were correlated with the principle of rule of law and responsiveness. The conclusion from this study is that there are three factors on the content of the policy with criteria of deliberative analysis of their implementation is still weak participation on the type of benefit, transparency and accountability on the location of decision making, as well as resources with criteria of transparency and efficiency. Recommendations are given is intensifying LPMK to improve supervision and for the price standardization efforts to ensure the efficiency of development.
