Abstract

While the need for water supply infrastructure development keeps increasing, many local governments of Indonesia are facing problems related to limited funding. This condition opens up an opportunity for private sector to invest in water supply infrastructure projects through Public Private Partnership (PPP) scheme. As this scheme is relatively new for many local governments in Indonesia, its complexity and typically long duration of the concession period may raise concerns of potential risks throughout the project life cycle. It is, therefore, very important for public sector as owner of the project to understand and to be able to manage risks properly throughout the concession period. The aim of this research is to evaluate risk management of West Semarang Water Supply PPP Project as perceived by public sector. The objectives are to identify, to analyze, and to allocate risks to the right parties. Qualitative and quantitative approaches have been used for the research method. Data were collected through focus group discussion involving 16 relevant officials of local government of Semarang, including its Regional Water Supply Company (PDAM). This research has identified a total of 66 risks as perceived by the public sector, which are then classified into 11 categories, e.g. political, operation, revenue, etc. The proportions of the level of risks are relatively balanced, as follows; low (37.88%), moderate (28.79%) and high (33.33%). In terms of risk allocation, 46.97% of risks are allocated to the public sector, while 37.88% and 15.15% of the risks are allocated to the private sector and shared by both parties, respectively. The results of this research are valuable for the local government of Semarang and can be used as a guidance in managing risks of the PPP project throughout the concession period.

Abstract

Aktivitas yang dilakukan oleh ITS sebagai kampus secara langsung maupun tidak langsung akan memberikan dampak bagi masyarakat di sekitarnya baik dari segi ekonomi, sosial, budaya, dan lain-lain. Sebagai bentuk pengabdian kepada masyarakat sekitar, maka ITS melakukan kegiatan corporate social responsibility (CSR). Penelitian ini bertujuan mengidentifikasi kebutuhan dan harapan masyarkat serta persoalan infrastruktur dasar dan lingkungan di daerah sekitar lokasi kampus yang nantinya akan digunakan untuk acuan penyusunan roadmap CSR ITS. Metode yang dilakukan adalah survei in depth interview kepada RT/ aparat kelurahan di Kelurahan Gebang, Keputih, dan Kejawan Putih Tambak; FGD; dan analisis menggunakan statistika deskriptif. Berdasarkan hasil survei sarana prasarana yang terdapat di tiga kelurahan sudah memiliki fasilitas umum yang cukup, namun diperlukan perbaikan dan renovasi. Selain itu, terdapat beberapa wilayah kumuh di Keputih dan Kejawan Putih Tambak, di samping itu juga pernah terjadi banjir dan kebakaran di salah satu Kelurahan tersebut. Dari hasil tersebut, maka beberapa usulan program adalah Kampung Tahan Bencana, dan Kampung Berkelanjutan.

Abstract

The Main Inspectorate (Itama) as internal auditor of BPK RI is obliged to protect the credibility and the honor of its institution. The opinion of financial statements is one of the BPK RI's products that become popular because of frequent bribery cases related to it. Typically, the bribe was given to change the opinion of the financial statements from an examined entity. The anomaly detection method becomes one of the alternative methods for filtering out reports with "problem" opinions to be examined more deeply by Itama. KNN, SVM-RBF Kernel, and J48 method were used for the classification of 150 data of local government financial statements. The validation used in this paper was 60% hold-out validation (60% data for test data and the rest for training data). This paper showed that the KNN classifier (AUC=61.11%) was superior compared to another classifier, but still classified as "poor classification"

Abstract

Kupang as one of traditional food in East Java is an asset that has a positive impact on the nutritional status and health of those who consume them. Efforts to accelerate the realization of the preservation movement kupang through "I love Indonesian food" can be done in addition to providing information support for scientific study and rational accurate about the benefits and safety of those who consume should be developed kupang sale value processed products. Of nutritional aspects in addition to a high protein, apparently in mussels also contained the unsaturated fatty acid chain length is relatively high for good health. Kupang-based optimization of food processing is desirable. Balonggabus village of Candi Sidoarjo District is a regional producer of mussels and the potential to continue to develop products using a variety of mussels to the processed form of dryer machine (cabinet dryer) based on expert system so that the resulting product would be great texture, aroma and taste. Various processed mussels that can be developed such as: instant kupang paste, Kupang flour, Kupang crackers, noodles mussels, mussels etc so that products become more durable. This will make the area Balonggabus be more independent in producing and increasing revenue

Abstract

Corporate Social Responsibility (CSR) merupakan suatu kegiatan yang dilaksanakan oleh suatu perusahaan sebagai kompensasi pelaksanaan kegiatan bisnis yang secara tidak langsung berpengaruh terhadap aktifitas masyarakat dan lingkungan hidup di sekitarnya. CSR menjadi salah satu sarana dari perusahaan untuk diharapkan dapat berkontribusi dan mampu mengangkat derajat kehidupan masyarakat dan lingkungan hidup di sekitarnya. Adapun konsep pemberdayaan masyarakat/community development (CD) di Indonesia memegang peran penting dalam proses pengentasan kemiskinan. Berbagai program digulirkan melalui beberapa departemen yang bertujuan untuk mengurangi tingkat kemiskinan di berbagai sector pembangunan. Melalui makalah ini penulis mencoba untuk memberikan beberapa gambaran dan gagasan untuk melakukan singkronisasi kegiatan CSR dan CD sehingga diharapkan dampak dari kolaborasi kegiatan tersebut dapat lebih dinikmati masyarakat dan lingkungan hidup dalam konteks pembangunan berkelanjutan.

Abstract

Asset maintenance is a preventive action from tool’s damage. Place for production tool’s usually called by tool’s crib, is a facility for field engineer on the production line. Generally, tool’s maintaining system that operate in industry checked and maintain in every month. Nevertheless, administration check and maintenance are unbalanced that delayed transactional and identification process. Automating tool’s crib applied to change transaction and administration activity on the system become automatic using RFID (Radio Frequency Identification) and database on Automation Tool’s Crib project. Used RFID on this project have a read range that far too wide on the identification process. So, controlling read range of a RFID on Automation tool’s Crib to reduce error on transaction and identification process. Controlling RFID based on Visual Basic.NET are able to reduce error of scanning process on Automation Tool’s Crib from 7.5% to 1.2%.

Abstract

Advanced data mining techniques are potential tools for solving civil engineering problems. This study proposes a novel classification system that integrates smart firefly algorithm (SFA) with least squares support vector machine (LSSVM). SFA is an optimization algorithm which combines firefly algorithm (FA) with smart components, namely chaotic logistic map, chaotic gauss/mouse map, adaptive inertia weight and Lévy flight to enhance optimization solutions. The least squares support vector machine (LSSVM) was adopted in this study for its superior performance of solving real-world problems. Based on the provided engineering data, the analytical results confirm that the SFA-LSSVM has 95.18% prediction accuracy

Abstract

Abstract¾ In a Shipyard, Quality Management has not been executed systematicaly. Management of inspections are not supported by system which can help Shipyard, Owner Surveyor, Class and State Regulator to control, to search, to review, to evaluate and to do the inspections. This research has a main goal to design a Computer-based Application that makes Quality Management process in Shipbuilding better. Firstly, the Existing Quality management in  shipyard was observed which is taken  as the sample is PT. PAL Indonesia Shipyard. Secondly, Determining parameters are required in Quality Management Application. Thirdly, Designing Computer-based Applications based on application parameters. Application parameters are identified during shipbuilding stages, processes, outfittings and ship documents, as well as standards and check lists. Software used to design the application is combination of PHP as programming language, Sublime Text 2 as text editor and MySQL as database. This computer-based applications can help quality management implementation in controlling, searching, reviewing, evaluating, and doing the inspection. Once the application has been designed, it was tested by verification and comparison systems. It is concluded that the application system is better than the existing system which is personally conducted in the Shipyard.

Abstract

Sebagai tindak lanjut atas penutupan Dolly, Pemerintah Kota Surabaya telah memberikan kompensasi 5,05 juta rupiah kepada setiap warga yang terkena dampak penutupan lokalisasi. Uang tersebut diberikan dalam bentuk tabungan, sebagian untuk modal usaha dan sebagian untuk bekal hidup sementara hingga penerima santunan bisa bekerja lagi. Selain bantuan berupa dana, bantuan berupa pelatihan keterampilan seperti membuat kue kering, telor asin, deterjen atau sabun cair juga dilakukan. Pendampingan dari mulai pelatihan hingga pemasaran produk sudah dilakukan. Setahun setelah Dolly ditutup, memang beberapa warga mulai beralih ke usaha baru hasil pelatihan, seperti berdagang telur asin atau membuat sabun deterjen yang dijual ke binatu. Pemerintah Kota Surabaya berusaha menjadikan Dolly dan warganya sebagai wilayah usaha ekonomi produktif.Surabaya sejak awal tahun 2016 sedang berusaha mensosialisasikan bahaya dan kerugian menggunakan kresek plastik untuk berbelanja. Bukti partisipasi ini adalah dikenakannya biaya untuk penggunaan kantong plastik atau mengganti penggunaan kantong dengan kardus bekas di banyak minimarket dan supermarket di Surabaya. Hal tersebut mengharuskan para pelanggan membawa sendiri kantong belanja dari rumah, dengan tujuan mengurangi angka penggunaan kantong plastik di Surabaya. Fenomena tersebut membuat peluang tersendiri bagi industri tas sablon untuk berkembang, karena permintaan akan tas yang bisa digunakan lagi (reusable bags) akan semakin meningkat. Peningkatan keterampilan masyarakat untuk mendorong kemandirian merupakan bagian penting dalam rangka mengurangi pengangguran dan kemiskinan terutama di Dolly. Jenis pelatihan yang dilakukan berupa latihan desain, sablon dan jahit tas belanja berbagai macam bahan, selain untuk suvenir juga dapat digunakan sebagai pengganti tas plastik untuk berbelanja dengan desain yang beraneka rupa dan mengangkat beragam tema.

Abstract

Although the utilization of high-strength concrete and high-strength steel can reduced column dimension at high-rise building, the column aspect ratio remain low. These column were tended to dominate by shear failure than flexure failure. The research discusses the numerical analysis of shear critical of High-strength reinforced concrete columns. The Uniaxial Shear Flexure Method (USFM) was used to observe this behavior and examined on the test result. This study showed that USFM method provided conservative prediction. Some modification was proposed in order to improve this method when estimate the shear behaviour of high-strength reinforced concrete column.
