Abstract

Hak untuk melakukan perkawinan yang pada akhirnya memiliki keluarga telah termaktub dalam Pasal 28B ayat (1) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 bahwa “Setiap orang berhak membentuk keluarga dan melanjutkan keturunan melalui perkawinan yang sah”. Tetapi dalam tataran praktik, pemenuhan hak perkawinan masyarakat LGBT sangat rentan untuk memperoleh perlakuan diskriminatif dalam memperoleh hak-haknya, termasuk hak perkawinan. Hal tersebut disebabkan rendahnya kepedulian negara terhadap warga negaranya sehingga walaupun secara tersirat terdapat perlindungan terhadap masyarakat LGBT dalam Undang-Undang Republik Indonesia Nomor 39 Tahun 1999 tentang Hak Asasi Manusia (UU No. 39-1999) dan Prinsip-Prinsip Yogyakarta Tahun 2007 (PPY 2007). Hal lainnya akibat adanya perbedaan orientasi seksual dan identitas gender masyarakat LGBT maka masyarakat LGBT membutuhkan perlindungan dalam pemenuhan hak perkawinan. Dengan demikian, Pemerintah Pusat dan Pemerintah Daerah wajib menyelenggarakan pemenuhan hak perkawinan sesuai dengan kewenangannya. Berdasarkan latar belakang tersebut peneliti merumuskan masalah penelitian yaitu bagaimana konsep pengaturan norma hukum tentang pemenuhan hak perkawinan bagi masyarakat LGBT di Provinsi Jawa Timur? Metode yang digunakan adalah yuridis empiris dengan mengumpulkan dan mengolah data primer yang kemudian dilakukan analisis berdasarkan data sekunder. Kesimpulan dari penelitian adalah nawacita menunjukkan keberagaman di indonesia. Dan mengakomodir perubahan yang dimungkinkan terjadi karena nawacita telah mencerminkan beberapa konvensi internasional dan tujuan bangsa. Terkait dengan PPY 2007 maka penghormatan dan penghargaan pada semua perbedaan merupakan bagian dari etika kehidupan yang terus berkembang sesuai dengan perkembangan teknologi. Nawacita merupakan kesatuan yang tidak dapat dipisahkan dengan PPY 2007.

Abstract

Most gadgets and electronics devices are commonly equipped with single microphone only. This is difficult task in source separation world which traditionally required more sensors than sources to achieve better performance. In this paper we evaluated single channel source separation to enhance target signal from interred noise. The method we used is non-negative matrix factorization (NMF) that decompose signal into its components and find the matched signal to target speaker. As objective evaluation, coherence score is used to measure the perceptual similarity from enhanced to original one. It show the extracted has 0.5 of average coherence that shows medium correlation between both signals.

Abstract

Simulation has been well known as an effective technique that enables planning and analysis of a construction operation to be performed in advance anticipating problems of efficiencies that would occur in the implementation phase. Therefore, simulation technique could be used to design resources associated with a construction operation to be optimal and to analyze an ongoing operation to be evaluated and refined. This paper discusses the use of simulation to analyze several construction operations, i.e., bored piles, pile caps, piers, and girders, that will be used in building the Cinapel’s Bridge at the Cisumdawu Toll Road Project. The simulation using WebCYCLONE was utilized to determine the most optimal resources needed in each construction operation; resources needed to gain the highest productivity and the lowest wastes. Data of each operation for simulation were gathered from the field, as well as opinions from the practitioners related to the project. The results of the simulation are presented and recommendations are made for the contractor to refine the on-going construction operations as well as to design construction operations before the implementation in the fields.

Abstract

Rapid increasing of population and limited city area as well as better awareness on the green open area of the city, which is ideally about 30 percent, have forced the development of the buildings vertically. The increasing number of high-rise buildings and skyscrapers are the evidence that the development of the buildings in the cities of Indonesia are heading towards the over-ground space. However, the vertical development is known to be highly vulnerable to earthquake hazard. The revised Indonesian seismic map has increased the seismic load in most of the seismic zones in Indonesia. To create a safe and healthy city, a comprehensive urban planning and design is required. A good urban planning and code-based design must also be adopted to assure a safe building structure for the dwellers. This study is intended to observe the possibility of using alternative materials to improve the performance of the existing buildings which have not followed the existing earthquake-resistant building code through the implementation of Fiber Reinforced Polymer (FRP) wrap on structural members. The strength and ductility enhancements of the columns retrofitted with external confinement using FRP are found when compared with the unconfined control column. The results indicated that the maximum loads of each confined columns have increased by 33.52, 54.97, 36.61, and 40.73 percent, respectively, for columns C-1G, C-1C, C-1RC, and C-1RG. The ductility of columns C-1C and C-1G have increased by 122.73 and 53.30 percent, but decreased by 15.24 and 66.31 for columns C-1RG and C-1RC when compared with the unconfined control column C-1, respectively. This is due to the unintended premature failure at the upper end of the column C-1G and an indication that the secondary fiber direction which was placed vertically has contributed to the longitudinal steel of C-1RC in increasing its capacity.

Abstract

GSTAR is a special form of the VAR model and is one of the commonly used models for modeling and forecasting time series data and location. At GSTAR modeling, estimation method used is OLS, the method is considered to have a weakness, which will result in an inefficient estimator. Thus, one appropriate method is GLS. In this study, conducted modeling GSTARX two levels by adding a predictor of calendar variation model. Parameter estimation of the first level models made of predictors with a linear regression model, while the second level models using error models which is done on first level with GSTAR model. Calendar variation model discussed is the impact of Ramadhan effect. Results of the simulation study showed that GSTAR-GLS models produces a more efficient estimator than GSTAR-OLS, seen from the obtained standard error smaller.

Abstract

Inspection of crack width prediction procedures proposed by various researchers indicates that each formula contains a different set of variables. A literature review also suggests that there is no general agreement among various researchers on the relative significance of different variables affecting the crack width, despite the large number of experimental work carried out during the past few decades. An analytical method is developed to determine the concrete stress distribution near flexural cracks in reinforced concrete one-way slabs and used to investigate the effects of various variables on the spacing and width of cracks. The formula is developed using a large number of curvature values calculated from the concrete and steel strains at various sections between adjacent cracks for a number of composite precast deck slabs. The present method of incorporating the tension stiffening effect is verified by comparing calculated fracture mechanic and those measured by other investigators. The curvature values at sections between adjacent cracks are calculated using an empirical formula. Development of this formula is based on the curvature values calculated using the concrete and steel strains at various sections between successive cracks, for a number of composite precast deck slabs. Using the curvature values evaluated by the proposed formula, short-term deflections were determined for a large number of flexural members and the results were compared with those measured by other investigators. This comparison indicated that the present method of incorporating the tension stiffening effect in fracture mechanic calculations is acceptable.

Abstract

The applications of Self-Mixing Interferometry (SMI) have been popular in many fields, including biomedical signals. The self-mixing effect occurs from the coherent back-coupling of the reflected or scattered lights from a target surface. The reflected lights will be detected by a photodiode which has been integrated in one device with the laser. That's why the SMI sensor is quite practical, affordable and simple. However, SMI has the serious problem with the presence of speckle effect in measured signal. The speckle effect produced by the human tissue is called “biospeckles.” The biospeckles observed from the skin tissues contain information about the blood flow in dermal capillarities, heartbeat, and others. These biospeckle patterns cause random modulations that will be detected as random amplitude and spectrum by photodiode. In this paper we present a technique to characterize speckle effect on measurement of blood flow in fingertip using sensor based on Self-Mixing Interferometry (SMI). We used a laser diode 785 nm as a light source and a constant current of 70 mA as a current source which is irradiated on the skin tissue in the fingertip. Then, the backscattered light reenters the laser cavity and it will be detected by photodiode. The SMI signal with speckle effect will be processed by Continuous Wavelet Transform for reconstruction and detection fringe. Signal processing results show that the number of detected speckle fringes depends largely on determining the number of wavelet waves and the scale used. The fringe pattern resulting from the reconstruction of the signal can be used to determine the frequency of speckles due to object movement. The average speckle frequency of fingertip is 0,5-0,7 Hz

Perkembangan dunia fashion saat ini membuat permintaan produk tekstil meningkat. Industri tekstil Z sebagai salah satu industri tekstil tua di Kota Surabaya berusaha untuk tetap bersaing dipangsa pasarnya dengan memproduksi berupa pakaian berwarna gelap. Peningkatan kegiatan produksi yang tidak diikuti dengan perubahan pada sistem pengolahan IPAL membuat perubahan pada karakteristik air limbah yang dikeluarkan oleh industri. Hal ini menyebabkan air yang dikeluarkan tidak memenuhi baku mutu. Sehingga diperlukan sebuah evaluasi dari setiap unit dan perencanaan ulang dari sistem IPAL. Hal ini menyebabkan air yang dikeluarkan tidak memenuhi baku mutu. Sehingga diperlukan sebuah evaluasi dari setiap unit dan perencanaan ulang dari sistem IPAL.Evaluasi dilakukan dengan mengukur dimensi dari masing-masing unit IPAL eksisting, menganalisa sampel air limbah, dan membandingkannya dengan kriteria desain dari masing-masing unit. Perencanaan ulang dilakukan pada unit yang tidak berfungsi dengan baik. Biofilter tercelup anaerobik-aerobik adalah salah satu teknologi yang dapat dijadikan sebagai alternatif karena memiliki banyak kelebihan dari aspek teknis dan finansial.Hasil evaluasi IPAL eksisting menunjukkan bahwa semua unit tidak memenuhi kriteria desain. Hal inilah yang menyebabkan air limbah yang dihasilkan tidak memenuhi baku mutu. Limbah yang dihasilkan IPAL eksisting adalah 52,05 mg/L TSS; 899,3 mg/L COD; 182,61 mg/L BOD; dan 31,85 PtCo warna. Rekomendasi berupa perencanaan ulang menggunakan biofilter tercelup anaerobik-aerobik menghasilkan limbah dengan kadar TSS, COD, BOD, dan warna secara berurutan adalah 15,93 mg/L; 29,05 mg/L; 2,99 mg/L; dan 2,63 PtCo dengan biaya investasi sebesar Rp 793.175.680.

Abstract

In this study, the effect of adding palm fiber rods to the polyester matrix for sound insulation purposes was investigated. The type of fiber used is short fibers with random orientation with the percentage difference in the amount of fiber in the composite as a comparison. Testing loss of voice transmission using impedance tube method is done to know the ability of material to reduce or prevent sound. The data obtained from the TL test results were analyzed and the STC (sound transmission class) values were calculated on each sample. The best results obtained are in the first and second samples with the percentage of fiber 0% and fiber 30%. The calculated results of the STC values in samples one and two each have 32.1 dB and 31.6 dB which indicates sufficient ability to defeat the loud noise. Based on these results, a composite with a 30% fiber content can be used as a sound insulation material and can reduce waste of palm oil that is underutilized.
