Abstract

Public Financial Management a set of laws, rules and standards is an important part of regulating the systems and processes used by each sovereign state and local government, in order to mobilize revenue, allocate public funds, conduct public spending, and budget audits. The purpose of public financial management itself is to increase efficiency and transparency in the use of public resources and eliminate the inefficiency of public resources. The regulatory framework for Public Financial Management is able to carry out analytical and critical practices in helping to facilitate services efficiently and effectively. This article uses a qualitative method with a descriptive approach as to describe or analyze a research result but is not used to make a broader conclusion. Analysis and Discussion The Government of Ghana is aware that there are regulations governing the budgeting, although some of them do not understand and study these documents comprehensively. The regulatory framework governing fund management influences service delivery. In conclusion, the regulatory framework explains how public budgets are used to provide better services. The regulation is designed with the aim of helping to reduce budget waste and prevent corruption. DOI: 10.26905/pjiap.v5i1.3860

Abstract

This study aims to determine the extent uses of data and information that contain in the regional financial report (LPKD) is used in decision making by the Provincial Government of Bali in preparing the APBD. The research method used is a qualitative descriptive analysis by comparing the concept of decision making for budgeting according to Undang-Undang Nomor 23 Tahun 2014 concerning Regional Government with its application in the Provincial Government of Bali and the concept of decision making theory. Based on the results of the study it was found that the decision making in the preparation of the Bali Province APBD there were several weaknesses, including the lack of a link between the decision making in the preparation of the APBD of the local government financial reports. Also, the preparation of the Bali Provincial Government's APBD which is still based on Permendagri nomor 13 tahun 2016 concerning the evaluation of regional regulation designs, has not accommodated the performance and utilization of data, as well as information presented in the financial statements. Thus, the use of information data in the regional government financial reports is not optimal as a decision for the preparation and design of the APBD. DOI: 10.26905/pjiap.v5i1.3863

Abstract

This study discusses about the analysis of management strategies in the universal health coverage program in Thailand. Universal health coverage is a health facility program in Thailand that addresses all communities without determining their socioeconomic status. This program was launched since 2001. This has led the Thai government to make a big breakthrough by launching a universal health coverage program. This research is a qualitative research using secondary data sources and data collection methods using literature study methods. Data processing is done by selecting journals through various sources until selected into five journals. The analysis used in this study is the theory of strategy management according to Bozeman and Straussmen by measuring three indicators of goals and objectives, developing an action plan that can mediate between the organization and the environment, and using effective implementation methods.DOI: 10.26905/pjiap.v5i1.3868

Abstract

Based on information collected empirically and normatively that the targets for the implementation of bureaucratic reform have not been achieved in the field of organization and governance at the institutional level of the bureaucracy in Malang City Government, partly due to: (a) Fatty organizational structures, overlapping both internal and external and not yet in accordance with the mandate of Perpres Number 81 of 2010 concerning the Grand Design of the National Bureaucratic Reform 2010-2025; (b) Standard Operating Procedures are convoluted so as to cause ineffective and inefficient public services. The objectives to be achieved in this study are: (1) To describe the causes of not achieving the target of implementing bureaucratic reform in the field of organizational structuring and management in Malang City Government (2) To describe and analyze and obtain efforts and models of acceleration in the implementation of bureaucratic reform in the field of organizational structuring and governance in the City Government of Malang. The method used is a qualitative approach, the location in this study is the Malang City Government especially the Law Bureau and the Malang City Organization. Sources of research data obtained through interviews and direct statements while those that are not directly indirect, can be in the form of notes, documents, manuals, and knowledge books. Data analysis in this study uses the interactive model of analysis of Miles and Huberman which was developed by Johnny Saldana (2013), which has three main components, among others: data reduction, data presentation, and drawing conclusions / verification. The results and conclusions obtained are the application of learning organizations in the framework of developing apparatus resources to improve performance in the Government of Malang City yet to be effective. This is due to several factors, including motivation and the ability of the apparatus to develop themselves is still low. The pattern of apparatus empowerment is considered not optimal. Learning infrastructure is inadequate, causing the process of getting information or knowledge to be hampered, cultural and relational learning has not been formed, collaboration and collegility have not grown well, there is no application of an award system that recognizes the achievements of organizational members, effective organizational structure structuring to accelerate the process of knowledge sharing , mental models, and shared vision. The application of learning organizations that can work well must also be strengthened by information technology systems that can support the creation of a communication flow or information flow to increase the capacity of the government apparatus.DOI: 10.26905/pjiap.v5i1.4027

Abstract

Writing about conflict management is based on the presence of waste pollution both air and water in Ngunter District, Sukoharjo Regency. The pollution waste is in indication of PT RUM, which operates in the field of industrial fiber rayon. Based on this, the author aims to determine the model or method conflict management for Sukoharjo residents regarding waste issues with PT RUM. As a conceptual basis, the writer uses conflict theory and conflict management. Whereas for method study author uses qualitative descriptive as well as with the model research the data using the study of literacy. The results of this study indicate that conflicts that occur between PT RUM and citizens sub district Ngunter , District Sukoharjo including conflict of objectives, things have views of the causes of conflict due to social factors. Factor socially the views of the many people who Felt the pollution of waste that is suspected of PT RUM thus causing the quality of water and air decreases and also attacked the health of the people around. In the process of settlement of conflict pollution environment is resident Sukoharjo get the support of the third well of the institution of government in spite of non- governmental. Government agencies such as the Regent, DPRD, KLHK, and Kominfo . While the institution of non-governmental as well as LBH Semarang, Komnas HAM and Ombudsmen. So the management of conflict is expected to Minimize losses with the conflict that. In addition it is also a model of management of conflicts of citizens Sukoharjo can be said integrative since the onset of the conflict on the outside of the will of the citizens.

Abstract

At present, the Covid-19 contagious disease outbreak can spread rapidly throughout the world, including Indonesia. Apart from having a negative impact on the health sector, it also impacts the economic, social, cultural, resilience, tourism and other sectors. This can threaten people in rural areas who have gaps in health accessibility and high levels of poverty compared to urban areas. So it is necessary to carry out village economic development, but still protect the health of rural communities from the Covid-19 disaster. This cannot be done by the government alone. Interdisciplinary and field cooperation is required by referring to the principles of collaborative governance. The research objective was to determine the ideal collaborative governance model in village development during the Covid-19 pandemic. This research uses qualitative methods with a descriptive approach. This method can be studied comprehensively and deeply. The results of this study indicate that in South Lampung Regency there are already several priority activities in the economic and health sectors, some of these priority activities such as Covid-19 Response Village, Village Cash Intensive Work, Village Fund Direct Cash Assistance (BLT), and other Infrastructure Development. These priority activities are collaborations carried out by the government, society and business

Abstract

The goal of this research is to identify the innovation governance of 6-in-1 program in services for population affairs at the Autonomous Agency for Population Affairs and Civil Registry of Surabaya City Administration. Innovation of 6-in-1 program is an innovation containing the 6 products of population services (birth, death, moving, arriving, marriage, divorce). This research applies the Innovation Governance Theory from the United Nation, namely Institution, Policy Actor and Community in subsequent management, then elaborated by using the Theory of Cook and Mathews, namely Risk Management and Technology. This research applies “qualitative descriptive method‟ .The technique in determining the informant is classified into 2 (two) sample takings, the purposive sampling and the snowball sampling. Data are collected through observation interview, and documentation. The triangulation technique is used for verification or checking. Output of this research reveals that the innovation management must be supported by various aspects, such as the supporting policy, level of employees‟ compliance, community serving attitude, synergy among the stakeholders, culture, and community participation. However, there are still several things not yet been supportive, namely knowledge of the community, network technology and prevention management

Abstract

Disiplin merupakan kewajiban yang harus dijalankan oleh seorang Aparatur Sipil Negara. Kedisiplinan menjadi wujud bahwa seorang aparatur pemerintahan itu handal dan profesional. Salah satu bentuk kedisiplinan Aparatur Sipil Negara adalah masuk kerja dan taat jam kerja. Pemerintah Kota Batu pada tahun 2017 telah menetapkan kebijakan lima hari kerja dengan jumlah jam kerja efektif sedikitnya 37 jam 30 menit. Ketika para Aparatur Sipil Negara datang lebih lambat dan pulang lebih cepat dari jam masuk kerja yang ditentukan bahkan bolos kerja, disinilah perlu dipertanyakan bagaimana disiplin Aparatur Sipil Negara diterapkan. Penelitian ini bertujuan untuk: (1) mengetahui implementasi disiplin Aparatur Sipil Negara di Kelurahan Songokerto; dan (2) mengetahui faktor pendukung dan penghambat implementasi disiplin tersebut. Penelitian ini merupakan sebuah penelitian kualitatif yang mengumpulkan data primer dan sekunder melalui wawancara, observasi dan dokumentasi. Data yang terkumpul lalu dianalisis dengan tahapan reduksi data, penyajian data dan penarikan kesimpulan. Dari hasil penelitian ini diketahui bahwa implementasi disiplin Aparatur Sipil Negara di Kelurahan Songgokerto baik. Hal ini dapat dilihat dari segi komunikasi, sumber daya, disposisi atau sikap dan struktur birokrasi. Dari keempat segi tersebut, komunikasi, sumber daya dan struktur birokrasi merupakan faktor pendukung implementasi disiplin Aparatur Sipil Negara di Kelurahan Songgokerto; namun disposisi atau sikap menjadi penghambatnya.

Abstract

National and regional development to improve the economy and people's welfare is carried out with a sustainable concept based on natural resources and with an environmental perspective. To accelerate regional development in Central Java Province, Presidential Regulation number 79 of 2019 has been issued by setting 3 areas in Central Java as a focus, namely Bregasmalang, Kedungsepur and Purwomanggung and 5 other areas as supporting areas. To find out the results of regional development in all cities and districts in Central Java, a regional competitiveness index (RCI) was measured in 2019. From comparing the results of RCI in 3 focus areas and 5 supporting areas, it turns out that the RCI in the focus areas is not higher value than the supporting areas, Bregasmalang 5.86 was lower than Barlingmascakep 6.09; Purwomanggung 4.87 was lower than Subosukowonosraten 5.20, indicating that the policy to determine 3 areas for accelerated development of the region of Central Java Province is not fully evidence- based. The recommendation is that the policy for regional development in Central Java Province in the future is based more on evidence, the results of RCI.

Abstract

Optimizing the role of local wisdom in Minapolitan development is a reference for the implementation of development programs. For this reason, it is necessary to disseminate it to the community, especially people who are actors of development in the marine and fisheries sector. Intensive communication based on the spirit of kinship and professionalism must continue to be developed so that the results of marine and fisheries development can be enjoyed more equitably and fairly by all people of Malang Regency. Empowerment of this minapolitan is the joint responsibility of the Government, educational institutions (especially universities), bank and non-bank financial institutions, as well as the community. The availability of large potential marine and fisheries natural resources, as well as adequate quality of human resources, and adequate existence Fisheries Service institution with adequate technology support in the field of fisheries is very important to strengthen the synergy of local wisdom in Malang Regency towards a more advanced and beneficial for the community. Optimization and financial contribution to regional income in Malang Regency can be a pilot strategy from other regions that have similar cases and phenomena.     Keyword: optimization, local wisdom, minapolitan development
