Publisia: Jurnal Ilmu Administrasi Publik, with registered numbers ISSN 2541-2515 (print) and 2541-2035 (online) is a multidisciplinary journal published by the Public Administration Department - Faculty of Social and Political Sciences, University of Merdeka Malang. Abstract

Law Number 23 of 2014 concerning Regional Government clause 29 verse 5 explains that "The strategy for accelerating regional development as referred to in clause (4) covers the priority of development and management of natural resources in the sea, acceleration of economic development, socio-cultural development, humans development resource, development of customary law related to sea management, and community participation in development. Economic growth is one indicator of economic success in Indonesia, but in the course of economic growth there are several economic problems. The main economic problems according to Adisasmita (2005: 201) are (i) consumption; (ii) production; (iii) distribution; and (iv) growth. Economic growth of Indonesia depends on the production of goods and services in the real sectors produced. Surabaya is the second largest city after Jakarta in Indonesia, it is important to explore local economic potential and regional economic competitiveness to encourage the acceleration of the regional economy. The potential of local economic may not be competitive with all districts in the East Java Economic Province. Location Quotient analysis can be a basic calculation method for determining the acceleration of economic development in a region. Based on the Location Quotient analysis, it can be seen that the three main potentials of the local economy are the company's service sector (LQ = 3.056); and the sector of providing accommodation and food drink (LQ = 2,818); financial and insurance sector (LQ = 1,937). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.

Abstract

In the era of national transformation and regional autonomy, there have been many breakthroughs in the management of land fixed assets, but many financial problems and land assets have not been implemented optimally, effectively and efficiently in their management. This study was used to analyze the effect of asset management on the optimization of fixed land assets in Malang Regency Government. The independent variables used in this study were asset inventory, asset use, asset security, and maintenance, while the dependent variable used asset utilization and asset optimization with a sample of 62 respondents. This type of research is quantitative using multiple regression analysis and path analysis method. The results showed that there was an indirect effect of asset inventory, asset use, and asset security and maintenance on asset optimization through asset utilization where security and asset maintenance had a significant and positive effect, while asset inventory and asset use had no effect on asset optimization. The direct effect of asset inventory, asset use, asset security, and maintenance on asset optimization shows that asset inventory and asset security have a significant and positive effect on asset optimization, while asset use has no effect on asset optimization. In addition, asset utilization has a significant and positive effect on asset optimization.

Abstract

This study looks at the leadership of the village head in building communication, direct relationships and the formulation of authority and responsibility in the administration of village governance. This type of combination research was used in this study which resulted in the conclusion that most of the leadership of the village head with stakeholders including traditional leaders, religious leaders, community leaders, women's groups, BPD and LPMD had been going well. Although the process of building good relations with former political opponents was still an obstacle, especially in the original village cluster. Second, the leadership of the village heads in the three village clusters was of various types where the first cluster seemed liberal, middle democratic and continued democratic-autocratic. Third, the direct relationship between the village head and subordinates as well as the community in the three village clusters has been well established in terms of providing information, coordination, openness and transparency, although community trust in openness and transparency is seen as good only in villages with advanced clusters. Fourth, the formulation of powers and responsibilities of village heads in the three village clusters shows that the higher the village cluster the formulation of authority is more focused on the figure of the village head.

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan menganalisis tahapan penerapan, prosedur, serta kendala dalam penerapan e-government melalui aplikasi M-Bonk di Kabupaten Sidoarjo. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa pertama, tahapan penerapan e-government melalui M-Bonk Di Kabupaten Sidoarjo masih berada pada tingkat awal yaitu tingkat persiapan dan tingkat pematangan. Kedua, prosedur penerapan aplikasi M-Bonk di Kabupaten Sidoarjo yaitu mendownload aplikasi M-Bonk melalui playstore pada handphone android, membuka menu pelaporan, masyarakat menginput identitas pelapor, foto/video, dan nama lokasi kejadian, pada tahapan terakhir masyarakat hanya perlu untuk memilih tombol simpan sehingga data yang diinput akan tersimpan. Kemudian input data yang tersimpan akan ditindaklanjuti oleh petugas Dinas PU Bina Marga terkait. Kendala dalam penerapan melalui aplikasi M-Bonk di Kabupaten Sidoarjo diantaranya sumber daya manusia sebagai operator aplikasi dan tenaga lapang yang belum memadai, penerapan aplikasi M-Bonk belum memadai, serta sosialisasi penerapan aplikasi M-Bonk di Kabupaten Sidoarjo belum maksimal dilaksanakan.

Abstract

The village government is at the forefront of implementing public services to ensure the welfare of the community, which is a determining factor for the success of government programs. Increasing the capacity of village officials is an action to create a prosperous society. The village government must make efforts to increase the capacity of its village apparatus considering that the quality of human resources in various villages is generally still low. Therefore, the purpose of this study is to describe the development of the capacity of the apparatus in the dimension of developing the capacity of the human resources of the apparatus. Data collection in this qualitative research was carried out through participant observation, in-depth interviews, and documentation. The informants in this study were the Village Head and the Secretary of Kenongo Village, Tulangan District, Sidoarjo Regency. The data that has been collected will then be analyzed using the interactive analysis model of Miles and Huberman. The results showed that the development of human resource apparatus capacity was carried out through technical guidance from the Village Community Empowerment Service (DPMD), the implementation of technical guidance had not been accompanied by enthusiasm from the Kenongo Village government apparatus. Apparatus capacity development in the IT field has also been carried out, but not accompanied by monitoring and evaluation stages, so that IT training only evaporates without soft skills for Kenongo Village Apparatus. The findings also show that the development of the human resource capacity of village heads also needs to be improved, especially in terms of the ability to communicate with village apparatus staff to create a conducive working climate in government administration. The obstacles in carrying out the development of the capacity of the Village apparatus human resources are the lack of enthusiasm of the village apparatus in following technical guidance, the disinterest / curiosity of the village apparatus in using IT, the existence of passive village officials in planning work programs, and the morale of the apparatus is decreasing, because the salary received is used up for pay bank installments.

Abstract

The purpose of this article is to analyze and describe the implementation of village financial management policies (ADD, DD and DBH), as well as the supporting and inhibiting factors in the implementation of village community financial management policies (ADD, DD and DBH) intended to improve welfare and good governance. The implimentation of the management of village finances (ADD DD and DBH) creates  negative phenomena or phenomena that is not on target. The research method  is a qualitative descriptive approach. The results of the  analysis, based on the van Meter and van Horn policy implementation model, indicates that  five of the six variables affect the successful implementation of village financial management policies while one variable, namely the external environment, does not affect the successful implementation of village financial policies. The supporting factors are  the existence of regulations, community participation, internal and external cooperation, while the obstacles are the regulations that often change and the delay in distribution to the RKD. Abstract

The purpose of this research is to describe and analyze the implementation of asset management policies in the market village of Sidorejo Village, Pagelaran District, Malang Regency based on Sidorejo Village Regulation Number 01 of 2009 and to analyze the factors that support and hinder the implementation of asset management policies in the market village of Sidorejo Village, Pagelaran Village, Malang Regency based on the Regulation Sidorejo Village Number 01 of 2009 concerning Village Market Management. The method used in this research is descriptive qualitative. The results of this study can be concluded that the implementation of Village Asset Management Policies at the Sidorejo Village Market, Pagelaran District, Malang Regency Based on the Sidorejo Village Regulation Number 01 of 2009 concerning Village Market Management in general can be said to be successful with the condition that there is a real impact from the policy output, namely the Village Head Regulation of Sidorejo Village Number. 4 of 2009.

Abstract

This study tries to provide a development strategy for kindergarten educational institutions. This strategy can later be used by local governments in developing kindergarten educational institutions in their respective regions. This study uses a combination research type with a survey method and will analyze three aspects including the management and implementation of kindergartens; aspects of the quality of educators and teaching staff; and aspects of the availability of basic equipment, facilities and infrastructure. The research location is the administrative area of ​​Blitar City, East Java Province with data collection time from March to June 2019. Field data were collected using questionnaires, interviews, documentation and focus group discussions. Based on existing conditions, which have been analyzed based on internal and external factors, three strategic recommendations have been produced which include (1) Assistance in budgeting and monitoring the use of BOP funds (Operational Assistance for Early Childhood Education); (2) Increasing the cooperative relationship of kindergarten institutions through sponsorship schemes, (3) Standardization of minimal facilities and infrastructure as an effort to reduce the imbalance in the availability of facilities and infrastructure in kindergarten institutions in Blitar City.

Abstract

This study explores community participation in disaster management in Surakarta. The method used in this research is descriptive qualitative with interactive data analysis. The research data is in the form of primary and secondary data which were extracted through interviews, observation and documentation. The research flow includes literacy studies, field studies, problem identification and problem formulation, data collection, data processing, data analysis, reports and publications. The results showed that community participation in disaster management was evident at the disaster management stage. Communities together carry out rescue, evacuation and provision of emergency posts or evacuation. The community also works together in providing all the needs of the affected residents. Participation is not optimal in the pre-disaster and post-disaster stages. This is due to the lack of public awareness, the absence of firm sanctions and the absence of a forum for the community to work together with the government to plan and evaluate disaster activitie

Abstract

The relationship between institutionalization of party and electoral is an important theme because the strength of institutionalization is demonstrated through party performance in elections. However, the tendency in strengthening party institutionalization can't be separated from the presence of inherent figures. Some literature highlights that institutionalization is a conflicting entity with the emergence of strong figures. This article specifically discusses and explains that the problems of institutionalization and figures can intertwine each other. Because the party's relationship with the electoral arena can't be separated, the need for figures as a reinforcing variable in terms of political contestation, especially new parties in Jambi Province. This article uses descriptive qualitative methods to analyze deeply the phenomena that occur by utilizing secondary and primary data from various informants. Various data is coded, analyzed interactively and confirmed its validity then presented systematically. The results showed that the institutionalization that had been designed by the new parties was not able to produce a significant vote gain. People is more familiar with figures within the party, thus voter preferences see figures more than parties. New parties need to increase their popularity by working with figures that are acceptable to the public. At the end, the author offers how figures can appear in new parties by carrying out a process of political recruitment that emphasizes the involvement of candidates who have the potential to compete in elections.
