This research aims to reveal the institutionalization of bureaucratic reformation in Sleman Regency after the implementation of UU ASN. Moreover, the objective of this study is to identify the potential and inhibited factors of bureaucratic reformation in Sleman Regency. The research method of this research is descriptive by employing qualitative approach. The result of this research show that the institutionalization of bureaucratic reform after the implementation of the Act ASN in Sleman have run, and continued with a change agenda. This is evidenced by the habituation process that has been seen from the implementation of the rules and a new culture in Sleman District Government. The main obstacle was the culture of the old bureaucracy, which asked to be served, causing bureaucratic reform objectives have not been achieved optimally. In addition, the Government of Sleman regency, like other local governments in Indonesia, had to wait for the policy directives from the central government due to frequent policy changes at the central level.Keywords: Institutionalization, Bureaucratic Reformation, UU ASN

This research This research aimed to analyze the community empowerment of ex-migrant labors in Kampung Buruh Migran (KBM) of Tracap Village, Kaliworo sub-district, Wonosobo regency. This research result in the implementation of ex migrant empowerment was implemented by strengthening the economic capacity and human capacity. In the implementation of ex migrant empowerment there was decreased of level participation from ex migrant labors, from 297 members: recorded 72 members following empowerment in 2012 and now it was decreasing to 29 active mambers. Succesfull empowerment activity in strengthening economic capacity were koperasi and saving and loan. Meanwhile unseccesfull empowerment activities were farming and agriculture activities. The strengthening capacity and socialization were not yet effective. The empowerment were conducted in seven steps of empowering. The resistans factors were low quality of human resources, lack of coordination with government, the support expectation of targeted community to obtain goods and money, and lack of governments interventation toward the sustainability of the program.Keyword: Empowerment, Ex Migrant Labor, and Kampung Buruh Migran

The aim of this study was to clarify the role of migrants in promoting lifelong TFR in Yogyakarta (DIY). The study was conducted in Sleman which has the highest number of migrants in DIY. Methods of data collection done by survey of 300 respondents consist of 150 respondent of childbearing age couples migrants and 150 respondent of childbearing age couples non-migrants. Sampling was done by using a multi-stage sampling method. Result from this study is the childbearing age couples migrants have higher level of fertility than the non-migrant ones. This was due to several factors such as the childbearing age couples migrant families have a higher norm, the age of first marriage of childbearing age couples migrants is lower and childbearing age couples migrant’s participation in family planning programs is low. Some population policies that can be taken to improve the dissemination of family planning in the community, giving more attention to migrants in decreasing fertility level, identifying the migrant families further, increasing the human resources officer cadres or field and improve reproductive health education for the generation plan. This article aims to describe the development of CBT in Kulon Progo and obstacles faced. The method used descriptive qualitative design with Research and Development (R and D) from Borg and Gall (1998). The technique of collecting data used interviews, observation, documentation and Focus Group Discussion (FGD). Data were analyzed using interactive analysis Miles and Huberman. The study found that some strategies may be taken in the development of CBT: to see, to do, to buy, to share, to empower and to sustain of all agriculture, economics and social-cultural potentials in Kulon Progo. Moreover, in implementing CBT, there are steps should be considered as follows: understanding all potentials and resources, establishing CBT’s management, and integrating roles of all stakeholders. However, there are several hindrances in the implementation model that needs to be taken by the manager of CBT in Kulon Progo are: 1). Un-sufficient budget; 2) the lack of human resources; 3) un-readiness of community in viewing the importance of tourism management; 4) the lack of support from private sectors; 5) lack of infrastructure.Keywords: CBT, Strategy, and Empowerment

Law Number 24 Year 2011 on Social Security Administering Institution functions as guidance in the implementation of social insurance. One of the membership requirement mentioned in the act is the workforce (PPU). To obtain the Health Insurance, the Manpower (PPU) is required to pay a contribution of 5% of the Regional Minimum Wage under the terms of 4% of employers and 1% of Labor. Nevertheless the expected health services have not been achieved yet. The needs for evaluating National Health Insurance program were to assess the extent of program effectiveness, service improvement and membership expansion. This research focused on input, process, and output of JKN Program implementation operated by BPJS Health KCU Surabaya. The research used descriptive qualitative method. The results showed that the assessment of the JKN program implementation both in terms of input, process and output has been implemented quite well.Keywords: Policy Evaluation, National Health Insurance Program, BPJS on Health Surabaya, and Manpower

This article aims to describe the implementation of the quota policy 1 percent ofemployment opportunities for persons with disabilities in the city of Yogyakarta as stated in Government Regulation No. 43 Year 1998 on Efforts to Increase Social Welfare of Persons with Disabilities. In addition, a study of the obstacles encountered and efforts made by the Government of the city of Yogyakarta is also a goal of writing this article. The method used in this research is qualitative descriptive. The author uses interview, observation and documentation for data collection. The results showed that the implementation of the quota policy 1 percent for disabled for agencies that have hired employees more than 100 people, has not run optimally in the city of Yogyakarta. This is demonstrated by the limited number of disabled absorbed in government and private agencies. Various obstacles encountered in the implementation of this policy, namely: training materials for the disabled less up to date, enforcement of regulations about 1 percent quota has not run optimally; low awareness of state agencies and private companies to employ persons with disabilities; and the lack of willingness of the disabled to find jobs.Keywords: Quota Policy, Employment, Disabled

The purpose of this article was to know the implementation of regional health insurance. This research is empirical juridical research. This research was conducted with field research aimed at the implementation of regional health insurance after the enactment of Sleman Regent Regulation No. 60 of 2012. The results of this research indicated that the implementation of regional health insurance after the enactment of Sleman Regent Regulation No. 60 of 2012 follow: Regional Health Insurance Program in Sleman District has a goal to provide quality and affordable services to the community, maximizing health financing for the Sleman Slum community. Each JAMKESDA participant had the right to receive basic health services including outpatient and inpatient services, as well as Advanced Advanced Outpatient Health Care (RJTL), Advanced Inpatient (RITL), delivery and emergency care services. Constraints faced include limited local budgets for regional financing and inadequate health facilities and resources. In addition, other obstacles related to procedural administrative, constraints derived from data collection, constraints that are socio cultural and human resource constraints (HR). This research aimed to deeply understand the innovation and the supporting and inhibiting factors innovation of birth certificate service by E-Government. The research design used in this research were descriptive with qualitative approach. The research design was considered able to explain this research in depth. The results showed that the Innovation of Birth Certificate Services by E-Government in Yogyakarta's Department of Population and Civil Registration has not been optimal. It could be seen by the five indicators of innovation of public service according to Rogers advantages, compatibility, complexity, triability, and observability. From those five dimensions, it could be showed that the inovation has not been optimal by these case: 1) the number of users in online birth certificate making service were low, 2) the service innovation offered by the government were numerous, 3) there were no special officers who take care of the online birth certificate making service, 4) the online birth certificate making service was still conducted partially, 5) The citizen’s ignorance about the online birth certificate making service. There were also various supporting and inhibiting factors in the innovation of birth certificate making service by e-Government that conducted by the Yogyakarta's Department of Population and Civil Registration.
