Abstract

ABSTRACT Lao PDR that previously had cooperation in terms of export and import trade with Thailand, took steps to increase bilateral cooperation with Thailand Government. This was done through meetings in international fora. The cooperation finally resulted with the signing of MoU (Memorandum of Understanding) on Cross-Border Transport Agreement (CBTA) between Savannakhet, Lao PDR and Mukdahan, Kingdom of Thailand in 2005. This research would like to analyze the factor that triggered the Lao government to increase bilateral cooperation through CBTA with Thai government. There are several concepts used in this research, such as rational model actor and internal-external factor, while the locus of this research during 1999 until 2005. Abstract

ABSTRACT The birth of Constitution No. 6 of 2014 leads to villages having their own autonomy. This then makes every program run in the village self-administered by participatory village governance including the implementation of the Gerbang Sadu Mandara program. Result of the analysis shows that the Gerbang Sadu Mandara program has been running well. Communication programs already supported by transmission, clarity, and consistency of policy makers. Variables of resources there are staff, the authority, information, and facilities have been formulated and provided by the Government of the village. Disposition of the commissioning program has been formulated in the deliberation of the village whom the appointment of bureaucrats who have the ability and willingness, and supported with incentives given to executing programs. Bureaucratic structure in the form of Standard Operating Procedures (SOPs) of the policy makers supported by SOPs created and implemented by implementing policies. Abstract

ABSTRACT Competence of employees is very important in the organization. These competencies will create a superior employee performance and effective in carrying out the work. Technological change rapid will lead human resources to understand technological development, so the employee needed is competence of employee sufficient and able to use the technology. The problem underlying this study is the average employees only graduated of senior high school (SMA) graduated which is its haven’t achieve the minimal standard level of  archieve proffesion and not all employee can operate the information technology such as computers.The method that was used is associative method quantitative approach which purpose seeking influence between competence (variable X)  toward employee performance (Y). Primary data in this study were obtained through questionnaires as much as the number of samples is 72 Employees of Library institution, Archives and the documentation of Denpasar. Samples in this study using sampling techniques saturated. The results of the analysis of this study indicate that the variable competence affect positive and significant with the employee performance with regression equation Y = 19.188 + 0.377 X. The result R2 of 31.1%, and the remaining 68.9% is affected by other factors. From test of significance test obtained t (5.622) is bigger than t table (1.666) and showing competencies affect significant positive on employee performance in Badan Perpustakaan, Arsip dan Dokumentasi Kota Denpasar   Keywords: Competence, Employees Performance, Library, Archives and The Documentation of Denpasar

Abstract

ABSTRACT E-procurement system in the procurement of government goods / services is essential to improve the efficiency of the procurement process, this is the purpose and principles of procurement process government goods / services, including the Public Works Department of Bali Province as one SKPD Bali Province who have used the e-procurement system in the procurement process. The purpose of this study was to determine the efficiency as well as the constraints of e-procurement system in the procurement of government goods / services performed particularly of Public Works Department of Bali Province. This type of research is using descriptive qualitative approach. Source data used are primary data and secondary data. The results of the analysis of the findings and conclusions of research are e-procurement system in the procurement of goods / services conducted by the Public Works Department of Bali Province has been run in full and more efficient than the conventional way. This is evidenced by the results of the field survey and data procurement conducted by the Public Works Department of Bali Province in particular prone years. But it need to increase the use of electronic systems in other procurement methods, as well as the development of the server to operate the system that are not easily hacked or suffer other server error, given the e-procurement system based online. So that in the future, e-procurement system will be more efficient and transparent in accordance with the principles and objectives.   Keywords: E-procurement, procurement of goods / services, efficiency

Abstract

ABSTRACT The purpose of this study was to determine the Implementation of Badung Regency Local Regulation Number 7 of 2012 concerning Structuring and Guiding Traditional Markets, Shopping Centers and Modern Stores (CK Modern Minimarket Type Licensing Licensing Study in Kuta Subdistrict) using the Policy Implementation Policy from Van Meter and Van Horn includes policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing organizations, attitudes of implementers, and social, economic and political environmental aspects. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation. The results of the study show that the implementation of Regional Regulation No. 7 of 2012 has not gone well because there are still obstacles in several indicators, namely from standard indicators and policy objectives / goals, communication between implementing organizations, attitudes of implementers, and social, economic and political environmental aspects and indicators that have been running well include two indicators, namely indicators of resources and characteristics of implementing organizations. Abstract

ABSTRACT Accountability as an attitude of accountability in the management of village funds is a very important thing.The existence of transparent, responsible,effective, efficient, and economical attitude is the key to success from development and community empowerment based in accordance with Permenkeu 49/PMK.07/2016 on Procedures for Appropriation, Distribution,Use,Monitoring and Evaluation of Village Funds.This research uses descriptive qualitative method with data collection technique in depth interview to some informant . The theory used to dissect this problem is Financial Accountability Theory. Three indicators used in this study include: (a) Transparency indicator is evidenced by the absence of open village governance attitude towards village fund management from planning, implementation and accountability stages, (b) Indicators of Accountability is evidenced by the different amount of funds used in the village report on village financial accountability and report on the use of village funds owned by BPMPD Kota Denpasar due to budget changes in October and proven fictitious development included in the budget of APBDes,and (c) The principle of value of money is realized with the achievement of efficiency, effectiveness, and economics of village-managed programs. Abstract

ABSTRACT This policy was implemented in 2013 by implementing an online system. This online system-based Hotel and Restaurant Tax Collection includes a reporting system (SPTPD), payment system, and online business transaction monitoring (supervision) system. With the existence of this policy, many conveniences were brought in. For taxpayers, they can carry out their obligations to report and pay taxes online. In this research, researchers used descriptive qualitative methods.To able to obtain data, researchers goes down to the field to observe and got a primary data and secondary data for documentation study. The implementation has been running quite well but, implementation it has not been able to improve the compliance of taxpayers. There are some difficulties in carrying out this policy, there are taxpayers who still use manual systems, taxpayers who are less cooperative in paying taxes, taxpayers do not make good use of the facilities provided, and less competent human resources. Abstract

Rural development is fundamental to the welfare of society. Many government programs are implemented in villages that are aimed at providing benefits to the community. Various problems often appear in the village, one of them is poverty. The Government of Gianyar Regency took an action to overcome the problem of poverty that occurred in the area by creating a program called Gerakan Pembangunan Siaga Desa Swatantra which targeted directly to the community. This study uses a descriptive qualitative research methodology, in obtaining the data, the author does direct observation in the field to obtain the primary data related, conduct study documentation to obtain secondary data. This research also uses techniques such as direct or indirect interviews related to the topic of this research. The theory used in this research is the theory of public policy which focuses on the concept of policy implementation, participation, empowerment, and development. The conclusion of this research is the implementation of Pembangunan Siaga Desa Swatantra program in Taro Village. This program gave a lot of benefits for the community as the target since 2015. The obstacles that have to be overcome in terms of implementation are fund management, awareness of the actors and material supply issues so that the development process can run smoothly. Abstract

ABSTARCT The Government has launched the Regulation of the Minister of Home Affairs No.4 of 2010 on the existence of PATEN guidance to improve a potential on service, especially to the service is administrative. Gianyar District Government together with District is very pro active in supporting the mandate of the Act by doing Technical, Substantive and Administrative preparation to prepare and support the implementation of District Integrated Administration Service (PATEN). Factors supporting success in the Implementation of District Integrated Administration Service (PATEN) in Payangan District Gianyar Regency that is due to government support, employee support and support from the community. Abstract

ABSTRACT The rapid development of technology is now forcing the establishment of a program that is able to answer the problems in the world of education. To answer these problems, the government makes an online New Student Acceptance Program (PPDB). The purpose of this study is to find out the online admission administration of new learners in the Office of Education Youth and Sports of Denpasar City, especially in the Junior High School. Analyzed by the theory of Educational Administration. The implementation of New Student Acceptance in the Office of Education of Youth and Sports of Denpasar especially the implementation in SMPN 3 Denpasar is quite good although in the implementation there are some obstacles that hamper such as lack of socialization. Therefore, the suggestions of this research is the increase, especially in program planning by providing appropriate socialization about the implementation of the program as well.
