Abstract

ABSTRACT The provision of motivation through the service of GAMPIL (Gadget Mobile Application for License) to the employees has an important role in improving the quality of service in the performance of employees to the community, one of the employees of the Department of Capital Investment and Applied Licensing (DPMPTSP) Bandung City. The purpose of this study is to determine the effect of service motivation on employee performance. The research method used is descriptive method of quantitative approach with the intention to find the influence between service motivation (variable x) on employee performance (variable y). Primary data in this research is obtained through the distribution of questioner as much as the number of samples are 87 employees of the Capital Investment Department and Applied Licensing (DPMPTSP) Bandung City. The result of this research findings show that the variable of service motivation has positive and significant influence to the performance of the employee of Capital investment and Applied licensing (DPMPTSP) Bandung City with R2 result of 54,7% and the rest 45,3% influenced by other factor. The result of simple linear regression calculation shows that if service motivation is constant, then employee performance equal to 8,340. Meanwhile, if the motivation of services increased 1% then the performance of employees will increase by 0.739. From significance test obtained Tcount (10,122) bigger than Ttable (1,988) show service motivation have positive and significant influence to performance of Department of Capital investment and Applied Licensing (DPMPTSP) of Bandung city. Abstract

ABSTRACT Career Development Center (CDC) is a Career Development Center for students at Udayana University. This program aims to develop students' career and soft skills with various programs in order to improve the competency of Human Resources (HR). From the results of the SWOT analysis, it was found that the CDC has a problem in realizing a strategy focused on the issue of employee resources (HR), low budget funds and lack of facilities to support activities. Therefore researchers provide and recommend a New Public Management Managerial to streamline the realization of the CDC strategy. In realizing this New Managerial Public Management there are several indicators including, The Drive Orientation, Downsizing and Decentralization Orientation, Orientation in Search of Excellence, and Public Service Orientation, which emphasizes the quality, mission and values to be achieved by public organizations. Abstract

ABSTRACT Fire disaster is a disaster that can happen anytime. Many factors cause the fire in the community . In order to reduce fire hazard, the optimal performance of an agency in handling fire problems is needed. Organizational performance is an overall organizational effectiveness for the defined needs of each group and improves the organization's ability to continually achieve its needs effectively. As well as the Fire Department of Badung Regency which tries to deal with the issue of fire with efforts to improve the better performance in the field of disaster prevention and handling. However, in the implementation there are still problems in the organization that resulted in less optimal achievement of the vision of the organization. The purpose of this research is to know the performance of Fire Department of Badung Regency in the effort of prevention and handling fire hazard. This research is descriptive qualitative research. The theory used in this research is performance theory which has six performance measurement indicators: input, process, output, outcome, benefit, impact. Based on the results of the research, the performance of the Fire Department of Badung Regency in the prevention and prevention of fire are still not running optimal. This is because there are still problems faced by Badung Fire Department which is still lack of human resources, lack of firefighting post. Abstract

ABSTRACT Population growth from many years carries some effects in all aspects like education, health, economy and those are followed by problems that show up just like the problem that is caused by population growth which is the poverty problem. Poverty happens in every region in Indonesia especially in East Nusa Tenggara that even becomes the third poorest Province in Indonesia. East Nusa Tenggara Province Government takes a responsibility to solve poverty problem in their area with making an Anggur Merah Autonomic Village Program Policy Implementation which is targetting all poor villages in East Nusa Tenggara. This study uses a descriptive qualitative research methodology. In collecting data, the writer does a direct observation on the field to collect all primary data that is related with doing documentation study to collect the secondary data. Besides, the writer uses interview technique directly and indirectly that are related with this topic of research. The summary of this research is an Anggur Merah Autonomic Village Program Policy Implementation in Lukukamaru village since 2011 can be felt by the group society that has given donations which is consisted of 10 groups in first shift and 7 groups in second shift. In the implementation of this program, there is still a term disorder with a regulation that is agreed. Obstacles or chalenges that must be solved are the Lukukamaru people’s concern, a continuity of evaluation by the government in this village and supporting infrastructurs improvements of this program.   Keywords: public policy, public policy implementation, poverty

Abstract

ABSTRACT The permanent registers of voters list is the main problem when The National Election Commission of Indonesia (KPU) organized election activities. On December 9th, 2015, the KPU of Badung Regency has found many problem when the organized election Regent and Vice Regent of Badung Regency in updating data such as duplicate data, died voters are reappears as voters, and citizens who moved domicile are still registered in voter list. The problem in the background for this research is the turnaround time for the determination of the permanent voters list and also due to the many migrants live in the village. The purpose of this research was to evaluate the performance the KPU of Badung Regency in the process of updating the voters list remains for data Dalung village. This research used qualitative descriptive method with depth interview to informants. This research evaluated the performance of the KPU Badung Regency used performance evaluation theory (Agus Dwiyanto) consisting of indicators productivity, quality of service, responsivity, responsibility, and accountability. The results of this research indicate that the KPU performance of Badung Regency is not maximal due to factors such as voters' data while the KPU received from the Civil Registry does not sync, many people have not reported on administrative information of residence, and from KPU officials were less thorough in the input data. Abstract

ABSTRACT PHC (public health center) is a Unit of Technical Implementation District Health Office / City responsible arrangements for health development in the working area. As providers of health development, health centers are responsible for organizing the efforts of individual health and public health, which in terms of the National Health System, is a first-rate health care. The quality of health care affect the successful achievement of the health centers. In providing public services, the quality of service has become the main requirement for health centers. the functions of Public service related to the government's role, as a catalyst in fulfilling the public interest. Management system at Pagu's Public Health Center has been based on the quality management system ISO 9001: 2008.Therefore Pagu's Public Health Center directs the policies and processes within an organization shall be established, documented, implemented, measured and monitored, and further enhanced on an ongoing basis. While at the Ngaduluwih public health center has not been ISO certified, it still on the Service Excellence standards. Abstract

ABSTRACT Tirtamangutama Regional Water Supply Company (PDAM) at Badung Regency is one of the regional-owned business units, which is engaged in the distribution of clean water for the general public. The problem in the implementation of the excellent service as a provider of clean water services to the customers in large industry groups is the absence of notification regarding to the reparation of PDAM pipes, which caused a large profit loss for the hotel side and there’s no response about the complaints from PDAM side. The purpose of this study is to find out how the analysis of excellent service of PDAM at the Badung Regency was conducted by studying large industrial customers in the North Kuta region. The indicators used in this study are the Excellent Service indicators from Barata (2003), namely (1). Attitudes, (2). Attention, (3). Action, (4).Ability, (5).Appearance, (6) Responsibility. This study uses descriptive qualitative method by means of data collection techniques using observation, interviews, and documentation. The results of this study indicate that the implementation of excellent service at PDAM Badung Regency is still not running optimally. This is because the PDAM has not been able to apply K3 (Quality, Quantity, Continuity) of clean water services so that most of the Large Industrial customers still use wells as the main water source. This study produced a research recommendation so that the PDAM would optimize services through the creation of customer forums, recruitment of new employees, involving the participation of the government and the community in supervising and maximizing the services to customers. Abstract

ABSTARCT Organizational culture is an important contributing factor to the success or failure of the company. Culture can be a positive or negative force, in relation to the effectiveness of the achievement of the organization concerned. High performance is the result of cultural consistency. Tthis study has a purpose to know how far the influence of organizational culture on employee performance Tax Office (KPP) Madya Denpasar. The research method used is quantitative method with the intention to seek the influence of organizational culture on employee performance at KPP Madya Denpasar by using correlation approach. Primary data in this observation is questionnaires to 50 employees at Denpasar Tax Service Office. The results showed that organizational culture has a positive effect on employee performance in Denpasar Tax Service Office with R2 result of 0,606, which means that employee performance is influenced by organizational culture equal to 60,6%. Abstract

ABSTRACT Marga District has good potential for the agricultural sector, however, there was aonversion of 190 ha of rice fields in 2016. It causes a discrepancy in irrigated agricultural designation stipulated in the Tabanan District Regulation No. 11 of 2012 with the current area of ??agricultural land in the District of Marga. This study will discuss the performance of Tabanan District Regulation No. 11 of 2012 in controlling the conversion of rice fields in Marga District by using qualitative exploratory methods and using Policy Implementation Theory from Van Meter and Van Horn including standards and objectives, resource, communication between organizations, characteristics of implementing organizations, economic, social and political conditions and the attitude of the implementers. Result showed that the performance of Tabanan Regency Regional Spatial Planning policy in controlling the conversion of rice fields in Marga Subdistrictince the RDTR of Marga District has not been completed. It was caused by the lack of employees who understand the spatial layout in Tabanan District Government. Besides, rapid economic and population development in Marga Subdistrict also has an impact on the decrease of rice fields area. Keywords: Implementation, Spatial, Tabanan

Abstract

The Distribution of grant funds in Badung Regency is a policy regulated in the Regulation of Badung Regent No. 47 Year 2016 about Guidance of Grant. The aim of this research is to know the implementation of regulation policy of Badung Regent Number 47 Year 2016 about Guidance of Grant (The Study on the Distribution of Grant Funds to Community Groups in Benoa, South Kuta, Badung Regency Fiscal Year 2016). Still, there are problems in its implementation in the socialization process that has not been done thoroughly, the monitoring process that has not been done optimally, and the unavailability of the SiE-Hibah system (Grant Electronic System) to verify the grant proposal in order not to be done continuously (not given to the same grantee every fiscal year). This research was analyzed using the qualitative and descriptive method. The writer did direct observation and field research to obtain the primary data and documentation to obtain the secondary data. The conclusion in this research is the implementation of Badung Regent Regulation No. 47 Year 2016 about Grant Guidelines have been able to motivate the community through grant giving so that the community participates in supporting local government’s programs and activities. But it needs to be optimized again in terms of policy socialization and in the process of monitoring the use of grant funds in the field, as well as the provision of the SiE-Hibah system.
