Abstract

ABSTRACT The Influence of E-Billing Program Effectiveness to Individual Taxpayer Compliance in North Badung Tax Service Office.The purposee of this research is to knowsthe effectiveness of e-billing programs on individual taxpayer coumpliance in North Badung Tax Service Office. This research was include in associative research with quantitative approach and involving with total 100 individual taxpayers of sample that registered in North Badung Tax Service Office. The indicators of this research were tested using validity and reliability test, and hypothesis test using simple linear analysis. The result of R Square in this research is equal to 0.130, it shows that the compliance of individual taxpayers was influenced by the effectiveness of e-billing program by 13%. Abstract

ABSTRACT The policy of managing groundwater tax in Badung Regency is in accordance with the Badung Regency Regional Regulation Number 1 of 2011 concerning on groundwater tax where this regulation have a functions as an instrument to implementing supervision, control and environmental conservation in the utilization of ground water so that the availability of water is maintained and fulfilled in accordance with its utilization. Therefore, this research aims to find out how the implementation of groundwater tax management policy in the Badung Regency Regional Regulation Number 1 of 2011, this research used descriptive qualitative methods. The results showed that the performance of groundwater tax management policy in Badung Regency was not optimal because the standards set were still unclear, communication was not effective, the taxpayers were less cooperative and the attitude of the implementers and the application of less strict sanctions. Abstract

PDAM is a regional company that has authority in providing clean water consumption for the community. Municipal Waterworks (PDAM) of Tirta Mangutama is one of the agencies that often get complaints from customers regarding its services. Some causes of lack’s service of PDAM Tirta Mangutama were the increasing of water losses from community fraud, pipeline leakage, and network damage. The phenomenon occurs related to the problems and complaints of water distribution, it still got responses from the customers of PDAM’s Tirta Mangutama Badung. This research was included in associative research with quantitative approach. It was involving 100 customers of Municipal Waterworks’ Tirta Mangutama Badung as the respondents. The indicators in the study were tested using validity and reliability test. The tests of hypotheses was using simple linear analysis. The results showed that the quality of service that includes tangible, reliability, responsiveness, assurance and empathy have a positive and significant impact on customer satisfaction. R Square showed the result of 0.613 means customer satisfaction was influenced by service quality which was 61.3%, while the rest was 38.7% in this research model is explained by other factors. Abstract

ABSTRACT Badung Regency tourist destination thatalways crowded with tourists, especially in Kuta. Traditional Village of Kuta, or simply Kuta, is most favorite destinations. However, in 2015-2018 there has also been increase the number of theft crime in Kuta so the Australian Embassy issued a Travel Advisory. The purposes of this study are to find out and analyze the role of the Tourism Government Official of Badung Regency and the Government of Kuta in minimizing the criminal acts using the role theory of Henry Mintzberg. The role namely Interpersonal Role, Informational Role, and Decisional Role. The results showed that the Tourism Government Official of Badung Regency did its role but not by optimally, while the Government of Kuta has carried out role optimally in minimizing the crime by installing 100 CCTVs, doing night patrols, the formation of SJBS, as well as the completion of Awig-Awig and Pararem. Abstract

ABSTRACT Corporate Social Responsibility (CSR) is social responsibility given by the institution to community for minimalize negative impact and maximize positive impact in order advance the development of village by sustainable by means of econimic, social, and circles aspect. LPD (Lembaga Perkreditan Desa) Desa Adat Gulingan as the financial institution has pakraman village already may apply Corporate Social Responsibility programme to help prosperity and community empowerment Gulingan village. The research was used by a qualitative descriptive method with data collection technique like a observation, interview, and documentation. The research measures how CSR program impact LPD Desa Adat Gulingan against community empowerment with Financial Administration Theory and discuss with Community Empowerment Concept by Narayan that based on indicator of access to information, participation, accountability, and capacity. The results of this research indicate the CSR program owned by LPD Desa Adat Gulingan already can bring positive impact to the entire community, but not already can bring community empowerment impact. Stage and level community empowerment in Gulingan village still in the beginning process to achieve the independent community. Keywords: CSR, LPD, Community Empowerment

Abstract

Predicate Fair With Exceptions to Bangli County Financial and Revenue Reports in 2015 refers to the record of many troubled assets. This happens due to lack of understanding of human resources related inventory procedures, so that in the year 2016 conducted a thorough evaluation of the inventory of Regional Property. The purpose of this study is to know the application of transparency and accountability in the evaluation of inventory of Regional Property in Bangli Regency. This research uses qualitative descriptive method as well as data collection techniques through field observation and in-depth interviews about the inventory of Regional Property in Bangli Regency. Problems regarding the evaluation of the inventory of Regional Assets in this study were dissected through the concept of Kristianten transparency as well as the accountability concepts of Jay M. Shafritz and E. Russel. Through an assessment of the indicators of accountability and transparency, it is seen that the implementation of inventory in the Asset Sector of Regional Income and Asset Finance Agency is accountable but not yet fully transparent as seen from some transparency indicators that are not achieved. The findings of this study are that there are some assets that are of unnatural value and are not recorded in accordance with the procedures of the Public Works Department and the Youth and Sports Education Department. Abstract

ABSTRACT Primary data in this study were obtained through questionnaires as many as 100 samples of customers of PDAM Banjarnegara, The results of the analysis of the findings of this study indicate that the partial effect of service quality (X) on customer loyalty (Y) in PDAM Banjarnegara Regency is positive. This is based on the results of linear regression analysis which obtained a positive regression coefficient of 0.460. The results of tcount = 15.859 and ttable = 1.98397 which means tcount> t table with a significance value of 0.000 <0.05. So, it can be concluded that there is a partial effect of service quality on customer loyalty in PDAM Banjarnegara Regency is significantly positive. The influence of determinant of service quality on customer loyalty in PDAM Banjarnegara Regency is 72%. customer loyalty in PDAM Kabupaten Banjarnegara is influenced by the quality of services available. Abstract

ABSTRACT This research was conducted at the Department of Tourism and Culture of Bangli Regency. This study uses case study using qualitative descriptive research type. The unit of analysis in this study is an organization with informants are leaders, staff and staff who know the detailed information about the strategic planning of the organization and the community of tourism object managers as the subject of policies implemented by the organization. The purpose of this study is as an instrument to determine the extent to which the effectiveness of the strategy and its application as a follow-up and revision to the design of program formulation and the next strategy. Technique of data collecting done by field study that is collecting data through observation, interview and documentation study. The analysis results obtained that the implementation of strategies implemented in the Department of Tourism and Culture of Bangli Regency has several obstacles in the process of organizational strategic planning. Abstract

ABSTRACT The Government must work harder to develop the Tourism Departement in North Badung due to inequality of tourism development with the South Badung, although this region has many abundant natural resources. For example the Bali Elephant Camp which is an icon of the Carangsari Tourism Village, Petang District. Based on the development of tourism system in the Petang District that involves cross-sectoral from government, the private sector and the public. Then we need to review about the tourism development’s partnership. The problem underlying this study is the lack of attention of the government due to infrastructure development of the attraction and other supporting facilities to increase this Tourism Village. The method used in this research is Qualitative Descriptive research methods. This study was conducted to determine how the partnership development of tourism sector in Bali Elephant Camp guided by the three principles of partnership, there are : Equity, Transparancy and Mutual Benefit. The results of this study indicate that the partnership made between the government, private sector and communities in the development of tourism in Bali Elephant Camp just by Equity and Mutual Benefit principle, while the Transparancy principle still not optimal. The partnership during this time do not have any form but according to the kinship principle in the course of the partnership. There was no contract between the government and the private sector is currently run partnership for the partnership in the sphere of small, but there is different to the community partnership that use employment contract because it involves the lease of land.. Abstract

Abstract The existence of modern market rapidly grow and make threaten the existence of traditional markets, its therefore Gianyar Regency Government makes Regulation No. 5 year 2013 about  arrangement of the shopping center, modern shops and traditional markets to protect and the empowerment traditional markets. The problem in the background for this research is the arrangement of traditional market condition that is less than the maximum, complaints traditional traders in traditional market because modern market in Sukawati. After that Gianyar regency which has not legally applies the legislation about distance between traditional and modern market, also Gianyar Regency  its not explicit arrange the quota of modern market in Sukawati district. Therefore researcher focus on evaluated  regulation No. 5 of 2013 about the protection and empowerment of traditional markets. This study uses descriptive qualitative with depth interview to informants. The theory used by researchers is the theory from William Dunn about policy evaluation with four indicators used are effectiveness, responsiveness, efficiency and accuracy. The conclusion of this research of the fourth indicator is regulation No. 5 of 2013 is not maximal to protection and empowerment traditional market.
